PREFACE
Alhamdulillah, Pusat Studi Pengelolaan Energi Regional (PUSPER) Muhammadiyah
University of Yogyakarta successfully conducted the Focused Group Discussion (FGD) with
the theme of Energy Outlook of Yogyakarta combined with Launching the Indonesia Energy
Consortium of Yogyakarta. This activity was carried out on one-day seminar and discussion
which was held on 14 August 2009.The participants of this Focused Group Discussion
(FGD) were about 40 persons which represented from Regional Office, Universities, NGO,
Industries, Parliament, etc.
The aim of this activity is to disseminate the energy outlook of Yogyakarta that has been
developed by CAREPI technical team of Muhammadiyah University of Yogyakarta. The
inputs and comments from the FGD will be accommodated in order to improve the LEAP
model and scenarios in the energy outlook. There were five presentations which were
given in the FGD. In the end of the plenary session, an interactive discussion was conducted
with topic of regional energy policy, energy outlook and energy in industry.
Together with FGD, the energy consortium was launched. It is one of proof based on strong
commitments from several universities in Yogyakarta to involve in the energy development
through the knowledge and technology transfer of energy by academics discussion and
services to the regional government and public.
On behalf of the PUSPER, I would like to thank the organizing committee and board of
CAREPI of Yogyakarta who prepared and worked on this FGD. Thank you.

I. Introduction
Indonesia future economic growth is heavily dependent upon energy and electricity use. Increasing population and high growth of the economy demand, both as fuel and in the form of raw materials are then needed in large amounts. However, fossil energy resources are finite. Therefore it is needed to optimize the utilization of self sufficient in energy supply/resources, and to ensure an optimum, integrated and sustainable management in energy resources. There are five principal on national energy policies which support sustainable energy development in Indonesia as follows:
Energy diversification Energy diversification is directed towards diversifying the utilization of energy, be it renewable or non-renewable, in the framework of economic optimization of energy supply and in order to decrease the rate of depletion of hydrocarbon resources so that the maximum net benefit is obtained while sustainable development is implemented.
Intensification of exploration for Energy Sources Energy exploration activities are carried out through continuing surveys and exploration for energy, either from domestic or foreign sources, with the aim of increasing energy reserves, in particular oil and natural gas and coal. The search for energy sources will be focused in areas that had not been surveyed, while those areas with some indications will need efforts to update their reserve status to more certainty.
Energy Conservation The principle of conservation will be applied on all stages of utilization, beginning with energy use at its source up to its end use to ensure the fulfillment of the future generation's needs. The conservation effort will be applied on both the upstream and the downstream sides. Upstream energy conservation will be implemented through increasing the efficiency of energy source extraction, while downstream conservation will be implemented through increasing efficiency of energy end use in all sectors.
Energy Price The average energy price in a planned and deliberate way will be adjusted such that it would more and more follow the market mechanism but will take into account a number of aspects, namely the optimization of energy utilization, increasing economic competitiveness, protection of consumers, and the principle of equitable distribution.
Environment Energy development will be implemented in support of environmentally sound and sustainable development. For this to be achieved, the environmental damage and the degradation of the eco-system that accompanies energy development need to be continually decreased by decreasing negative environmental impacts, either local, or global, related to the production, transportation and end use of energy.

In order to implement the sustainable energy development, the energy policy should be
formulated. The decentralization and regional autonomy policies implemented in 2001, has
required the regional government to formulate the regional energy policy. The Data and
Information Centre for Energy and Mineral Resources (DICEMR) of the Ministry of Energy
and Mineral Resources (MEMR) has been tasked to initiate and co-ordinate the
decentralization of energy policy formulation. The energy policies formulated and
implemented by regional governments must be in line with the national energy policy
framework. To date, only limited regional energy planning has taken place because this is a
newly assigned responsibility for the regions and they lack the capacity to formulate their
own energy policy. Therefore, the concept of a regional energy forum, supported by a
technical energy team, was developed. The regional energy forum has as its main task to
assist the regional government in developing and implementing regional energy policies.
The main objectives of the regional energy forum are to:
identify the energy problems in the region and discuss and analyse the various options to address these problems.
to formulate the medium term and long term objectives for the regional energy sector to produce the regional energy plan to develop an action programme for the implementation of the energy plan to assist the regional energy sector in planning, strategic decision making and strategy
formulation
This concept is now implemented in Yogyakarta region through CAREPI (Contributing to
poverty Alleviation through Regional Energy Planning in Indonesia) project. Currently,
CAREPI technical team for regional energy forum of Yogyakarta has developed the energy
outlook of Yogyakarta. The specification of energy model has base year of 2005 and the end
of projection year of 2025. There are three scenarios have been developed, i.e. the Business
As Usual (BAU), national energy policy (KEN) and regional energy policy (KENDA)
scenario. General approach within all scenarios mainly assumes the continuation of the
current situation and of trends observed over 2001-2005.
The focused group discussion (FGD) is one of the media for facilitating in-depth discussion
in order to share the information, to give the comments and to review the energy outlook
of Yogyakarta that has been produced by the technical team. In the same time, several
universities in Yogyakarta have agreed to develop an energy consortium which has a main
rule to be a centre for discussion and sharing on energy problems in Indonesia. This
consortium is one of strategy to accelerate the knowledge and technology transfer of
energy within universities, university and government and university to community.

