WHAT IS ENTSO-E?ENTSO-E, the European Network of Transmission System Operators , represents41 electricity transmission system operators (TSOs) from 34 countries across Europe, thusextending beyond EU borders. ENTSO-E was established and given legal mandates by theEU’s Third Package for the Internal Energy Market in 2009, which aims at further liberalisingthe gas and electricity markets in the EU.

Te role of ransmission System Operators hasconsiderably evolved with the Tird Energy Pack-age. Due to unbundling and the liberalisation of theenergy market, the transmission system has be-come the meeting place in which the various players interact . Te importance of SOs and ofEN SO-E’s work products for a well-functioningmarket, a reliable system and the success of energy policy keeps on growing.
ENTSO-E OBJECTIVESEN SO-E members share the objective of complet-ing and ensuring the optimal functioning of theinternal energy market . Tey also support theambitious European energy and climate agenda.Important issues are the integration of a highdegree of renewables in Europe’s energy system,the development of the correspondingly neededsystem exibility, and a much more customer-centric approach than in the past.

ENTSO-E contributes to the achievement ofthese objectives through:
• policy proposals based on the European systemviewpoint;
• the drafting of network codes and contributing totheir implementation;
• strengthened and focused regional cooperationthrough the Regional SecurityCoordination Initiatives (RSCIs);
• technical cooperation between TSOs;
• the assessment of short- and long-term regionaland pan-European system adequacy;
• the development of long-term pan-Europeannetwork development plans (TYNDPs); and
• the coordination of research, development and
innovation plans and activities and participationin European research programmes and Horizon2020.
EN SO-E is aware that such important tasks gohand in hand with a strong interaction withEuropean institutions, ACER, and crucially withmarket participants and stakeholders. ransparen-cy is therefore a key principle for EN SO-E, and it
requires constant listening, learning, and improve-ment in the interest of society at large.
WHY ENTSO-E?EN SO-E has been created to support the internal energy marketand Europe’s energy transition. In the early s, European lead-ers realised that the liberalisation of Europe’s energy markets hadmade only limited progress and that the objectives had not yetbeen achieved. Tis left energy markets with uncompetitive gasand electricity prices and persistent barriers to entry for new-comers, thus limiting the possibilities to exercise customerchoice. Additionally, EU leaders committed in March to the
energy objectives. Tis was a turning point for the European power system and all market participants.
• 20 % reduction in EU greenhouse gas emissions from1990 levels;
• 20 % share of EU energy consumption produced fromrenewable resources; and
• 20 % improvement in the EU’s energy ef ciency.
Ensuring security of supply, the completion of the internalenergy market, and a signicant increase in power generationfrom renewable energy sources and their integration requiredmuch closer European energy cooperation. Notably, cooperationneeded to be reinforced at the level of transmission grid opera-tors – the backbone of Europe’s electricity supply. o facilitatethis, policy-makers therefore adopted the Tird Energy Packagein , which in turn created theENTSOs for electricity and gas( i. e., ENTSO-E and EN SOG) and the Agency for the Cooperationof Energy Regulators (ACER). Since its creation, EN SO-E’s legalmandates have increased continuously.
Through these delivera-bles, ENTSO-E is con-tributing to building the
world’s largest integrat-ed electricity market,the benets of whichwill not only be felt byall those in the energysector, but also byEurope’s overall econo-my, today and into thefuture.

ENTSO-E’S LEGAL MANDATESENTSO-E is not just a European association. By EU regulation it has been given mandatesto advance on the integration, decarbonisation and security of the European power systemsand markets.

THE THIRD ENERGY PACKAGETe Tird Energy Package is a set of two European directives andthree regulations. Te regulation that stipulates EN SO-E’s tasksand responsibilities is Regulation (EC) No / on condi-tions for access to the network for cross-border exchangesin electricity. Te regulation says that EN SO-E is responsible forenhancing cooperation between its members to assist in thedevelopment of a pan-European electricity transmission networksupporting the following overarching objectives:
• secure and reliable operation of the increasingly complexnetwork;
• facilitation of cross-border network development and theintegration of renewables; and
• enhancement of the Internal Energy Market.
o achieve these, the regulation provides EN SO-E with a toolbox of tasks and responsibilities, including network codes, infra-structure planning, and adequacy forecasts.
INTER-TSO COMPENSATION MECHANISMRegulation (EU) / on guidelines relating to the inter- SOcompensation mechanism sets out the methodology by which
SOs receive compensation for the costs incurred in hostingcross-border ows of electricity. In compensating TSOs for thesecosts, the mechanism aims to incentivise the hosting of cross-border ows and facilitate the creation of an effectively competi-tive pan-European electricity market.
TEN-E GUIDELINESRegulation (EU) / on guidelines for trans-Europeanenergy infrastructure, which came into force in April ,introduces European Projects of Common Interest (PCIs) :electricity projects that have signicant benets for at least twoMember States. It also stipulates that EN SO-E’s ten-year net- work development plan ( YNDP) be the sole basis for theselection of PCIs. EN SO-E is also mandated to develop acorresponding cost-benet analysis methodology for theassessment of transmission infrastructure projects.

