Through this way, we want to keep you informed about what is going on the Romanian economy - commerce, investments and finance. Romania’s accession to the European Union has created wider and better prospects for the Romanian – Emirati trade and economic partnership. The enhanced trade, cooperation and investment opportunities, as well as the increasing economic interdependence between the two countries and their business communities, deriving from these new conditions, require an improved coordination and management of their ties in all these fields. Romania in the top 100 most competitive countries in a world ranking

Romania is among the top 100 most competitive countries in the world, Florin Georgescu, First Deputy Governor of the National Bank of Romania, stated yesterday at a press conference entitled ‘Romanian Competitiveness,’ according to economica.net. “A country’s competitiveness is measured based on a combination of 12 criteria or pillars, and Romania is currently 76th among 148 countries in the world ranking according to competitiveness, slightly on the rise compared to last year. This is relatively good news, but we should consolidate our strong-points and find development solutions in areas with strong potential, which nevertheless place us in the second half of the ranking. I am referring to areas such as market efficiency, institutions, labor market, infrastructure, business complexity, and innovation; these are criteria in accordance with which Romania is ranked lower than 97th,” the central bank official said. He underlined Romania needs to set priorities and clear guidelines for macro- and microeconomic development. Efforts toward economic reinforcement in recent years have enabled Romania to rank 47th in macroeconomic stability, compared to 76th, our position overall, Georgescu added. He explained this means the fundamental requirements for sustainable, durable, and inclusive development already exist. As an example, the BNR official pointed to the IT sector as a field in which Romania has had a good international performance. However, he said, Western and Eastern competitors are leaders on the Romanian market in areas such as agriculture and food industry, in which Romania’s growth potential is not efficiently put to use. In turn, Valentin Lazea, chief economist at BNR, also present at the event, wished to emphasize that Romania’s competitiveness is below the level it would be entitled to, according to the GDP per capita compared to Bulgaria and Turkey. “(…) A preliminary conclusion would be Romania is not doing very well at Central and Eastern European level, let alone as compared to France, Germany, the Netherlands, and so on. Such comparisons are pointless,” Lazea stated. He underlined we should not perceive competitiveness as a series of public state policies, but rather as private sector policies. Valentin Lazea continued by saying the opinions he presented are personal and not indicative of BNR’s position.

Romgaz, first Romanian company traded on London Stock Exchange

PM Victor Ponta attended the first day of the international listing of the state-owned gas producer, alongside with Xavier Rolet, CEO LSE. A similar floatation also took place at Bucharest Stock Exchange. Hidroelectrica and Electrica will follow next year.

Romgaz shares were listed on the Bucharest Stock Exchange (BVB) and transactions with deposit certificates (GDR), marked SNGR, were initiated on the London stock market.Prime Minister Victor Ponta opened Tuesday’s trading session of the London Stock Exchange (LSE), on the first day of Romgaz listing.‘This is an historic moment for my country. It is for the first time that a state-owned company is being listed in such an international operation. I do not conceal my satisfaction for the successful IPO (initial public offering) and I would like to congratulate Romgaz and the other involved players, Goldman (Sachs International), for this complex and difficult operation’, Ponta said in an address after the opening of the London Stock Exchange trading. According to a government communiqué, the prime minister announced that other Romanian companies will follow after Romgaz listing, next year. ‘After this success story we must look forward and we will return to London next year with (hydro-power producer) Hidroelectrica, (energy distributor) Electrica and other Romanian public companies. And I hope by this we send a powerful and important message to the international companies, namely that Romania is showing openness towards the world and can use a potential it has not used up until now’, Ponta stressed.

