Work Planning and Controls Experimental Safety Review (ESR)
The BNL Process:• Standards Based Management System (SBMS),
Work Planning and Control Subject Area• The Experimental Review section of the subject
area steps you through the process from appointing a Coordinator and initiating the review process to final approval
• Experimental Safety Review Section
EENS Experimental Safety Review (ESR)The EENS Process:
• The Research Operations Office Experimental Review Coordinator (ERC) is the point of contact for the Principle Investigators (PI) in EENS
• The PI reviews the proposed experiment and provides a description (planning) on the ESR Form
• The PI must then identify the material used and the wastes generated. He will also provide the initial hazard and control identification
• After the ERC receives the proposed experiment, he will work with the PI to determine the personnel for the review team
Experimental Safety Review (ESR)
EENS Experimental Review Team:• Experimental Review Coordinator (ERC)• ES&H Coordinator• Environmental Compliance Representative• Facility Support Representative (RADCON)• Safety and Heath Services Representative
(Industrial Hygiene)• As needed - Subject Matter Experts such as
electrical safety, fire safety, laser safety, etc.
Experimental Safety Review (ESR)
EENS Review and Approval Process:• The ERC provides the initial review and
screening of the ESR• The Review Team receives ESR and provides
comments/questions/suggestions• After comments are resolved, the ERC
schedules an Experimental Walkthrough by Review Team, Division Managers, Department Chairs, SME’s and the PI
• After the walkthrough is complete and all required changes have been made, the review team will sign the ESR and the Division Manager and Department Chair will approve
• Program staff will then read and sign ESR before beginning work
Experimental Safety Review (ESR)
EENS ESR Example:• RADTEC (Radiation Detector Testing &
Evaluation Center)• The work includes transport and use of
radioactive sources during detector evaluation• The sources are required to be secured in the
Test Vehicles during the day and returned to storage after hours
Experimental Safety Review (ESR)RADTEC
Experimental Safety Review (ESR)RADTEC
Hazards and Controls:• Source Criticality Assessment• Transportation Safety• Source storage – proper distances and security• Source Inventory • Radiation Work Permit (RWP) evaluation• Energized Electrical Work Permit
Experimental Safety Review (ESR)RADTEC
Experimental Review Team:• BNL Criticality Safety Officer• Isotope and Special Material (ISM) Transport SME• Safeguards & Security and RADCON• Departmental Sealed Source Custodian • RADCON Representative• Electrical Safety SME
Experimental Safety Review (ESR)
Feedback:• Program staff continually evaluate procedures
for changes or additions • The ERC will request feedback initially and
during the annual review• The PI will notify the Experimental Review
Coordinator of any scope, hazard or staff changes
• Reviews can be requested at anytime• Minor changes may be tracked in a Change
Tracking Sheet
