American and White subgroups continued to demonstrate especially high levels of performance (86.3 and 87.8 percent, respectively). Students in the African American subgroup demonstrated a one-year gain of 2.3 percentage points, for a total of 7.5 percentage points improvement over 2007 levels. This trend provides evidence that MCPS continues to narrow the achievement gap for these students. The composite performance of Hispanic students declined from 2008 to 2009 (-4.6 percentage points), to levels comparable to 2007.

English for Speakers of Other Languages (ESOL) and Free and Reduced-price Meals System (FARMS) services groups showed small one-year declines in performance from 2008 to 2009 (Table 2), but their two-year gains from 2007 to 2009 remained high (7.4 percentage points for ESOL and 4.0 percentage points for FARMS). Performance for students receiving special education services declined 2.5 percentage points to levels slightly higher than those observed in 2007.

The performance of students attending red zone schools—where populations are impacted by high levels of poverty, mobility, and limited English proficiency—also serves as an indicator of how well we are serving all students (Table 3). In 2009, 60.0 percent of students attending red zone schools attained a composite score at or above the 50th Normal Curve Equivalent (NCE), a difference of 3.6 percentage points over 2007 levels.

Reading Performance on the TN/2 reading subtest is of particular interest this year with the introduction of the Seven Keys. The 50th NCE, which corresponds to the 50th national percentile (NP), is identified as the benchmark for reading proficiency in Grade 2, and the Seven Keys identifies a reading score at or above the 70th NP (which corresponds to the 61st NCE) as the mark of advanced performance. Overall, rates of performance at or above the 50th NCE benchmark in reading were high (Table 4). In 2009, 66.4 percent of MCPS students attained reading scores at or above the 50th NCE—substantially higher than the national norm of 50 percent. Asian American and White subgroups met the reading benchmark at the highest rates in 2009 (77.8 and 82.2 percent, respectively), and the largest two-year gain was observed for African American students (4.2 percentage points over 2007 levels). Performance in 2009 for Hispanic, ESOL, and FARMS subgroups dropped 2.0 percentage points or more compared with 2008, with rates comparable to those observed in 2007.

New to 2009 is information on advanced performance in reading (Table 5). In general, the high rates of advanced reading achievement in 2009 were comparable to rates observed in 2007 and 2008. In 2009, 45.1 percent of MCPS students, overall, attained advanced scores in reading, a substantially higher rate than the national norm of 30 percent. Asian American and White subgroups attained advanced levels of reading performance at up to twice the rate of the national

norm (54.5 and 62.6 percent, respectively). African American students demonstrated the greatest two-year gains in advanced performance (4.3 percentage points since 2007). One-year drops were observed for Hispanic and special education subgroups (-2.7 and -2.2 percentage points, respectively), although their rates of advanced performance in 2009 remained comparable to 2007 levels.
