  • 1.0 INTRODUCTION

    This report describes the supplemental emission modeling for Rose Hill Regional Landfill. The modeling incorporates data from the Metcalf & Eddy Summa canister sampling performed in May 1992.

    1.1 Site Background

    The Rose Hill Landfill Site is located in South Kingstown, Rhode Island on Rose Hill Road. The site, situated in an abandoned sand and gravel quarry, covers approximately 70 acres and is divided into three disposal areas; a solid waste disposal area (approximately 28 acres), a sewage sludge disposal area (approximately 15 acres), and a bulk waste area (approximately 11 acres).

    The landfill site is owned by the town of South Kingstown and a private citizen. (The private citizen's portion was leased by the town during the time of disposal.) The town started solid waste disposal operations in 1961. In 1977, the landfill started accepting waste water treatment sludge, and in 1978, bulk waste - each in separate areas. The solid waste portion of the landfill along Rose Hill Road was closed and covered in the summer of 1982. During the construction of a transfer station from May to October 1982, the bulk waste disposal area also accepted solid waste. In October 1983, the regional landfill reached its state-permitted capacity and ceased all active landfllling operations.

    In the spring of 1990, after unsuccessful negotiations with the potentially responsible parties (PRPs), the Rhode Island Superfund Section of the U.S. Environmental Protection Agency (U.S. EPA) Waste Management Division (WMD) commenced a Remedial Investigation/Feasibility Study (RI/FS) under a federal lead. As a part of the RI/FS, U.S. EPA's contractor, Metcalf & Eddy, Inc., began the installation of temporary and permanent soil gas sampling points on and around the landfill.

    Initial results of sampling conducted from June 17 through July 12, 1991, indicated the presence and migration of combustible gases in the vicinity of residential dwellings abutting the landfill. Ongoing investigations conducted for WMD by Metcalf and Eddy have detected methane and other volatile organic compounds (VOCs) in the soil in the immediate vicinity of the residential dwellings.

    The U.S. EPA Emergency Planning and Response Branch (EPRB) also surveyed for gaseous contaminants utilizing Summa passivated canister sampling and gas chromatograph/mass spectrometry (GC/MS) analysis on September 2,1992. The analysis detected concentrations of VOCs, which include but are not limited to, approximately 4000 parts per million (ppm) of vinyl chloride at well LFGR-8, located within 150 feet of the homes. Additional sampling has confirmed this data.

    1.2 Objective

    The objective of this modeling study was to utilize results from the Metcalf & Eddy Summa Canister Sampling (May 1992) in order to determine the emission rate of methane and vinyl chloride from the municipal solid waste landfill. Results are compared to emission estimates reported in the Rose Hill Regional Landfill Final Emission Modeling Report, December 1992, and used in previous air quality studies to determine concentrations of the compounds of interest at receptors (residences) bordering the landfill.

  • 2.0 METHODOLOGY

    The emission rates for vinyl chloride are estimated from the results of Summa canister sampling performed by Metcalf & Eddy during May 1992. Samples were taken at three locations in the landfill. The permanent gas and VOC results from this sampling event are attached as Appendix A. A summary table of the vinyl chloride and methane concentrations at each of the sampling locations is also included.

    The modeling methodology for the results presented in this report is similar to the procedure presented in the Final Emissions Modeling Report, December 1992. The landfill was divided into two sections based on the observed concentration variations in the landfill. Two of the sampling points are located in the northern half of the landfill and the third sampling point falls within the southern half of the landfill. Each landfill section (northern and southern) covers approximately half the area and, therefore, half of the waste in place.

    Emission predictions were made for each half of the landfill using the maximum observed concentration for vinyl chloride. The 95% upper confidence limit (UCL) concentrations were not used for modeling purposes because of the following reasons: 1) only one data point was available for the southern section, and 2) the UCL value for the northern portion was greater than the maximum observed concentrations. The average methane concentration, for each half of the landfill, is used in the emission estimates. The vinyl chloride and methane concentrations used in the emission estimates are found in Table 1.

    For comparison, the emission rates were also recalculated using maximum observed concentrations from the U.S. Environmental Protection Agency/Environmental Response Team (U.S. EPA/ERT) Summa canister data. (The 95% UCL values from U.S. EPA/ERT data were also higher than the maximum observed concentrations.) Again, the average methane concentration, for each half of the landfill, is used in the emission estimates, and can be found in Table 2 along with the vinyl chloride concentrations.

    3.0 RESULTS

    A summary of 1992 emission rate estimates, for the two sets of U.S. EPA/ERT data (95% UCL concentrations and maximum concentrations) and the Metcalf & Eddy data (maximum concentrations), for vinyl chloride is given in Table 3. The complete model outputs for methane and vinyl chloride emission rates using the Metcalf & Eddy data and the U.S. EPA/ERT data are included in Appendices B and C, respectively. These emission rate estimates are compared to previous emission estimates obtained using the 95% UCL of the U.S. EPA/ERT results, presented in the Final Emission Modeling Report, December 1992.

    The predicted emission rate using the maximum vinyl chloride concentrations from the Metcalf & Eddy data are approximately 75% of the value calculated using the 95% UCL values from the U.S. EPA/ERT data. Since the downwind concentrations at receptors are calculated by Gaussian dispersion algorithms (where concentrations are directly proportional to emission rates), it is expected that the resulting concentration values at the receptors will be approximately 75% of those reported in the Air Quality Modeling Report, December 1992.

    The predicted emission rates using the maximum observed concentrations from the U.S. EPA/ERT data are approximately 63% of the values reported in the Final Emission Modeling Report, December 1992. Therefore, it is expected that the resulting concentration values at the receptors will be approximately 63% of those reported in the Air Quality Modeling Report, December 1992.
