1.0 SITE ANALYSIS

1.1 PHYSIOGRAPHY

The area applied for quarry lease is an elevated ground to a height of 2-3m from the

adjacent ground level, sloping gently towards north. No major Pond or H.T. electric line is

found nearby. A safety distance of 7.5m is provided from adjacent patta lands of the lease

boundary. Water table is located at a depth of 42m from the surface in the open wells in the

neighbor areas. Area around quarry lease is dry agricultural lands with acacia bushes, palm

trees etc. Temperature of the region is reported to be 30ºC to a max. of 41º C during

summer and drop to 22oC during winter. Rain fall of this area is about 600mm during

monsoons in a year. Regional crops are ragi, ground nuts, Bengal gram, paddy and maize.

There is no monument or area of public interest is found in the vicinity.

1.2 REGIONAL GEOLOGY:

Virudhunagar District is comprised of Archaean peninsular gneisses such as

Charnockites, Hornblende gneisses, Biotite gneisses, migmatites, and limestones pinkish to

yellow shades of granites and intruded by younger formations like pegmatite and quartz

veins. The peninsular gneiss \ migmatite consists of biotite mica, plagioclase and orthoclase

feldspars , Quartz, and accessories like magnetite and garnet are found as sheet rocks

running to several km from west to east as a massive rock formation. The granite body

found in the applicant’s area is a narrow intrusive rock with yellow and brown shades upon

polishing.

The order of superposition of geological sequence are given as under,

The regional rock is Charnockite and Biotite Gneisses. All are high grade

metamorphic rocks, into which younger granites found intruded vertically.

1.3 GEOLOGY OF THE PRECISE AREA

The area of mining lease contain light to dark colour silver brown granite mainly

composed of Quartz and orthoclase feldspar with muscovite mica. The muscovite mica is

partly decomposed by weathering resulting in light to medium brown colour to the rock up

on polishing. Some fresh muscovite mica provides glittering effect over the quartz and

feldspar minerals. In view of its excellent appearance it find a steady market in the building

industry for decorative purposes in the form of slabs, tiles, monuments, cut to size, markers

etc. The silvery nature of mica may due to griesening by post magmatic alteration of iron

rich mica. It is commercially called as Silver brown – multi colour granite

It is younger granite intruded into charnockite, the country rock and mostly

weathered adjacent to the granite band. The muscovite mica is partly decomposed by



weathering resulting in light to medium brown colour to the rock up on polishing. Some

fresh muscovite mica provides glittering effect over the quartz and feldspar minerals.

The dip is 80° due north east and trending NW-SE direction. The contact of granite

shows shearing with bouldary formation. The rock is hard, compact and sheet in nature so

as to cut required sizes of blocks. The mineral constituents of the rock mass are quartz

roughly 30%, Plagioclase feldspar 40%,orthoclase feldspar 20%, garnet 5-8%, mica 1% and

others 1-2%.The order of geological sequence are,

The regional trend is shown in the geological plan.

The charnockite \Biotite Gneiss is the oldest formation, into which the younger

granite found intruded almost steeply 80° due north east.

1.4 CLIMATIC CONDITIONS

The district receives the rain under the influence of both southwest and northeast

monsoons. The northeast monsoon chiefly contributes to the rainfall in the district. Most of

the precipitation occurs in the form of cyclonic storms caused due to the depressions in Bay

of Bengal. The southwest monsoon rainfall is highly erratic and summer rains are

negligible. Rainfall data from seven stations over the period 1901-2000 were utilized for

analysis and a perusal of the data shows that the normal annual rainfall over the district

varies from about 724 to 913 mm. Average rain fall is reported as 812mm per annum. It is

minimum around Sathur in the south eastern part of the district. It gradually increases

towards west, north and northwest and attains a maximum around Watrap. The district

enjoys a subtropical climate. The period from April to June is generally hot and dry. The

weather is pleasant during the period from November to January. Usually mornings are

more humid than afternoons. The relative humidity is on an average between 65 and 85%

in the mornings. Humidity in the afternoon is generally between 40 and 70%.The annual

mean minimum and maximum temperatures are 23.78 and 33.95° C respectively. The

daytime heat is oppressive and the temperature is as high as 40.2°C. The lowest temperature

recorded is of the order of 19.3° C.

1.4.1Summer

The sun is at its glory and shines very brightly during the summers. During the

summer months, i.e. from May to June, the temperature varies between 27 deg C and 40

deg C. Therefore, the climate is quite hot. May is the hottest month. Cottons are

recommended during this time.

