1 Introduction 1.1 Code of Record Purpose

This document represents the Engineering, Procurement, and Construction (EPC) Code of Record (COR) for the Waste Treatment Plant Project (WTP) from the initial issuance of revision 0 until the issuance of revision 2. With the issuance of revision 2 of this EPC COR, this document is applicable to the Low-Activity, Balance of Facilities, and Laboratory (collectively known as LBL) facilities only and shall be known as the EPC COR. Refer to 24590-WTP-COR-MGT-18-00001, Engineering, Procurement, and Construction (EPC) Code of Record for the High-Level Waste (HLW) & Pretreatment (PTF) Facilities, for the High-Level Waste (HLW) and Pretreatment (PTF) facility applicable codes and standards. The EPC COR(s) applies specifically to the WTP production and support facilities (i.e., PT, HLW, LAW, Lab, EMF and the BOF permanent plant utilities and associated support facilities). It does not apply to temporary structures, construction utilities, administration, warehouse or other fit-for-purpose buildings that do not directly support operation of the WTP production facilities. The design basis for non-production facilities is typically found within the specifications used to procure them. Any significant modifications to the design of any facility needs to be evaluated to determine whether the scope of the modification requires that its design be based on current rather than historical standards. The EPC COR includes requirements specific for the engineering, construction, and procurement of the LBL portion of the WTP. The EPC COR includes applicable federal, state, and local laws and regulations, DOE directives, and consensus national codes, standards, manuals, handbooks, and guides that provide the technical requirements used to engineer, procure, and construct the LBL portion of the WTP. Requirements specific to Business Services, Operations, Maintenance, and Commissioning have not been included in the EPC COR. Requirements specific to Operations, Maintenance and Commissioning are defined in Section J (Attachment E, List B-DEAR 970.5204.78) of the WTP Contact. Spare parts for LBL shall be purchased under this EPC COR. The EPC COR refers to requirements in effect at the time of facility, equipment, or component design and is under the control of the WTP configuration management program. The initial version of the EPC COR lists requirements compiled from the current Contract, Basis of Design (BOD), and Safety Requirements Document (SRD). Tailoring of EPC COR requirements, as necessary and as approved by DOE, is currently captured in the SRD or Contract. The EPC COR is referenced in the LAW Documented Safety Analysis (DSA), changes and exceptions to the COR shall be evaluated against the LAW DSA and Technical Safety Requirements (TSRs) for impact. The EPC COR is a Level 2 document as described in 24590-WTP-RPT-ENG-01-001, Technical Baseline Description. Any deviation or change to an EPC COR requirement will be governed by the Revision, COR Change Notice (CORCN), or Case-by-Case Exception (CBCE) process detailed in procedure 24590-WTP-3DP-G04R-00001, Design Criteria. Approved CBCEs applicability extends implicitly over the lower tier documents for the specified case. In case of any discrepancy the EPC COR takes precedence. Prior to incorporation, proposed changes to the EPC COR which result in misalignment with the contract must be resolved in accordance with 24590-WTP-GPP-RAPC-PC-0002, Contract Change Process. All codes and standards that are implemented at the WTP project to engineer, procure, or construct must align with this EPC COR. Errata used to provide corrections to inaccurately published items or typographical and grammatical errors applicable to EPC COR listed requirements must be considered when developing WTP design. Daughter codes and standards invoked by parents are applicable unless tailored for specific reasons. Implementation of daughter codes and standards is only required to the extent of the invoking parents.

Daughter code and standard edition years referenced in parent codes shall be used as identified in the parent. If deviations to the approved edition years are required, guidance provided by the parent code shall be used to allow the deviation. If the parent Code or Standard is silent on the edition year for the referenced daughters, then guidance within the parent shall direct the application of daughter standards. If the parent code directs the use of the current edition of a daughter standard, then the current edition shall be defined as the edition in effect at the issuance for procurement or construction. Any of the following must be documented through the Code of Record Assessment (CORA) and CBCE process as defined in 24590-WTP-3DP-G04R-00001, Design Criteria:

1) Deviation to a normative reference; 2) Exception using an unlisted materials process (as with ASME B31.3); 3) Direction on use of undated daughter standards; or 4) If the parent Code or Standard is silent on how to address deviations from referenced standards

or editions years. NOTE: CBCEs are not required for changes to an ASTM standard that updates the standard to a later edition year, or when multiple ASTM standards are consolidated into an ASTM (provided there are no changes to the technical aspects). For codes and standards listed in the COR, if the edition year is stated, the edition years specifically identified in the COR shall be implemented as designated and as directed by Appendix A. If the code year is not specified for a code or standard listed in the COR then the code year specified in the design or the most recent code year in effect at time of procurement or construction shall be used. For LBL, the latest edition is defined as the approval date of the LAW DSA Rev 0a. Editions of applicable requirements shall be documented in the appropriate design documents. The EPC COR provides a common record for the project. Disciplines may invoke additional codes and standards, or reference information provided they do not conflict with the EPC COR. The EPC COR appendix A contains guidance on the implementation of codes and standards. For DOE orders and DOE standards invoked as a daughter without identification of the revision, the revision in effect is the revision at the time the parent was invoked in the WTP contract. 1.2 Code of Record Sections

Detailed code and standard information contained in the initial issuance of this Code of Record document was sourced from the “BOD, SRD and Contract” as they were defined as the basis for the code of record for the WTP project per CCN 200632 and CCN 228190. For clarity, this EPC COR is separated into two classifications; SRD and Contract or BOD. The SRD codes and standards were sourced from Section 4 of 24590-WTP-SRD-ESH-01-001-02, Safety Requirements Document Volume II, and the Contract or BOD codes and standards were sourced from 24590-WTP-DB-ENG-01-001, Basis of Design, and the DE-AC27-01RV14136, WTP Contract. For guidance on applicability and tailoring of codes and standards to specific SSCs, refer to the document of origin for the code or standard. 1.3 Code of Record Appendices
