Specification Document for Integrated Web Portal of Employees' StateInsurance Corporation

1. Introduction

1.1 Purpose

The purpose of this document is to explain the scope and functional details of the proposaland to outline broadly the scope of work to be undertaken for ESIC's web identity(www.esic.nic.in)

1.2 Project Scope

ESIC is seeking website Updation & Maintenance, Search Engine Optimisation (SEO) anddevelopment of some Management System to ensure that its website continue to meet thechanging needs of its users. Total cost (inclusive of all taxes etc.) for the websitemaintenance for 02 years should not exceed Rs. 25.00 lakhs. The primary focus of the siteis to provide clear and understandable information to its users, Below is a brief overview oftasks that could be performed as part of this contract:

A. Website Updation & Maintenance

a) Site Management:

• Complete regular repairs as needed to scripting languages, basic HTML,broken images, broken links and all other malfunctioning code or components

• Maintain a full backup of website through the duration of contract. Thisbackup will be delivered in full to ESIC on closing of this contract.

• Fix the bugs in the site and make the uptime and running of the site a smoothexperience

• Complete regular software and plug-in updates for all programs in use atESIC website

• Respond to all maintenance requests from ESIC with a confirmation that therequest was received and an estimated completion date for each action itemin the request.

b) Content Management:

• Edit, revise, update ')1' create new textual content and gruphics on existingpages based on ESIC request. ,s

• Addition of new content (new images, pages, etc.) in News & Events Section,Gallery Section of ESIC Website

• Manage Directory/Tender/RecruitmentjPress release /Publication /Circularsetc.

• As per the direction of Website Content Manager (WCM)/PR Branch, changesin the Site & Content Management of ESIC website may be carried as andwhen required to and asked to do so.

B. Website Promotion through Search Engine Optimisation (SEO)

The ultimate objective of ESIC website is to provide information, services to asmany Stakeholders/citizens as possible. The existence of any Government sitelying inaccessible on the web is meaningless. For this purpose a conscious andconcentrated effort has to be made to increase the reach of the website.Therefore, website promotion though Search Engine (e.g. Google, Yahoo, Bingetc.) Optimisation is must so that it can reach to largest possible number ofStakeholders/Citizens.

The basic purpose for Search Engine Optimization (SEO) is to correctly rankkeywords pertaining to the site information which help people find the informationquickly and easily. Therefore, Website should highlight keyword related to usefulinformation e.g. services offered or initiative taken in the first five results of majorsearch engines. Below is a brief overview of tasks that could be performed as partof this contract:

• Optimizing site coding and updating following:(a) Individual page titles;(b) Keywords;(c) Meta Description; and(d) Site Map

• Link exchange with related Government Sites• Maintain Site Search Engine by ensuring any content updates and new

pages are searchable.• Increase visitors from natural search to increase awareness• Provide a quarterly report which includes site traffic statistics and search

engine analysis report

C. Developing Archive Management System (One time Cost)

The digital records benefit significantly from assessment as early as possible forany preservation requirements. There is need to keep records (e.g. tenders,circulars, recruitments etc) in digital formats which can be access easily evenafter expiry of the pre-decided duration.

• Moving of old data after expiry (Circular/Notices/Tenders etc.) in toarchive folders

• Maintenance of all data through database in such fashion that enquirycan be done with ease in archive folders

• Maintain database year wise/department wise or any other relevant type

D. Developing Grievances & Suggestion Management System (One timeCost)

An online grievance and suggestion management system is critical to thetransparency. It should also identify the areas that are complaint-prone. Thegrievance & suggestion mechanism should provide important feedback on theworking of the administration. With a view to ensure prompt and effectiveadministration, there is need to develop a suitable E mechanism for dealingwith grievances and suggestions:

• Design & Development of Online Grievance & Suggestion ManagementSystem

• Develop new database for information collected through Feedback &Suggestion Management System

• Develop & Create application that will feed information directly and keepthe same in secure database

• All the feedback and suggestion submitted by the people need to bestored in a database sorted by the reference numbers

• Development of various reports for quick analyzing of data

E. Developing Instructions/Circulars/Orders Management System (Onetime Cost)

There is need to ensure that the entire Instructions/circulars/ Orders databaseis managed effectively so that the availability of policies and guidance aresimpler and easier to find.

• Development of Instructions/Circulars/Orders data location wise/yearwise/Department wise

• Development of ESIC Instructions/Circulars/Orders database so thatlook and feel of the ESIC website function are seamless for their users.

• Design & develop ESIC Instructions/Circulars/Orders database whichrequire basic admirlistration throughout the year including securitymaintenance and upgrades, troubleshooting, data repair and cosmeticmaintenance to ensure information displays properly on the website.

F. Developing Tender Management System (One time Cost)

Currently, Entire tender data is stored at the server location only. To managethe entire tender data effectively, there 'is need to develop Tender ManagementSystem so that tender is stored into database and can be access easily before/after expiry of the pre-decided duration.

• Design & Development of ESIC Tenders data so that look and feel of theESIC website function are seamless for their users.

• Manage entire data related to tenders through Database

G. Developing Recruitment Management System (One time Cost) s

Currently, Ervtire recruitment data is stored at the server location only. Tomanage the entire recruitment data effectively, there is need to developRecruitment Management System so that recruitment data is stored intodatabase and can be access easily before/ after expiry of the pre-decidedduration.

• Design & Development of ESIC recruitment data so that look and feel ofthe ESIC website function are seamless for their users.

• Manage entire data related to recruitment through Database

2. Financial Specifications (in Rs.)

(i) Cost of Updation and Maintenance of ESIC website with CMS per monthon regular basis as per specification document.

(ii) Cost of Website promotion through Search Engine Optimization per monthon regular basis to ensure compliance with "Guidelines for IndianGovernment Websites (GIGW)".

(iii) Cost of developing Archive Management System (One time cost)

(iv) Cost of developing Grievances and Suggestion Management System (Onetime cost)

(v) Cost of dev.eloping Instructions/Circulars/Orders Management System (Onetime cost)

3. Qualifying Criteria

The minimum qualifying requirements are stipulated below. (An agency not

meeting anyone of the following criteria would be summarily rejected and would not be

considered for evaluation.

(i) The agency should have minimum annual turnover of Rs. 10.00 crores

for thelast three financial years each and should have annual billing of

Rs.S.OO crores each from Govt. Clients/Central and State Govts.

Deptts./Central State PSUs/Govt. Body.

(ii) The agency should have INS/IBF/AAAI/DAVP/Doordarshan/Akashwani/

NIC/NICSI accreditation (anyone).

(iii) The agency should have executed assiqnrnents involving designing &

publication of contents related advts.(print/TV/Radio) corporate

brochures, websites, Annual Reports, or other Corporate publication,

especially related to Website Content Management.

(iv) The aqency should have valid Registration Numbers under Service

Tax/VAT and also Permanent Account Number (PAN) under Income

Tax.

(v) Must have valid EPFO and ESIC (both) coverage.

The details of documentary proof in this regard are to be submitted along with the

. offer document in the format enclosed at Forrn-I. Documents related to each of the

above qualifying criteria should bs VERY CLEARLY marked separately with

stickers/flag/super scribed.

All "any other charges" should be included in the said cost, as quoted. Nohidden charges/extra charges will be entertained by the ESIC.
