It seems that not a day goes by without a major emergency or disaster in the headlines. An increasingly important phase for integrated emergency management is the assessment of potential safety hazards – both before and after an emergency occurs. This involves the use of common standards, templates, processes, and tools for examining possible threats as well as a common methodology for risk management. During the assessment phase, a public security organization determines its data and information needs for various types of hazards and evaluates its resources, skills, readiness, and capa-bilities for collaboration.

The actual response to an emergency situation consists of several stages. An initial response is normally triggered by an emergency call or a sensor alert. Once this has been determined, all necessary resources are then deployed to deal with the situ-ation, and an investigation may be initi-ated. Afterwards, there is normally a stand-down for most of the resources and a return to a normal position of readiness.

The resolution phase of an emergency involves the identification, establish-ment, and maintenance of temporary facilities, storage areas, and marshal-ling points. The organizations involved must be able to handle mass casualties and victims – as well as the needs of witnesses, relatives, and other persons affected by the emergency.
