Network meeting "Connecting Research on Extremism in North Rhine-Westphalia" (CoRE NRW), Düsseldorf (29 November 2019) At its annual meeting on 29 November 2019 in Düsseldorf, the network "Connecting Research on Extremism in North Rhine-Westphalia" (CoRE NRW) discussed current issues for research and practice. The main focus of this exchange of science and practice was on the challenges and perspectives of prevention work. CoRE NRW is supported by the Ministry of Culture and Science of North Rhine-Westphalia (MKW) through a coordination office that was invited to the network meeting and is based at BICC in Bonn. International conference “Exile—Forced Displacement—Persecution”, Göttingen (28 November 2019) On 28 November, Benjamin Etzold presented the central concept of the EU-funded international research project TRAFIG at the international conference “Exile—Forced Displacement—Persecution” of the German Sociological Association at the University of Goettingen and reflected upon methodological challenges whilst undertaking research on “Transnational figurations of displacement”. Kick-Off Meeting “Sustainable technologies and services for water and land use in Morocco (I-WALAMAR)”, Meknes, Morocco (27
November 2019) Lars Wirkus and Birgit Kemmerling participated in the official Kick-Off Meeting of the joint research initiative “Sustainable technologies and services for water and land use in Morocco (I-WALAMAR)” in Meknes, Morocco. The three-year project is funded by the Federal Ministry of Education and Research (BMBF). As part of this joint initiative, BICC together with its Moroccan partners, is implementing a research project on “Sustainable Transformations in the Fes-Meknes region”. Vienna Migration Conference, Vienna, Austria (21–22 November 2019) From 21 to 22 November, the Vienna Migration Conference took place, a high-level political dialogue event organised by the TRAFIG-project partner ICMPD (International Centre for Migration Policy Development). Official Launch of the Revised UN Integrated Disarmament, Demobilization, and Reintegration Standards, Geneva / New York (19 November 2019) The official launch of the revised United Nations Integrated Disarmament, Demobilization and Reintegration Standards (IDDRS) took place in Geneva and New York on 19 November 2019 and represents a milestone in DDR policy and practice. BICC supports the revision of the United Nations Integrated Disarmament, Demobilization and Reintegration Standards (IDDRS) and participated in the event. The Chef de Cabinet, Ms. Maria Luiza Viotti opened the launch event on behalf of the Secretary-General. Furthermore, the Administrator of the UN Development Programme Achim Steiner, the Under-Secretary-General for Peace Operations Jean-Pierre Lacroix as well as the Director-General of the United Nations Office at Geneva Tatiana Valovaya and the IAWG co-chair Principals attended. Additionally, other high-level representatives from IAWG Members, Member States, Partners or regional organisations were present. The launch focused primarily on the strategic level of the IDDRS (level 2 modules), including the revised UN approach to DDR and four new modules about the legal framework, the politics of DDR, community violence reduction and reintegration as part of sustaining peace. Talk and discussion \ Appraising the ethnic peace process in Myanmar, Bonn (19 November 2019) On 19 November 2019, Professor Dr N. Ganesan, Professor of Southeast Asian politics at the Hiroshima Peace Institute in Japan, gave a lecture on “Appraising the ethnic peace process in Myanmar” at BICC. After providing a historical background on ethnic uprisings, he gave an overview over government-initiated peace agreements and peace initiatives from the Thein Sein to the NLD government. He described the conflict and the formation of the Northern Alliance, summarised the gains and setbacks in the peace process and finally presented structural considerations in the peace process. Launch of the BICC Global Militarisation Index 2019, Bonn (13 November 2019) BICC’s Global Militarisation Index (GMI) 2019 has been online since 13 November. Among the most militarised countries are, as in previous years, Israel, Singapore, Armenia, Cyprus, South Korea, Russia, Greece, Jordan, Belarus and Azerbaijan. Compiled by BICC, the GMI presents on an annual basis the relative weight and importance of a country's military apparatus in relation to its society as a whole. The GMI 2019 covers 154 states and is based on the latest available figures (in most cases data for 2018). The publication on the BICC GMI 2019, which includes analyses on global trends and comprehensive tables and maps, will be published in English and German in early 2020. UNHCR Workshop on Research on the Objectives of the Global Compact on Refugees, Geneva, Switzerland (13 November 2019) Ester Serra Mingot presentet her paper “The main challenges in the current protection systems