Entity in charge of maintenance (ECM)
Since 2011, Regulation445/2011/EC (ECM) hasapplied to wagon keepers incharge of freight wagons.Soon there will be acomparable set of rules forall railway vehicles. Ourexperience shows that it isimportant to be ready ingood time and to have awell-functioning andcertifiable maintenancemanagement system inplace when new regulationsenter into force. According to EU Directive2008/110/EC Article 14 a,an entity responsible formaintenance must beassigned to each vehiclebefore it is placed in serviceor used on the network. Inorder to maintain the safetyand interoperability of therailway systems in Europe,these entities are subject tostrict regulations.
The entities areresponsible for supervision,coordination and fulfilment of themost important elements of a professionalmaintenance management system: ■ the higher-level management system,■ the maintenance development,■ the fleet maintenance management and■ the maintenance delivery. Only a well thought out maintenance management systemmakes proper supervision and surveillance possible.According to Directive 2008/110/EC Article 14 a,paragraph 4, this system is subject to mandatorycertification in the case of goods wagons. In future, this willalso be a binding commitment for locomotives, tractionunits and coaches. As a neutral and accredited organisation, TÜV NORDsupports responsible entities in the introduction of legallycompliant maintenance management systems, making animportant contribution to safe operating conditions forvehicles in the European railway network.
