The continuous growth of wireless communication has in the recent past raised public awareness and concerns about the potential health hazards due to exposure to “waves” (electromagnetic fi elds). Two non-profi t international bodies have been asked to address this concern: the ICNIRP (International Commission on Non-Ionizing Radiation Protection) and the WHO (World Health Organization).In particular since 1992 WHO has been studying the potential risks associated with so called non-ionizing radiations and in 1998 the ICNIRP has published guidelines that each country should transpose into local laws and regulations. These guidelines are based on the effects that these radiations have on body temperature. Detailed information are available on WHO (www.who.int) and ICNIRP (www.icnirp.org) web sites.
What are reference levels?
To protect people from potential hazards, limits have been fi xed by international organizations. These limits are called Reference Levels and are the maximum allowed E-fi eld for a given frequency. These levels are derived from limits on the maximum allowable body tissue temperature increase caused by the fi elds. The restrictions refer to the SAR values (Specifi c Absorption Rate) that quantify the rate at which RF (radio frequency) energy is absorbed by the body. SAR values correspond to a temperature in-crease in a localized area of tissues in the human body. SAR values are challenging to measure in real environ-ments, which is why equivalent E-fi eld reference levels have been calculated.
Why do we measure exposure levels?>
Whenever there is electricity (voltage or current) an electromagnetic fi eld (EMF) arises. All types of wireless transmissions (radio/TV broadcasting, voice/data wireless communication) use electromagnetic fi elds. The generated fi eld propagates in waves and is all around us even if we cannot see it or hear it. The electromagnetic fi eld has two components: the Electric (E) Field and Magnetic (H) Field, and they are proportional with each other.

The basic restrictions and reference levels defi ned by the ICNIRP are guidelines, which have been used as a basis by many countries to implement their own recommendations or laws and ensure that these levels are not exceeded. However, some countries or cities have decided to set their own limits independently from these guidelines.In order to compare the measured exposure levels to the regulatory limits, measurement protocols have been defi -ned, such as: ECC/REC/(02)04, EN50383, EN 50492, or IEEE Std.C95.3 for in-situ measurements.

EME Guard>The EME Guard is a robust device easily worn on a belt clip, in an outside pocket or in a harness. It is equipped with three independent alarms (vibrator, buzzer and warning light) that alert the wearer as soon as the measured fi eld level exceeds the predetermined exposure threshold.EME Guard comes with software that enables the user to customize alarm thresholds to requirements and to save measurement data for monitoring purposes.

A user friendly and fl exible
instrument
The EME Guard Analysis software defi nes two user profi les:
➊ Administrator mode, gives additional rights to confi gure the device to requirements (threshold defi nition).
➋ User mode, enables download and visualization of measurements recorded in the embedded memory of the device.
The Administrator can customize the device according to the thresholds defi ned by his own guidelines. > Only the Administrator is given right of access to device confi guration and customize.
STEP 1: Defi ne the reference threshold that will trigger the visual alarm. The 4 warning lights are activated as soon as exposure level attains 25%, 50%, 75% and 100% of the chosen reference threshold.
STEP 2: Defi ne the thresholds that will trigger the audio and vibrating alarms:Over a 6 minute mean: the alarm is triggered as soon as the mean calculated over the preceding 6 minutes exceeds the predetermined threshold. This 6 minute calculation is the reference duration which conforms to the ICNIRP recommendations. Or:Instantaneous: as soon as a measurement exceeds the threshold, the alarms are triggered.
STEP 3: Defi ne the recording period.
STEP 4: Start the device (ON/OFF button) and perform measurements.
STEP 5: Import the measurements in the form of secure fi les using a USB cable and display the results.
High performance probe for accurate
measurements
The EME Guard is equipped with a triaxial probe which guarantees measurement isotropy. Each device comes with a calibration report. The performance of this sensor has been optimized to ensure maximum isotropy.

A robust product
The device is equipped with an auto-test system which is launched when the device is switched on. This test ensures that the EME Guard is functioning normally and that battery level is suffi cient. In any case, if the battery level is too low, an orange warning light alerts the user immediately.
The case is metallic and ensures an IP55 Ingress Protection level, ideal for outdoor use.

Thanks to its dedicated software, EME Spy Analysis, the dosimeter is easy to program. When the measurement cycle has fi nished, the collected data can be directly transferred to dedicated software with a USB cable. The data can also be exported to Excel, analysed, and compared to the recommended maximum exposure levels (using ICNIRP’s levels as a pre-defi ned reference).

STEP 1: Set-up the device.• Defi ne measurement period and duration.• Check the device.• Synchronise the date and time of the dosimeter and the computer.
STEP 2: Start the device (ON button) and perform measurements.
STEP 3: Import measurement data and present results.• Once the dosimeter is connected to the PC, the software can import the measurement data.• Each measurement datum (either the mean for the total fi eld or for each frequency range) is linked to a date and a time.• If the ON button of the EME Spy is pressed at any point in time during the campaign, the measurement will be specifi cally marked in the downloaded fi le.