for refugees in Europe” at the Global Academic Interdisciplinary Network (GAIN) Workshop on Research on the Objectives of the Global compact on Refugees on 13 November in Geneva. Regional Training on physical security and stockpile management (PSSM), Jaji, Nigeria (12–22 November 2019) The Economic Community of West African States (ECOWAS), with technical support from the Multinational Small Arms and Ammunition Group (MSAG), and BICC conducted the third training of a multi-phase PSSM course for the ECOWAS region from 12 to 22 November 2019. This initiative is generously funded by the German Federal Foreign Office. The course took place at the Martin Luther Agwai International Leadership and Peacekeeping Centre (MLAILPKC) and saw 20 participants trained. These were drawn from military or police forces from all 15 ECOWAS member states and are tasked with weapons and ammunition management in their respective services. The participants, including two female officers, acquired theoretical and practical knowledge using international guidelines and best practices in PSSM. Ten instructor candidates selected during previous trainings of this kind in October 2018 and May 2019 successfully conducted a number of lessons as trainers themselves under supervision of MSAG. 25 years of research for a more peaceful world, Bonn (6 November 2019) On 6 November 2019, BICC celebrated its 25th anniversary with 200 invited guests at the Deutsche Welle in Bonn. Principal speaker at the event was Armin Laschet, Prime Minister of North Rhine-Westphalia. The Prime Minister emphasised: “North Rhine-Westphalia as the main trustee is proud that BICC, as one of the leading institutes in conflict and peace research, is located in Bonn”. One of BICC's core concerns, as Conrad Schetter explained during the ceremony, was research into organised violence. As an important focus for BICC’s future work, Conrad Schetter named sustainability research. Like the other guest speakers Reinhard Limbach, Mayor of the City of Bonn, and Holger Gottschalk, Chancellor Bonn University, he highlighted the common tasks in the City of Bonn, which is currently developing into one of the world's leading locations in this field. Lecture on “Migrant camps in Europe”, Bonn (5 November 2019) On 5 November, Panos Hatziprokopiou, Professor at the Aristotle University in Thessaloniki and consortium partner in the TRAFIG project, gave a lecture about ‘Migrant camps in Europe: the Greek case in retrospective and the European migration regime’ in the University of Bonn’s lecture series “Arriving /Returning: Modern Nomadism”. Start of the empirical fieldwork in the TRAFIG project, Ethiopia and Pakistan (November / December 2019) The empirical fieldwork has started in the TRAFIG project. BICC staff members Markus Rudolf and Katja Mielke are involved in collecting both qualitative and quantitative data. Markus Rudolf spends four weeks in November/December in Ethiopia to support the Ethiopian team under the leadership of the Addis Ababa University. In early December, Katja Mielke will travel to Pakistan to join the Pakistani team under SHARP to conduct interviews. Offizielle Einführung der überarbeiteten Standards zur Entwaffnung, Demobilisierung und Reintegration der Vereinten Nationen, Genf / New York (19. November 2019) Die offizielle Einführungsveranstaltung für die überarbeiteten Standards zur Entwaffnung, Demobilisierung und Reintegration (Integrated Disarmament, Demobilization and Reintegration Standards, IDDRS) der Vereinten Nationen fand am 19. November in Genf und New York statt. Die überarbeiteten IDDRS stellen einen Meilenstein im Umgang mit DDR-Prozessen dar. Das BICC unterstützte die Überarbeitung der Standards und nahm an der Veranstaltung teil. Kabinettschefin Maria Luiza Viotti eröffnete die Veranstaltung im Namen des Generalsekretärs. Darüber hinaus nahm der Leiter des UN-Entwicklungsprogramms, Achim Steiner, der Untergeneralsekretär für Friedensmissionen, Jean-Pierre Lacroix, die UN-Generaldirektorin in Genf, Tatiana Valovaya sowie die stellvertretenden Vorsitzenden der Inter-Agency Working Group on DDR (IAWG) an der Veranstaltung teil. Auch weitere hochrangige Vertreter von IAWG und Mitgliedstaaten, Partner- oder regionalen Organisationen waren anwesend. Die offizielle Einführung der überarbeiteten IDDRS konzentrierte sich in erster Linie auf die strategische Ebene der Standards (Module der Ebene 2), welche auch den überarbeiteten UN-Ansatz zur Entwaffnung, Demobilisierung und Reintegration umfasst. Darüber hinaus wurden Zusammenhänge mit weiteren Rahmenkonzepten, wie beispielsweise den Nachhaltigen Entwicklungszielen (SDGs) hervorgehoben und aufgezeigt, wie die IDDRS zu einem nachhaltigen Frieden beitragen können. Vortrag und Diskussion \ Analyse des ethnischen Friedensprozesses in Myanmar, Bonn (19. November 2019) Am 19. November 2019 war Prof. Dr. N. Ganesan, Professor für südostasiatische Politik am