The Railway Engineers Forum (REF)brings together specialists fromamongst the many professionals whomanage, maintain and build Britain’sRailways.

We seek to harmonise the manyvaried strengths of our constituentinstitutions in devising andimplementing programmes of activityin support of the community of railwayprofessionals.

Our previous Technical Seminarshave sought to examine and debatethe complex multi-functionalchallenges facing Britain’s railwayprofessionals, and those who will bethe industry leaders of the future.

Earlier this year, our REF TechnicalSeminar debated “Has 3rd Rail Had itsDay?” and brought into focus thestrategic needs that will be faced byrail professionals beyond ControlPeriod 5 for a sustainable programmefor future electrification south of the

Thames.Today we will discuss the cross-

discipline issues facing railwayprofessionals in defining the complexchallenges of engineering andoperating high speed trains, from newrailway infrastructure to existingnetwork routes across Britain.

Our speakers will explain, exploreand highlight the key challenges thatwill need to be resolved in support ofthe Parliamentary process on highspeed rail, due to start before the endof this year.

REF hopes that you will make themost of the opportunity to networkwith Parliamentarians and fellow railprofessionals at our Great Hallexhibition and discuss the benefits andneed for a national high speed railnetwork in less formal discussions latertoday.

The Railway Civil EngineersAssociation (RCEA) was founded in1921 and has evolved to keep pacewith changes in the UK’s railwayindustry. It promotes the benefits thatrailway civil engineers can bring to ourworld via a fast, comfortable, safe andsustainable means of transport.

In 1997 the RCEA reconstituted itself,broadened its membership and becamean Associated Society of the Institutionof Civil Engineers. This enables theRCEA to serve the needs of engineers inthe new railway industry that emergedfrom the privatisation of British Railwaysinto Railtrack and the subsequentcreation of Network Rail in 2004.

The RCEA strives to fostercontinuing professional developmentand the exchange of knowledge andexperience between railway engineersby way of meetings, technical papers,site visits to engineering works anddiscussions about railway engineering.Areas of interest include not only mainline but also Metros, LondonUnderground and light rail.

The RCEA works closely with otherengineering disciplines through theRailway Engineering Forum (REF) andYoung Railway Professionals todevelop coherent strategies for the UKrail network and to foster training anddevelopment of engineers at all levels.

Since the Government’s decision togo ahead with HS2, HS2 Ltd is theorganisation that is developing andpromoting the project. The companyhas started the engineering, designand environmental work in preparationfor the hybrid bill. The bill will authorisethe Government to build and operatePhase 1 of the project, from London tothe West Midlands. HS2 Ltd will alsocontinue to work on proposals for theline of route from Birmingham to Leedsand Manchester.

As Secretary and Honorary Treasurerfor the Railway Civil EngineersAssociation (RCEA), Lawrie has takenthe role of Chairman of the RailwayEngineers Forum (REF) and willoversee its strategic direction from 1 July 2013 to 30 June 2015.

Lawrie is also Rail Project DeliveryManager at Bechtel Limited. Prior tothis, Lawrie was New Works DeliveryManager, seconded to Tube Lines Ltdfrom August 2005 to March 2008.During this time, Lawrie managed theTube Lines Projects New Works Teamof 292 staff, consisting of permanentTLL employees, consultants, agencyand secondees, delivering non-PPPProjects with an annual turnover of £90million. Projects delivered included:Wembley Park Station, extension of thePiccadilly Line to the new Terminal 5 atHeathrow airport, the feasibility andplanning of Step Free Access pluscapacity enhancements at Covent

Garden, Tottenham Court Road andWaterloo station.

Lawrie was Member of Parliamentfor Scarborough & Whitby andParliamentary Private Secretary, Houseof Commons from May 1997 to June2005. His previous career includedroles at Railtrack London NorthEastern and British Rail. Lawrie is aChartered Engineer and Fellow of theInstitution of Civil Engineers.

Baroness Kramer was appointedMinister of State for Transport on 7 October 2013. She is a LiberalDemocrat Peer. Baroness Kramer waseducated at St Paul’s Girls’ School andSt Hilda’s College, Oxford. BaronessKramer began her career in financeand became a Vice-President ofCitibank in Chicago. She and herhusband then set up InfrastructureCapital Partners, a firm which advisedon infrastructure projects, primarily inCentral and Eastern Europe.

