THE RESULTS of the May 13 labor election an MTA propertyare too well known to require comment. Subsequent events willbe of interest to employees.

On May 19 MTA invited all four labor unions to begin labornegotiations immediately upon certification by the State Con-ciliation Service. On May 20 MTA received an answer fromthe Brotherhood of Railroad Trainmen acknowledging the In-vitation and stating its willingness to sit down with MTA andmutually resolve existing problems.

On May 21 a similar answer was received from the Amal-gamated Transportation Union, Division 1277. MTA is now inthe process of arranging future labor negotiations with the fourunions.

The State Conciliation Service has certificated Groups 1, 2, 4and 5. In the case of Group 3 the Amalgamated has filed aprotest with the State Conciliation Service at this writing (May22 ). We anticipate an answer an this Group from the StateConciliation Service by the end of the month.

I think the statement of Carl P. Miller, Chairman, Los An-geles Metropolitan Transit Authority, very clearly describes thepolicy of MTA. Mr. Miller said:

"The State Conciliation Service has advised me of the certifi-cation of the election conducted for the employees of the LosAngeles Metropolitan Transit Authority.

"It will be the Authority's objective to negotiate a laborcontract which will be fair to the employees and result in thebest possible transportation service to the general public."

Division 3 Goes Moden?Entirely New Transportation BuildingHas Latest in Comfort and Convenience

A NEW air-conditioned trans-portation building of the mostmodern design was opened an Fri-day, May 8, at MTA's Division 3,630 W. Ave. 28, in the HighlandPark area. The old building, datingfrom 1906, was closed a few dayslater, after records, supplies andequipment had been transferred tothe new quarters.

Built in a rectangle 181'6" longand 51'6" wide, the new building,

attractively faced with red brick,is designed for a maximum of 400Operators. The Operators' waitingroom measures 77' by 50', and isadjoined by a locker room 50' by31' and by a tiled restroom facilitycontaining stall showers, a circularspray-type lavatory (Bradley wash-er), and a special lavatory withmirror for shaving. There are allounge and restroom facilities women Operators.

bullet-proof glass. The five ticketwindows are constructed with bur-glar-resistant wickets that permitfree communication but protectthe cashier. High-speed cash-count-ing machines go into Operationwhen the cashier presses his bodyagainst a switch in the edge of thecounter.

A large storage room, for sup-plies of tickets, transfers, identifi-cation checks, etc., opens off theDivision Clerks' room; another, forjanitorial supplies and equipment,adjoins the washroom area.

Except for the locker room, thebuilding is totally air-conditionefor both heat and cold. Ceilinare of acoustical tile, above whicis a 4" layer of mineral wool forinsulation.

Floors are of concrete, with as-phalt tile in the offices.

Fluorescent lighting is usedthroughout, except in the lockerroom. Interior walls are paintedin two tones of flecked green Zolo-tone, applied by a spray process.This paint is regarded as exception-ally durable as well as pleasant tolook at, according to MTA's Supt.of Way and Structure L. C.Thompson, whose crews painted

•and furnished the place. An entirenew set of furniture for the newbuilding was made by John. Bud-ger, Building and MaintenanceForeman in MTA's Way and Struc-tures Shops. Special cabinets forthe cash-receiving room were alsomade in the shops.

Cost of the new building, in-cluding furnishings and fixtures,was approximately $95,000. Planswere drawn by Mechanical En-gineer Dave Dent and his staff ofDraftsmen. A. L. Juul, of Me-chanical Engineering, designed theelectrical systems for light andpower with the approval of Elec-

cal Engineer L. E. Dye, andervised the installation of wir-

ing, lighting, air conditioning, andpublic address units.

Alterations will soon be madein the existing 600-foot long main-tenance building on the Division 3property. At each end, the en-trance will be widened, but alsolowered to a height of 12 feet. Anentrance will be cut into the eastwall for easier access by buses.

At the present time, 230 Oper-ators work out of Division 3 underSuperintendent Ross J. Bragdon.Lines assigned from this divisioninclude 5 (Eagle Rock-Haw-thorne), 6 (South Vermont Ave.-Highland Park), 11 (West Adams-Temple St.), 25 (West 9th St.-North Figueroa), 30 (EvergreenAve.), 31 (Vennont-Los Feliz), 32(Indiana-Gage), 43 (Ave. 50 & ElPaso Drive), 45 (Eagle Rock), 50(Florence-Soto), 65 (Silverlake-Riverside Drive), and 78 (Tal-madge-Hyperion). Lines 5, 6, 11,and 50 are split with Division 5;Line 11 is split with Division 4.