ELECTRICITY MARKET TRANSPARENCY REGULATION(EU) NO. 543/2013Te ransparency Regulation (EU) No. / on submissionand publication of data in electricity markets came into force in June . Tis regulation makes it mandatory for European data providers and owners to submit fundamental information onelectricity generation, load, transmission, balancing, outages, andcongestion management for publication through the ENTSO-ETransparency Platform , which has been operational since Janu-ary .
Te information published by EN SO-E is collected from data providers such as SOs, power exchanges, or other qualied third parties. Te platform enables the provision of nearly real-timemarket information and thus facilitates the development of moretransparent, liquid, efficient, and competitive electricity marketsacross Europe.
STAKEHOLDER ENGAGEMENTStakeholder contributions play an essential part in the development of all main ENTSO-E deliverables, including networkcodes, 10 -year network development plans, scenario outlooks and adequacy forecasts, annual work programmes, andR & D roadmaps.
ENTSO-E is committed to listening to the concerns ofcustomers, stakeholders, and other relevant parties, tostrive to understand their needs, and to use stakehold-ers’ feedback as an important contribution for improv-ing the quality of ENTSO-E work products.
Consultation with stakeholders is far more than a mandatory re-quirement – stakeholder expertise is indispensable to delivering well-critiqued and acceptable proposals. ENTSO-E is committedto taking into account the broadest range of views from stake-holders at an early stage of development of its products. Teassociation engages on a regular basis with individual stakehold-ers and stakeholder groups through numerous informal meet-ings, formal web-based consultations, and workshops. EN SO-E’sonline consultation tool was chosen primarily for its user-friend-liness. It allows stakeholders to easily contribute to the develop-ment of EN SO-E’s deliverables.
ACER AND EU INSTITUTIONS
EN SO-E is strongly committed to maintaining its close and productive working relationship with ACER and the EU institu-tions . On network codes, EN SO-E wants to go further andengage with national regulators, Member States, and all stake-holders to ensure that network codes are well-understood andthat all parties have the capacity to implement them successfully.Te European Stakeholder Committees for network codesimplementation , jointly set up with ACER, will be key in meet-ing this challenge.
Stakeholder engagement will continue to be the barometerhelping EN SO-E to full its missions and functions in a way thatmaximises the competitiveness, sustainability, and security of theEU power system.

ENTSO-E’S WORK PRODUCTSTo full its EU mandates ENTSO-E has developed a series of work products which go fromnetwork codes, ten-year network development plans, transparency platforms, research anddevelopment roadmaps. They are the results of joint work with EU institutions and stakeholders.

PAN-EUROPEAN TRANSMISSION NETWORK PLANS ANDCOST-BENEFIT ANALYSISEN SO-E’sten-year network development plan ( YNDP)identies the investment needs for the pan-European electricitytransmission system. Te YNDP package consists of the YNDPreport, six detailed regional investment plans, the scenario out-look and adequacy forecast (SO & AF).
Te YNDP ensures greater transparency regarding the entireEuropean electricity transmission network. It aims at supportingdecision-makers at regional and European levels. EN SO-E’s
YNDP is the sole basis for the selection of EU projects ofcommon interest (PCIs).
EN SO-E updates the YNDP every two years, continuouslyimproving its methodology. For inclusion in the YNDP, each project, whether transmission or storage, has to go through acost-benet analysis. Te Europe-wide cost-benet analysismethodology is developed by EN SO-E in consultation with
stakeholders and adopted by the European Commission. Itassesses projects against socio-economic and environ mentalcriteria. Te cost-benet analysis ensures that each project provides more benets to EU citizens than they cost.
ADEQUACY FORECASTSEN SO-E publishes summer and winter generation outlooks, as well as a long-term system adequacy forecast, the Scenario Out-look & Adequacy Forecast (SO&AF).
Te EN SO-E outlook reports present the views of Europe’s SOsregarding national, regional, and pan-European security of sup- ply for the summer and winter periods and highlight possibilitiesfor neighbouring countries to contribute to the generation /de-mand balance in critical situations. Te SO&AF analyses systemadequacy of the pan-European power system on the long-termtime horizon.

