A plant tour of the IE30 Manufacturing Building, at Eli Lilly S.A. in Dunderrow, Kinsale took place on 9th May 2008. Eli Lilly and Company is a leading, innovation-driven corporation committed to developing a growing portfolio of best-in- class and first-in-class pharmaceutical products that help people live longer, healthier and more active lives. Eli Lilly S.A.- Irish Branch, based in Kinsale, County Cork, is one of six Lilly bulk manufacturing plants worldwide. Lilly's Kinsale operation is now positioned to become a centre of excellence in biopharmaceutical manufacturing technology with construction underway of a 400 million Euro facility. Lilly products treat depression, schizophrenia, attention-deficit hyperactivity disorder, diabetes, osteoporosis and many other conditions. The tour of the IE30 Manufacturing Facility was hosted by Louise Mark, Sean Doherty and the head of Process Automation John Sweeney of Eli Lilly. The ISA would like to note the recent Passingof John Farrell and Jim O’Keefe.

Jim had worked for many years with PJBonner, following the closure of Dunlop’s in themid 70’s servicing many companies inMunster.

He passed away on 30th March 2008 –Anybody who knew Jim will remember him asone of nature's gentlemen, and is survived byhis wife Rosaline, his daughter Orla and sonsDeclan and Brendan.

John Farrell was President of ISA in1995/1996. He was also honoured with thePioneer Award in December last year inrecognition of a lifetime devoted to Controland Instrumentation in Ireland.

John began his career in the aviation industryserving his apprenticeship in the RAF.Subsequently he joined Goulding’ Fertilisersand later Gilroy Automation before forminghis own company Farrell instrumentation.

After many years in the industry and a briefspell with Tektron he then joined Prosconmanagement team. He is survived by his wifeEileen.

These two gentlemen will be sadly missed bymembers of the Instrumentation, control andAutomation community.

Sligo Technical Talk

On Tuesday the 11 March 2008 a StudentTechnical Talk was held in Sligo Institute ofTechnology.

The presenter was Mr. Tony Donnelly of E&HIreland. Who delivered an excellent paperand demonstration showing how you canaccess - via an Internet Portal - allDocumentation, Technical Information,Operator Manuals, Calibration Certificates,Instrument / Device Configurations, SparePart Lists, Product Availability Information forall your E+H Field Devices and how 3rd. PartyProducts can be accommodated.

Additionally, whether you are using HART, orPROFIBUS or Foundation Fieldbus fielddevices it showed - by the usage of the"enabling technology" FDT / DTM andFieldCare - how you can do ConditionMonitoring on All Field Devices and use theDiagnostic Facilities to identify "stressed fielddevices" and thus drastically reducebreakdowns and extend calibration intervals.

The technical talk was well attended bymembers mostly from the other side of theShannon River.

ISA IRELAND SECTIONEXHIBITION

The ISA ANNUAL EXHIBITION took place inThe Rochestown Park Hotel, Cork on Tuesday22nd April 2008.

The ISA Ireland president elect Mr. MichaelMeade performed the official opening at 11am on the day and activities progressed untillate evening.

This exhibition is seen as a must for anyperson involved in Instrumentation.

The recognition of the importance ofInstrumentation as a contribution to the overallsafety and quality of any production or controlsystem has been highlighted by thetremendous improvement in technology inrecent years.

This year’s exhibition again provided anexcellent platform upon which many newproducts were launched on the Irish Market.

Many of the professionals in the industry,when asked about our exhibition, say it is amust on their calendar because it gives theman opportunity to check on what is new on themarket, speak with manufacturers anddistributors and most importantly a chance tonetwork with and meet old friends from theindustry.

Industry in Ireland faces increased pressure toautomate tasks and reduce labor costs. Theyare also increasing production and these aresome of the reasons for the continuing successof the control and automation industry inIreland.

We need to provide high levels of automationfor our members as the competitiveness andprofitability for each company is being judgedcompetitively against both other companies intheir industry and also against their sisterplants across the world.

DLC12 (Europe) Leaders MeetingReport on Attendance atDLC12 in Madrid Apr/08

This report is issued to detail observationsrecorded by Mr. Mick Meade ISA Irelandpresident elect visit to the DLC12 LeadersMeeting in Madrid 18-19/Apr/08.

This report details his own views andobservations and does not necessarily reflectthose of ISA, the Ireland Section or the otherattendees thereof.

There were sixteen papers presented over thetwo days. The papers detailed below arethose which had specific relevance.

“ISA Spain - the key for successof 10 years evolution”

This paper was presented by Francisco Diaz-Andreu and Fredrico Adrian (both SpainSection). The following key points were raisedand discussed.

A very active committee of 35 no. with 14 no.positions (chairs) drawn from end users andfrom across the industry and a new presidentelected every year.

Financially supported by 47 no. sponsors fromacross the major industries across Spain and400 no. members including 150 no. studentsmembers in 3 no. student sections with anothertwo in formation.

Runs four courses per year with 30 no.participants over 16-24 hours per courseusing certified trainers from external bodiesand funded by the section.

Provides 3-4 no. Technical Meetings per yeareach with subsequent panel driven Q & Asession.

Increasing adoption of IT and telecomtechnologies with expanding development oftheir WEB services.