Other construction planned forthe near future includes the re-modeling of the transportation andmechanical buildings at El MonteDivision, additions to the WestHollywood Garage, and many al-terations at the South Park Shops,such as filling the transfer pit,building a new blacksmith shop,etc. Const•uction at other divisionsis now in the planning stage, ac-cording to Mr. Thompson.

Personnel Typist-Clerk Maude Campbell,First Woman to Ride Oldest Air Line

THE FIRST WOMAN PAS-SENGER ever to ride the oldestcommercial air line still in Opera-tion in the United States works inMTA's Personnel Department. Sheis Typist-Clerk Maude B. Camp-bell, who took the trip nearly 33years ago in an open-cockpit West-ern Air Lines biplane, a few weeksafter Western had received the firstgovernment contract to fly mail be-tween Salt Lake City and Los An-geles.

The date of the trip was June 10,1926; the starting time, about 9:30a.m. at Salt Lake City Airport. Atthe time she was living with hermother in that City.

Some days earlier, she had met,through a friend, the four pioneeraviators who were flying the mail.Maude listened eagerly to themas they discussed their flights, onwhich passengers were permittedif the weight of mail wasn't toogreat.

"I wish I could fly with you!"she exclaimed, with youthful en-thusiasm.

"Well, why not?" came the quickreply, "Well fix you up with a fly-ing suit."

In a very short time, it had beensettled that Maude was to be apassenger sitting in the open frontcockpit of a mail plane that was tofly to Los Angeles via Las Vegas.

"But don't teil Mother!" shemade the pilots promise.

Two problems arose at once:money and clothes. The fare wouldbe $180, round trip. She quicladecided to use some money sIfIrhad been saving up for vacation.Secretly she bought a ticket to LosAngeles. Prudence finally prevail-ed: she decided on a one-way fare.

The clothes presented an evengraver problem. She would have toforego skirts because of the re-quirements of the parachute straps,and "it was before the days ofslacks for women. But it was thedays when men were wearing plus-fours for golf—so I solved my prob-lem by buying a pair of plus-fours."

It was decided that she wouldwear a flying suit belonging to oneof the pilots. Two of the flyershelped her put it on over her plus-fours, and assisted her with herparachute straps, meanwhile giv-ing her explicit instructions aboutcounting to ten before pulling theripcord after she jumped — if shehad to. Then they helped her intothe cockpit, where she sat on herparachute, her feet on some mail-bags, a mailbag on her lap. Equip-ped with leather helmet and gog-geles, she looked very much theaviatrix as she waited for her pilot,

The weather was fine. The firstleg of the trip was to Las Vegas,where C. C. Moseley, then oper-ations manager of Western AirLines, accorded the line's firstwoman passenger the honor of pi-loting her to Vail Field, in East LosAngeles.

They had left Salt Lake with nofanfare and no crowds; Maude hadwanted her trip to be kept secretfrom her mother. However, wordgot around to the press, and bythe time their six-and-a-half hourflight from Salt Lake to Los An-geles had come to an end, reportersnd photographers were at the

The tabloid Illustrated DailyNews for June 12, 1926, devotedmost of its front nage to a largepicture of Maude being presentedwith a big bouquet of flowers byHarris Hanshue, then President ofWestern Air Lines, as she sat inher flying suit and helmet in thelittle biplane. The Los Angeles Ex-aminer carried a picture on itsoicture page. The rotogravure sec-tion of the New York Times forTune 20, 1926, carried a picture ofMaude in her flying suit and hel-met repairing her make-up, osten-sibly upon her arrival at Vail Field.

From the field she wired hermother of her safe arrival, andthen went to stay a few days withfriends in Los Angeles.

As the end of her visit approach-ed, a momentous decision had tobe made. Should she go back toSalt Lake by air or by train? Sheresolved the problem by buying aplane ticket. On the return trip,her pilot was Maury Graham, an-other of the famed pioneer air mailflyers.

She met most of her old-timepilot friends again in 1951, whenWestern Air Lines invited her tomake a similar trip in an enclosed,heated, pressurized, giant Convair.This time she went in street clothes,because there was no need forflying suit, helmet, goggles, orparachute. She was feted and hon-ored at numerous banquets, bothin Los Angeles and Salt Lake City.

