✓ Creation of the Buildings Technical Group (GT-Edificações)

• Regulate and elaborate procedures for the evaluation of the energy efficiency of the buildings constructed in Brazil aiming at the rational use of electric energy.

• Creation of the Technical Secretariat of Buildings (ST-Buildings), coordinated by Procel Edifica Program, with competence to discuss technical issues involving energy efficiency indicators.

• Inmetro starts to integrate the process through the creation of the Buildings Technical Commission, in which the process of obtaining the Labeling for Buildings is discussed and defined

✓ Regulation of Edification Work Group

• New technical regulation for commercial and public buildings is already submitted to Inmetro, in preparation for a public consultation

• New technical regulation for residential buildings is in final process of proposal, and will be submitted to Inmetro in few days

✓ National Building Standards

• Identify standards to be developed and articulate institutionally the possibility of developing them by market niche

• Proposal for creation of a specific technical commission under the Brazilian Association of Technical Standards (ABNT)

✓ Normative Instruction Nº 02/2014/MPOG/SLTI, of June 4th, 2014

• Provides rules for the acquisition or lease of energy-consuming machinery and apparatus by direct, autonomous and foundational Federal Public Administration, and also for the use of the National Energy Conservation Label (ENCE) in projects and respective new federal public buildings or existing buildings that receive retrofit.

• Articulation with federal control institutions to include an item of compliance of the regulation in the management reports the different federal institutions have to submit to them anually

✓ Articulation with the National School of Public Administration to include the topic of energy efficiency in the regular courses of the institution

▪ Help to overcome barriers for the development of the market(uptake of new technologies, new contracting models, legalreliability, etc)

▪ Monitoring and Evaluation / Data Analytics / Benchmarking

▪ Support evaluating the impact of the application of regulations

▪ Compiling appropriate data to improve the establishment ofnew programs and policies

▪ Users influence on performance:

▪ Comfort expectations of the consumers should be one of themajor drivers for the establishment of regulations and policies

▪ But expectations also change over the time, according tochanges in the values of the society