The INSITE Box is an area-monitoring device of personal exposure levels. As opposed to spot measurements (such as measurements made with spectral analysis portable systems), INSITE Box can be positioned in the vicinity of emitting antennas to monitor exposure over a period of time. Thanks to SATIMO’s unique fi lter technology, it can differentiate the contributor and present measurement results for each pre-defi ned frequency band (Ex: GSM, UMTS etc…).It can transfer data through a modem, a 3G card or an Ethernet cable, allowing remote control of the measurement campaign and direct publication of the data on a dedicated website.

Monitor exposure level within
a geographical area and publish
results on website
The INSITE Box is connected to a website or PC through a FTP site. Thus installation requires the user to provide a SIM card for the GSM/GPRS modem.
STEP1: Input FTP details, SIM Card and confi gure cycle parameters. During the installation stage, the INSITE Box is connected to a PC (with RS 232 or USB ca-ble), where INSITE Box Control software has been installed.
STEP 2: After the fi rst cycle, use INSITE Box Analysis to download the results. The software enables either auto-matic or manual data importation from the FTP site.
STEP 3: If required, use INSITE Box Analysis remote management features to send new confi guration data to the station and modify measurement sequences (for ins-tance if the measurement period needs to be changed).
A tool that gives residents/public
access to information
The data collected on the FTP site can feed a dedicated website where measurement information and results are presented. INSITE Box can easily be used to cover more
than one specifi c area and can be moved from time to time to monitor other areas. Websites usually display a map, so that residents can easily identify where the stations are, and a calendar where information is presented (with daily, weekly and monthly statistics on exposure levels).

INSITE Free>INSITE Free is a compact measurement system for narrow band analysis. The system is composed of a probe connected to a switch/amplifi cation box. The system also requires a spectrum analyzer. These elements can be operated either manually or remotely through INSITE Free software. The SW enables the user to defi ne measurement scenarios, analyze measurements, review the results graphically and automatically generate reports in Excel format. The switch enables successive selections of the three measurement axes to obtain an isotropic result without changing the position of the probe. As it is equipped with an amplifi er, the switch also improves the sensitivity of the system over the 100 KHz to 30 MHz frequency band.

Measurement scenarios can be
defi ned by the user to fi t specifi c

➊ INSITE Free SW is a fl exible tool that can be confi gured by the user to perform measurements and generate reports according to specifi c measu- rement protocols, in particular those recommended by ECC.➋ In addition, for the French market, INSITE Free/ ANFR SW follows the protocol v2.1 of the French National Agency of Frequencies (ANFR) step by step.
STEP 1: Choose hardware confi guration.In this fi rst phase, the user programs the measurement session according to his own hardware confi guration: spectrum analyzer, GPS, probe, cable, UMTS scanner and switch. For this purpose, the probe, cable and switch calibration fi les are selected and loaded.INSITE Free works with all of the most frequently used spectrum analyzers.
STEP 2: Defi ne measurement scenarioOnce the hardware has been confi gured, the user can program the measurement scenarios:• Choose frequency bands to be measured from a list or create user-defi ned bands.• Defi ne the channels or specifi c carriers.• Defi ne channel width.• Choose attenuation mode.• Choose analysis mode (peaks, TDMA or W-CDMA).• Choose automatic or manual defi nition of RBW/VBW.
STEP 3: Perform measurement analysis.The data collected for each band is presented on the main window of the software. Measurements corresponding to each of the three axes can be displayed in order to check the polarisation of the electric fi eld.
Depending on the characteristics of the spectrum analyzer, the user can repeat the following analysis modes:• CW Analysis: selection of peaks according to predefi ned threshold.• TDMA analysis: extrapolation of BCCH value.• W-CDMA analysis: UMTS decoding (measurement and extrapolation of the CPICH value).The user can re-launch measurements using specifi c detection modes (positive peak, negative peak, sample…) and measurement modes (Max. hold, Min. hold, and average) available with the spectrum analyzer.
STEP 4: Visualize results.The results can be visualized with the following functions:• Full scan or per frequency band.• Zoom in with peak identifi cation threshold.• 3 types of scale for a better high and low band visualization.• Quick view of element’s properties.
Sessions are saved in XML and results can be exported into Excel.The results can be compared to the reference levels given by specifi c guidelines. Two guidelines are available by default:• ICNIRP• Safety Code 6(Other reference levels can be added upon request).

STEP 3: Computation.After defi ning the computation volume around the area of interest, the electromagnetic fi eld level calculation is launched. The calculation is based on optical geometry (ray tracing). It allows simulation to be performed over a wide area in terms of wavelength and the interactions with the environment of the radiating sources to be taken into account.
• Accurate representations of the near fi eld by considering the contribution of each sub-cell of the antenna.
• Defi nition of a computation volume around the area of interest.
• Selection of the active antenna.• Adjustment of the mesh step (number of computation points).• Non-uniform grid to improve resolution around the antennas and to speed up the calculations.
STEP 4: Result display.Once the computation is fi nished, the user can use iso-surface or cut plane tools to display the level of exposure in the vicinity of the 3D environment.