Reminiscing over her historic 1926flight, Mrs. Campbell, now fourtimes a grandmother, exclaimed,"I'd never do it again in a planelike that!" But there's a tilt to herhead, there's a gleam in her stillbright and youthful eye, that beliesher words.

He went into State service in1952 as Special Representative forthe Director of the State Depart-ment of Public Works, and by Jan.1, 1958, had advanced to Director,meanwhile having served severalmonths as Legislative Staff Secre-tary for Governor Knight.

Cordon Count ShowsDown Trend Reversed

A REVERSAL in the down-ward trend of transit patronage intothe Central Business District ofLos Angeles was revealed by acordon count of passengers ridingbuses and streetcars into and outof the District on Wednesday,April 16.

The count was made under theauspices of the Transportation De-partment, which used 68 checkers

artioned around the Central Busi-ss District to count every person

riding buses and streetcars on some40 major lines between 6 a.m. and8 p.m.

Comparing figures with a sim-ilar check made April 15, 1958—ayear ago—the MTA Bureau ofSchedules and Statistics found anincrease of .2% in passenger volumeover last year. Checkers counted atotal (inbound and outbound) of348,713 passengers this year against348,149 last year.

Some lines showed greater in-creases than others. For instance,Line 91 (Hollywood Blvd.) was up29.3%; Line 58-S (Disneyland), upth Line 47 (Whittier Blvd.-E.h St.), up 14.6%; Line 75-V (Los

Angeles-Culver City-Venice),11.7%; Line 57, the Flyer to the LosAlamitos races, up 44.6%.

Freeway Flyer commuter serviceon some lines also showed an in-crease: Line 5 (Eagle Rock-Haw-thorne), up 17.8%; Line 7 (SouthBroadway-Union Station), up 8.7%.

Lines showing a decline in pa-tronage are being studied with aview toward developing new busi-ness. (See "What's New in MTAPromotions," Page 14. )

From Long Beach: Joseph Gui-der, with over 16 years of servicethat ended March 23; Joseph Nava-til, with over 30 years of serviceending April 19; and James V.Smith, over 35 years ending March12.

From El Monte: Levi V V. Couch,with over 28 years of service thatended in February, 1958, but wasfollowed by a year of sick leave;and Henry C. Haddock, with over32 years of service ending March29.

Mr. Couch reports that he isnow well enough to work aroundthe yard at his home in El Monte.

Mr. Navatil, who was a clarinet-ist with the motion picture studios,symphony orchestras, and the 7thInfantry Band at various timesover a period of 25 years beforestarting his transit career, reportsthat he is trying to get back intopractice with his instrument inhopes that he may "get into someband" before long.

• CELEBRATING the first an-niversary of Line 99 along Restau-rant Row on La Cienega Blvd., anew timetable with a birthdaycake on the cover was issued, ef-fective May 18. Five thousand ofthe timetables were distributed tomany establishments along theroute, in advance of the June 9anniversary date.

• REGIONAL MAPS of MTAroutes are under preparation, thefirst one to be of the service in theSan Fernando Valley. Generalformat will be the same as that ofthe system map, "Guide for GoingPlaces." The cover will also bethe same as that of the system map,but in black and white only. Pointsof interest will be described andpictured, and MTA service to suchpoints will be explained.

• AN AREA TIMETABLEshowing schedules and a map of

all lines leading from the HighlandPark area to downtown Los Angelesis under preparation. Popular ap-proval of similar area timetablesfor UCLA, Santa Anita, and Holly-wood Park led to a decision toprepare a series.

• A CANVASS of local com-munities by the Business Develogikment and Information Division w911111be made in areas where lines showa loss of patronage, in order to findout what can be done to promoteridership. Decision to do thisfollowed study of statistics result-ing from a cordon count made bythe Transportation Department onApril 15 (See page 13).

• A SPECIAL TIMETABLEshowing Flyer service schedules toDodger games from Riverside, andincluding a season schedule ofDodger home games, was effectiveMay 16.

Hebegan his business career in River-side, Calif., as an accountant for aprivate firm. In 1940 he joinedIBM as engineer, later becomingengineering instructor and salesrepresentative. In 1946, he enteredpublic service as a systems expertfor Riverside County and chief ofits central accounting system.
