Foreword
SITUATION Haconby and Stainfield. Haconby and Stainfield are villages in a civil parish in the South
Kesteven district of Lincolnshire, England. They lie on the western edge of the Lincolnshire Fens, 3 miles (4.8 km) north of Bourne. Both are just off the A15, Haconby to the east and Stainfield to the west. Parish matters are dealt with by Haconby and Stainfield Parish Council (H&SPC), in co-ordination with Bourne and Billingborough Neighbourhood Policing Panel (B&BNPP), South Kesteven District Council (SKDC) and Lincolnshire County Council (LCC) as necessary. Parish Boundaries. The civil parish extends northwards to just north of the A15-B1177 junction, skirting the southern edge of Dunsby Hall Farm. The parish boundary extends due east, along the Hacconby Lode drain over Hacconby Fen, following Hacconby Drove to the south. To the north is the parish of Dunsby and Dunsby Fen. It reaches the South Forty-Foot Drain. The parish boundary (also with Pinchbeck and South Holland follows this drain for just under a mile south. It then follows Lane Dike due west which crosses the Car Dyke just north of Cardyke Farm. The parish boundary crosses the A15 next to a transmitter and extends westwards to reach the north of Spring Wood, where it meets the large parish of Edenham. Just south of Thorny Wood it meets the parish of Dunsby. The parish boundary follows the southern edge of Dunsby Wood, crossing the Stainfield-Kirkby Underwood road just north of Stainfield spa1. Risks and Emergency. Haconby and Stainfield are not at significant risk of flooding from
rivers, and are not within the extent of extreme flood shown in the Environment Agency’s website2. There is therefore no assessment of flood risk for Haconby and Stainfield. The parish is potentially vulnerable to isolation caused by severe weather and loss of main services – electricity, water and communications. An emergency could impact on either or both communities in the parish in a number of ways:
Death or injury of people
Loss of homes, businesses and/or community buildings
Disruption to road, rail or air transport networks
Disruption to utilities such as electricity, water, gas and telephone networks
Disruption to supply of goods and services
Isolation or evacuation of residents
Large scale media focus Statutory Responsibility. There is no statutory responsibility for parish councils to plan for, or
respond to, emergencies in their locality. However it is good practice to identify hazards and make simple plans on how individuals and communities within the parish might assist themselves and support the emergency services should an emergency occur. AIM The aim of this plan is to enable H&SPC and the residents of Haconby and Stainfield to co-ordinate the immediate and local response to an emergency, in support of the emergency services, local authorities, utilities and other organisations as appropriate, in order to safeguard life, alleviate distress and preserve property.

RESPONSE
Principles. The local community is not trained, equipped, empowered or resourced to carry out the functions of the emergency services. Community response should focus on looking after the welfare of people within the community members in times of crisis. Activation. This plan can be activated by the Community on advice of the Community
Emergency Management Team (CEMT), SKDC’s Emergency Planning Officer and the Lincolnshire Joint Emergency Management Service (JEMS). If the community decides to activate the plan, CEMT will advise JEMS and SKDC. Factors influencing activation:
Notification by local emergency responders, local authorities or member(s) of the public.
Media messages. RESOURCES
Volunteers. Communities and individuals often help each other during times of need. Such help includes checking on elderly neighbours, delivering food and medication, and supporting the vulnerable. Individuals and groups willing to volunteer during a crisis, and, the skills, resources and equipment they could provide should be known. Tools and Equipment. Tools and equipment (such as farm tractors, chainsaws and pumping
equipment) and people qualified to operate them may be required in an emergency. Supplies. In an emergency, supplies of food, water and fuel may become difficult to obtain.
H&SPC may need to enlist support from local businesses to maintain supplies. Transport. 4x4’s, minibuses, taxis, high axle farm vehicles and trailers can all be useful during
an emergency, and H&SPC may need to co-ordinate use of transport. Vehicle owners must be properly licensed and insured to use their vehicles in this manner. Buildings and Places of Safety. It may be necessary to move people out of dangerous
situations to places of safety where people could potentially shelter until assistance arrives. H&SPC should be aware of potential places of safety, and be prepared to seek permission from property owners and key holders if the use of such places is required. MANAGEMENT Risk Assessment. H&SPC will consider the following risks:
Infrastructure Risks. Main roads, bridges and transport hubs, as well as industrial estates, farms, sewage plants, electricity sub-stations and any other premises, businesses or buildings that may pose a risk.
Social Risks. Known vulnerable people / groups in the community, such as:
o People without access to transport o People with limited mobility o Language barriers o Learning disabilities o Holiday makers or travelling communities
Environmental Risks. Areas prone to pluvial flooding or known to suffer badly during
extreme winter weather, such as:
o Access blocked by drifting snow

