Telecommunications Services(Priority One)

Basic Telephone Services
–Basic telephone services do NOT require a technology plan• 800 service
• Centrex service
• Local and long distance phone service
• POTS (Plain Old Telephone Service)

Ensures the necessary and continued operation of eligible internal connection components at eligible locations.
BMIC is a Recurring service– Delivery must be within July 1st – June 30th
BMIC is exempt from the Two-in-Five rule

– Basic technical support of eligible hardware
– Repair and upkeep of eligible hardware– Wire and cable maintenance– Configuration changes
Ineligible:– End-user support such as a student
calling a help desk for technical assistance

Can a software or web application be used to publish content?– Yes, the costs for the software or web application
are ineligible but the content created may be published online and is eligible
Are the costs for the transport and disk space of a web based application for a school eligible?– No, the cost of the application as well as any
charge associated with the creation or modification of content is not eligible.

Interconnected VoIP
Interconnected VoIP is defined as a service that
1. Enables real-time, two-way voice communications
2. Requires a broadband connection from the user’s location

3. Requires Internet protocol-compatible customer premises equipment (CPE)
4. Permits users generally to receive calls that originate on the public switched telephone network and to terminate calls to the public switched telephone network.

Telecommunications or Internet Access on Form 470
– USAC highly recommends posting in both Telecom and Internet Access

Interconnected VoIP A leased VoIP phone system is NOT eligible for Priority One funding By removing the VoIP equipment, the local voice network will cease to
function. This equipment is eligible ONLY as Internal Connections.

A gateway may be leased with eligible Priority One VoIP service. A gateway is considered a single basic terminating device.

Form 499 Filing Exemption
Entities exempt from filing Form 499:– Government entities that purchase telecommunication
services in bulk on behalf of themselves (e.g., state networks for schools and libraries)
– Public safety and local government entities licensed under Subpart B of Part 90 of the Commission’s rules
– Broadcasters, non-profit organizations such as schools, libraries, colleges, universities, and health care providers

Non-instructional facilities (NIFs) are school buildings with (few or) no classrooms or library buildings with no public areas

Result Delays the issuance of the FCDL. Invoicing team may look at the specifics in the Item 21 attachment to confirm eligibility of the services.

Avoid this by 1. Identifying ineligible services or products.2. Performing and providing cost allocation
data.3. If you are unsure whether a service or
product is eligible refer to the Eligible Services List and/or contact CSB.