Jim Steer, the founder ofGreengauge 21, also founded thetransport consultancy Steer DaviesGleave in 1978. Jim was ManagingDirector there until 2002, when he tooka three-year secondment to theStrategic Rail Authority (SRA) inLondon, as Managing Director,Strategic Planning. Jim returned to theconsultancy in 2005 as a Director. Hehas thirty years consultancyexperience and is an authority on railplanning and policy, as well as on theexperience in Britain of railprivatisation.

As Head of High Speed RailDevelopment, Rupert Walker is leadingNetwork Rail's involvement in thedevelopment and delivery of Britain'shigh speed rail strategy. Rupert andhis team work closely with DfT, HS2Ltd and other stakeholders to informand develop the Government's plansand make sure that High Speed Two isintegrated with the wider network.

Bringing together people withexpertise and experience from acrossNetwork Rail, including projects suchas Crossrail, King’s Cross, West CoastRoute Modernisation and BirminghamGateway, Rupert’s team is workingclosely with local Route teamcolleagues and the broader businessso that the value Network Rail adds tothis exciting project is maximised, andthe railway continues to evolve andprovide vital support for Britain'seconomy.

Rupert joined the railways in

December 2000 and has led thedevelopment of projects includingThameslink, Reading, Crossrail andERTMS. His ambition is to ride a highspeed train on the new line fromLondon to Manchester before hisretirement!

Since 2009 Andrew has been ChiefEngineer and Technical Director ofHigh Speed Two Ltd, developing theprinciples, network and specific routedesign for high speed rail in GreatBritain. Prior to that, from 2001 hewas Chief Engineer of Network Railresponsible for the specification anddevelopment of the GB rail network,investment authorisation and overallsystem safety management.

He is Honorary Professor of RailEngineering at Nottingham Universityand a Visiting Professor of Engineeringat both Imperial College London andSouthampton University.

Andrew has been Vice Chair of theEU Transport Advisory Group and

Chair of the International RailwayUnion Infrastructure Commission. Hehas lectured on the transport, land useand economic planning effects ofregional, freight and long distance raildevelopments world-wide.

Nicola Shaw is CEO of High Speed 1.HS1 Ltd holds the concession tooperate, manage and maintain the high-speed railway infrastructure and itsstations between London St Pancrasand the Channel Tunnel until December2040.

Nicola was previously a Director ofFirstGroup and her career has spannedboth public and private sector in the UKand abroad. Before joining FirstGroup,Nicola had several regulatory,commercial and operational roles,including positions with the SRA andthe ORR, as well as with Bechtel,Halcrow, the World Bank and LondonTransport.

Nicola is a Non-Executive Director of

the Aer Lingus Group plc and amember of the DfT Rail FranchisingPanel. She holds a Bachelor’s degreefrom Oxford University and a Master’sdegree from the MassachusettsInstitute of Technology (MIT).

Nicola ShawCEO, High Speed 1

John Benson is a career-long railengineering professional. He hasextensive experience in signalling andcontrol systems engineering.

His accomplishments includedevelopment of the first electronicinterlocking SSI (solid-stateinterlocking) to be commissionedwithin the UK. He has also managedmultidiscipline project developmentand delivery of rail system engineeringworks and been responsible for the fullrange of engineering management,from early development and planningthrough detailed design andengineering support duringconstruction.

He has had key involvement in high-speed rail, commuter and metro railand regional rail transportationprojects. His comprehensiveknowledge and expertise led to hiscurrent position as functionalengineering manager for Bechtel’s CivilGlobal Business Unit.

John managed High Speed 1 /Channel Tunnel Rail Link engineeringteams in signalling, control and

communications, operations andsafety. Previously John coordinatedmultiple CTRL international signallingteams and was responsible fordevelopment, coordination, integrationand testing of the signalling design forthe Kowloon-Canton RailwayCorporation ATP East Rail resignallingcontract.

John also worked on multipleDocklands Light Railway projects,where he was responsible for day-to-day supervision of contracts andATO/ATP signalling designs andimplementation, including on-sitecorrespondence testing.

John BensonEngineering Manager, Bechtel

Dominic Kelsey is an accomplishedelectrical engineer with over 30 years ofexperience in electrical and controlsystems. He has extensive expertise incommunications systems, acousticdesign, traction power systems,electromagnetic compatibility andsystems engineering.

