Training Objective – Prepare you to respond and manage an emergency event at your building. This training is designed for personnel who will lead the response to an emergency during both business and non-business hours at buildings where Bank of America is owner/operator.

Purpose

The OneFacility Emergency Action Plan:

o standardizes emergency procedures across the portfolio while allowing for site specific information,

o provides access to emergency procedures and information 24/7/365,

o ensures all building occupants are familiar with the plan allowing for quick and efficient response to a building emergency situation,

o provides consistent emergency response to an incident regardless of the time of day or the number of persons present,

o allows the Building Incident Commander to implement and manage a response whenever he/she becomes aware of a threat to the health and safety of building occupants, and

o directs Floor Wardens and the Building Emergency Response Team members to assist building occupants in the appropriate response to a building emergency.

What is expected of you?

o The Building Incident Commander (BIC) manages the incident and all aspects of emergency response.

o Building Engineering and Site Security personnel respond to the zone or area of the emergency; verify theemergency; communicate their findings to the BIC; and conduct light search and rescue, security, anddamage assessment.

This system is built upon the concept thatone person (typically the BuildingIncident Commander) is in charge of anemergency and the responding activitiesassociated with that emergency.

o Is a standardized, on-scene, all-hazards approach to incident management.

Building Incident Commander (BIC) manages the incident and is responsible for all aspects of emergency response.o Manages all incident operations and directs all onsite tactical resources, such as Engineering, Security,

Vendors, ERT/BIC Team Leads as needed for information gathering and action plan development/execution o Assesses situation and obtains additional resources as needed o Provide for the safety, accountability, and welfare of building occupants/personnel o Maintains the site EAP (Maintenance Tasks), including associate listings of ERT/BIC Teams and

Evacuation/EAP Maintenance Drillso Schedules planning/training meetingso Reports status to Emergency Responders arriving at the site

Assistant Building Incident Commander fills in for the BIC, as needed. o Maintains list of Persons Needing Assistance if the location does not have a Building Site Coordinatoro Acts as a Liaison Officer coordinating communication between the ERT, all Emergency Responders, and the

Incident Command Post, should the situation warrant this role

LOB/Tenant Representative is the senior on-site manager of a line of business or their representative. o Recruits ERT members responsible for their floor or area o Conveys building emergency procedure information to their employees o Provides leadership or communicates with employees at the assembly area during an emergency

Floor Warden leads their floor’s orderly evacuation to assembly area.o Maintains list of Persons Needing Assistance; assigns Assistance Monitors o Communicates status of the floor, persons requiring assistance, and any missing occupants to the Assembly

Area Coordinator at the Assembly Area

Deputy Floor Warden assists in all emergency evacuation procedures assuming any role as needed or directed.o Assumes role of Floor Warden in the Floor Warden's absence o Assists Floor Warden with the evacuation

o Directs evacuees to the nearest stairwello Advises Floor Warden of any elevator issues

Stair Monitor(s) help occupants in orderly evacuation via stairwells. o Monitors stairwell and communicates status to the Floor Wardeno Redirects evacuees to another route if their stairwell becomes

unsafe

Exit Monitor(s) ensures street level exits are unobstructed and directs evacuees to the assembly area.

o Prevents personnel reentry until “all clear” signal

Assistance Monitor(s) direct persons needing assistance to the safe area to wait for Emergency Responders.

o Reports status to Floor Warden

Preparation – Before a Building Event/Incidento Become familiar with the Command Section positions and personnel

• Meet regularly with Command Section Team to discuss and confirm roles/responsibilities

• Ensure Command Section Team exchanges emergency contact information/cell #s

o Establish communication protocols for an event/incident; i.e., stairwell phones, radios, cell phones, bull-horns, runners, etc.

• Become familiar with building’s PA system to ensure timely announcements

• Become familiar with the scripted announcements in the BIC Manual

• Pre-record announcements if possible; know who will make PA announcements

• Establish emergency radio channel to be used during an event/incident, ensuring all know the channel

o Print1 Emergency Action Plan (EAP) and Building Incident Commander (BIC) Manuals in a grab-and-go format

o Establish Incident Command Post (ICP) and Alternate ICP – ensuring knowledge of location/access

• The ICP is a designated area where emergency building response will be coordinated by the BIC, provided the area is still safe

• Recommended equipment for ICP may include: EAP manual, markable plans (floor, elevation, site), phone, TV, AM / FM radio, flashlights, emergency reflective vests, internet connectivity, fax machine, two-way radios, batteries, whistles, and first aid kit.

