CAPRICE:

A European project within the framework of the

European Union’s regional policy

Why such a project?

The European project CAPRICE lies within the objectives of the « Gothenburg strategy » about the European Union’s principles and objectives of sustainable development which were adopted by the European Council in Gothenburg on 15th and 16th June 2001.

This strategy completes the « Lisbon strategy » launched by the Heads of State or Government during the European Council held in Lisbon in March 2000 with the goal of making the European Union the most competitive economy in the world and achieving full employment by 2010.

This strategy rests on 3 pillars:

• An economic pillar preparing the ground for the transition to a competitive, dynamic, knowledge-based economy. Emphasis is placed on the need to adapt constantly to changes in the information society and to boost research and development.

• A social pillar designed to modernize the European social model by investing in human resources and combating social exclusion. The Member States are expected to invest in education and training, and to conduct an active policy for employment, making it easier to move to a knowledge economy.

• An environmental pillar, which was added at the Gothenburg European Council, draws attention to the fact that economic growth must be decoupled from the use of natural resources.

The European regional policy pursues 3 objectives during the 2007-2013 period:(Budget: EUR 346,7 billion, ie 35.7% of the Community budget)

1.The rationale of the Convergence objective is to promote growth-enhancing conditions and factors leading to real convergence for the least-developed Member States and regions. EUR 283 billion representing 81.5 % of the total allocation.

2.The Regional Competitiveness and Employment objective aims at strengthening competitiveness and attractiveness, as well as employment, through development programmes to help regions to anticipate and promote economic change. EUR 55 billion representing 16 % of the total allocation.

3.The European Territorial Co-operation objective aims at strengthening cross-border co-operation through joint local and regional initiatives, trans-national co-operation through integrated territorial development, and interregional co-operation and exchange of experience.

EUR 8.7 billion representing 2.5 % of the total allocation split as follows: EUR 6.44 billion for cross-border, EUR 1.83 billion for transnational, EUR 445 million for inter-regional co-operation.

The INTERREG IV C programme 2007-2013

• A global objective: to improve the effectiveness of regional development policies and instruments in the areas of innovation & the knowledge economy, and environment & risk prevention, in order to contribute to the economic modernisatioin and increased competitiveness of Europe. This objective will be achieved through the exchange, sharing and tranfer of policy experience, knowledge and good practices.

• 2 priorities: 1) Innovation & the knowledge economy (split into 4 themes) 2) Environment & risk prevention (split into 6 themes, one of which is dedicated to energy and

sustainable transport) • 2 types of projects: Type 1 : regional initiative projects (cooperation between partners on a shared regional issue

ranging from networking to intensive joint developement policy instruments and mini-programmes, with a particular focus on the exchange of experience)

Type 2 : capitalisation projects (transfer of existing good practices for the development of an ‘Action Plan’ and some of the projects may be labelled « Fast Track Projects » and thus benefit from additional expertise from the European Commission)

  • Targeted countries: UE27 + Norway and Switzerland

• Funding (ERDF): € 321 million over 2007-2013 (39% goes to priority n°2, that is € 125 million) • 1 European Managing Authority: Région Nord-Pas de Calais (France) • 1 Joint Technical Secretariat: Lille (northern France) • 4 Informatioin points in Europe: North = Rostock (Germany)

South = Valencia (Spain) East = Katowice (Poland) West = Lille (France)

CAPRICE is a type 1 project « Regional Initiative » coming within the priority n°2 « Environment and risk prevention » and the theme « Energy and sustainable transport ».

CAPRICE Objectives

CAPRICE aims at:

• increasing the efficiency of services in public transport

• implementing policies to stimulate the accelerated introduction of ‘clean’ vehicle fleets in European Capital Regions

• improving public transport as an energy efficient system through proper organisation, integration and use of innovative technical solutions 

Means:

• Exchange of experiences between public transport authorities and operators, regional and local governments

• Transfer of knowledge and good practices

• Pilot implementation (small scale)

Actions to be carried out

On the basis of the exchange of experiences, the partners of CAPRICE project intend to develop common strategies of an integrated and sustainable transport management in the participating capital regions. 

Thanks to CAPRICE, policy recommendations will be provided towards transport authorities on integrated seamless passenger information services in order to stimulate the use of public transport and non-motorised modes of transport and their effective integration in urban mobility management schemes.

A series of thematic workshops will allow the partners of CAPRICE project to exchange experiences about:

• legal framework• contractual framework between key players in the regions• practical handling of efficient procurement of public transport services• split of income from fares and subsidies• provision of seamless passenger information and ticketing services• implementation of energy efficient and ‘clean’ vehicles fleets in public transport

Functioning and management of CAPRICE project (1/2)

5 Partners: 1 Lead Partner (VBB – Germany) assisted by an expert firm (Infrastruktur & Umwelt)4 Project partners

 

For each partner: 1 Project manager + 1 financial manager

Documents: 1 Subsidy Contract signed between the project’s Lead Partner and the INTERREG IV C Cooperation programme Managing Authority (Région Nord-Pas de Calais, France). This contract makes the rules between the Lead partner and the programme as a whole.

 1 Partnership Agreement concluded and signed bilaterally between the Lead Partner and each of the Project Partners. This agreement makes the rules and specifies the relations between the Lead Partner and the Project Partners as well as within the partnership itself.

Components: CAPRICE is composed of 4 items that are shared out among the Project Partners  Item n°1 : Management & Coordination – VBB Berlin

Timetable of CAPRICE project

Total duration: 3 years (6 semesters – 36 months) from October 2008 until September 2011

Core activity period: 1st January 2009 – 31st December 2010 (24 months)

CAPRICE project budget

Notes about financial terms:

1.The partners complete the expenditure related to the project, which represents a cash advance.

2.Therafter, each partner asks for the refund of the expentditure.

3.The repayment is made on ERDF funds up to 75% for France and Germany (EU15 less Portugal and Greece) and up to 85% for Poland, Lithuania and Romania (EU12 Member States which joined the European Union in 2004 and 2007 plus Portugal and Greece).
