    Autumn Statement must instil confidence and remove barriers to job creationThe FSB is urging the Chancellor to continue toprovide the foundations for long term growth, with aparticular focus on reducing regulation as well as

    addressing the pressing problem of rising youthunemployment in his forthcoming AutumnStatement. With youth unemployment breaking onemillion, the FSB believes that the Governments

    priority should be to adopt measures to get youngpeople into work before they become detached fromthe labour market.

    And, given the seriousness of the situation and therisk of youth unemployment becoming entrenched,the FSB believes now is the time to focus a National

    Insurance Contributions holiday targeted at young people taken on by small firms, as astep towards a wider NICs holiday for micro businesses. The FSB urges the Governmentto be bold and to put in place measures that will raise long term sustainable growth, and

    address long standing barriers to enterprise.

    Gordon Millward, Regional Chairman of the FSB, said:The Autumn Statement mustbring in measures to address the longer-term structural issues which are holding back

    enterprise and job creation. For small businesses to welcome the statement, they needto see clear evidence that policies already announced are having an effect on the

    ground. Too often, the impression is that good intentions are not translated into tangiblebenefits for businesses.

    Red Tape challenge rail regulations

    The Red Tape Challenge has now moved to focus on the almost 200 rail transportregulations in the industry. The consultation aims to encourage passengers andbusinesses to have a say on how to remove badly thought out and obsolete regulations

    and deliver better rail services.

    There is a buzz being created inBarnsley as young people are

    being encouraged to explore andexperience setting up their ownbusiness. After a successful pilotearlier this year involving five local

    Sheffield App Challenge 2011 Sheffield App Challenge is a unique collaborationproject to inspire the bringing together of enterprisesfrom all sectors into a collaborative environment.

    Dearne MP urges more help for pubsFormer pubs minister John Healey is backing calls for new laws tosupport pubs. The Wentworth and Dearne MP has signed an Early

    Day Motion in Parliament which says the relationship between pubcompaniesknown as pubcosand their tenants should be moreflexible.Mr Healey made similar recommendations when servingas pubs minister for the last Labour Government in March 2010and said that it was important to act as nearly twice as many tiedpubs were closing as free-of-tie-pubs. Mr Healey said: Pubs offermore than just a place to drink. In many communities they are ahub of social, recreational and charitable activity.

    MPs seek return of cheque guarantee cardsMPs are demanding the restoration of chequeguarantee cards in order to ensure that thepreferred payment method for small

    businesses is not left to wither on the vine.Despite an industry U-turn on plans to abolish

    paper payments, campaigners remainconcerned that banks and retailers may refuseto issue or accept cheques in the future unlessthe government intervenes. John Walker,national chairman of the FSB, said:Many

    businesses just cannot afford to run a cardterminal and so it is welcomed that the

    committee is looking to reinstate the cheque guarantee, as this will give smallbusinesses confidence when accepting a cheque.

    LEPs finally handed project fundingLocal Enterprise Partnerships have been given for the task of deciding how their region's

    share of a new 500 million infrastructure investment scheme should be spent. TheGrowing Places Fund, co-ordinated by the Department for Communities and LocalGovernment and the Department for Transport, will be shared out between the 38 LEPs,

    which will then be responsible for allocating the funds in their individual regions. Projectsset to benefit from the Fund are those that will stimulate economic growth, job creationand home-building.

    Treasury closes tax loophole for offshore DVD sales

    A tax loophole that allows retailers to import VAT-free CDs and DVDs by selling them viathe Channel Islands will be closed, the Treasury has announced. Large retailers such as

    Amazon, Play.com and Tesco have long exploited the loophole, which reportedly coststhe Government 140 million a year. However, Low Value Consignment Relief (LCVR)will not apply to goods sent from the Channel Islands from 1 April 2012. ExchequerSecretary to the Treasury David Gauke said the reforms will allow small- and medium-

    sized enterprises to "compete on a level playing field" with larger companies.

    High street sales fall, while non-store sales grow

    Total retail sales fell by 3.1% in October 2011 compared with the same point in 2010,according to BDO's High Street Sales Tracker. BDO attributed the decline to the month'sunseasonable warm weather and falling consumer confidence. Non-fashion sales werefound to have decreased by 3.3%, while homeware sales had dropped slightly by 0.6%.Despite this, non-store sales, including online sales, had grown by 20.7% over the same

    period.

    BIS to launch consumer data initiative in 2012

    A new Government initiative that will allow consumers to see the marketing informationthat brands hold about them will be launched in the first half of 2012, the Departmentfor Business has announced. Currently, 26 firms have signed up to the Midata initiative,including British Gas, Lloyds Banking Group and Google. BIS claims brands will benefit

    from a better reputation for openness and transparency, and increasing willingnessamong consumers to share information. BIS also believes that, by accessing theirpersonal data in this way, consumers will be able to make better informed purchasing

    decisions.

    Yell reports surge in business website uptakeDirectories firm Yell increased the number of websites it runs for customers from164,000 in the first half of 2010 to 355,000 at the same point in 2011, as part of its

    strategy to become a leader in the e-marketplace sector. Figures published in Yell's half-year report show that digital customers grew by 11.1% to 940,000, and their totaldigital revenue was up by 9.17% to 236.3 million. The company's overall turnover wasdown by 12%. Mike Pocock, chief executive of Yell, said it was shifting from being "aprovider of print and digital advertising to SMEs to a leader in the emerging local

    eMarketplace."

    New cookie laws could undermine online advertisingNew laws requiring businesses to gain permission before storing cookies on computersand mobile devices could make online advertising less effective, according to research byAffilinet. The research found that just one in ten marketing professionals felt that online

    advertising would be as effective in engaging consumers without the use of cookies totrack users' browsing behaviour. Gary Bicker at Affilinet said that restrictions on the use

    of cookies could cause firms to spend less money on advertising online because it will beharder to measure its effectiveness.

    Export industry is growing, but pace is slowingExports of goods in the UK increased by 3% between the second and third quarters of2011 and by 3% over the same period in 2010, according to the DHL/BCC TradeConference Index. The Index also revealed that a quarter of firms in the third quarter of2011 reported a fall in export orders compared to 22% of firms in the second quarter

    and 12% in the first, suggesting that the pace of growth is slowing. Despite this, themajority of exporters said the outlook was positive, with 55% saying they expectedorders to increase over the next six months.

    Additional funding for UK tourism marketing driveA new 27 million investment in the UK tourism industry has been announced by CultureSecretary Jeremy Hunt.
