Overview
• Concept & Location of the Development
• Environmental Issues
• Solution & Regulatory Closure
• Continued Developments & Recent
Success
Embry-Riddle Aeronautical
University
• Worldwide leader in aerospace and aviation education
• Residential campuses in Daytona Beach, Florida and
Prescott, Arizona
• Worldwide campus programs at more than 150 locations
• Combined annual enrollment for all campuses is over
33,000 students
Concept for the Research &
Technology Park
• Attract aerospace, aviation and information technology companies that benefit from testing new ideas and inventions
• Provide access to labs and test equipment, test aircraft and simulators, and a university full of experienced aerospace and aviation researchers
• House ongoing University projects involving new concepts

Vicinity Map
Development Plan
• Develop approximately 77 acres of
historically undeveloped property
– 595,000 sq. ft. of building space
• 535,000 sq. ft. of research and development space
• 60,000 sq. ft. of office space
– Uses must relate to aeronautical and
aerospace research and development
– Create approximately 2,000 new jobs
Conceptual Master Plan
Vicinity Map with Conceptual
Master Plan
Environmental Issue
• Phase I ESA – Property undeveloped
– Identified adjoining and nearby properties as recognized environmental conditions
– Adjoining property current landfill and former United States Navy dumping trench
– Nearby property school bus maintenance yard
• Phase II ESA – Soil samples contained arsenic concentrations in excess of
residential SCTLs
– Pattern of results and concentrations indicated that presence of arsenic did not result from release of contaminant
– Historical data did not identify activity that would lead to release of arsenic at the property
The Solution
• The Florida Brownfields Redevelopment Program
• Property located in City of Daytona Beach’s AERO Research Park Brownfield Area
• Benefits – Liability Protection
– Voluntary Cleanup Tax Credit
– Expedited Technical Review
– Schedule/Framework to Address Issues
– Regulatory Closure
– Job Bonus Refund
Environmental Activities
• Brownfield Site Rehabilitation Agreement
• Arsenic Assessment – Soil and groundwater sampling
– Grading Plan for proposed development
• Technical Argument – Arsenic was naturally occurring
• Correlation between soil impacts and lithology (15-25 ft msl)
• Soil impacts were not encountered at or near ground surface
• Concentrations were relatively low and not continuous
• Groundwater was not impacted
• Undeveloped property with no historic activity identified
• SRCO without conditions received in March 2010
Continued Success
• Featured in FDEP’s Brownfields Annual Report
• Larsen Motorsports
– Professional racing organization
– Developing turbine-powered vehicles
• Grant of $8.9 million dollars
– Used for initial site development
• Major announcements scheduled for November
– Larsen Motorsports to unveil new jet dragster
– Partnering with an aerospace and aviation company