Xavier Rolet, CEO London Stock Exchange said that he was honored that LSE hosts the first Romanian privatization by international listing. ‘Romania has a special role in our hearts,’ he said. Rolet congratulated Romgaz and the other companies involved in the listing and voiced conviction that other operations of this kind would follow in partnership with the Romanian companies.According to Mirel Palada, the Cabinet’s spokesman, the listing of shares in Romania’s leading natural gas producer with LSE, in the PM’s presence, is a highly positive signal of Romania to the capital markets as well as a historic moment, given that this is the first time that Romania is on the radar of global institutional investors with such an attractive offering, Agerpres informs. He added that the Romgaz listing is a highly successful transaction also because it is about a price that was in the upper brackets.Success on BVB - On the other hand, BVB reported a record liquidity rate on the first day when Romgaz shares were traded in Bucharest, with transactions exceeding RON 41 million (over EUR 9 million) 35 minutes after the transaction was opened, according to Mediafax. Transactions with the gas producer’s shares amounted to RON 35.3 million. In mid-session, Romgaz shares were traded at RON 34.28, 14.27 percent above the offer price and 17.8 percent and 20.3 percent, respectively, above the prices at which retail investors purchased shares with a 3 percent and 5 percent discount. Most of the bonds included in the offer were sold for RON 30/share and investors who received discounts (for subscriptions of no more than 10,000 shares) purchased the bonds at RON 28.5 and RON 29.1, respectively. Participants at the Romgaz public offer recorded earnings of 13 to 26 percent in the first day of transactions on BVB.Meeting with investors interested in business opportunities in RomaniaAlso, PM Ponta participated yesterday, in London, in a roundtable with financial advisors and investors interested in business opportunities in Romania, the Executive’s Press Office informs. Companies that had representatives at the meeting with Prime Minister Victor Ponta are: City of London Investment Management, Property Fund, Bank of New York, Citigroup, Credit Suisse, Deutsche Bank, Erste Group, Goldman Sachs, JP Morgan, Societe Generale, UniCredit, Wood & Co., CMS Cameron McKenna, Romgaz Deal.Romgaz, targets new perimeters of hydrocarbons - Romgaz is preparing to participate in the next round of oil block concessions the National Agency for Mineral Resources (ANRM) will be organizing next year, company deputy general manager Dumitru Rotar declared yesterday at the opening of Romgaz trading on BVB. Until then, the company will continue the development of mature fields as well as the revamping of these blocks, and will also go for deeper drilling. ANRM will put up for tender next year 36 oil blocks, including eight Black Sea offshore blocks. The latest tender for the concession for the exploration and exploitation of oil blocks took place in 2010.NIS Petrol: Gazprom has future plans in Romania - In turn, Vadim Smirnov, the Managing Director for Romania of NIS Petrol, the Serbian division of Gazprom Neft said for Agerpres, that the Russian giant has great plans for the future in Romania and in the Balkan region, both as regards the crude production and the marketing of fuels at its own-brand petrol stations.He said NIS plans to become a very serious player in the Balkans and it is to this end that it enters several local markets, Romania included. Smirnov stressed this is the most important project, given the size of Romania, its population and oil traditions.NIS is interested in fresh concessions in Romania and it will closely examine the sites that the Romanian National Agency for Mineral Resources will put to auction next year. The Serbian division is not interested in Black Sea concessions, since it does not own the required technology, but parent company Gazprom has such an expertise available and it might be interested in the new maritime sites, he added.As regards fuel marketing, the company plans to bring oil products refined at the Serbian-based processing units, next year, which might mean the petrol and diesel in Gazprom stations could

become one of the cheapest in the market. NIS is currently purchasing fuel from OMV and other companies in the market in order to sell it in its own petrol stations.

Romania tops EU economic growth in Q3

The GDP was up 2.7 percent from the similar period of 2012. The increase of the industrial output, exports and the absorption of European funds were the main triggers, Victor Ponta says.