Response – During a Building Event/Incident

o First, protect yourself and ensure your safety

o Ensure notifications are made to 911, building security, and SOACC

o Put on your identifying vest

o All personnel designated in BIC succession plan should proceed immediately upon notification of a building event/incident to Incident Command Post (ICP), when safe to do so. Follow the Incident Command Structure

• If ICP is unsafe, select alternate ICP and inform all Command Section personnel of its location

• First person at ICP will be BIC until relieved by a higher ranking person in BIC succession plan.

o Implement response to the specific event/incident, per the BIC Manual (full/partial building evacuation, in-building relocation, or shelter-in-place)

o Communicate to building occupants using scripted announcements in the BIC Manual

• If occupants are being relocated to other floors, alert the occupants at the destination

o Collect and document all building event/incident information and reports (including problems experienced during evacuation and persons remaining in the building that require assistance) received from all team members

o Provide building event/incident information and reports to First Responders upon arrival

Response – During a Building Event/Incident (cont.)

o Follow directions of Emergency First Responders who arrive on-site, they are “in-charge” and will direct further responses.

o Continually assess conditions and progress of response with authorities. Direct/manage all building resources. Based on event/incident conditions this might include:

• Assign or reassign personnel as needed or as directed by the authorities – release staff as appropriate.

• Monitor staff for critical incident stress and ensure you and your responders take regular breaks.

- If incident lasts longer than 12 hours, assign a 2nd shift – allowing 1st shift to rest at least six hours.

• Remain on-site and in-charge until relieved or redirected by the authorities.

• Relocate Assembly Area(s) as appropriate ensuring the safety of personnel.

• If advised, ensure employees conduct a visual search of their immediate work area.

• Assembly Area may be changed depending on building event/incident. Reference BIC Manual section 5.3.2.3 Bomb Threat Standoff Information.

• Ensure elevators are grounded.

Recovery – After a Building Event/Incident

o Do not silence or reset fire alarm system until fire department arrives and gives permission

o After fire alarm system has been reset and when deemed safe by authorities to resume normal operations:

• Use PA system to inform occupants on affected floors that it is safe to resume normal operations or if outside, use radios, phone, or other means to communicate with Building Site Coordinator or Assembly Area Coordinator to advise occupants that it is safe to return

o When the incident has been resolved:

• Deactivate the emergency action plan – release staff

• Ensure all actions are completed and if they are not, make sure they will be taken care of after response deactivation

• Return equipment and reusable supplies to storage areas

• Document incident, actions taken, and lessons learned

• Personal protection equipment for team members (hard hats, safety glasses, gloves, etc.)

• Safety equipment (barricade tape, flashlights and batteries, whistles, etc.)

• Communications equipment (radios, 2-way radios, batteries, etc.)

• Office supplies (clipboards, white boards and markers for tactical floor plans, colored pens, etc.)

• Printed Documents (Emergency contact information, Emergency Action Plan, floor plans, blueprints, building schematics, checklists, forms, etc.)

• Miscellaneous supplies for various emergency situations (plastic sheeting, duct tape, absorbent material for spills, sandbags, tools, etc.)

Response – During a Building Event/Incident

o First, protect yourself and ensure your safety; take cover/shelter-in-place as necessary until it is safe to leave

o Ensure appropriate notifications have been made to 911, building security, and SOACC – Don't assume someone else has already called. Describe location of incident, speak slowly/clearly, and answer any questions asked by dispatcher.

o Put on your identifying vest – as provided

o Ensure you have your 2-way radio or cell phone

o If fire control panel is in alarm, proceed to fire control panel and determine device and location in alarm

• Dispatch to location and report all findings to the Building Incident Commander

o For non-fire control panel events/incidents, dispatch to location and report all findings to the Building Incident Commander

o Remain calm and follow instructions of the BIC

o Keep BIC and SOACC updated as conditions change

o Instruct occupants to follow the instructions of BIC

o Site Security should follow G4S protocol as outlined in their Post Orders

o Do not key 2-way radios or use cell phones in close proximity to suspicious packages or bombs

o Barricade off and secure unsafe areas preventing occupants from entering

o Facilitate the arrival of emergency first responders (fire department, paramedics, police/law enforcement, bomb squad, SWAT, etc.) – ensuring unobstructed access to the area. If appropriate, hold an elevator for use by emergency first responders.

o If directed, ground elevators and lock them out of service

o If directed, lock all of the perimeter doors and have them guarded, then stand by at the main entrance to let emergency first responders in when they arrive

Response – During a Building Event/Incident (cont.)

o If property is damaged, perform a rapid visual assessment of structural damage to the area beginning with the exterior and moving to the interior, if safe to do so.