Hiroshima Peace Institute in Japan, mit seinem Vortrag „Analyse des ethnischen Friedensprozesses in Myanmar“ zu Gast am BICC. Nach einem historischen Rückblick auf ethnisch motivierte Aufstände, gab er einen Überblick über die von der Regierung initiierten Friedensabkommen und -initiativen von Thein Sein bis zur NLD-Regierung. Er beschrieb den Konflikt und die Bildung der Nordallianz, fasste Erfolge und Rückschläge des Friedensprozesses zusammen und stellte schließlich strukturelle Überlegungen zum Friedensprozess vor. Veröffentlichung des BICC Global Militarisation Index 2019, Bonn (13. November 2019) Seit dem 13. November ist der Global Militarisation Index (GMI) 2019 des BICC online. Zu den am stärksten militarisierten Ländern gehören wie in den Vorjahren Israel, Singapur, Armenien, Zypern, Südkorea, Russland, Griechenland, Jordanien, Belarus und Aserbaidschan. Der vom BICC erstellte GMI zeigt jährlich das relative Gewicht und die Bedeutung des militärischen Apparats eines Landes im Verhältnis zu seiner Gesellschaft als Ganzes. Der GMI 2019 umfasst 154 Staaten und basiert auf den neuesten verfügbaren Zahlen (in den meisten Fällen Daten für 2018). Die Publikation zum BICC GMI 2019, die Analysen zu globalen Trends sowie umfangreiche Tabellen und Karten enthält, wird Anfang 2020 in englischer und deutscher Sprache veröffentlicht. Regionales Training für Sicherheit und Verwaltung staatlicher Waffen- und Munitionsbestände (PSSM), Jaji, Nigeria (12.-22. November 2019) Die Wirtschaftsgemeinschaft Westafrikanischer Staaten (ECOWAS) und das BICC führten mit technischer Unterstützung der Multinationalen Gruppe für Kleinwaffen und Munition (MSAG) vom 12. bis zum 22. November die dritte Schulung eines mehrstufigen PSSM-Kurses für die ECOWAS-Region durch. Der vom Auswärtigen Amt (GFFO) finanzierte Kurs fand im Martin Luther Agwai International Leadership and Peacekeeping Centre (MLAILPKC) in Jaji statt. Die 20 Teilnehmenden gehören Militär- oder Polizeikräften aus allen 15 ECOWAS-Mitgliedstaaten an und sind in ihren jeweiligen Diensten mit der Verwaltung von Waffen und Munition befasst. Die Teilnehmenden, darunter zwei weibliche Führungskräfte, erwarben unter Verwendung internationaler Richtlinien und Best Practices im Bereich PSSM theoretische und praktische Kenntnisse. Zehn Ausbilderkandidatinnen und -kanditaten, die bereits bei früheren Schulungen dieser Art im Oktober 2018 und Mai 2019 ausgewählt worden waren, führten unter Aufsicht von MSAG erfolgreich selbst eine Reihe von Unterrichtseinheiten durch, um sich auf ihre zukünftige Rolle als ECOWAS PSSM-Trainer vorzubereiten. Workshop “Aufenthalt, Aufbruch, Rückkehr“, Amsterdam, Niederland (6.-7. November 2019) Am 6. und 7. November 2019 nahm Ester Serra Mingot an dem Workshop „Aufenthalt, Aufbruch, Rückkehr. Dynamik der Mobilitätsaspirationen im Kontext von Vertreibung“ am Amsterdam Centre for European Studies (ACES) teil und präsentierte dort einen Beitrag. 25 Jahre Forschung für eine friedlichere Welt, Bonn (6. November 2019) Am 6. November 2019 feierte das BICC in der Deutschen Welle in Bonn mit 200 geladenen Gästen sein 25. Jubiläum. Hauptredner des Festaktes war der Ministerpräsident des Landes Nordrhein-Westfalen, Armin Laschet. Der Ministerpräsident betonte: „Nordrhein-Westfalen als Hauptgesellschafter ist stolz darauf, dass das BICC als eines der in der Konflikt- und Friedensforschung führenden Institute in Bonn sitzt.“ Zu den Kernanliegen des BICC gehöre, wie Conrad Schetter während des Festakts erläuterte, die Erforschung von organisierter Gewalt. Als einen wichtigen Schwerpunkt für die zukünftige Arbeit des BICC nannte Conrad Schetter die Nachhaltigkeitsforschung. Ebenso wie die weiteren Festredner Reinhard Limbach, Bürgermeister der Stadt Bonn, und Holger Gottschalk, Kanzler der Bonner Universität, stellte er die gemeinsamen Aufgaben in der Stadt Bonn heraus, die sich gegenwärtig in diesem Bereich zu einem weltweit führenden Standort entwickeln werde. Vortrag über "Flüchtlingslager in Europa", Bonn (5. November 2019) Panos Hatziprokopiou, Professor an der Aristoteles-Universität Thessaloniki und Konsortialpartner im Projekt TRAFIG, hielt am 5. November in der Vortragsreihe "Ankunft / Rückkehr" der Universität Bonn einen Vortrag über "Flüchtlingslager in Europa: Der Fall Griechenlands in der Retrospektive und das europäische Migrationsregime“. Beginn der empirischen Feldforschung im TRAFIG-Projekt, Äthiopien und Pakistan (November / Dezember 2019) Die empirische Feldarbeit im Projekt TRAFIG hat begonnen. Die BICC-Mitarbeiter Markus Rudolf und Katja Mielke sind an der qualitativen und quantitativen Datenerhebung beteiligt. Markus Rudolf verbringt vier Wochen im November/Dezember in Äthiopien, um das äthiopische Team unter der Leitung der Universität Addis Abeba zu unterstützen. Katja Mielke wird Anfang Dezember nach Pakistan reisen, um sich dem Pakistan-Team unter SHARP anzuschließen und Interviews zu führen.