NETWORK CODESEN SO-E’s network codes are binding pan-European rulesdrafted by EN SO-E, with guidance from ACER, to facilitate theharmonisation, integration, and efficiency of the European elec-tricity market.
EN SO-E’s network codes are grouped in three overarching areas:
• connection codes connecting electricity generators, demand,and DC lines to the transmission grids;
• operational codes governing how the pan-European electricitysystems are operated; and
• market codes facilitating and harmonisingelectricity tradingacross European borders.
Each code follows a similar process. ACER develops a frameworkguideline setting the policy choices for each code. On this basis,the codes are drafted by EN SO-E following intense consultation with stakeholders. After ACER’s opinion and recommendation foradoption, each code is submitted to the European Commissionfor approval through the Comitology process, i. e., to be voted onby Member State representatives. Parliament and Council have
three months to raise any objection. Following that networkcodes become EU law, directly binding and implemented acrossall Member States.
Alongside drafting the codes, SOs have started early implemen-tation of certain provisions of the codes. Te consistent imple-mentation of the codes across Europe will be the next challengefor the electricity sector as a whole.
ENTSO-E TRANSPARENCY INFORMATION PLATFORMOne of the key contributors to the achievement of the internalenergy market is EN SO-E’s Central Information ransparencyPlatform, which is in constant improvement since its launch in January . Te ransparency Platform provides free and equalaccess to fundamental data and information on pan-European wholesale energy generation transmission, and consumption.Tis contributes to providing a level playing eld for all market participants.
Under REMI ’s transparency framework obligations, SOs arerequired to disclose inside information in an effective, timely,and complete manner. SOs have obligations to become moretransparent by publishing simultaneous information on conges-tion management within one hour after real time as well as costsof and reasons for any actions undertaken.
Te data from the ransparency Platform will further supportand complement fundamental data gathering obligations underREMI . Te platform is intended to support an open, integrated,and transparent electricity market in line with the third energy package. Te EN SO-E ransparency Platform therefore has akey role to play in supporting the steady evolution of electricitymarkets across Europe in terms of integration, competition,liquidity, and transparency.
ANNUAL WORK PROGRAMMEEN SO-E’s Annual Work Programme shows how codes, network plans, innovation, and SO cooperation combine with marketand policy contributions to chart a path through the large uncer-tainties of the electricity system. Te work programme in-cludes sections on strategy and resources and puts EN SO-E’s
contributions in the wider context of Europe’s energy goals. Dueto the importance of the network codes for the European elec-tricity market and system, the work programme includes a sepa-rate network code chapter. Other chapters address R&D, systemdevelopment, system operations, markets, and other activities.
REGIONAL TSO COOPERATIONSOs have been cooperating in regions for many decades. Tis
regional approach is the basis of most EN SO-E activities, wheth-
er in operation, planning, or market issues. Te YNDP packageincludes six regional development plans. On the market side,SOs have cooperated to create a common auction office for allo-
cating cross-border transmission capacity (i. e., CAO, CASC). Teregional and bottom-up approach is enabling progress on the im- plementation of the third package, including the network codes.
On operational security, EN SO-E developed a range of tools in-cluding the EN SO-E Awareness System (EAS) and the RegionalSecurity Coordination Initiatives (RSCIs).

Te EAS is an I tool that provides a real-time viewof the energy ows and state of the network acrossthe whole of Europe. It is an essential collaborativetool for SOs in countries to increase Europeanconsumers’ security of supply.
Regional security coordination initiatives such asCoreso (Coordination of Electricity System Opera-tors), SSC (Security Service Centre), SC ( ransmis-sion System Operator Security Cooperation), SCC(Security Coordination Centre), MIBEL (MercadoIbérico de Energia Eléctrica), and Nordic organisa-tions improve the security of the overall networkand maximise the trans mission capacity availableto market participants. In , RSCIs covered closeto three-quarters of Europe’s population.
RESEARCH, DEVELOPMENT, AND INNOVATION(R&D)Innovation, which includes the three dimensionsbusiness model-, process-, and technology innova-tion, is vital for achieving the energy transition.
EN SO-E’s R&D Roadmap provides the EN SO-E vision on grid projects to be carried out by SOs tomeet EU objectives. Te roadmap is supported bythe annual R&D Implementation Plan, which com-bines both top-down and bottom-up approaches inmeeting the requirements of the roadmap. Te Im- plementation Plan also reects on the upcomingneeds and priorities of SOs and other stakehold-ers. It also serves as the backdrop for developing
calls for proposals under the European EnergyResearch and Innovation (EERI) Programme and provides input for initiatives by the European
Commission, the European Electricity Grid Initia-tive (EEGI), technology providers, and other stake-holders. For large parts of this work, EN SO-Ecooperates very closely with the distributionsystem operators, for example, on smart grids withEDSO for Smart Grids.
In addition to these publications, EN SO-E pub-lishes annually an R&D Monitoring Report thatassesses the progress of SO-related R&D work andallows EN SO-E to monitor its progress against thetargets set out in the R&D Roadmap.
R&D in the SO domain focuses on the integrationof new network technologies, pan-European stand-ardisation of system modelling, operations anddata exchange, SO-DSO interaction, and knowl-edge sharing.
ELECTRICITY DATA AND STATISTICSEN SO-E collects and collates a wide range ofdata sets and gures on power systems of member
SOs, including production, consumption, cross-border exchanges, and network components. Teseare published on EN SO-E’s ransparency Platformand in publications such as the Statistical Fact-sheet, Electricity in Europe, and the Yearly Statistics& Adequacy Retrospect.

