Affected Road:

Motorists are advised for their own convenience to avoid the following routes between 9.00 a.m. and 10.00 a.m.:

          Traffic shall be stopped for minimum duration on above roads depending on the movement of the participating cyclists.

Traffic circulation and parking scheme

 

          The participants shall arrive at Central Civil Services Sports & Cultural Board (Central Secretariat) Ground. No vehicles will be allowed in the ground or on Vinay marg except special labeled vehicles. They shall be guided by the volunteers to assemble in their earmarked holding areas at the at Central Civil Services Sports & Cultural Board (Central Secretariat) Ground. 

VVIP sticker and Elite Athlete Buses/cars with the label “Elite Athletis Bus” will enter Vinay Marg from Ashoka Hotel side and enter the ground Via Gate No. 2 and alight there. 

General public/participants will park their vehicles on Race Course Ground-Opp. P.M. House, on Kamal Ataturak Marg after parking their vehicles, they will reach the starting/holding point on foot via K.A. Marg and Vinay Marg 

Park and Ride  

          There shall be a Park & Ride Shuttle Bus Service available from Bhikaji Cama Place which is a Paid Parking provided by the organizers. Park & Ride Lable shall be displayed on the Shuttle vehicles. These vehicles will drop off/pick-up on Niti Marg. This service will be available from 5.30 A.M. onwards         

Directional Corridors 

Due to closer at diversions on the route of Marathon, the available corridors are as follows:- 

For East-West and West-East Movement 

Ring Road in each direction  New Delhi covered via Mandi House-Barakhamba Road-Connaught Place-mandir Marg. 

For North-South and South-North movement  

Shanti Path-Mother Teresa Cresent –RML-Lajpat Rai Marg-Ring Road-Mathura Road-BSZ Marg are available. 

Emergency Vehicles  

All emergency vehicles including motor vehicles of Delhi Police, Ambulances, Fire Brigade and other Emergency Service Vehicles are allowed to cross the route of marathon during emergent situations, when proceeding on emergency duties to save precious lives of people. 

Information for Examinees/Officials 

          All officials/examinees of various examinations scheduled for 21.10.2010 are requested to start well in time to reach their destination. In case of difficulty they are requested to contact the nearest police officer for requisite help.  Instructions have been issued to police officers on duty to facilitate the candidates & officials to reach the examination centres. 

          All invitees, participants and spectators intending to go to Civil Services Cultural & Sports Board Grounds are requested to reach before 7.00 am. After 7.10 am the restrictions on general traffic shall be imposed.

          General public and motorists are also advised to use public transport to avoid congestion on roads. General public and motorists are advised to plan their journeys keeping the Marathon in mind and advance their journeys so that delay can be taken into account. Motorists are advised to follow the directions of the traffic policemen posted on roads to avoid inconvenience. Traffic police will be available to divert and regulate the traffic. The diversion is likely to continue from 5.00 A.M. till completion of the Event.

    GANG TARGETING AFGHAN NATIONALS BUSTED.    ACCUSED INVOVED IN CASES OF ROBBERY FROM AFGHAN NATIONALS.     TWO AFGHAN NATIONALS INTRUMENTAL IN PASSING INFORMATION ABOUT POTENTIAL TARGETS TO THE GANG.    ROBBERY OF MORE THAN 1 LAC US DOLLORS SOLVED.    ROBBED AMOUNT OF ABOUT RS.35 LAC RECOVERED.

 

INTRODUCTION:- 

 

Crime Branch has apprehended a gang of four persons namely (i) Arif Khan (38 years) s/o Abdul Rashid r/o T-149, Khushru Nagar, Hazrat Nizamuddin, Delhi, (ii) Yashvir Singh (43 years) s/o Raghubir Singh r/o H.No. 533, Gali No.19, N-Block, Amar Market, Saurabh Vihar, Jaitpur, Delhi, (iii) Agha Khan (42 years) s/o Abdul Qadir r/o 140, Gali No.35, Nafis Lane, Zakir Nagar, Okhla, Delhi and (iv) Wali Agha (25 years) s/o Mir Agha r/o Kabul Zaika Restaurant, Ballimaran, Delhi (Permanent Add:- Kabul Azargamat, Afghanistan). The gang is involved in robbery of cash from Afghan nationals/businessmen. Two cases of robbery from Afghan Nationals have been solved with the arrest of the accused persons. Two members of the gang, who are Afghan nationals, are instrumental in giving information about cash flow to the gang.

 

INFORMATION AND TEAM:-

 

In past few months, there had been some incidents of robberies from businessmen/traders in North & Central Delhi. These incidents had caused alarm.

