OVERVIEW
This report is for Transport and Drainage activities during the months of December 2017 and January 2018. Significant items in this period include:
There was one LTI recorded in January 2018 where a foot injury occurred as a result of a wacker packer
Businesses Cases are being prepared for the Transport and Drainage Advisory Board's first meeting for 2018
The Region’s schools were notified of a Program of Works for School’s Project commencing - schools notified of works to be completed over 3 years
Significant progress has been made with maintenance grading in conjunction with NDRRA unsealed road repairs. The Central Area Maintenance Grading Team is up-to-date with programmed works and has been assigned to the Southern Area to assist with the delivery of works.
Works on the Capital Program are continuing to be a focus for the Civil Projects Team to deliver the amended capital budget
A review of the Transport and Drainage structure based on the new Capital Directorate is being undertaken to assess how resources will be allocated between the Directorates
Previous advice had been provided in relation to the delayed delivery of finalised Terrestrial LIDAR data. Veris (formerly RPS) had been engaged via tender to generate and provide this data and product, however, ongoing accuracy tolerance issues had been experienced in data provided. Council staff had rejected the data provided as unsuitable and outside required tolerances when undertaking Quality Assurance Assessments of the data provided. While delays are considered unacceptable, the provided product for the 42 survey zones covering all residential and rural residential areas within the LGA now meets accuracy tolerances which will enable flood and drainage study modelling and all other purposes to be undertaken with a high level of confidence in the collected data.

1.2. Lost time Injuries & Days Lost
Transport and Drainage aspires to achieve zero Lost Time Injuries by improving safety performance by developing a proactive safety culture and implementing best practice safety management across all business areas
November Summary:
One (1) Lost Time Injury was sustained in January 2018. The Officer was struck on top of the right foot with a wacker packer. The table below shows the Lost Time Injuries over previous years. There has been three LTI’s recorded in the first three months of the FY so there has been a strong focus in meeting with staff and reinforcing the safety outcomes focus for all employees.

FINANCE
2.1. Operational Financial Report - 1 July 2017 - 31 January 2018
The Transport & Drainage operational budget continued to track in-line with the YTD budget for the first seven months of the financial year due to wages and plant being utilised for NDRRA and Works for Queensland (W4Q) projects.
The final Roads Improvement Rates Levy income was received during the month of January 2018 and this has also contributed to the budget surplus shown as at 31 January 2018.

MAINTENANCE ACTIVITIES
3.1 Road and Drainage Maintenance Activities
The following chart details maintenance activities completed during the period as recorded in DeltaS, our electronic Maintenance Management System (MMS).
3.2 Unsealed Road Maintenance Activities
During the period, medium formation grading works were undertaken on some roads to address the significant backlog of roads meeting the intervention level, allowing more roads to be graded prior to the Christmas break.

3.3 Open Drainage Maintenance
Drainage crews worked through the Christmas Closedown Period to continue the essential maintenance on the open drains network. Coupled with the favourable weather, considerable work outcomes were achieved. Specific attention has been given to high visibility drain areas.
100 ha of drainage mowing was completed during the December 2017 – January 2018 period.
Works on repairing and cleaning the stormwater pipeline that runs from Baxter Drive to the concrete drain outlet beside Emmanuel and Holy Spirit Schools is work in progress. It was initially suspected that there was a conflict with a sewer pipe contributing to the stormwater flow restrictions, however, excavation revealed that the sewer pipe was installed directly below the stormwater. Significant root intrusions were removed.

3.4 Cyclone Debbie – REPA Repairs
Category B
The last submission under Category B has been forwarded to QRA for assessment and approval. This submission, for works value of $2.2M, primarily covers restoration works for landslips on Mt Blackwood Access Road, Chelmans Road and Dalrymple Road.
The grading and gravelling of the Unsealed Road Network is continuing. These works are being undertaken in conjunction with routine maintenance works. Drainage repairs have also been completed on Mark Andrew Terrace and on Tara Creek Road in Sarina.
The only other outstanding submission, mainly for restoration works on sealed roads, has received preliminary approval from QRA. Final approval should be received in mid-February 2018.
The tenders for Sichter Street have been assessed and will be awarded mid-February 2018. The lowest tenderer has indicated that works will be completed by the end of April 2018.
Category D
Detailed design on two of the three proposed Betterment Projects (Sievers Road in Oakenden and Hinton Road, Koumala) is continuing and will be completed in February 2018. The design for Graham Road has been completed.
It is planned to commence work on Sievers Road at the end of February 2018, Hinton Road in April 2018 and Graham Road in July 2018.
Approval has been received for restoration works, to pre STC Debbie condition, on beaches at Grasstree Beach, McEwens Beach, Blacks Beach, Cape Hillsborough, Ball Bay, Haliday Bay, Seaforth and Midge Point. The value of these works is $2.3M and is in addition to the earlier approval for works on Lamberts Beach, Cape Hillsborough Beach and Armstrong Beach totalling $1.0M.
Council’s application for further works, totalling $4.6M, at Midge Point and Lamberts Beach to restore the beaches to their condition 10 years ago, and at St Helens Beach to strengthen the existing groynes, is being assessed by QRA and would be funded by the State Government separate to NDRRA.
Quotation documentation has been prepared to engage an Engineering Consultant to undertake the detailed design of the works at Lamberts Beach and Midge Point. It is anticipated that these works will be completed by September 2018. The works at the other beaches will be undertaken between April 2018 and August 2018.

3.5 Bridge Management
Rehabilitation/strengthening works on the Head-Vassallo Road Bridge is now complete. A 2-coat seal was laid on 24 January 2018 to complete the project.
Planning of rehabilitation works on Bell Creek Bridge on Munbura Road is in progress with preliminary works to be completed prior to April 2018 and the major works scheduled for completion prior to end of June 2018. These works predominately involve replacement of piles and girders.
