Energy Management in IOCL

Ref ineriesy State-of-the-art effluent treatment technologies

y  All installations/terminals are certified to ISO-14001

standards.y  All refineries are also rated under International Safety

Rating System (ISRS). Panipat and Gujarat Refineriesare rated Level 9 in the scale of 1 to 10.

y

Full-f ledged effluent treatment plants . PanipatRefinery continues to maintain zero discharge sincecommissioning in 1998.

y The sulphur dioxide emissions at IndianOil Refineries are well below the limits prescribed by the Ministry of  Environment&Forests and State Pollution Control Boards.

y Secondary processing units for improving fuel quality andreducing emissions.

y Sulphur recovery units have been installed at all therefineries.

y

Average energy consumed per barrel of crude processed perenergy factor (NRGF) in IOCL refineries has reduced from77 to 66.7 in last 5 years

y IOCL has plans to reduce energy consumption by another10 to 20% in future through operational improvement andtechnology upgradation

ationy Steps taken include in-house process monitoring and

induction of latest technologies

y The energy index in terms of MBTU/BBL/NRGF (MBN) of

IndianOil refineries in the year 2007-08 has come down to67, which is much lower than the industry average of 71

y 20 energy conservation schemes were implementedduring 2007-08 resulting in savings to the tune of 27,000

SRFT

(Standard Refinery FuelT

onnes) per year

y Carbon dioxide emission from Indian Oil refineries interms of MT/MT of crude oil processed came down to0.265 from 0.333 in the previous year

Water and Effluents

y Indian Oil refineries fully comply with the MINAS(Minimal National Standard) set by the Ministry of Environment & Forests, Government of India, andthe Central Pollution Control Board with regard touse of water resources and the quality of eff luents

dischargedy The refineries are equipped with elaborate, well

designed effluent treatment plants (ETPs).

y The treated effluent is reused/recycled for variouspurposes within the unit such as firewater &

cooling towers make-up, and for developing andmaintaining green belts, eco-parks and ecopondsin the premises

y This has helped reduce discharge outside the unit

Water and Effluents contd

y Some specific steps taken by IOCL

y Panipat Refinery has been fully reusing thetreated effluent since its commissioning in

1998y Haldia Refinery took action for continuous

use of ClO2 (Clorine Dioxide) in ETP-treated water to maximize its reuse.

y Digboi Refinery has installed a reverseosmosis plant for reuse of treated eff luent

y  As a result of such steps, reuse of treatedeffluent went up from 75.3% in 2008-09 to79.3% in 2009-10.

As a result of such steps, reuse of treated effluent

went up from 75.3% in 2008-09 to 79.3% in 2009-

Emissionsy  Another area of thrust is reduction of emission

from refineries.

y The major sources of gaseous emissions areflue gases from boilers and heaters, FCC

regenerators and Sulphur recovery units.

Emission Managementy Mobile vans with sophisticated monitoring

equipment

y IndianOil refineries fully comply with theapplicable emission standards for processunits as also total sulphur dioxide emissionlimit prescribed by statutory bodies.

y

On-line SO2 analysers are installed in threeflue-gas stacks at Guwahati Refinery.

Waste Management

y Oily sludge in crude oil tanks, chemical sludge, bio-sludge and spent catalyst are common solid wastesin refineries

y Sludge management is done as follows:

y Reduction/prevention of waste generation

y Oil recovery from sludge

y Safe disposal of residual sludge

y

During the year 2007-08, 8,000 metric tonnes(MT) of oily sludge generated at refinery andpipeline installations and 2,800 MT of acid tar atDigboi Refinery were safely disposed of throughbio-remediation

Pacif ic Sustainability Index

(PSI)y The Pacific Sustainability Index (PSI) scores companies on

environmental and socioeconomic comprehensiveness(transparency) and performance as expressed in their

 voluntary environmental or sustainability reports

y Performance scores are calculated in both environmentaland social reporting category when data are better thanpeer average, taking a leadership position for the sector, and at its maximum performance

y The scores are percentages of the total points possible in

the Pacific Sustainability Index

y This analysis can be used by companies to benchmark theirown reports and performance against companies withinand across industries

BIODIESEL

y IOC R&D has studied complete value chain of  Biodiesel, initiating from plantation to field trials. Few of

the major initiatives are :y Development of Biodiesel Trans- esterification process

y Life Cycle assessment studies of Biodiesel from JatrophaPlant

y Trials for preparation of bio-diesel from various vegetable oils; which includes oil from Ricebran, Jatropha Curcas, Palm, Sunflower etc.

y Trials with Indian Railways & T A T A motors for levels of 5%, 10% & 20% of biodiesel.

HYDROGEN AS FUEL

y IndianOil recently commissioned Indias first Hydrogen-CNGfuel dispensing station at its R&D Centre at Faridabad. Thepilot station provides a hands-on experience with on-siteHydrogen production, storage, distribution and supply.

y IndianOil, in coordination with vehicle manufacturers, willtake up lab scale developmentof Hydogen-CNG engines.

y Some of the other projects identified include development of Hydrogen-powered three-wheeler and bus engines inassociation with SI AM (Society of   Indian Automobile

Manufacturers), conversion of CNG three-wheelers and busesto Hydrogen-CNG mixture and development of Hydrogenconversion kits for portable gensets.

ALTERNATIVE FUELSy LPG

LPG as a clean-burning fuel is now available from 136Indian Oil outlets across the country.

y Ethanol-blended petrol

In the year 2003, a new eco-friendly fuel popularly called Gasohol was launched. This fuel combinespetrol with 5% ethanol obtained from the sugarcanemolasses available throughout the country

Indian Oils R&D centre has established a feasibility of ethanol blending up to 10%, which is now gainingacceptance of vehicle manufacturers