o Sites of importance, such as sites of special scientific interest (SSI) or historical importance
Communications. Response to emergencies is usually more effective if it is managed at an
appropriate level. To do this, H&SPC will involve as many people from the two communities as possible, to enable local support for the management process. The more people know about the plan, how it works, and potential roles and responsibilities within the plan, the more resilient the community will become in the event of an emergency. The community emergency and flood plan will include information and contacts that will:
Provide a co-ordinated response from the local community
Identify key contacts and resources within the locality that may assist the community should an evacuation be necessary
Identify local hazards within the community
Identify the locations of vulnerable groups of people that may require additional assistance in an emergency
Assist with keeping the community up-to-date with information Community Emergency Management Team (CEMT). CEMT champions H&SPC’s
emergency planning and co-ordinates community response with emergency services, local authority, health, utility companies and other organisations/agencies. CEMT works on behalf of H&SPC and enables communication on emergency planning between communities, H&SPC and SKDC. Its co-ordinator is a member of H&SPC and acts as the community spokesperson when dealing with emergency services and other agencies’ incident commanders. Liaison and Mutual Aid. H&SPC liaison with neighbouring parish/town/community groups that
have or are in the process of developing community emergency and flood plans is a key function. During times of uncertainty, H&SPC may be in a position to offer help and support if its communities are unaffected, or it may seek support if it requires assistance. At the individual level, neighbours may assist neighbours in times of need. Insurance. H&SPC Emergency Plan belongs to its two communities and H&SPC will ensure, through LCC, the correct level of indemnity cover for all volunteers working on behalf of the community during an emergency. Points:
H&SPC will not put itself or any individual at risk when preparing or updating its plan.
In the event that the local authority activates the H&SPC plan or directs your volunteer working, indemnity will fall under the LCC Indemnity Policy. Each member of H&SPC CEG will be required to agree and sign the relevant forms.

3. Activation This plan can be activated by the Community on advice of the Community Emergency Team or the Lincolnshire Joint Emergency Management Service. Where the decision to activate the plan is taken by the community, then the Joint Emergency Management Service and District Council should be advised of that decision. If the plan is activated by the joint Emergency Management Service (JEMS) insurance falls to Lincolnshire County Council, indemnity forms will need to be signed. If the Community Emergency Plan is activated by the Parish Council, insurance falls within the individual Parish policy (please check with your insurance broker).

Annex d
Actions – Community Response
Purpose. The purpose of this annex is to outline the impact of the isolation of the community, and the loss of mains services or
communications, the responses available and how the impact may be minimised. Events may occur singly or in combination, which may complicate responses and the ability to minimise their impact. Response. Community response should be implemented to support the Emergency Services, or if the Emergency Services’ arrival is
delayed or not guaranteed as a result of incidents elsewhere in the county taking first priority. Situations will be assessed by CEMT at the time and a suitable response made, ideally using resources outlined in this plan. Isolation Risk. Isolation may be caused by severe weather, or specific local or regional restrictions.
Impact. The community may be cut off from outside assistance for a period of time and movement within the community may be difficult.
Response. The ability to move about the community is essential if assistance is to be given to vulnerable persons and others in need.
Clearing of pathways may be a high priority, as may access to isolated or vulnerable parts of the community. Equipment and transport which may be available to support the community in this task is at Annex B. Community Response to Loss of Main Services
Risk. Mains Services (electricity, water and gas) are not generally vulnerable to failure, but impact of such failure is high. Impact. The loss of electricity may affect supply other mains services and cut off access to heat, light and/or water, which may be a threat to
vulnerable people, groups or locations. Response.
Community Action. If the telephones are not affected, and road traffic is moving freely, contact should be made with the service
supplier(s) to report the loss of a service, obtain an estimated time of service recommencement, and inform and update members of the community who are affected.
Supplier Action. If reconnection is likely to be delayed, the supplier(s) should be asked to activate their emergency measures,
commencing with those assessed as vulnerable, to help the community until the resumption of normal services.

Local Resilience. Consideration should be given to employing the privately owned generators if possible to provide power where it is most needed; these are listed in Annex B of this plan.
Communications Risk. Communications (telephones, Internet, radio and TV) may be lost as a result of a power failure, which may in turn be the consequence
of severe weather, and may be related to other, more significant crises. Impact. The ability to communicate and to have access to the media is important to most people most of the time, and may be essential in an
emergency. Response.
Loss of Communications – Internal Response. If telephones are affected and road traffic is not moving freely, communications
within the community may be undertaken through couriers carrying written or verbal messages. Volunteer community couriers may be activated and co-ordinated by CEMT.
Loss of Communications – External Response. Communications outside the community can be maintained by physical contact
and by the use of any amateur radios within the community supplemented by any Lincolnshire Radio Amateur Network (RAYNET) facilities which may be available within or outside the community. RAYNET resources will be co-ordinated but the Lincolnshire Joint Emergency Management Service.
Loss of Internet. If home Internet links are affected by telephone or power failure, temporary assistance may be provided through
volunteers with 3G technology. It may be possible to establish a temporary ‘Internet Café’ in the community to effect this, and this will be co-ordinated through CEMT.
Radio and Television. If access to radio and television at home is affected by power failure, temporary assistance may be
provided for those without back-up communications means. It may be possible to establish a central focus in the community with access to radio and television for community access to information, and this will be co-ordinated through CEMT.