Employs fulltime paid section Administrator ina rented office.

The Spain Section has achieved a high level ofsuccess over the ten years in existence andtheir model certainly offers some direction tothe Ireland Section.

“The ISA100 Wireless Standard:a chance for European Industry”

This paper was presented by Jean-Pierre Haut(France Section). The following key pointswere raised and discussed.

In the 1990s the ISA SP50 committee wascharged with developing a common fieldbusstandard but this work was seriouslyundermined by the subsequent “fieldbus wars”with deterioration of the reputation of ISA.

Several members of SP50 now sit on SP100 sothe hope is that the previous experience will beavoided.

All the major suppliers officially state that theyare supporting the ISA100 standard.

The standard intent is that the technology willinterface with any application standard.

It is planned to have ISA100 release 1approved as an ISA standard by mid October2008.

Potential users, especially in Europe, are stillunder informed on the subject and reluctant toadopt wireless.

The final position of manufacturers remains tobe seen!

“Spanish Masteron Instrumentation and Control”

This paper was presented by Rafael Gonzalez(Spain Section). The following key points wereraised and discussed.

Developed due to the lack of a comprehensivecourse in Spain for professionals andpractitioners.

The course objective is to supply the theoreticaland practical knowledge for completeprofessional development in the subject area.

Aimed at those who work in the area ofinstrumentation and control and also those inoperations, process, planning andengineering.

The course is presented by selectedexperienced university lecturers throughlectures, laboratory exercises and equipmentsimulators using specifically designedsoftware.

The course duration is 10 modules over 550hours on a 1 week per month basis andlimited to 30 students per module. Completiontime for full course is generally 2 years.

However modules can be individually selectedand completed. The program is very highlyregarded and supported by industry in Spain.

The program is an excellent income generatorfor the Spain Section currently providing 67%of their funding.

“ISA Positioning”

This paper was presented by Kim Miller-Dunn(ISA President) and the following key pointswere raised and discussed.

Definition put forward for the term“Automation” and further explained into theproposal to change the legal name of ISA.

There still appeared to be some contentionwith respect to the definition. Generally themeeting agreed with the name change andexpect same to be carried at Houston Oct/08.

A paper was presented by Kim Miller-Dunn(ISA President) on the Funding Task Force. Thefollowing key points were raised anddiscussed.

“Funding Task Force Report”

The report was driven by changes in USlegislation in the wake of Enron, Tyco, etc.

The Report was produced by high level teamcomprised of ISA staff, Divisionrepresentatives and District representatives butwithout a direct input from the Sections.

Recommendation #1 proposes to requireSections to submit Annual Plans and FinancialBudgets to ISA HQ and further supported withQuarterly Reports in order to qualify forreceiving dues rebates. This position wasreiterated as being a function of the existingSection Recognition Program and deemed as

necessary to offer some protection to sectionfunds due to problems in the past concerningde-chartered sections and misappropriation ofsection monies.

Recommendation #2 proposes to have theDistricts operate on a Business Plan model inplace of the current ad hoc approach whichquite often left Districts struggling to fulfil theirgoals on the funding allotted.

Recommendation #3 proposes to transferDivision Reserves into ISA General Reserves tosupport Division beneficiary and benevolentactivities.

Recommendation #4 proposes that DivisionDirectors and DVPs operate on a Business Planmodel.

Recommendation #5 proposes to transferDistrict Reserves (Section contributions toDistricts) into ISA General Reserves to supportDivision beneficiary and benevolent activities.This would eliminate the Section contributionsto District and revise the Section rebate downfrom 20% to 15% with the 5% saving used tooffset the District Officer travel costs. A defaultof 25% (variable 0-25% if directed by Section)of section funds is held for District use. Withrespect to this recommendation the option iscurrently there for District to levy Sections foradditional funds. The question was posed thatif District Leaders were sponsored why do theSection contributions not rebate to the sectionconcerned. If this proposal is implementedthen it would appear that Districts lose controlof its funding but it could be argued that theircontrol is currently not there. The feeling wasthat marketing of the ISA brand was moreimportant than specific funding transfers.

Recommendation #6 proposes to explore afunding model for supporting the StudentGames.

Recommendation #7 proposes to increasemembership dues to US$100 but to includetwo Division memberships. Henceforth duesto be adjusted on a market value but with anadjustment period not exceeding three yearsnor any one increase not to exceed 25%.Eventually membership to be inclusive of allDivisions.

Recommendation #8 proposes that reduceddues rate for emerging countries be 50% ofregular dues. Recommendation #9 proposesthat the cost of providing services to LifeMembers (non-dues paying) be evaluated forimpact on ISA.

Recommendation #10 proposes that theSociety revise the governance model andnomination process to ensure appropriaterepresentation of technical constituencies inaddition to geographic constituencies.

Proposal #7 to increase dues was generallymet with no adverse reaction and wasconsidered to be cost increase neutral whenthe division membership was included.

Summation

Mr Mick Meade stated “…that the meetinghad all the requirements that he would havehoped for being short and intense yet withsufficient opportunities for informal discussion.If there was one significant aspect that onecould take away from the meeting is the factthat it is essential for the world and Ireland toattract the young into our industry and retain

them. ISA needs to ensure that it is positionedto drive this by attracting, retaining andgrowing its own membership.”
