SECURITY CLEARANCE:

I. POSITION DESCRIPTION

A. BASIC FUNCTION OF POSITION

For a FSN, an Employment Authorization is required as a pre-condition for employment.

The incumbent will provide technical assistance and management support to programs of the Office of Health, focusing primarily on TB and other infectious diseases, and will report to the Senior Project Management Specialist- Tuberculosis/Infectious Disease.

B. DUTIES & RESPONSIBILITIES

a) Manages and provides technical review of assigned project activities in TB and other infectious diseases as required. Assists the Health Office and Infectious Disease T earn to align all activities with the Mission's Development objectives and GHI strategy. Provides advice as required on activities related to establishing and maintaining effective TB, TB/HIV co-infection services in coordination with relevant Government of Indonesia (GOI) counterparts, especially the National TB Program (NTP). Provides technical assistance and coordination, on behalf of the Office of Health, in support of Indonesian national strategies, strengthening of health systems, and development of partnership with civil society organizations. Conducts monitoring and evaluation of these activities as required. (20%)

b) As a USAID program Officer & Contracting/Agreement Officers Representative (COR/AOR) or Activity Manager for the Mission's TB and infectious disease activities as required, responsible for management of TB programs, capacity development for implementing partners, and provides back up and technical assistance to the TBCARE I program. Provides technical and conducts site visits; prepares, signs, and maintains file of, the necessary and appropriate program documentation. (50%)

c) Contributes to the preparation of all TB documentation required by the Office of Health. Prepares and seeks approval for project documentation and periodic internal project reviews. (10%)

d) Develops and maintains active working relationships with: the Ministry of Health; National TB Program (NTP); Global Fund for AIDS, TB and Malaria (GFATM) CCM, PR's and Technical Working Groups; international agencies; other bilateral donors; local government counterparts; non-governmental organization (NGOs), private sector association and civil society organization. Represents USAID at technical meetings and scientific conferences where substantive technical input on TB and infectious diseases and other related topics are required in order to represent USAID health program activities. (20%)

C. PERIOD OF PERFORMANCE/TIMING 5 year contract period, renewable (Indefinite - type position)

c. Available Guidelines: The incumbent is expected to follow standard USAID regulations in carrying out all project management responsibilities. The requires development of a working knowledge of relevant USAID handbooks, ADS, contracting procedures and the financial reporting systems.

d. Exercise of ludgment: The incumbent is able to exercise consistently excellent and sensitive judgment during interactions with host country counterparts, senior USG official, NGOs, USAID/Washington colleagues and in advising implement partners.

e. Authority to Make Commitments: The incumbent receives certified training as a Agreements Officer's Representative/Contracting Officer's Representative (AOR/COR) and will be required to provide requisite technical oversight of acquisition and assistance agreements, and prepare and review Modified Acquisition and Assistance Request Documents (MAARD) for processing.

f. Nature. Level, and Puri;,ose of Contacts: The incumbent works at the mid-to- senior level with GOI, US Mission and Agency counterparts.

g. Time Expected to Reach Full Performance Level: The incumbent is expected to be fully performing the full range of duties within 12 months.

E. MEDICAL AND SECURITY CLEARANCE

The selected candidate must obtain a U.S. Government security and medical clearances. If such clearances are not obtained within a reasonable time or negative suitability issues are involved, any offer made may be rescinded. Details on how to obtain Medical clearance will be provided once a job offer is made and accepted. You must be available to start work as soon as valid medical and security clearance are obtained. II. REQUIRED QUALIFICATIONS & SELECTION CRITERIA

In order to be considered for the position, a candidate shall be an Indonesia Citizen. The candidate must meet the minimum qualifications listed below. Consideration and selection will be based on a panel evaluation of the evaluation criteria factor below. Please note that only shortlisted/finalist applicants will be interviewed or contacted. USAID does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference checks will be conducted on those candidates selected for an interview. The applicant's references must be able to provide substantive information about his/her past performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a brief narrative demonstrating how prior experience and/or education and training address selection criteria factors listed below.

a. Education (IO points): Bachelor's degree in sociology, psychology, biology, pharmacy, statistic, public health or related field is required. A post-graduate degree would be an asset.

b. Prior Work Experience (20 points): Seven (7) years of progressive experience with public health or community development programs in Indonesia is required. Prior experience with tuberculosis or other infectious disease programs would be an asset.

c. Language Proficiency (IO points): Must be fluent in English and Bahasa Indonesia - Level IV. The incumbent is required to independently prepare and edit technical documents and correspondence at a professional level on a regular basis. The incumbent wi ll need to be able to speak and make formal presentations on regular bases in English and Bahasa Indonesia to

senior USG officials and GOI counterparts respectively.

d. Job Knowledge (30 points): The incumbent has solid technical knowledge and understanding of the development, management and evaluation of public health or development programs.

e. Skills and Abilities (30 points): The incumbent must demonstrate a high degree of interpersonal, analytical, communication, managerial, leadership, planning, coordination, negotiating and problem solving skills. The incumbent w ill be required to establish and maintain strong relationships with GOI counterparts at all levels, as well as a range of implementing partners and other international donors.

Maximum Points Available: 100

At USAID's discretion, reference checks and interviews may be conducted as part of the evaluation process.