II. Objective
The objectives of Focused Group Discussion (FGD) are:
1. To disseminate the energy outlook of Yogyakarta (2010 – 2025) that has been produced
by technical team of CAREPI.
2. To discuss and receive the comments from regional energy forum and stakeholders for
the energy outlook of Yogyakarta.
3. To identify the problems, supplies and demands that do not include in the energy
outlook of Yogyakarta.
4. To find the alternative and to formulate the possible energy policy that will be
implemented in Yogyakarta.
5. To launch the Yogyakarta energy consortium consisting of five universities located in
Yogyakarta.
6. To discuss the energy problems in region and some alternative solution.
III. Participant
The participants of Focused Group Discussion were about 40 persons who consisted of:
1. Regional energy forum of Yogyakarta
2. Regional office of mining and energy of Yogyakarta
3. Energy Association of Yogyakarta
4. Parliament of Yogyakarta province

There were five presentations delivered in the Focused Group Discussion as follows:

FGD of Energy Outlook of Yogyakarta combined with Energy Consortium Launching was held on 14
August 2009, at Asri Medical Centre (AMC) Jl. HOS. Cokroaminoto No. 17 Yogyakarta.
VI. Discussion of FGD
1. Discussion by Mr. Edi Indrajaya (regional office of energy, DISTAMBEN of Yogyakarta)
a. Electrical generator sources in PLN have been divided into two sources, i.e. coal and natural gas.
Are they displayed the percentage of current-use of coal and natural gas for electrical generator
in the energy profile?
Response (CAREPI) : It is possible to display the percentage of current-use of both resources
separately in the energy profile. However, it depends on the availability
of data that will be given by PLN.
b. There are many variables which influence economic growth. Why do linear regression only
used in LEAP analysis?
Response (CAREPI) : In LEAP, variable of PDRB (Gross Domestic Product, GDP) per energy
sector has been considered and used in model. Variables in economic
growth are considered in the GDP. Therefore, the LEAP model has
reflected and represented energy sector in correlation with economic
growth.
c. I do not find any fuel demand or energy demand per sector in the result of LEAP?
Response (CAREPI) : In LEAP, energy demand is an important input on the model. It is
considered in the LEAP, however, in this moment, we do not display
totally in the presentation. We are welcome to conduct the depth
discussion regarding to the energy demand.
d. Did the regional government plan related to the development of (i) electrical generator based
on natural gas with capacity of 2500 MW include in the model scenario? And also, did a plan for
developing the steel factory with the electricity demand of about 300 MW already include in the
scenario?
Response (CAREPI) : Those plans do not include yet in this scenario. However, the input will
be considered.
2. Discussion by Mr. Joko (regional office of agriculture of Yogyakarta)

a. Government policy on food may be contradiction with the energy policy, i.e. the productive
lands cultivated for Jatropha. How does this situation be handled?
Response (Mr.Harjoko) :
Problem on Jatropha is in the plantation. Jatropha cannot be grown well without any
plantation techniques. It is also not grown a non-productive land without water.
Regarding to this condition, the problem on Jatropha program may be solved if the
regional office of agriculture gives an assistance program to the farmer who works on
Jatropha, therefore, they can cultivate the Jatropha correctly.
Trade regulation on Jatropha is not legalized particularly the trade system from
plantation, the farming production into the factory to process the bio-fuel. Rule of
regional office of energy in this situation only receives the production from the Jatropha
farming; it means the regional office of energy is a user. However, other alternative
sources for bio-fuel should be considered, i.e. algae.
Response (CAREPI) : From the CAREPI team investigation, there are many alternative
sources can be developed in Yogyakarta for bio-fuels which do not
contra with food programme, i.e. “Nyamplung” plant which has been
started to be used as material for bio-diesel (Bantul).
b. The need of fossil fuel for transportation is found in huge needs. Is there any solutions?
Response (Mr.Shaleh and Mr.Harjoko) : The transportation policy should be
implemented, i.e. the limitation for car with big
capacity (3000 cc and above), the limitation of
motorbike, development good public transports, etc.
3. Discussion by Mr. Shaleh (DICEMAR)
a. In the LEAP model, it is better if only optimistic scenario is considered and not uses the
pessimistic scenario. Because the region should be clearly given the input from LEAP result.
Therefore, the energy demand is also clearly defined and energy scenario can be arranged for
solving the current energy problems and on incoming years.
b. UMY should be a center of expertise in certain energy, i.e. energy on biomass and biogas. It
should follow by studies and researches in order to support and develop the biomass/biogass
as an alternative energy for the future in Indonesia. UMY should exist and takes the lesson

learned from other institutions which was enthusiasm in the beginning but it becomes weak in
the actions. UMY should take this opportunity for showing the valuable actions on renewable
energy development in Indonesia.