SYNCHRONOUS AREASTe geographical area covered by EN SO-E’s memberTSOs is divided into ve synchronous areas and two iso-lated systems (Cyprus and Iceland). Synchronous areasare groups of countries that are connected via theirrespective power systems. Te system frequen cy ( Hz, with usually very minor deviations)is synchronous with-in each area, and a disturbance at one single point in thearea will be registered across the entire zone. Individualsynchronous areas are interconnected through direct
current interconnectors.
THE BENEFITS OF SYNCHRONOUS AREAS INCLUDE:
• generation pooling, resulting in lowergeneration costs;
• common provisioning of reserves,resulting in cheaper reserve powercosts (for instance, in case of a
disturbance or outage); and• mutual assistance in the
event of disturbances.

ENTSO-E GOVERNANCEENTSO-E is an international non-prot association (AISBL) established according to Belgianlaw. The highest body of ENTSO-E is the Assembly, which comprises of representatives atCEO level of all the currently 41 members. The Assembly meets four times a year. ENTSO-E isnanced by its members. The member TSOs contribute to the budget according to the numberof countries and the population they served.

ENTSO-E BOARD
The ENTSO-E Board is elected every two years from the overall membership and through the Assembly. It includes 12 representatives. The president, vice-president, and committee chairsare invited to board meetings.
The board coordinates the committees and the Legal and Regulatory Group work andimplements Assembly decisions. It adopts position papers within the framework of the generalstrategy of the association adopted by the Assembly. It meets approximately six times a year.

ENTSO-E has established four specialised committees comprised of managers frommember TSOs. Each committee leads a number of regional groups and working groups.TSOs cooperate through ENTSO-E committees on different electricity policy issues.
The ENTSO-E Committee structure reects its contributions to the four main EU energypolicy goals:
At the same level as the four committees, the transversal Legal & Regulatory Group advisesall ENTSO-E bodies on legal and regulatory issues. In addition, expert groups on data, networkcodes implementation, and EU affairs provide specic expertise and work products to theassociation.

1.Contributing to thedevelopment of a strongand adequate grid
TheSystem Development Committee coordinates at European and regional levels the network develop-ment and prepares the ten-year network development plans, the Regional Investment Plans, and adequacyforecasts. It also drafts connection network codes.
2.Guaranteeing secureand reliable power systemoperations
TheSystem Operations Committee is in charge of technical and operational standards, includingoperational network codes and power system quality. It ensures compliance monitoring and develops tools fordata exchange, network models, and forecasts.
3. Promoting a fully developedinternal electricity market
TheMarket Committee works towards an integrated and seamless European electricity market and is incharge of methods for cross-border congestion management, integration of balancing markets, ancillaryservices, and the inter-TSO compensation mechanism, including market network codes.
4. Ensuring the ambitioususe of innovation
TheResearch & Development Committee ensures the effective implementation of ENTSO-E’s mandate inthe area of innovation and R&D, largely focusing on strong and smart grids and the empowerment ofcustomers and prosumers.

THE ENTSO-E SECRETARIATITS ROLE AND STRUCTURE
EN SO-E’s Secretariat is based in Brussels. Te Secretariatemploys permanent staff members. It is headed by the Secre-tary General and represents EN SO-E to the European institu-tions, regulators, and stakeholders. ogether with the board, the Assembly, the committees, and the LRG, the Secretariat developsthe deliverables described above. Trough its support of theEN SO-E bodies and working groups, the Secretariat ensures asmooth and effective functioning of the association’s work.
An important task of the Secretariat is ensuring that EN SO-E work products reect European policy directions and stakeholderconcerns, which the Secretariat aims to understand particularly well due to its location in Brussels and communication and poli-cy expertise. Te Secretariat is organised along the committeestructure, with thematic and horizontal sections headed bymanagers and supported by advisors and coordinators.
