In South East Europe it is essential to improve the balance between energy supply and demand in order to strength-en and achieve economic development. For this purpose strong commitment between the countries of the re-gion towards market oriented reforms is required. This is needed in order to improve the overall energy liberaliza-tion, regulation and assuring supply conform internatio- nal standards, to strengthen national institutional capa- cities and to adapt legislation to EU norms and practices. The countries of the region are highly dependent on the im-port of primary energy and in particular of oil and gas. Any increase in demand of natural gas, however, will depend on the rate of expansion and interconnection of the natural gas system of the region. These systems are not well developed and integrated in South East Europe.The signing of the Energy Community Treaty on October 25th in 2005 implied that the European Union and nine partners of South East Europe created the legal framework for an integrated energy market. Can this be implemented in a day to day basis?
To achieve a nondiscriminatory market access for all provi- ders, to develop cross-border infrastructure and to reach an EU-wide harmonization of market rules and network stan-dards, the European Union’s Third Energy Package requires alterations of the central value chain of all market roles. The major commitments among others are creating a regionally integrated energy market for electricity and natural gas net-works, integrate that into the wider EU market and establish national state level energy authorities, regulators, transmi- ssion system operators, and so on.
The aim of the conference Energy Market South East Europe 2014 is to provide a platform through which participants can network with leading market actors, to discuss the role of the energy industry – both in Europe and within the broa- der global context. The experience of energy market stake-holders, service providers and politics shall deliver insight into the complexity of the energy industry and the challen- ges facing the region. In the meantime, the discussion goes about the target of European energy policy, as well as con-crete ways of implementation, received commitments and the proposal of solutions.