Dominic is currently TMS ProjectManager for Hitachi Rail Europe Ltdafter transferring from his role as ChiefEngineer for electrical and controlsystems within Bechtel Civil, where hehas applied his expertise to a numberof transportation projects across theMiddle East and North America.

Dominic has worked on the WestCoast Route Modernisation Project asprincipal systems integration engineer,and on London’s Jubilee LineExtension Project as seniorcommunications engineer. He providedan in-depth examination of the safetyimplications associated with changesbetween automated and driverless trainoperation proposed for LondonUnderground’s Piccadilly Line. As leadsystems engineer on the UK’s Crossrail

and High Speed 1 projects, Dominicwas responsible for a range offunctions, including overseeing safetycase strategy and management ofcontractors and third-partyinfrastructure owners.

Among his past career achievementsare: outline rail systems designsproduced for the UAE rail project, theSystems Integration Strategy for NewDoha International Airport and outlinerail systems design for the Florida HighSpeed rail project.

Keith holds the position of ManagingDirector of Hitachi Rail Europe, withoverall responsibility for the company’soperations.

Keith joined Hitachi Rail in 2005 toproject manage the company’s firstcontract in the UK for the delivery of theClass 395 Javelin™ trains. The highlysuccessful project was named thesmoothest train introductionexperienced by Charles Horton,Managing Director of train operatorSoutheastern.

Keith started his career in 1986 towork on Design and Engineeringmanagement in Transport Industryprojects at Metro-Cammell in the UK(now Alstom) on Hong Kong metro andIntercity trains, and Metro bus designand manufacture.

Next followed senior projectmanagement roles in train and busrefurbishment contracts for London

Transport, and engineeringmanagement positions in Australia andthe USA on various locomotives andwagon contracts.

Keith then returned to the UK in 1998to manage Major Projects for VirginTrains’s two train operation franchises,followed by the brief to set up a MajorProjects department for Virgin AtlanticAirlines.

Alexis de Pommerol started hiscareer within the French TransportationAdministration: in charge of thenational highway investments for theCentral Administration; design anddevelopment of the Route desTamarins and other urban planningprojects for the Reunion Island regionaldistrict. As of 2002, Alexis held severaltechnical management positions atSystra including Transport Planning,Equipment and Systems as well as theHanoi Metro. Alexis joined VINCIConcessions in 2010 and wasappointed Technical Director of LISEA,the Tours-Bordeaux High Speed LineConcession.

Tony Mercado graduated in 1973with First Class Honours from theUniversity of the Witwaterand,Johannesburg.

In 1988, Tony was recruited into GECTPL as Engineering Director at TraffordPark. He managed the engineering forcontracts in Hong Kong, Korea, SouthAfrica, Taiwan, Moscow, ManchesterMetrolink and British Rail.

In 2004, he was appointed ManagingDirector of West Coast TraincareLimited, responsible for the servicedelivery of the Virgin Pendolinos.

In May 2008, Tony was appointed tothe post of Director Rail Technical andProfessional at the DfT on a three yearindustry inward secondment.

Major achievements in this roleincluded the justification of a rollingprogramme of electrification, thedevelopment of capacity enhancementoptions for the West Coast corridorwhich became dubbed HS2 byministers, the development of the railvalue for money study and the supportof its work. Tony was also member

state representative at the EC RISCmeetings and has worked with the EC,the ERA and Network Rail to deliver thefirst deployment of ERTMS in the UK.

In 2011, Tony returned to Alstom,taking on responsibility for theNottingham Tram project. In 2013,Tony took on the development ofAlstom policy for rail, developing theAlstom position vis-a-vis Network Railfor major infrastructure works such aselectrification and is also directlyresponsible for keeping Alstom abreastof HS2 developments, technical,financial and legislative.

Peter Dearman is a qualifiedElectrical and Mechanical Rail Engineerwith a background in tractionelectrification. He began his career atBritish Rail in 1970 and now has a vastexperience of over 40 years in railengineering and operationalexperience.

Peter has held some very senior andvaried roles within British Rail, Railtrackand Network Rail. In his last role atNetwork Rail he was Head of Energyand was responsible for defining theengineering content and strategicdevelopment of the networkelectrification programme.

In addition to his technical expertise,Peter spent six years at Atkinsbetween 1996-2002 where he washeavily involved in winning anddelivering the West Coast Mainlineelectrification upgrade.

