Initiatives in Driving Licences Smart Card Driving Licence Project • Started in January 2013 and by the end of June 2013 implemented in
all RTO/ARTO offices.• BIOMETRICS capturing has made applicants’ presence mandatory in
RTO/ARTO offices .• Total SCDL issued till June 2016 since inception : 75 lakhs.

No Possibility of Duplication or fake issuance of DL . Creation of COMPUTERIZED DATABASE of DL holders Easy retrieval of DL Details of any DL holders. Easy to feed and retrieve offences committed by DL Holders and can further
be used by Enforcement agencies as well as Licencing authority for action against traffic offenders.
Online submission of DL / LL Application. Started phase-wise in 18 Divisional HQs’ districts till Mar 2015
. In Lucknow, online LL Application is made mandatory through
online mode. Permanent DL is made optional. No manual submission is allowed in RTO office.

Computerized Learner License Test Started in RTO Lucknow, Agra, Varanasi & Bareilly. Soon to
begin in Meerut and Kanpur. Budget allocated for rest of offices and the system will be
made functional from 16 August, 2016.Features : Applicants to appear in LL test on computer system. 15 questions are randomly given by software. To pass the test, an applicant has to correct 9 questions.
(60%) Questions comprises following matters:a) Traffic signs, Traffic signals.b) Rules of road regulations.c) Precautions to be taken by driver.d) Duties of drivers in road accidents cases.e) Documents to be carried while driving. • Advantages : No manual intervention of Test Conducting Officer. At the end of test result is flashed on computer screen. A transparent test system established.

Computerized Learner Licence TestCLL Test system was inaugurated in RTO Lucknow on 27 Jan, 2016 by Sri. Yasar Shah, Hon. Minister of State (Independent Charge) Transport Department.

• Automatic driving testing tracks are under construction in Kanpur and Bareilly.
• With the joint initiatives of State Government and Government of India establishment of IDTR is under process.
• Planning to automate presently functional manual driving testing track in 35 RTO/ARTO offices.

e- Initiatives1. Dealer Point Registration system : Online
Registration of New Vehicles through dealers.• Feeding of Data related to vehicle & owner, and online
payment of Road Tax/ fee are done at Dealer Point.• Only approval & issuance of RC at Transport office.• Citizens not required to visit transport offices. RCs are
delivered through dealers.• Project started in May 2014 in 14 districts, and
extended to rest of offices in May 2015.• Till June 2016, 1889 dealers enrolled, about 19.5 Lacs
vehicles registered and Rs.1630 crores revenue deposited online.
2. Online Booking of notified VIP registration number
• Scheme started in May 2014.• No manual interface in booking of these numbers.• Till June 2016, about 58540 numbers have been booked
online.

e- Initiatives 3. Online Tax Payment System for commercial
vehicles of UP and Other states : Benefiting 8.50 Lakhs Owners of Transport Vehicles of UP. About 1.50 Lakhs commercial vehicles of other states are
paying UP Taxes online per month.Advantages : •Online payment facility available on 24 x 7 basis.•Tax / penalty calculation by Software. No human intervention.•Immediate receipt generation .•Additional confirmation through SMS both by Dept. and Bank
Now 42% of Total revenue are depositing through online mode.4. Monitoring of public delivery system through
CCTV Cameras in 40 RTO/ARTO offices: •In rest offices it will be installed in phased manner. 5. For better co-ordination in Road Safety Sector, a website uproadsafetycell.org was inaugurated by Hon. CM Sri Akhilesh Yadav on 3rd June, 2016. 7

Licenses
6. First state to launch 24X7 TOLL-FREE Transport Helpline in November, 2013.
Helpline has 2 components: Toll free Number & Helpline Website Toll free Number 1800-1800-151: answers citizens’ queries and registers their
complaints. Helpline Website www.uptransporthelpline.org - the platform for citizens to
access their complaint status and for department officers to enter their redressal reports and monitor the efficient disposals of complaints.
Till June, 2016 Total 16018 complaints registered and 15668 resolved @ rate of 98%.
7. Whatsapp Group was created for better co-ordination.
8. SMS based Monitoring / Directions is also initiated.
9. e-mail based grievance redressal system is also operational.
Future ProjectsWeb-enabled ‘VAHAN 4.0’ software –
• A common, centralized, Web-based platform for all RTOs across all states of the country.
• Now Online Application for many vehicle related services could be possible which in turn minimize the visits of Applicants to RTO offices.
• Delhi, Maharashtra, Rajasthan, Uttarakhand, Jharkhand, J&K and Meghalaya have adopted this system and some of their offices are running on this platform.
• In Uttar Pradesh, Pilot run started in Barabanki in Januray, 2016 and from 19 July, 2016 this system made functional in RTO Lucknow.
• To run this system 4 Mbps Internet Lease Line connectivity on Optical fibre and as a backup 4 Mbps on Radio Frequency is to be installed in all Transport offices.
• For that approx. Rs. 9 Crores is required. Rs 6.5 Crores allocated in this year budget. Sanction for disbursal of allocated amount to BSNL is requested from the Government.
Web-enabled ‘SARATHI 4.0’ software : • NIC Hyderabad is working upon it and by the next month its
roll-out in Barabanki for pilot run is expected.
Future ProjectsMobile app based e-challan system – Developed by NIC
HQ Delhi Features : It provides for automatic location logging (place name, Lat-Long)
through GPS. An in-built function to click and store photos of vehicle, documents,
number-plate. App will fetch vehicle/driver details from Vahan-Sarathi database by
entering DL and RC. System will automatically calculate the challan amount based on the
type of offence selected by the enforcement officer against the defaulter and the challan history of the defaulter.
The system will offer synchronization of offline mode of challan issuance with online system .
Automatic alerts and notifications will be sent to relevant stakeholders at predefined stages of challan process.
Challan receipt will be printed through a handy and portable thermal printer.
The receipt will have the QR code which the defaulter can scan through his/her mobile to navigate to challan website for online payment of challan amount later .
The Enforcement Officer will be able to search for any challan anytime anywhere
Pilot run started in Lucknow and Noida.
Future Projects
Installation of CCTV cameras / emergency button / GPRS in all public service vehicles.
Installation of speed governors in all commercial vehicles registered in Uttar Pradesh.
Implementation of High Security Registration Plates scheme.
Implementation of Smart Card Registration Certificates.
Installation of GPS / GPRS based Auto fare meters.
