TÜV NORD GROUP Railway Technology Entity in charge of maintenance (ECM) Since 2011, Regulation 445/2011/EC (ECM) has applied to wagon keepers in charge of freight wagons. Soon there will be a comparable set of rules for all railway vehicles. Our experience shows that it is important to be ready in good time and to have a well-functioning and certifiable maintenance management system in place when new regulations enter into force. According to EU Directive 2008/110/EC Article 14 a, an entity responsible for maintenance must be assigned to each vehicle before it is placed in service or used on the network. In order to maintain the safety and interoperability of the railway systems in Europe, these entities are subject to strict regulations. The entities are responsible for supervision, coordination and fulfilment of the most important elements of a professional maintenance management system: the higher-level management system, the maintenance development, the fleet maintenance management and the maintenance delivery. Only a well thought out maintenance management system makes proper supervision and surveillance possible. According to Directive 2008/110/EC Article 14 a, paragraph 4, this system is subject to mandatory certification in the case of goods wagons. In future, this will also be a binding commitment for locomotives, traction units and coaches. As a neutral and accredited organisation, TÜV NORD supports responsible entities in the introduction of legally compliant maintenance management systems, making an important contribution to safe operating conditions for vehicles in the European railway network.