In 2013 Peter was appointed bySYSTRA to work as their UK Directorof Engineering. Current projectsinclude Crossrail, HS2, South-EuropeAtlantic HSR and the Danish

Electrification Programme. One ofPeter’s first tasks will be to establishSYSTRA’s Electrification TechnicalCentre, based in the UK and drawingupon expertise from electrificationteams working throughout the world.Peter will lead SYSTRA’s involvementin Network Rail’s NationalElectrification Frameworks, for whichSYSTRA has recently been shortlisted.

Despite some big roles andmanaging large teams, Peter’s realpassion is Engineering and developingpeople.

Holding both Bachelor and Master’sdegrees in engineering, Tim is achartered civil engineer with over thirtyyears experience in design andmanagement of major infrastructureprojects, in particular railways. Tim’sexperience has included holding seniorpositions in the construction ofrailways in the UK and Europe, inparticular the Channel Tunnel Rail Link[now HS1] and the Jubilee LineExtension to London’s Undergroundnetwork.

Tim heads the engineering andoperational functions at HS2 and priorto joining the team he played asignificant role in developing highspeed rail in the UK in his position asEngineering Director at HS1, whichlinks London St Pancras with thecontinent via the Channel Tunnel.

Tim has also previously headed theoperational engineering andmaintenance functions on some thebusiest regions of the UK’s mainnational rail network, acted in variouscapacities for European rail industryworking groups and is currently amember of the UIC High Speed RailCommittee.

Tony Walker is a Director in MottMacDonald with over 30 years ofrailway industry experience. Thisincludes development, delivery andmaintenance of railway infrastructureand systems for high speed andconventional railways and metros –both in the UK and internationally.

For the last 3 years he has beenleading Mott MacDonald’s engineeringcommissions for HS2 – thedevelopment of the route from theWest Midlands to Manchester onPhase 2, the hybrid bill design for theLondon Metropolitan section of Phase1 and the consultation stage for theroute between the West Midlands andLeeds.

Tony is a civil engineer and a formerChairman of the Railway CivilEngineers’ Association.

Dr Pete Waterman OBE, DL is themost successful British producer-songwriter in pop history, an author, DJand television presenter and anentrepreneur with a wide range ofbusiness interests.

Beyond music, Pete has a lifelongpassion for the railways. His first jobwas as a fireman (stoker) on BritishRailways and today he is the proudowner of significant collections ofcommercial and historic locomotives(at one time including the legendary‘Flying Scotsman’) and rolling stock,the largest O-gauge model railway inEurope and Just Like The Real Thing,his own model railway company. Sincefounding the London & North WesternRailway (LNWR) in 1993, Pete hascontinued to contribute massively tothe preservation and development ofthis historic and essential industry,leading the campaign for a NationalSkills Academy for Railway Engineeringand most recently accepting agovernment invitation to join the HS2Growth Taskforce.

In 2001, Pete was made anHonorary Doctor of BusinessAdministration by Coventry Universityfor his services to the pop industryand, three years later, an HonoraryDoctor in Music by the University ofLiverpool. In 2005, Pete was awardedthe OBE for services to music in theQueen’s New Year’s Honours List, and,in 2010, was appointed DeputyLieutenant of the County of Cheshire.

Dr Pete Waterman OBE, DL HS2 Treasury Taskforce

Born in Manchester, aftergraduating from the University ofSheffield with an honours degree inChemical Engineering, Gil joined BritishNuclear Fuels (BNFL) at Sellafieldwhere he worked for 14 years. Hesuccessfully managed a number ofradioactive waste managementprojects, for which he won the firstBritish Construction Industry Award.

In 1989, Gil joined British Rail asProject Director for the Channel TunnelRail Link (CTRL; now High Speed 1).In 1992 he was appointed ManagingDirector of Union Railways Limited, thecompany formed to take the projectinto the private sector. At the onset ofprivatisation of the railways, he wasappointed Director, Major Projects ofRailtrack Plc.

Gil left Railtrack in 1998 to form hisown management company, and hassince worked on railway projects in theUK, Europe, North Africa and the FarEast. In 2006, he was awarded thePresident’s Medal by the Institution ofCivil Engineers for his services to

engineering. He is a Colonel in theEngineering & Logistics Staff Corps, acivilian unit of the Royal Engineers.

In 2008, Gil co-founded the NationalSkills Academy for Railway Engineering(NSARE) with Pete Waterman and iscurrently Chief Executive. He wasrecently appointed Chair of theNetwork of 19 National SkillsAcademies.