Therefore, ACP KPS Malhotra deputed SI Vijay and Ct Ravinder of Anti Robbery Cell/Crime Branch to collect and develop the information about persons/gang(s) involved in such type of crimes. After gathering details and painstaking analysis, this gang was identified as suspect in these incidents.

On 18.04.14, specific information was received that the accused persons who were involved in robbery of Afghan nationals at PS Hauz Qazi, would assemble near Kabristan, Nizamuddin. A team led by Insprs Kuldeep Singh & Sunil Kumar and comprising of SIs PC Yadav, Vijay, Ravinder, HCs Vikal, Dayanand, Cts Ravinder, Naresh, Yogender, Pushpinder, Parwinder, Amit and Brijesh was constituted under the close supervision of  ACP KPS Malhotra and overall guidance of DCP Bhisham Singh to nab the culprits. 

OPERATION:-

 

On the basis of information, a trap was laid near Shamshan Ghat at Nizamuddin-Lajpat Nagar road. One Indica car bearing No.DL-3CAX-2552 was seen coming from Nizamuddin Dargah side. The car was signalled to stop but sensing the presence of police party, the driver of the car accelerated the speed of the car and tried to escape from there but the team intercepted the car and apprehended all the four occupants of the car who were identified as (i) Arif Khan (38 years) s/o Abdul Rashid r/o T-149, Khushru Nagar, Hazrat Nizamuddin, Delhi, (ii) Yashvir Singh (43 years) s/o Raghubir Singh r/o H.No. 533, Gali No.19, N-Block, Amar Market, Saurabh Vihar, Jaitpur, Delhi, (iii) Agha Khan (42 years) s/o Abdul Qadir r/o 140, Gali No.35, Nafis Lane, Zakir Nagar, Okhla, Delhi and (iv) Wali Agha (25 years) s/o Mir Agha r/o Kabul Zaika Restaurant, Ballimaran, Delhi.

 

 

INTERROGATION:-

During sustained interrogation, Arif Khan disclosed that he came in the contact of Nadeem and Yashvir. Afghan national Agha Khan of Jakir Nagar had informed them that his relative Wali Agha works in a restaurant namely Kabul Zaika at Balli Maran area. Sameer Guest House is next to this restaurant where most of the Afghan tourists used to stay. He has information about Afghan nationals who carry huge amount of money from Delhi to their country. Agha Khan also informed that if their cash is robbed, they will not report the incident to the police. He gave this information

to Arif Khan and asked him to arrange more associates. Arif called his cousin Nadeem and they all decided to rob Afghan nationals by organizing a fake raid.

Thereafter, Wali Agah came to know from Agah Khan that one Shamim, who is an Afghan national, would be traveling to Kabul in the morning of 08.04.2014 with huge foreign currency. He passed on this information to Agah Khan, who further passed on this information to Nadim. Nadim roped in Aarif and Yashvir Singh in his plan. On 08.04.2014, Nadim, Aarif and Yashvir Singh reached Ballimaran area in a red colour Indica Car No.DL-3CAX-2552.

The businessman from Afghanistan, namely Shamim, left Samir Guest House at Ballimaran, Delhi at about 5 AM, where he was putting up. Shamim had to leave for Kabul by flight. There had been some incidents of robbery of cash from the Afghan nationals earlier when they used to travel by taxi. Therefore, Shamim decided to travel by Metro, considering it as a safer option, to reach the IGI Airport. As soon as he left his guest house, he was stopped by three persons who introduced themselves as police officers. The so called police officers told him that he was carrying drugs/fake currency and he was required to be searched. Sensing something foul, Shamim raised an alarm and some locals gathered there. One Head Constable from the nearby police booth also came to the spot. Accused persons told the Head Constable that they were from Kamla Market Special Staff and they have information that the Afghan National was carrying drugs/fake currency. The Head Constable asked them to search the Afghan national in the police booth and not on the road. Thereafter, they all went to the police booth where the accused persons took the search of Shamim. When they found huge amount of foreign currency, they told the Head Constable that they are taking the Afghan national to their office as he was carrying fake currency. The accused persons who were in a red color Indica Car forced Shamim to sit in their car and left from there. They drove the car towards IGI Airport and on their way, they gave beatings to Shamim and robbed him of 1,27,500 US Dollars and dumped Shamim near Mahipalpur. A case vide FIR No.86/14 u/s 392/365/34 IPC, PS Hauz Qazi had been registered in this regard.PROFILE:-

