Advisory Board Meeting Meeting Minutes of Monday, October 13, 2014, 1:00 p.m.

I. Call to Order

Chair John Radkins called to order the regular meeting of the Englewood Community Redevelopment Area (CRA) Advisory Board at 1:00 p.m. on Monday, October 13, 2014, at the CRA Office, 1394 Old Englewood Road, Englewood, FL 34223.

II. Roll Call.

Present: Norman Caldwell, John Davison, Don Landis, John Mead, Elaine Miller, John Radkins, Todd Tracy

Absent: Samantha Smith

III. Sarasota County Staff Present

Debbie Marks, Manager

Mickeal Paige, Administrative Specialist

IV. Approval of Minutes from September 11 , 2014 Meeting

Chair Radkins requested a motion to accept the approval of the September 13, 2014 meeting minutes. Ms. Paige notified the Committee of two changes of the September 13 meeting minutes. The Lemon Bay Garden Club official name was recorded incorrectly as well as the color star being used on a plaque.

Motion: To accept the minutes of September 13, 2014 as with suggested changes, Action: Approve, Moved by Don Landis, Seconded by Elaine Miller.

Motion passed seven in favor, 1 absent.

VI. New Business

Request for Funding – Halloween Safewalk – Jennifer Perry

Jennifer Perry presented an annual funding request for the Halloween Safewalk. This request is for up to $1,000 to provide permits, flyers and deputies.

John Davison, Seconded by John Mead.

Request for Funding – OEVA Winter Fine Arts Festival – Jennifer Perry

Jennifer Perry presented an annual funding request for the OEVA Winter Fine Arts Festival. This request for up to $1,000 is to provide permits, flyers and port-a-potties.

Motion: To approve the funding request up to $1,000, Action: Approve, Moved by

Elaine Miller, Seconded by Todd Tracy.

Motion passed seven in favor, 1 absent.

Request for Funding – Englewood Cape Haze Kiwanis – Shrimp Fest

Englewood Cape Haze Kiwanis decided to remove their request for funning as the event will not be held this year.

Request for Funding – FAME – Jim Pivovar

Debbie Marks presented an annual funding request on behalf of Jim Pivovar for FAME. This request for up to $1,000 is to provide permits, flyers, deputies and port-a-potties.

John Mead inquired about the location of FAME. Debbie Marks said FAME will be on the plaza site – 348 W. Green Street. Todd Tracy stated FAME has a great mission and he fully supports this wonderful cause.

Request for Funding – Fish ‘n For Heroes Chili Cook-off – Jim O’Brien

Jim O’Brien presented his first annual funding request for Fish ‘n For Heroes Chili Cook-off. This request for up to $1,000 is to provide permits, flyers, deputies and port-a-potties. Mr. O’Brien stated the money raised would cover the expenses to take our Soldiers out on a charted fishing boat as a thank you for serving our Country.

Todd Tracy asked how funds would be received. Mr. O’Brien said they will use a ticket system for people to purchase chili and beer during the event. As well as running a 50/50 drawing. Elaine Miller asked what time will the cook-off be? Mr. O’Brien stated the cook-off is scheduled for December 6th from 10 am to 4 pm.

Motion passed seven in favor, 1 absent.

Elaine Miller requested that the location of the events be added to the CRA Funding Request form in the future. Mickeal Paige will update the form as requested.

Marketing Committee – Mickeal Paige

Mickeal Paige stated the Marketing Committee met on September 24th. Attached is a spreadsheet with the Committee’s recommendations. The Committee would like to contract with WENG to provide a catchy jingle listing events in Englewood. In addition, the Committee would like to work with the following Advertisers for 2015 – Berlin Signs, Boca Beacon Visitors Guide, Chamber of Commerce, Englewood Review, Englewood Sun, Harbor Style, Lemon Bay Playhouse, and Venice Gulf Coast living.

Elaine Miller inquired about the billboard on 776. Ms. Paige stated the billboard is scheduled to be pressure washed and we are hoping to have new artwork in 2015 to update the billboard along with other marketing materials.

Store Front Committee – Debbie Marks

Debbie Marks stated the Store Front Committee met on September 30th to review the Store Front Improvement application for Lemon Bay Bed & Breakfast presented by owner, James Joiner. Mr. Joiner presented 3 quotes from vendors to make improvements on the property to be used as a Bed and Breakfast. After careful review of the quotes and designs, the application was approved 2 to 1.

VII. Old Business

Updates:

Blanket Insurance – Debbie Marks

Debbie Marks stated Risk Management is working on a blanket policy that would allow non-profits to go on-line and obtain insurance for approximately $200.00 per event. We will let everyone know as soon as it is in place. We are still working on the possibility of the CRA being a co-sponsor for the events which could take care of the private need for insurance.

Veteran’s Memorial and Freedom Pavilion

Debbie Marks said the memorial is on schedule with the dedication scheduled for November 11th at 11:00 a.m.

Formal invitations have been sent to local Veterans and dignitaries. In addition, the event has been advertised in the newspaper, WENG radio and on social media. Mary Ellen Diez obtained a commitment from Lock ‘n Key to provide cake and refreshments for the dedication. The Lemon Bay Garden Club is making center pieces for the food tables. The Lemon Bay Funeral Home/Gulf Pines Memorial Park is going to furnish water for the attendees. Sarasota County Sheriff’s Office Honor Guard will be raising the American Flag and the VFW Post 10178 will provide members of their Honor Guard to raise the State, POW and service flags.

Green Street and Cedar Parking Lots

Debbie Marks stated both parking lots are open and ready for use. A much needed amenity for our community.

Sub-Committee Updates o Museum Committee – Mary Gregory said the Committee is moving along. The

Committee has been officially recognized by the State and has elected Officers. The Committee continues to look for space to house the Museum and is in talks with a potential location on Dearborn Street. Wayne Goff has offered to volunteer his services to renovating a space the Committee finds a suitable place. The next Museum Committee meeting is November 4th at 10:00 AM.

o Water Ferry – Peter Wallis said the Committee continues to make progress and is hopefully we will have a Water Ferry in Englewood.

VIII. Open to Public

Eric Sandhill, Englewood Cape Haze Kiwanis is interested in bringing Christmas Card Lane back to Englewood and potentially setting up in the plaza property. After discussions, the Committee decided that it will hold off approval until more definitive plans are made. Elaine Miller recommends that an Engineering firm review the plans for stability and safety.

IX. Board Comments

a) Norm Caldwell – Very interested in the Fish ‘n For Heroes Chili Cook-off and encourages all to donate and attend if possible.

b) John Davison – very pleased with all the improvements in the area. The Cedar Street parking lot was very busy on Thursday. The Cherokee docks are beautiful and he is looking forward to the Veteran’s Dedication on November 11th.

c) John Mead – is thankful that he has this opportunity to work with a community that gives back. Looking forward to the Fish ‘n For Heroes Chili Cook-off.

d) Elaine Miller – thanked everyone for coming and thanked everyone who is serving on a sub-committee. She also stated that the Buchan Fly-In was a great success and there as a impressive write up about it in the paper. Thank you to the Fly-In Committee you did an amazing job.

e) Don Landis – seconds Elaine’s remarks about the Buchan Fly-in this past weekend.

f) John Radkins – Thanked everyone for attending and looking forward to the upcoming events.
