Sub. : Implementation of Aadhaar based authentication ofBeneficiaries under ESI Act.

Dear Sir,

Please refer to this office letter of even No. dated 15-01-2016 and 16-03-2016 on the subject of purchase of hand held devices for Aadhaarenabled authentications vides which it was informed that Aadhaar enabledauthentication service is proposed to be implemented in ESIC w.e.f. 01-02-2016 which will be in addition to the Pehchan based authentication alreadyin place. It was also advised to purchase the hand held devices to be usedfor biometric authentication.

Now it is being informed that the necessary thanges in the applicationhave already been made and implemented for use by the Branch Offices/Hospitals and Dispensaries. The detailed guidelines for using this facility aredetailed as below:-

i) It is expected that the hand held devices as recommended vide thisoffice letter of even no. dated 15-01-2016 and as modified vide thisoffice letter of even no. dated 16-03-2016 must have beenprocured by the Field Offices by now. However, if the same has notbeen procured immediate action -e for procuring the devices may betaken.

ii) The hand held devices are required to be plugged into the desktopswhere identification of the Beneficiaries is required to be done i.e.UDC in the Branch Office and Registration counter in the Hospitalsand Dispensaries etc. The installation can be done by following theguidelines in the help file being enclosed with this letter. In case ofany problem in installing the hand held devices, the assistance ofthe local Resident Engineer may be availed.

iii) The TIC has been renamed as "e-Pehchan" card. In case theAadhaar number has been made available in the ESIC Database thee-Pehchan card will be valid till the eligibility for treatment exists.However, if the Aadhaar Number has not been provided the e-Pehchan card will be valid only for 30 days from the date ofregistration and insured person will be required either to get theAadhaar Number seeded through his employer/staff of ESIC/IPPortal for the extending of validity of the e-Pehchan card or to gethimself and family members enrolled for biometric Pehchan card byvisiting any of the PehchanCamp run by ESIC.

iv) A detailed help file regarding the Procedure for installation of handheld devices, authentication process in tile Insurance Module andauthentication process in Dhanwantri module is being attachedwhich may be used for understanding the process. The same mayalso be circulated to the actual users in the Branch Office, Hospitalsand Dispensaries.

v) It may be noted that the sharing of Aadhaar Number for Aadhaarenabled authentication is not mandatory and any Insured Personwho does not wish to share the Aadhaar Number will have to visitthe Pehchan Camp for giving the biometric and photograph forissue of PehchanCard for availing medical benefits beyond 30 days.

vi) In case of Insured Persons who are not having Aadhaar Cardguidelines were issued vide this office letter of even No. for makingarrangements for mapping of one Permanent Aadhaar camp witheach Branch Office. The same may be strictly followed forincreasing the Aadhaar Number in the database in respect of theInsured Personswho may not be having Aadhaar Card.

vii) The Aadhaar based authentication is in addition to the Pehchancardbased authentication. Therefore, the Insured Persons who arehaving Pehchan Cards should not be denied benefits for want ofAadhaar Number.

viii) The employers and the Insured Persons may be informed of thechanged procedure through interactions with the employers and theInsured Persons in the Suvidha Samagam etc.
