Scenario:• The Port Hudson 230/69kV auto is rated at 200 MVA, but its 69kV terminal jumper is
rated at 135MVA. This terminal along with some associated switches may overload under contingency.
Recommended solution:Temporary solution: Upgrade underrated bus section and switches
Proposed In-Service Date: 2007
Estimated cost: $60 k
Long Term Solution:• Reconfigure Pt. Hudson 69kV substation to a breaker and half or ring bus, or build a new
substation adjacent to the existing. Detailed scope and in-service date to be determined.

Scenario:
• The 69kV transmission system between Jennings and Chlomal substations serves approximately 90 MW of load including the radial transmission system from Lawtag substation. The main "trunk" of this system is the contiguous segments comprised of Line 13 (Jennings-Compton-Elton), Line 16 (Elton-Tupper-Serpent-Carter), and Line 11 (Carter Lacassine-Chlomal).
• This 69kV system is part of the underlying lower voltage system in parallel with the bulk 500 kV lines between Lafayette and Lake Charles.
• Lawtag to Jennings 69kV line overloads for the loss of 500kV line from Nelson to Richard and a couple of others lines in Entergy’s system.
• Chlomal to Lacassine 69kV line overloads for the loss of 69kV line segments between Jennings and Elton.
• For the loss of 500kV line Nelson to Richard, 69kV line from Welsh to Lawtag will overload.
Recommended solution:
Phase I (2008):• Upgrade 4.78 miles of 4/0 CU from Jennings to Lawtag with a conductor rated at least 106 MVA of
capacity.• Install a 15 MVAr capacitor bank at Winn Substation.
Phase II (2011):• Upgrade 12.36 miles of 1/0 ACSR from Chlomal to Lacassine with a conductor rated at least
69MVA of capacity. Install a circuit breaker at Lacassine. (breaker installation will depend on cost and benefits it provides)
• Upgrade about 6 miles of 4/0 CU from Welsh to Lawtag with a conductor rated at least 69 MVA of capacity.

Nesser Area Voltage Improvement
Scenario:
• Nesser is on a long radial tap on the Harelson-Jones Creek 69kV line. Nesser substation is experiencing rapid growth of over 6% per year.
• For the loss of Harelson-Nesser tap, voltage at Nesser drops below acceptable level.
Recommended Solution:
• Build a new 69kV line from Jefferson to Nesser Substation.
• Proposed In-Service Date: 2009

69 kV McManus Capacitor Bank Expansion
Scenario:
• The 69 kV transmission system radiating north of Port Hudson substation serves 12 substations including McManus.
• Loss of Port Hudson to Jackson 69kV line will cause low voltages at multiple substations.
Recommended Solution:
• The existing cap bank rating is 18 MVAR. Install additional cells adding up to 30 MVAR capacity. Remove fuses from a group of cells leaving sufficient number energized to provide only 24 MVAR output for now. As the need arises, install fuses on the remaining cells and restore the full capacity to 30 MVAR. Final cap bank size depends on load growth.
• Proposed In-Service Date: 2008

Lafayette Area Voltage Improvement
Scenario:
• Loss of 138kV line from Moril to Leblanc or Moril to Hopkins will cause low voltages at a couple of substations in Lafayette area.
Recommended Solution:
• Install two 36 MVAr cap banks at Leblanc. In addition, the existing 18MVAr cap bank at Meaux needs to be upgraded to 36MVAr. The normally-open switch at Lake Arthur needs to be closed after the completion of the Winn cap bank installation and upgrade of the 69kV line from Lawtag to Jennings.
• Proposed In-Service Date: 2009

Scenario:

Recommended Solution:
• Install a 36 MVAr capacitor bank at Colonial Academy or at Acadia substation for contingencies only.
• Proposed In-Service Date: 2010

Scenario:

Recommended Solution:
• Upgrade 6.76 miles of 336 ACSR line and bus at Alchem and Monochem with a conductor rated at least 380 MVA of capacity.
• Proposed In-Service Date: 2010