1.4.2Winter

In winters, which starts from December and lasts till February, the temperature

ranges between 20° C and 30° C. The climate remains pleasant during this time, as the

temperature rarely falls below 20° C.

1.4.3 Monsoon

Though the rainfall is very frequent and uniform throughout the year, just like the



flow of pilgrims and tourists, the city receives the major share of rainfall between the

months of July and October. The average rainfall is 85 cm.

1.5 LAND USE PATTERN:

The area is comprised of Black cotton soil and outcrops of Multi colour granite. Water table

of the area is said to be fluctuated between 42-44 during a year in the adjacent area. The average

thickness of top soil is 1-2m only. The existing land use pattern at the last fifth year plan period is

given as under,

1.6 WATER ENVIRONMENT

No major river is situated around 1km radius. Arjuna river is situated about 3kms

away on the western side. Water table is located at a depth of 42m. Drinking water shall be

provided as per the Mines Rules, 1955. Quantity for Drinking and utilities is 4.0KLD. Dust

suppression and Green belt of water is 6.0KLD.Minimum quantity of 10KLD has to be

maintained as per the Rule. Drinking water is obtained from Mineral water industries

through water canes. Water for Dust suppression and green belt is obtained from the open

wells belonging to proponent.

1.7 AIR ENVIRONMENT

Drilling and blasting operations are source of fugitive dust emission but its effect is

more or less localized. The major part of the dust generated during such operations usually

gets settle down and thus the effect of such operation will be localized phenomenon. Dust

fall data may be taken from the district observation for threshold values.

1.8 NOISE AND VIBRATION

Major noise generating sources may be considered as excavation,

blasting, drilling and loading and dumper movement used for transportation of

minerals. Threshold sound level is reported as 55dB. No activity to test vibration of

longitudinal waves and its peak particle velocity.



1.9 FLORA AND FAUNA

Flora as observed and identified in the field are covered by photograph and shown

below. Mostly Palm tree, acacia, neem is found more on regional scale. The applicant has

developed trees like Casuarinas, Coconut etc with proper nursery garden and plantation on

vacant land.

1 .10 SOCIO-ECONOMIC ENVIRONMENT

1.10.1 INTRODUCTION

This section of the EIA report deals with Socio-Economic Impact assessment of the

proposed Mining Project promoted by Tvl. Chindia Granites, Sivakasi Taluk at Pudukottai

village, District of Virudhunagar, Tamilnadu.



The objects of the socio-economic impact assessment are as follows:

a) To study the socio-economic status of the people living in the study area of the

proposed mining project.

b) To assess the impact on socio-economic environment due to proposed mining

project.

1.10.2 POPULATION CHARACTERISTICS- Pudukkottai Village

In Sivakasi taluk, Pudukkottai village had a total household 1131 in 2001 which is

increased 1307 in according to census 2011. Village had a total person of 4640 in 2011

census previous census 4391 persons in 2001. There were about 2325 men (50.11%)

according to 2011 census and 2230 men (50.79%) in 2001 census marking an decrease of

95 men over the previous census. During 2001 there were about 2161 women (49.21%),

which increased to 2315 (49.89 %) in 2011 census.

Pudukkottai village had a literate accounted for 2305 persons (52.49 %) in 2001

and increased to 2869 persons (61.83 %) in 2011. There were about 64.35 percent males

in 2001 and 72.09 percent in 2011. There were about 870 (40.26 %) females increased to

1193 (51.53 %) classes as literates in 2011.

Sex composition is the most important demographic characteristics that affect the

incidence of birth and death. The average sex ratio in Sivakasi taluk, Pudukkottai village

was 969 during 2001 and increased in 996 the year of 2011. The highest sex ratio may be

either due to the migrants for educational purpose and employment opportunities and due

to infant birth of female is very high.

1.10.3 OCCUPATIONAL CHARACTERISTICS - PATTUR VILLAGE

The term workers denote the population engaged in primary, secondary and

tertiary activities classified in the census reports of Indian government. During the year

2001 Pudukottai village had 2644 workers accounting for 60.21 percent of the total

population of the Village. During 2011 there were about 2638 (56.85%) according to the

census. There were about 1342 men (60.18 %) during 2001 which is increase to 1413

persons (60.77 %) according to census 2011. There were about 1302 (60.25 %) female

according to 2001 which is decreased 1225 (52.92 %) female during 2011 marking a

decrease of 77 women over the previous census.



In Pudukottai village had a total main workers accounted of 2462 (56.07 %) persons

during 2001 census which is decreased 2365 (50.97 %) persons during 2011. There were

about 1183 (54.74 %) women in 2001 and 1033 (44.72 %) women according to the census

2011 marking an decreases of 150 women over the previous census.

