Entrepreneurship education in Czech Republic1
1 OVERVIEW The Education Policy Strategy of the Czech Republic up to 2020 recognises the need for common elements in the curricula at secondary education. This includes the recognition of skills and competences for young people to successfully enter the labour market. The Long-‐term Education Plan 2015-‐2020 emphasises, in particular, the importance for education to contribute to sustainable development, highlighting economic aspects, the needs of the labour market, and the role of active citizenship.
Entrepreneurship education is recognised as a cross-‐curricular objective at primary and secondary schools. Entrepreneurial skills are integrated in the curricula as part of compulsory key competences, such as working competences and entrepreneurial competences at secondary education. These competences are translated into compulsory subjects such as Man and Society: Civics, The World of Work and Basics of Civics and Social Sciences in secondary education. Schools have autonomy in implementing these cross-‐curricular objectives into their education plans. In secondary education entrepreneurial teaching and learning is less well embedded, in part due to the existing demands placed on schools in terms of the main subjects covered.
The two largest actors promoting entrepreneurial education in the Czech Republic are the Centre of Fictional Firms and JA-‐YE Czech Republic. They run national and centralised initiatives. The new operational programme, called Research, Development and Education, funded through the European Structural and Investment Funds, running from 2014 to 2020 bring more attention to entrepreneurship education at schools. This operational programme sets entrepreneurship as one of the priorities and thus entrepreneurship skills will be more extensively promoted in the coming years and new initiatives are expected to be launched.
2 EXAMPLES OF ON-‐GOING INITIATIVES ADDRESSING
ENTREPRENEURSHIP EDUCATION
2.1 CREATIVE ENTREPRENEURSHIP IN SCHOOLS Creative Entrepreneurship in Schools (CENTRES) is an international initiative implemented in the Czech Republic, Denmark, Estonia, Lithuania, Finland, Poland, Slovenia and the UK. The main aim of this initiative is to establish an online forum for sharing good practice in entrepreneurship education. The website of the project (http://centres-‐eu.org/) contains a diverse set of materials, links and

references, predominantly from the countries involved. They include a number of best practice examples but also policy recommendations. The initiative targets secondary schools. The project is sponsored from the EU LLP and almost 200 schools from all the partner countries are involved in this initiative.
2.2 CENTRE OF FICTIONAL FIRMS Established in 1992, the Centre of Fictional Firms provides methodological support to schools that would like to establish a fictional firm. The idea of a fictional firm is to enable secondary school students to acquire a wide set of practical skills and experiences in running a business through simulating a company. Thus, the main objective is to equip pupils with knowledge and skills they can apply in future management of SMEs. The initiative is delivered through cooperation of schools and real businesses. The method of fictional firms is also integrated in the curricula; through a dedicated subject entitled ‘Fictional firm’. By the end of 2014, there were a total 379 active fictional firms at 113 schools.
2.3 JA TITAN JA Titan is an educational programme which uses an simulation programme. Students, which take part, go through a process which shows them the problems of decision-‐making and introduces them to some of the basic principles of the market, such as finance and competitor analysis. Students are divided into groups that represent companies on the same market and they sell the same product, thus competing against each other. The programme teaches students to use their theoretical knowledge in practice but setting up a virtual company, learning about teamwork and competition.
2.4 ABC OF ENTERPRISING ABC of enterprising is an educational course that teaches pupils about the basics of being enterprising. The course was designed for pupils between 12-‐14 years of age. It is divided into four thematic areas: Organisation, Management and Human Resources, Production and Marketing. Pupils participate in facilitated discussion about these topics. Teachers play an important role in moderating the discussions during the course. To maximise the benefits of the learning process, there is an emphasis put on the importance of summarising and presenting the key learning points to the full group at the end of the discussions. The course takes four weeks with two lessons per week.
2.5 ENTREPRENEURSHIP.CZ Entrepreneurship.cz is an online education portal offering materials, teaching and learning resources which are free and accessible to all. The ultimate objective of the portal is to promote entrepreneurship education and the development of entrepreneurial mind-‐sets in the Czech education system. The portal contains various materials that can be used by teachers and pupils during classes, such as presentations, workbooks and worksheets. The main topics addressed by the materials include franchising, investments and incomes and career pathways (for example Employee vs. Entrepreneur). In addition, the platform provides information and registration for roundtables in Prague and Olomouc on entrepreneurship education. These roundtables are held within the framework of World Business Week.
