ENERGY COMMISSION MINUTES Wednesday, June 28, 2017

1. Call to Order and Roll Call The meeting was called to order by Chair Bell at 6:37 p.m.

Commissioners Present: Bell, Johnston, Leger, Luce, Stromberg, Jiang, and Weems. Commissioners Absent: Bernhardt, Schlachter Staff: Katie Van Dyke Guest: Rachel Golden Public: Six members of the public including Luis Amezcua of the Sierra Club and members of the League of Women Voters.

2. Public Comments and Announcements: Luis Amezcua shared that on July 6 East Bay Clean Energy (EBCE) Community Advisory

Committee will be meeting for the first time on July 6 (more information at http://ebce.org/public-meetings/). He also expressed support for the EV Charging Ordinance (Item 10), and shared that the Sierra Club has supported similar ordinances in Oakland and San Francisco.

3. Approval of Minutes from Last Meeting (May 24, 2017)

Motion/second to approve the minutes from the previous Energy Commission meeting (Leger, Stromberg). The motion carried 7-0-0-2 (Ayes: Bell, Jiang, Johnston, Leger, Luce, Stromberg, and Weems. Noes: None. Abstain: None. Absent: Bernhardt, Schlachter).

4. Presentation on Heat Pump Water Heaters

Rachel Golden, Senior Campaign Representative of the Sierra Club provided an overview of heat pump water heaters and the model renewable water heating ordinance developed by the Natural Resources Defense Council (NRDC). This topic will be discussed further in

the next meeting.

5. Report from the Community Environmental Advisory Committee (CEAC)/Energy

Commission Joint Subcommittee on Natural Gas Phase-out Commissioner Leger reported on the joint subcommittee meeting which included a presentation from Pierre Delforge of the Natural Resources Defense Council on reach code model ordinance developed by NRDC for low-carbon water heating.

6. Update on Berkeley Energy Assurance Transformation (BEAT) Project

Katie Van Dyke provided an update on the BEAT microgrid project, including the completion of the regulatory, technical, and financial feasibility analyses as well as the convening of the first Technical Advisory Committee on June 22.

7. Potential climate action funding sources for incentives Katie Van Dyke provided an overview of different options that exist for funding climate action plan programs such as Deep Green. The Commission moved to develop a subcommittee to evaluate funding options for decarbonization efforts. The subcommittee would include Commissioners Stromberg, Leger, Weems and Bell. Motion/second to create a Subcommittee to evaluate funding options for decarbonization efforts (Stromberg, Weems). The motion carried 7-0-0-2 (Ayes: Bell, Jiang, Johnston, Leger, Luce, Stromberg, and Weems. Noes: None. Abstain: None. Absent: Bernhardt, Schlachter).

8. Clean Air Plan Commissioner Stromberg provided an update on the Bay Area Air Quality Management District (BAAQMD)’s Clean Air Plan. The primary areas of focus in the plan are around efficiency in industrial sources, transportation, and building decarbonization.

9. Energy Use Requirements for Medical Cannabis Cultivation

Commissioner Bell provided an update on proposed ordinance to that would amend the energy use requirements for cannabis cultivation locations that allows cultivators to purchase energy from 100% renewable energy (e.g. through Community Choice Energy).

10. Council Referral for a Reach Code on Electric Vehicles Commissioner Bell provided an update on a referral from Council to the Energy

Commission and City Manager to develop an electric vehicle charging ordinance. This topic will be discussed further in September.

11. Reports from Other Commissions:

Planning Commission – Commissioner Bell reported that the Planning commission is looking at setbacks and other requirements for auxiliary dwelling units.

Parks & Waterfront Commission – Commissioner Weems reported that the Disaster & Fire Commission wrote to the Parks & Waterfront Commission regarding interest in installing charging stations in parks in the event of a disaster, and this was a recommendation submitted to the Parks & Waterfront Commission for T1 funds.

Public Works Commission – None CEAC – Commissioner Johnston reported that the committee is focused on cigarette

butt waste, the natural gas phase-out subcommittee, greenwater infrastructure, and climate change impacts on biodiversity.

Zero Waste Commission – Commissioer Luce reported the committee is focused on a ban on plastic straws.

Transportation Commission – Commissioner Leger reported that the City passed the updated Bike Plan.

12. Discussion on Work Plan and Mission Commissioner Bell provided an update that both the Energy Commmission work plan

and a resolution upcoming items for council (on the Utility User’s Tax (UUT) and work plan?) are scheduled to be on the agenda for the July 26, 2017 Council meeting.

Subject: Referral to Community Environmental Advisory Commission and Energy Commission: Residential Wind Turbines

RECOMMENDATION Refer to the Community Environmental Advisory Commission and the Energy Commission to study the efficiency, safety, and affordability of Residential Wind Turbines and request the Community Environmental Advisory Commission and the Energy Commission each create their own individual subcommittees that will meet and work together to and return to Council with a report and recommendation on whether Residential Wind Turbines are a viable alternative energy source for Berkeley residents, and a recommendation for a process to educate the public on this new renewable energy source. The Community Environmental Advisory Commission and the Energy Commission will each create their own subcommittees focused on studying this matter. These subcommittees will meet at the same time and work in conjunction with one another.

FINANCIAL IMPLICATIONS Unknown. Staff time will be involved in doing analysis and preparing reports for the Community Environmental Advisory Commission and Energy Commission discussion.

BACKGROUND In June 2007 the City of Berkeley became the first city in the nation to install a wind turbine for one of its buildings. As new improvements are being made in Wind Power, small Residential Wind Turbines are being touted as a cost-efficient and eco-friendly alternative means of generating power. Residential Wind Turbines sit on a vertical axis, allowing the turbine to operate and generate torque at very low wind speeds. Newer models of small wind turbines are lightweight, comprised of recyclable, highly resilient metal and can be assembled in less than one hour. When operating through an average wind speeds, these models generate little noise.

The United States Department of Energy states that small wind electric systems can:

Help you avoid the high costs of having utility power lines extended to a remote location

Help uninterruptible power supplies ride through extended utility outages. The Commissions should consider the following questions when study the feasibility and scope of Residential Wind Turbines as an alternative means of energy generation in this report:

What Renewable Energy Companies are producing Residential Wind

Turbines across the globe? What is currently on the market? What prototypes are available?

Can Residential Wind turbines be an effective source of renewable energy

for Berkeley residents?

Do Berkeley homes have viable wind resources? What is the lowest wind speed these systems operate at and at what speeds do these systems generate the best results?

What is the ideal location for a Residential Wind Turbine? Where do local zoning guidelines allow for these structures? What local building and safety requirements must be met?

Will the noise made by these turbines be found objectionable by

Berkeley residents?

Can Residential Wind Turbines fit into a Home-Scale model? Can Residential Wind Turbines produce enough energy for one home?

Can Residential Wind Turbines fit into our Climate Action Plan? What

public safety concerns have been voiced regarding these new systems?

How can we educate the public and raise public awareness about this new renewable energy source? What are potential funding sources?

How affordable are residential wind turbine systems that are currently on

the market? What installation and maintenance requirements are expected?

ENVIRONMENTAL SUSTAINABILITY There are no identifiable environmental effects or opportunities associated with the preparation of this report and recommendation.
