The City of Toronto has initiated a Class Environmental Assessment study in accordance with Municipal Engineers Association (MEA) Municipal Class Environmental Assessment to review various options for the preferred alignment of a new road connecting Toryork Drive and Finch Avenue West.

The purpose of this Public Information Centre (PIC) is to present relevant study information for Emery Village New Road 2A, including alternative design concepts and the preliminary preferred alternative, to stakeholders and obtain feedback.

Study Purpose

The City of Toronto is planning a new road in the Emery Village neighbourhood to connect Toryork Drive and Finch Avenue West. The purpose of this study is to select a preferred alignment for Emery Village New Road 2A, building on the work undertaken during the 2009 Emery Village Transportation Master Plan (see below) that confirmed the need for the new road as part of an overall transportation strategy for Emery Village.

This study is being undertaken as a Schedule “C” transportation project in accordance with the MEA Municipal Class Environmental Assessment.

The Emery Village Transportation Master Plan completed the first two phases of the five phase Class EA process. This study is undertaking Phases 3 and 4 of the Class Environmental Assessment process as required for Schedule “C” transportation projects.

Problem & Opportunities

The Problem Statement proposed in the Emery Village Transportation Master Plan remains valid for the purposes of the Emery Village New Road 2A EA study and is as follows:

Overall, the implementation of Emery Village New Road 2A is consistent with the stated transportation improvements and strategies in the Emery Village Transportation Master Plan byproviding:

Opportunities

• Logical connections and opportunities for arterial road pedestrian / cyclist crossings and a new connection to Lindy Lou Park,

• An alternative to arterial roads that will mitigate future neighbourhood vehicle infiltration,

• Road network that allows for improved transit operation through the study area and increased accessibility northwest of the Weston Road – Finch Avenue West intersection,

• Additional road capacity within the secondary plan area, and• Access to future developments

Improvements to existing transportation infrastructure are needed to support redevelopment and revitalization of the Emery Village area, and to meet the

objectives of the Emery Village Secondary Plan.

Existing Conditions

Socio- Economic

The socio-economic environment of the study includes a mix of existing commercial and industrial land uses including:

• City of Toronto Emery Work Yard

• Fast-food restaurants including Burger King and McDonalds

• Canadian Tire site

• Gas station

To the south of the study area there are also high rise residential units and open spaces including :

• Lindy Lou Park

• 2405 Finch Avenue West – High rise residential units

Existing Conditions

Natural Heritage

• A natural environment inventory of the study area was completed as part of the Emery Village Transportation Master Plan (see figure).

• The study confirmed that the Emery Creek and the associated valley area has been designated as a regulated area by the Toronto Region Conservation Authority (TRCA).

• The branch of Emery Creek, north of Finch Avenue, in the vicinity of the proposed Emery Village New Road 2A, is unlikely to support a significant fishery community.

• Emery Village New Road 2A study consists of highly disturbed and human-impacted habitat and as such, supports minimal habitat diversity and few wildlife species.

Archaeological Resources:

• A Stage 1 archaeological assessment was completed as part of the Emery Village Transportation Master Plan.

• Although the Stage 1 identified some areas in Emery Village as having the potential for archaeological sites, none of these features are located in the vicinity of the proposed Emery Village New Road 2A.

Cultural and Built Heritage Resources:

• A built heritage and cultural landscape assessment was also completed as part of the Emery Village Transportation Master Plan .

• This assessment identified a few built heritage and cultural landscape features in the vicinity of Emery Village. However, none of these features are located in the vicinity of the proposed Emery Village New Road 2A.

Emery Landfill

• Emery Landfill was an old municipal landfill site located to the west of study area on the existing Emery Yard site. (see Emery Landfill Area).

• A geotechnical investigation has confirmed land fill material ranging from 1.5m to 12.2m in depth (see section B-B).

• The investigation also confirmed that landfill material should be classified as non-hazardous solid waste in accordance with O. Reg 347.

• Issues related to constructing road on landfill site include:

• Construction and maintenance of road due to long term settlement of landfill.

• Production and migration of methane gas from landfill site.

• Disposal of landfill material during construction.

• Emery Village New Road 2A will be a two lane collector road.

• 20m Right-of-Way.

• 4m general purpose drive lanes in each direction

• 1.8m sidewalks in each direction

• No dedicated cycle facilities planned at this time

• Signalized intersection at Finch Avenue West.• The following left turn lanes are warranted at the

intersection

• Southbound approach on New Road 2A

• Eastbound approach on Finch Avenue West

• Pedestrian crossing at Finch Avenue will provide new pedestrian crossing opportunity between Milvan Drive and Weston Road to/from Lindy Lou Park

• The Finch LRT study is underway. The operation of the intersection will be further reviewed as part of the Finch LRT study.

• Stop controlled intersection at Toryork Drive.
