RECOMMENDATIONS

BACKGROUND

Request for Qualification (RFQ) 2015-01 was advertised on BC Bid. Five proponents submitted proposals. Three proponents met the requirements of the RFQ and were invited to participate in Request for Proposal (RFP) 2015-09.

At closing date, June 26, 2015, the three proponents submitted a lump sum price and design. The results were:

As the RFP is evaluated on design and price and all three prices came in above the $1M budget, the City solicitor advised that the RFP be cancelled and securities be returned.

The Clayburn Road Bridge Replacement is considered a higher priority than the LSMR Culvert Replacement. To stay within the available budget, the three proponents were requested to review their designs to comply with the minimum height and throughput volume requirements and to provide a lump sum price for the Clayburn Road Bridge Replacement only. All three proponents were given the choice to partake, and should they prefer not to participate, there would be no penalties. The closing date for the revised submission was July 15, 2015.

The designs were reviewed by staff and an independent consultant, Justin Pedley from Core Project Management. The preferred proponent is Cewe Infrastructure Ltd. (Cewe) and is recommended for award.

Cewe's design/price is considered to be the best value to the City. Cewe's design includes a structural life expectancy of 75 years with 100 years for items subjected to corrosion. The design requires minimal maintenance as there are no expansion joints and no bearing pads. The concrete box girders proposed for the bridge are pre-stressed and with the pile design, comply with the CSA-56-14 bridge design code, BCL 625 dynamic loading requirements and CSA-56-14 seismic requirements. The cross-section for the bridge will include 2 x 3.5m travel lanes, 2 x 1.5m bike lanes/paved shoulder and a 1.5m wide sidewalk. The typical cross-sections are attached as Appendix A. Cewe will prepare an Environmental Management Plan during construction to ensure that all environmental requirements are met. Clayburn Road will be closed for through traffic during construction. Notification of the closure will be advertised on the City website and in the local newspaper. Cewe proposed the shortest schedule of 50 working days.

ISL Engineering Ltd. (ISL) will be the prime engineering consultant for Cewe. ISL is a reputable multidisciplinary engineering firm that successfully completed many large City projects, including

the McCallum Road/Highway 1 intersection upgrades, Peardonville Road/South Fraser Way intersection improvements, Nathan Creek culvert replacement at 561

h Avenue, Atkinson Road truck route construction, Kilgard Creek culvert replacement and slide repair, Clayburn Creek ISMP implementation, Broadway Street drainage improvements and various watermain installation projects.

Current infrastructure is maintained by replacing the Clayburn Road Bridge. Council's Purchase Policy 600-1-09 has been followed.

SUBSTANTIATION OF RECOMMENDATION

The design/build RFP for Clayburn Road Bridge Replacement and Lower Sumas Mountain Road Culvert Replacement came in above budget. The project scope is reduced to include the Clayburn Road Bridge Replacement only. Cewe Infrastructure Ltd. provided the best design and price and is recommended for award, in the amount of $955,000, plus GST.