• If there is substantial structural damage, advise BIC and barricade the area off

o If BIC informs you of injuries, help provide first aid, concentrating first on life-threatening conditions such as stopped breathing, bleeding or unconsciousness

o Address building systems/areas as directed, such as:

• Utilities: electric, gas, water

• Stairwells and exits

• Elevator operation (operation of one car per group)

• Loading dock and parking area gates

• HVAC

• Building office lighting and electrical power

• Emergency generators, fuel tanks and generator connected loads

• Building fire and life safety systems including automatic sprinkler systems

• Building management systems

• If power to the building has been damaged/interrupted, disconnect the main building power feed at the main switch until the circuits can be inspected for ground faults or shorts

• If major damage has occurred, shut down the domestic water and gas feed until pipes can be inspected

o Assist emergency first responders as requested

Recovery – After a Building Event/Incident

o Do not silence or reset fire alarm under any circumstances until fire department arrives and gives permission

o Once “All Clear” has been provided by the BIC, unlock all perimeters that were locked

• Security will provide access control for associates reentering the building

• Return elevators to normal operations

o Remove barricades as appropriate

o Return utilities to normal operations: electric, gas, water

o Continue to update the BIC and SOACC as the situation warrants

Each building has its own Emergency Action Plan manuals. Team members with emergency response roles must become familiar with their assigned manual and responsibilities.

Manuals provide directions for building staff and occupants if any of these situations occurs:

o Biological incident or release

o Chemical incident or release

o Contagious diseases

o Explosion in or near the building

o External threat tactic (bomb or suspicious package)

o Fire in or near the building

If an incident occurs, the Building Incident Commander may order:

o Full evacuation

o Partial evacuation

o In-building relocation

o Shelter-in-place

o Medical emergency

o Natural disaster or severe weather

o Nuclear incident or release

o Workplace violence

o Power or Utility failure

OneFacility (1F) Notifications/EscalationsIf any ERTs are not appropriately populated according to their "rule", automated notifications will be sent advising that the team is out of either “quantity” or “scope” compliance. (“Scope” compliance notifications not turned-on yet….TBD)

o Quantity compliance is the number of people required within each role on the team, based on the rule.

o Scope compliance audits the ERT members to make sure they sit on the floor for which they have emergency responsibilities.

Property Manager team’s “quantity” and “scope” compliance is on the 1F Emergency Action Plan Home Page.

Floor Wardens, Building Site Coordinators, Property Managers, and LOB management should partner to identify and populate the ERT members. To add ERT members, access One Facility and input the names under Administration / Teams Administration for each ERT. Training for floor wardens on how to manage their team within OneFacility can be found in myLearning or at the link here: Floor Warden – One Facility Training or at the following link for FPs: Emergency Action Plan Training SharePoint Site.

If an ERT is out of compliance, these 1F notifications/escalations will be to:

o Day 1 – Floor Warden(s) and Deputy Floor Warden(s).

o Day 10 (If the role is not filled) – LOB Rep and Building Site Coordinator and previous recipients.

o Day 20 (If the role is not filled) – Property Manager and previous recipients .

o Day 30 (If the role is not filled) – Corporate Life Safety Manager and previous recipients.

o Building Incident Commander (BIC) is “in-charge”. The BIC manages the incident and is responsible for all aspects of emergency response.

o Building Incident Commander Succession Plan – Know who those people are for your building(s).

o Meet regularly with Command Section BIC Team to discuss and confirm roles/responsibilities.

o Become familiar with your OneFacility manual:• Have your manual printed1 in a grab-and-go format.• READ IT• Keep as reference material, and become very familiar with specific responses to specific building events/incidents.• ALL employees are encouraged to print the BEIC and display it in their workspace.

o Establish communication protocols during an event/incident: i.e., stairwell phones, radios, cell phones, bull-horns, runners, etc.

o Establish Incident Command Post (ICP) and Alternate ICP – ensuring knowledge of location/access

o Ensure that appropriate notifications have been made to 911, building security, and SOACC at: 1-800-222-7511. Don't assume that someone else has already called. Describe the location of the incident, speak slowly and clearly, and answer any questions asked by the dispatcher.

o Follow Bank of America emergency notification protocol ensuring initial and follow-up emails utilize distribution group [email protected]

o Do not silence or reset fire alarm until fire department arrives and gives permission.

o Property Manager Maintenance Activities/Routines – Ongoing and Drills (Evacuation and EAP Maintenance).

o If any ERTs are not appropriately populated OneFacility notifications will be sent.

c. PM will receive BEIC from LSM to confirm that it is correct.

2. Existing Site

a. Review existing BEIC assembly area map and if there are any changes mark them and send to LSM.

b. If there are any changes in phone numbers within the BEIC, the PM must update the site survey question in OneFacility with the correct phone numbers.

c. PM will receive BEIC from LSM to confirm that it is correct.

Floor(s) Emergency Plan – Emergency Evacuation Routes: Floor plans located in Manhattan Lease and Space Management

1. New Sitea. Download accurate floor plan from Manhattan Lease and Space Management (link to Manhattan is located on the