(i)                 Accused Arif Khan was born in Raja wali Gali, Old Delhi in 1975.  His father Abdul Rashid had business of taxi at Daryaganj. Due to family dispute, his father had to sell his parental house and had to shift to Seelampur. He has one brother and one sister. He had his primary education from the Government School, Babarpur, Delhi. After completing his Intermediate schooling from Gandhi Memorial School, Shahdara, he joined Shaheed Bhagat Singh College for higher education and completed BA-II Year from the college. He left studies and did not appear in final year exam. He got married in 1991 and thereafter they shifted to Khusru Nagar, Hazrat Nizamuddin in his in-law’s house. He has six daughters and one son.(ii)               Accused Yashvir was born in Village Nangla Kanwada, PS Dohghat, District Baghpat, UP in 1971. His father was a government teacher. He has one sister and five brothers. He completed his schooling from govt. school situated in his village. He joined Delhi Police as a Constable in 1991. He is posted in South District, although currently attached to police station Badarpur.

(iii)             Accused Agha Khan is an Afghan national residing in Zakir Nagar and working as an Interpreter to Afghan nationals visiting India.(iv)             Accused Wali Agha Khan is also an Afghan national working as a waiter in Kabul Zaika restaurant of Ballimaran. 

RECOVERY:-

1.                  Cash Rs.16, 00,000/-.

2.                  One Innova Car No.DL-4-C-NE-7225 purchased by Arif for Rs.11 lac.

3.                  One Motorcycle Honda CBR No. DL-3-SCQ-4253 purchased by Arif for Rs.1.85 lac.

4.                  One LED TV, one DVD player and one Juicer mixer grinder purchased from robbed money.

5.                  One Indica Car No.DL- 3SAX 2552 used in the crime.

6.                  Five Mobile phones used in the crime.

            All the accused have been arrested u/s 41.1 (A) CrPC and all concerned police stations have been informed accordingly. Efforts are being made to arrest the mastermind and absconding accused Nadeem. It is also being verified whether they are involved in earlier incidents.

GANG OF CAR STEREO THIEVES BUSTED

 

                        With the arrest of two accused persons Mohd Khalil & Arun Pator, the staff of PS Bharat Nagar, North-West District has busted a gang of car stereo thieves.  Five Car stereos & one TSR (used in commission of crime) have been recovered.  

INCIDENT:

           On 16/04/2014, a PCR call was received in PP Sangam Park, PS Bharat Nagar regarding stereo theft. The call was marked to HC Jai Prakash, who reached at the place of occurrence and recorded the statement of complainant Vijay. He stated that on 15/04/2014 at 05.00 PM he parked his Zen Estilo Car outside Barat Ghar. Next day, when he checked his car, the driver side rear glass was found broken and stereo (Pioneer make) installed in the car was found stolen.

 

                        A team comprising of SI Rakesh Duhan (I/C PP Sangam Park), HC Jai Prakash,  Ct Vikram and Ct Jai Karan under the supervision of Insp. Dinesh Kumar ATO, P.S Bharat Nagar and overall supervision of Sh. Mohd. Iqbal, ACP/Ashok Vihar was constituted and investigation was taken up. Enquiry was conducted in the area, meanwhile one TSR was found wandering suspiciously in the area. The TSR was stopped and two occupants later identified as Mohd. Khalil s/o Pesh Mohd. @ Mohd Nisar and Arun Pator (TSR Driver), s/o Ravi Pator both residents of Jhuggi Shastri Park, Delhi were questioned. On checking five stolen stereos were recovered from their possession. Accordingly a case vide FIR No. 204/14 u/s 379/411/34 IPC PS Bharat Nagar was registered and both the accuse persons were arrested.           

 

INTERROGATION:

                        During sustained interrogation, the accused persons disclosed that they generally used to park their TSR near the targeted car for shadow during night hours. Thereafter, they used to break the glass of the car and steal the stereo. Later, they used to sell these stolen stereos to one Raju - a resident of Khajuri Khas, Delhi.

Mohd. Khalil  is a school dropout from class 2nd and drug addict. He used to commit thefts & robbery to fulfill his requirement of drugs. He is a BC of P.S New Usmanpur Delhi.

 

Arun Pator is a class 5th pass and works as a TSR Driver but due to the lust of the money he joined the company of Mohd Khalil and he provided his TSR for the commission of theft.

 

                        Investigation is in progress, efforts are being made to arrest the receiver of the stolen property.

A GANG OF AUTO LIFTERS BUSTED WITH THE ARREST OF TWO ACCUSED, FIVE MOTOR CYCLES RECOVERD & FIVE CASES SOLVED.                 

