However, leaving the customs union and the single market will potentially lead to customs duties, border formalities, and import VAT being applied to parcel deliveries between the UK and the EU (and vice-versa), which would lead to slower delivery times and increased costs for businesses and consumers.” No one can exactly pinpoint how Brexit will affect parcel delivery between the UK and Europe, but what appears to be clear is that slower parcel delivery times are highly likely. Plus, it’s expected that any item worth over a value of £15 will be liable to VAT. The price of VAT may even be approximately 20% of the total value of the item. According to www.parliament.uk, the UK websitefeaturing the latest news from the House of Commonsand House of Lords:

“Non-participation in the EU’s cross border parcel delivery regimewill have little impact on UK stakeholders. However, leaving thecustoms union and the single market will potentially lead tocustoms duties, border formalities, and import VAT being appliedto parcel deliveries between the UK and the EU (and vice-versa),which would lead to slower delivery times and increased costs forbusinesses and consumers.”

No one can exactly pinpoint how Brexit will affect parcel deliverybetween the UK and Europe, but what appears to be clear is thatslower parcel delivery times are highly likely. Plus, it’s expected thatany item worth over a value of £15 will be liable to VAT. The price ofVAT may even be approximately 20% of the total value of the item.This could have a significant impact on UK based ecommerce brands.

However, thehighlight for Rachel was meeting thelegendary Sir Jackie Stewart.

Customs Handling of Import and ExportFreight (CHIEF) systemCHIEF currently processes declarations tofacilitate the international movement of goodsbetween the UK and non-EU countries. It allows importers, exporters and freightforwarders to complete customs informationelectronically, and automatically checks forentry errors. The system is responsible for

processing declarations for goods entering andleaving the UK or EU through ports andairports and calculating the correct amount ofduty and taxes.

The decision to replace CHIEF with CDS wasmade before the EU referendum, however CDSwill be scaled to handle any potential increasesin the volume of declarations that may resultfrom the UK’s exit from the EU.

This is because HMRC believes£1.5bn of VAT and Customs duty is not beingpaid in relation to large amounts of e-commerce taking place under the radar, withfulfilment houses being used by unscrupulousretailers based outside the EU. The FulfilmentHouse Due Diligence Scheme is designed toclamp down on what has to date been alargely unregulated sector.

Businesses have an obligation to registerunder the Fulfilment House Due DiligenceschemeIntroduced on 1 April 2018, businesses nowhave an obligation to register under theFulfilment House Due Diligence scheme ifthey store goods in the UK which (a) havebeen imported from outside the EU, (b) areowned by (or on behalf of) someone who isestablished outside the EU and (c) the goodsare being offered for sale and have not beensold in the UK before.

Spatial Global are registered and activelyconsulting with HMRCSo far, response to the registration has beenlimited, however HMRC are keen to receiveresponses from companies explaining whysome of the measures they are suggestingwon’t work.