Romania’s economy advanced 1.6 per cent in the third quarter of 2013 from the second quarter, and 4.1 per cent from the similar period of the year before, according to estimates released yesterday by the National Statistics Institute (INS). January 1 – September 30, 2013, Romania’s GDP was up 2.7 percent from the similar period of 2012, both in unadjusted and seasonally adjusted terms.The European Bank for Reconstruction and Development (EBRD) is expecting Romania’s GDP to increase by 2.2 per cent in 2013 and by 2.4 per cent in 2014, having upwardly adjusted its projections from 1.4 per cent and 2.2 per cent, respectively. The international Monetary Fund (IMF) has said after recent task with Romanian authorities in Bucharest that ‘real GDP growth in 2013 has strengthened on the back of strong agricultural output and robust export performance, and is now projected to reach 2.2 per cent.’ Also, the Romanian Government is expecting a 2.2-per-cent growth both in 2013 and 2014, Agerpres reports.In the same time, the statistical office of the European Union Romania (Eurostat) made public that Romania had the largest economic growth in the European Union in Q3 this year, compared with both the Q2 and the Q3 last year, according to preliminary figures. “Romania ranks first in Europe mainly determined by the increase of the industrial output, exports and the absorption of European funds,” PM Victor Ponta said yesterday at the beginning of a cabinet meeting, referring to the data released by Eurostat. “What do some say in Romania? – It is an economic disaster! We hold the first place in Europe in terms of economic growth. This is what Eurostat (the EU statistical office) says and I am convinced it tells the truth. Congratulations for the agriculture, but it is not agriculture that brought us this increase – some 1 pc is the growth induced by agriculture. The main increase is achieved by the growth of the industrial output, exports and the absorption of European funds, meaning that all the stories about the economic disaster in Romania… We rank first in Europe and it is the merit of private producers, farmers and, last on the list, of the government,” the prime minister mentioned. He added that it is important for Romania to keep this rate of growth, especially as it is “somehow against” what is going on throughout the rest of the region.As a result of a quarterly economic growth of 1.6 percent, Romania became the leader in the EU, followed by Latvia (1.2 percent), UK and Hungary, each posting a growth of 0.8 percent, Poland and Bulgaria, both announcing growth of 0.6 percent. According to Eurostat, the growth pace in the Eurozone slowed down to 0.1 percent after an advance recorded of 0.3 percent in Q2, while the EU saw an economic growth of 0.2 percent, after 0.3 percent recorded in Q2. Compared with the same time span last year, Romania’s GDP increased by 1.4 percent, with this being the most significant growth recorded in the Eurozone and the EU, followed by Latvia (3.9 percent), Lithuania (2.2 percent) and Poland (1.7 percent). In exchange, the Eurozone economy registered an annual contraction of 0.4 percent, while the EU’s GDP recorded an advance of just 0.1 percent over July-September 2013, compared with the same period last year.Ionut Dumitru: We should not be enthusiastic. Without agriculture, the level is under that of 2012. Ionut Dumitru – president of the Fiscal Council and chief economist of Raiffeisen Bank Romania, however believes that economic performance, as a whole, is under that of last year and we should not be enthusiastic about the very high rate of economic growth, because this comes

against the background of a very good agricultural year, thus contradicting Premier Victor Ponta. “I would consider these figures with much caution. We anticipate a total economic growth perhaps near 3 pc this year, but without the agriculture the increase is 1.4-1.5 pc compared to last year, when we had 1.7 pc total economic growth because of a poor agricultural year, but economy without agriculture had advanced 2.2 pc. As a whole, economic performance is under that of last year,” Ionut Dumitru explained, according to zf.ro. According to the same source, the most likely growth rate in 2014 will stand at 2 pc, a small value for a country like Romania. Dumitru also said that, as things are now, the medium-term prospect, respectively for 2014-2016, is a relatively modest growth. Ionut Dumitru added that Romania needs an advance of 3-4 pc for a living standards improvement that can be felt by the population.“We will learn the details only on December 4. (…) The recent figures pertaining to the industrial sector suggest that economic expansion could have been even stronger,” reads an ING report.

Governent eliminates restrictions for farmland purchase by foreign citizens

The state will eliminate current restrictions imposed on foreign citizens who wish to purchase farmland as of January 1, including the requirement to have experience in the field of agriculture. However, the provision regarding Romanian citizens’ right of pre-emption will remain in effect, according to a bill cited by Mediafax.Recently, the government had renounced its intention to restrict the maximum surface of farmland owned by natural persons, Romanian citizens, or citizens of other EU Member States, to 100 hectares, while maintaining purchase requirements related to experience in the field of agriculture and a minimum of 5 years of activity in the field. “These restrictions were also eliminated, but the pre-emption right upon purchase of farmland by natural persons who are natural persons, lease-holders, neighbors who are natural persons, and youths no older than 40, who conduct agricultural activities in the same locality where the farmland is situated, remain in effect,” Ministry of Agriculture sources have stated for Mediafax news agency.The measures are listed in a draft law on regulating the sale and purchase of farmland by natural persons. According to the cited sources, the draft will be discussed tomorrow during the government session. In addition, the Agency of State Domains will be changed into the Administrative and Regulatory Land Market Authority.When sellers receive an offer from foreign citizens, they will have to go to town hall and file an application to request for pre-emptors to be notified and the farmland selling offer to be listed. The farmland selling offer, specifying the asking price, the seller’s first and last name and complete home address, the location and surface of the farmland, the category of use, and cadastral papers, must be attached to the application. Cited sources have pointed out the Ministry of Agriculture is planning on introducing a fixed fee to be paid by sellers at town hall for management of documents and proceedings by public employees. If the farmland is not purchased within 30 days, it can be sold to the interested foreign citizen.