Study on occupation characteristics of population should analyze the workforce

engaged in different type of occupation. Cultivators are the major category of occupation

representing the workforce owning land. pudukottai village had total cultivators 423 (16 %

of the total workers) cultivators. The proportion of cultivators to total workers is calculated

as a percent for the two census years 2001 and 2011 for the taluk of Sivakasi in Pudukottai

village. There were about 237 (17.66 %) men in 2001 which is decrease 103 (7.29 %)

according to census 2011. Pudukottai village had female cultivators 186 (14.29 % of the

female workers) cultivators during 2001 census which is decreased 76 (6.20 %) during

according to census 2011.

The distribution of agricultural laborers in the study area for the two census periods

has revealed that the study area has experienced a decline in the proportion of workers

classed as agricultural laborers between 2001 and 2011. Sivakasi taluk in Pudukottai

village had agricultural labourers 1454 (54.99 % of the total workers) agricultural

labourers during census 2001. There were about 721 (53.73 % of male workers) men in

2001 which is decrease 1253 (47.50 % of male workers) according to census years 2011.

Pudukottai village had female agricultural laborer decreased 599 (48.90 %) census 2011

compare to the previous census year 2001 about 56.30 % of female workers.

This group includes the employment of workers in manufacturing activities. Agro

based industries, located in the study area engages a sizeable amount of workers. The

distribution of secondary workers in the study area is calculated as percent to the total

workers. The proportion of secondary workers to total workers has experienced

decreasing trend in the Pudukottai village area between 2001 and 2011. Secondary

workers during 2001 and 2011 it could be stated that this may be due to the opening of a

number of manufacturing units in the study area.



The tertiary workers include the labour force engaged in service sector such as

education, medical, judicial, finance, administration, recreation, trade and commerce and

transport. In Pudukottai village had tertiary workers accounted for about 20.35 percent of

the workers during 2001 census it is increased 33.81% according to census 2011. There

were about male tertiary workers of 294 (21.91% of the male workers which is increases

562 (39.77 % of the male workers) according to census 2011. There were about 244

women tertiary workers (18.74 % of the female workers) during 2001census which is

almost equally increased to (26.94 % of the female workers) according to census 2011.

The study area has experienced a change in the occupational structure in the form of

a decline in the proportion of cultivators, agricultural laborers and an increase in the

proportion of tertiary workers.

In Pudukottai village had non workers population accounted of 2002 (43.15 % of the

total population) according to census 2011. Which is decreased from previous census 2001

had population 1747 (39.79 %). There were about male non workers of (39.82 % of the

male population) during the census 2001. Which is increased 912 (39.23 % of the male

population) according to census 2011. Because of more number of people are educated

most of people living the village had cracks industries money earn our daily life.

2.0 ENVIRONMENTAL MANAGEMENT PLAN

2.1 AIR ENVIRONMENT

There is no gaseous matter to be generated in this mine. Dust generation

during drilling of shot holes, haul road, smoke from vehicles shall be controlled as

given below,

Dust extractor or wet drilling to be followed to control dust at source of

emission during drilling,

Emission level in all machineries and transport vehicles to be tested once in a

year to keep them in control with proper maintenance and service as per

TNPCB Standards,

Water sprinklers along the sides of haul road shall be fixed to control fly of

dust while transporting minerals and waste,

Avenue trees along roads and green belt around ML boundary shall be

planted with density of 1500 trees per Hectare as per the norms of MoEF to

control fly of dust, noise etc,

In above all, labours engaged in such dust prone areas should be provided

with safety devices like ear muff, mask, goggles etc as per the MMR, 1961

amendments and circulars of DGMS under the provisions of occupational

diseases.

Labours may be permitted officially to undergo medical checkup to test

silicosis and other respiratory check up once in 5 years and other guidance

required under these laws should be strictly adopted.

2.2 WATER ENVIRONMENT

There is surface body of water available within the ML area. Ground water table is

located at a depth of 42m and fluctuating between 42-44m in a year where as mining is

planned up to a maximum depth of 37m only. Therefore pumping of ground water or

surface water does not arise in this mine.



The turbid rain water during rainy season is proposed to settle in a pit before

discharging in to the natural stream for settling the suspended particles. No other EMP

required for water quality management

2.2 NOISE AND VIBRATION

Generation of noise during blasting shall be controlled by delay arrangements in

blasting and use of proper quantity of explosives and strength. Protective devices shall be

provided for use of persons employed in the vicinity. Wherever the noise level is found in

excess of the stipulated limits (55db), necessary protective devices like ear plugs will be

provided to the employees exposed to such conditions.

