• Information overload might be among the worst resource curses today, and modern humanity is deluged by the flood of data, fast drowning in the ocean of information.

• In the infinite world of infinite things, a number of possible datasets, as infinite series of values of variables, are virtually numberless, and largely useless, as it’s evidenced by the Web and Big Science. For example, the Large Hadron Collider experiments, in all, involve about 150 million sensors, which registered data flow would exceed 150 million petabytes, while practically working with less than 0.001% of the sensor stream data.

• To effectively combine multiple sources of big data and massive data sets, we need unifying conceptual frameworks alongside statistical analysis, we need to create the overarching principles and assumptions, categories and classes, rules and laws, all what is transforming the unstable Big Data World of data flows and information resources into the Big Knowledge World of knowledge flows and intelligent resources, the Smart World of Knowledge Economy, Big Science and Technology.

• In a Fundamentally New World, there is a Natural Need in Global Intelligence, Global Knowledge and Global Knowledge Networks, being embodied as Encyclopedic Intelligence Platform, branded as the Encyclopedic Intelligent Systems (EIS) Platform.

Unification, Costs and BenefitsUnification, Costs and Benefits• If modern science affords to know the world, natural, mental or social; technology affords to change the world, favoring

human development and societal progress. Then the scientific wisdom about reality, nature, mind, society, and technology will afford to know and change the world by the agency of unifying principles, theories, techniques, methods and advanced knowledge technologies.

• The Big Science and Technology, or the Wisdom Science, emerges as the world view of wisdom merging the special paradigms of science, technology and arts and thus viewing each entity as a part of the grand scheme of things, a global ontology, where any thing is interconnected to everything else in the universe, in an infinite web of interrelations and interactions structuring all existence.

• The real scientific wisdom emerges as the highest synthesis of knowledge, scientific know-what, humanitarian know-why, and technical know-how, comprehending all the basic aspects of any complexity, all the key risks in a strategy, or all the significant relations of parts. The fullest comprehensive learning, real wisdom or scientifically wise encyclopedism, is the way to the best solutions of the most complex problems with the most effective means and algorithms.

• Wise scientific knowledge is a secure proofing against experts' errors, misuses, follies, miscalculation, misjudgment, silliness, nonsense, or stupidity. The ‘death toll’ of the narrow expertise can be as evil as a toxic $531 trillion US market of speculative financial instruments, so-called derivatives-like credit default swaps, with the world GDP of $ 62 trillion only at the time, the abysmal depths of expert stupidity.

• There is currently a critical necessity of scientific wisdom where analysis is complemented with synthesis, disciplinarian differences of knowledge fields with the integrity of world representation. Such an integrated knowledge of reality focuses on a holistic organization of knowledge and learning.

• The strategic objective is to merge science, technology, the liberal arts and philosophy within a single frame of knowledge and research. Such a holistic attitude promises to open a new avenue to understanding the whole existence and universe as composed of the interrelated sub-worlds: Nature (World I), Mind (World II), Society (World III), and Technology (World IV) (see Reality, Universal Ontology and Knowledge Systems), to be mapping with a whole web of sciences, humanities and technologies interconnected by the world governing schema of standard global ontology, uniformly modeling the world as the largest hierarchy of entities organized by real relationships.

• The knowledge federation model proposed merges the 21st Century Philosophy, Science, Technology and Humanities, converging and merging heterogeneous subject fields, with their basic entity categories and relationship types, general facts and definitions, axioms and principles, laws and theories, rules and hypothesis.

• The Big Science and Technology Federation Schema has been proposed to the ERC’s Administrative Body as meeting the today’s demands of one knowledge and research space. Since building a European Area of Research, Education and Innovation is a precondition of Knowledge Europe. The whole process requires unifying all the essential parts of existing research activities, programs, and policies and so establishing highly integrative research domains and directions and fields.

• A simple but cardinal truth, without the unified science and technology, without a common knowledge and research foundation, there are no any real prospects for the Global Research and Innovation Space, as well as for one European Research Area.

Framework Programs for Research and Technical Development of the European Community has been launched January 1st, 2007 (CORDIS/FP7, 2006).

• The whole FP 7th Budget amounts to 54b €, with the indicative breakdown for Cooperation – 32 365 € million; Ideas – 7 460 € million, People – 4728 € million, Capacities (research infrastructure) – 4 217 € million, Euroatom – 2751 € million, and the Joint Research Council – 1751 € million. Under the Cooperation the following thematic priorities are highlighted: Health, Food, Agriculture and Biotechnology, Nanosciences and new Production Technologies, Energy, Environment, Transport, Socio-Economic Sciences and Humanities, Space and Security.

• The EU’s new Framework Programme for Research and Innovation is Horizon 2020, the financial instrument implementing the Innovation Union, a Europe 2020 flagship initiative.

• It will run from 2014 to 2020 with an €80 billion budget, and instead of totalizing Knowledge, Research and Innovation into Unified Science, Technology and Innovation. combining all research and innovation funding currently provided through the Framework Programmes for Research and Technical Development, the innovation related activities of the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT).

• The prospects of Big Science and Technology in Europe are rather discouraging.• Most research grants go to the established academic universities and institutions regardless the low quality

and efficiency of the projects in the frontier directions.• The recent evidence is an emerging global topic of smart cities, where we created the EU Smart

Communities and Cities Prototype: 3.0 City, from Dumb to Intelligent Cities: http://www.slideshare.net/ashabook/30-cityeu-prototype.

• 2 years before, the same research proposal was submitted under the ERC Advanced Grant funding scheme ("A Smart Sustainable World, a development model for future communities“, ERC-2011-AdG-20110406, FP7 - 295681), to be wrongly reviewed as a hype “trying to justify a business strategy in order to get funding”.

• Another examples are coming from the computing and information science and computational science. In the sphere of web-based knowledge and content technologies, there were a number of ontology-driven research projects costing hundreds millions euros; namely:

• 1. FP6 projects: ICT technologies, Knowledge and Content Technologies, Semantic foundations, 20 projects, such as: ALVIS,..., MESH,..., NeOn,...,TripCom, http://cordis.europa.eu/ist/kct/fp6_projects_semantic.htm