Incident/Brief facts:-

With the arrest of (1) Furkan @ Bijli s/o Aldad Khan  r/o Vill & Post Chandoi, PS Islam Nagar, Distt Badayun, UP (2) Raheem Khan @ Babu S/O Rafedin R/O Vill & Post Chandoi PS Islam Nagar, Distt Badayun, UP , the Special Staff/NE has solved five different cases of Auto Theft, one each from Police Stations Pahar ganj, Jyoti Nagar, Nand Nagri, Loni and Indirapuram. Five M/cycles have been recovered from the possession of the accused persons. 

TEAM AND INVESTIGATION:-

                        It was observed that several offences of Auto Theft have been reported in North East District in last few days. In close leadership of Insp. Birender Kumar, I/C SPL Staff/NE Distt, different teams were organized and motivated to develop information to crack down such gangs operating in area of North East and NCR.  ASI Pawan Malik developed an information of Auto Lifters who were based in Badayun, UP. It was confirmed from reliable sources that a gang of auto lifters headed by  Furkan, Alam & Rafakat used to steal m/cycles from different areas of NCR and to dispose off the same in village areas of Badayun through Babu (A receiver). In a way to burst this Auto Lifter  Gang a team comprising of  ASI Pawan Malik, Ct. Sandeep, Ct. Sonu, Ct. Amit, Ct. Manoj, Ct. Saranvir   was constituted in close leadership of Insp. SPL Staff North East Distt. On 17/04/2014 the team arrested one Furkan and further on his disclosure and

pointing out  Rahim Khan @ Babu was arrested. From possession of these accused persons the team recovered five M/cycles, which had been stolen  from different places in Delhi and NCR.

 MODUS OPERANDI:-

                        During sustained interrogation, it was observed that the gang used to reiki the area by means of hired Auto Rikshaws. One of the gang member used to steal M/cycles and after completion of offence the whole gang used to shift to Badayun,UP. They used to dispose the M/cycle in near by villages for small amounts.

1.          Whereas a large number of NBFC (Non Banking Financial Companies) are operational in Delhi and other parts of NCR, which are handling huge transactions of cash and precious metals.2.          And whereas, a large number of customers come to the said companies for day to day transactions, it thus becomes necessary to have quality surveillance on their day to day functioning.3.          And whereas, it has come to notice that certain criminals and anti-social elements look for soft targets, particularly during the late evening hours and target employees carrying huge cash/jewellery items and are vulnerable to crime and criminals, if they are not guarded properly at their business premises and while in transit.4.          And whereas, it is imperative to put some regulatory checks on the activities of such NBFC (Non Banking Financial Companies) so that the anti-social and criminal elements do not cause danger to human life and effect loss of property.

 

Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C. 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No U11036/(i) UTL, dated 09.09.2010. I Pawan Kumar, Assistant Commissioner of Police, Sub-Division Connaught Place, New Delhi District , dohereby make this written order that all such NBFC carrying huge transactions of money and jewellery items at their respective offices and their like establishments shall refrain from:-

A.    not maintaining secure premises by installing CCTV at their main access, entry in the office and inside and around the premises. Proper staff shall be deputed to monitor the CCTV coverage. A video backup of atleast 30 days of such recording be kept for further use.B.    not maintaining data base of all employees, security guards, Cab Drivers and contractual workers working with them for access by the police as and

when required, and ensure verification of antecedents of all the employee including contractual employees.C.    not following the procedure of 'KNOW YOUR CUSTOMER' as issued by the Reserved Bank of India for Nationalized Banks and a data base for same shall be kept for access by the police as and when required.D.  not maintaining digital record of all the visitors with their photo identity.E.    not deploying armed security guards at the main entry of such premises and at any other vulnerable point.F.    not deploying armed security guards with the employees who carry huge cash/gold/jewellery from one place to another, All high value transactions must be done in a secured vehicle which must have CCTV installed.G.  No vehicles being used for transportation of cash or precious metal must be without GPS for monitoring their movement.H.  No movement of large amount of cash or precious goods after sunset, be undertaken.

 

5.          These orders shall come into force with effect from 20.04.2014 and shall remain in force for a period of 60 days up to19.06.2014 unless withdrawn earlier.6.           Any person/employers/transporters etc. contravening these orders shall be liable to be punished in accordance with the provisions of section 188 of the Indian Panel Code.7.           As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through the Press and by affixing copies on the Notice Boards of the office of all DCsP, Addl. DCsP, ACsP, tehsil offices, all police stations concerned and the offices of the NDMC and MCD.