2.2.1 VIBRATION

No activity to test vibration of longitudinal waves and its peak particle velocity.

2.3 TOP SOIL MANAGEMENT

Top soil is a precious product of the earth which normally forms from the rocks by

weathering by millions of years of exposures to the atmosphere with aid of oxygen and

water. These top soil causes for development of amino acids and genesis of plant kingdom.

Therefore, the top soil should be removed separately before developing the face for granite

and waste benches. The top soil should be dumped along the Lease boundary for dump

afforestation and use of agricultural purposes. Top soil should not be mixed with other

waste or reject materials. It should be conserved by judicious utilization in the mine

premises.

2.4 WASTE MANAGEMENT

The waste to be generated shall be debris of portable size hard rock with some fines.

No clayey matter shall present in the waste. The solid waste shall be dumped

systematically with proper repose angle and stabilization as given below,



Gradation of dump shall be done automatically as coarser materials go to the

bottom and finer at the top and therefore drain of rain water flow freely to the

bottom without endangering the stability of dump,

Stabilization of dump with top soil and tree plantation shall make the dump

more stable on long,

1m height parapet shall be constructed for dumps more than 6m height along

the toe to prevent and control wash out from dumps entering into natural

system through rain water,

Garland drainage around dump shall prevent under wash of dump by

hydrostatic pressure to be developed by surface water and control wash outs

and collapse,

Dump should be terraced for every 5m height and stabilized as above,

As practically as possible the dump should be made as per the plate VIII on

barren grounds so as to avoid re-handling so that the dump shall be seasoned

and stabilized.

Dumps shall be located on NW side of the ML area on barren ground.

2.5 TAILING DAM MANAGEMENT:

No water shall be used for quarrying or any other processing except drinking water

to be drawn from public sources. Some stagnation of rain water in the pit shall be used for

wire saw cutting and recycled using slurry pumps. Therefore need for tailing dam does not



arise. But tailing control of rain water flow during rainy season has to be done by decanting

the SPM in a pit before passing the water into natural system.

2.6 PROPOSAL FOR RECLAMATION LAND AFFECTED BY MINING ACTIVITIES DURING

AND AT THE END MINING LEASE PERIOD:

The depth of granite deposit is not known. However for economical planning, the

depth is taken as 37m from the surface. Immediate reclamation of land does not rise for

this deposit. However it pits will be used for miscellaneous purposes like fish bond etc.,

after completion of mining. All waste and reject materials will be dumped as per the plan.

2.7 STABILIZATION AND VEGETATION OF DUMPS

The materials to be dumped shall be very hard in nature and it does not require any

grading separately. The materials like granite rejects shall be graded automatically during

dumping by Excavator and tipper combinations. Part of top soil will be spread over the

Non-active dumps along the slope and edges to plant tree sapling to form vegetal cover

over the dumps. Such vegetal cover will prevent erosion of dumps during rainy seasons.

2.8 SOCIO-ECONOMIC BENEFITS ARISING OUT OF MINING

The mining operation will create an employment of about 15 persons, of which 80

% will be from local people (Son of Soil). After development of mine from this area, not

only provide employment opportunities but also the industrial culture and civilization to

the village people. Beneficiary villages are Vellur, Mettupatti, Kalaiyarkurichi and its

hamlets.

2.8.1 GENERAL

The coming of the project will bring overall improvement in the locality,

neighborhood and the state by bringing industry, roads, water supply, electricity,

employment, living standard and economic growth.



2.8.2 EMPLOYMENT

The socio-economic conditions of the surrounding villages are poor as there is no

significant source of earning. The occupational activities are agriculture, cattle rearing and

employment in mines but on daily wages. The mining activity will provide employment to

local people which will increase socio economic status of the area.

2.8.3 IMPROVEMENTS IN PHYSICAL AND SOCIAL INFRASTRUCTURE

The opening of the proposed project will enhance the socio-economic activities in the

adjoining areas. This will result in following benefits:-

Improvements in physical infrastructure.

Improvements in Social Infrastructure.

Increase in Employment Potential

Contribution to the Exchequer.

Prevention of illegal mining.

During and Post-mining enhancement of green cover.

2.9 PROGRAMME OF AFFORESTATION

Regional trees like Casuarinas. Eucalyptus, Teak, Mango etc will be planted along the

Lease boundary and avenues as well as over Non-active dumps at a rate of 20 trees per

annum with interval 5m in between. The rate of survival expected to be 80% in this area.