Krisis ekonomi global berdampak terhadap
permintaan energi nasional:
• Permintaan energi mengikuti pertumbuhan ekonomi
• Pertumbuhan sektor ekonomi menentukan pertumbuhan
permintaan energi
• Industri manufaktur membutuhkan energi lebih besar
dibandingkan industri lainnya (jasa, pertanian)
• Turunnya permintaan energi menyebabkan industri energi
mengurangi aktivitas (eksplorasi, produksi dan pengembangan)
• Apabila kondisi ekonomi membaik, akan terjadi kenaikan
permintaan energi, apabila pasokan kurang, harga energi melonjak
tajam
Prinsip-prinsip Kebijakan Energi Nasional
• UU Nomor 30/2007 merubah pardigma dari supply side menjadi
demand side dan mendukung penuh pengembangan EBT
• Kepres 5/2006 tentang Kebijakan Energi Nasional
• Diversifikasi: Menentukan target bauran energi nasional hingga
2025
• Mengurangi pangsa minyak bumi <20%
• Meningkatkan pangsa batubara (> 33%), gas (>30%)
• Meningkatkan pangsa EBT menjadi 17%
• Konservasi: Mengurangi elastisitas energi < 1
• Harga Energi: disesuaikan dengan harga keekonomian secara
bertahap
• Subsidi diberikan secara langsung kepada yang betul-betul membutuhkan
• Pengelolaan energi dilakukan sesuai prinsip pembangunan
berkelanjutan

Bagaimana kemungkinan kondisi energi hingga
2030?
• Ketergantungan terhadap energi fosil diperkirakan akan tetap
tinggi sementara produksi diperkirakan terus turun khususnya
minyak bumi
• Harga minyak diperkirakan akan tetap tinggi, sekitar US$
80/barel
• Mandatory biofuel diperkirakan bisa dicapai sesuai rencana,
demikian juga pembangkit listrik 10,000 MW tahap 1 dan 2
• Program konservasi energi dapat berjalan sesuai rencana (1%
penurunan intensitas/tahun)

Rencana Umum Energi Nasional
1. Pemerintah menyusun rancangan umum
energi nasional berdasarkan kebijakan
energi nasional
2. Dalam menyusun rencana umum energi
nasional sebagaimana dimaksud pada ayat

SASARAN KEBIJAKAN ENERGI DAERAH
1). Tercapainya elastisitas energi lebih kecil dari 1 (satu) pada tahun 2025;
2). Tercapainya pangsa konsumsi gas bumi sebesar 30% pada tahun 2025;
3). Tercapainya pangsa konsumsi batubara sebesar 33% pada tahun 2025;
4). Tercapainya pangsa konsumsi minyak bumi menjadi dari 20% pada tahun 2025;
5). Tercapainya pangsa energi baru dan terbarukan sebesar 17% pada tahun 2025;
6). Tercapainya rasio elektrifikasi sebesar 80% pada tahun 2015.

1. Pengembangan infrastrukur energi untuk
meningkatkan ketersediaan energi agar lebih
banyak konsumen mempunyai akses terhadap
energi, antara lain :

pengembangan dan pemanfaatan energi
b. Peningkatan investasi untuk pembangunan
jaringan listrik perdesaan terutama di
daerah terpencil dan terisolir.

Skenario Pengembangan Pembangkit Mandiri, adanyaperencanaan pembangunan Pembangkit Listrik berskalabesar di daerah Istimewa Yogyakarta.
Pembangkit ini dibangun dengan memanfaatkan potensipasokan sumber daya batubara atau minyak dan gas bumi,adanya peluang pembangunan PLTU atau PLTG.
Pembangkit ini diharapkan setelah dibangun dan dioperasikandapat dintegrasikan kedalam sistem interkoneksi JAMALI.

Skenario Pengembangan Sistem Pembangkit Isolated, yang bertujuan untuk memperbesar akses masyarakat terpencil terhadap energi listrik sehingga akan memperbesar tingkat rasio elektrifikasi di DIY.
Skenario ini diprioritaskan pada pemanfaatan potensi energi primer setempat dan bersifat sebagai pembangkit listrik skala kecil sesuai dengan tingkat kebutuhan dan lokasi pembangunan.
