InuoducUon and BackerowidThe development has been ongoing for well over 20 years. ft is presently used as a retailanhydrous ammonia distribution sire and the owner is now wishing to add a granular fertilizerdistribution facility to the site. Bath anh’.drous ammonia and granular fertilizer will bedistributed to other retail locations with Anlwdrous ammonia is also being delivered to localthrmers.

This facility is already certified under the Canadian FertiUzcr Institutes program, which ismanaged by AWSA [or all Anhvdrous Ammonia sites. Certification No. is 9410070. Aenvironmental licence is being applicd for because the ownet wishes to make changes to the siteby adding the storilig and distribution of granular fertilizer as outlined below.

The property is presently zoned MI-I - Heavy lndusuial. lie anhydrous ammonia facility is anallowed use within the industrial /oning. The proponent is applying br a Conditional Use Permitto add the granular fertilizer fadlity on this sue. The site is surrounded by other industrial usesincluding other fertilizer manufacturers and retailers. The nearest residential neighbour isapproximately 1 mile to the casL of the facility. See Figure 3 below.

The existin2 anhydrous ammonia (N113) site consists of a rail siding used to ddiver NH3 to thesite. From these rail cars the Nl13 is unloaded into 2-30.000 Us gallon holding tanks supportedby a concrete foundation, from which the >1113 is transferred to nurse tanks or delivers- units fordelivery to another facility or the end user. No farmer enters this site, All product is delivered.There are approximaTei 20 flume tanks and 2 ddiery trucks also being stored on the property.The entire area used for NJ 13 distribution is surrounded with a 6 high chain link fence with agate on the east, south and est for enir) and exit All equipment used for the storage ordistribution olNi (3 is maintained on a regular basis and all employees arc trained prior to thestart oi wort as per AWSA rcquirements for certification. For a detailed sketch oithe fencedcompound within the property see Figure 4 attached.

The proponent is also desiring to add 2 new granular fertilizer buildings to the facility measuring68 x 400’ each. Each building will hold approximately 10,000 lonnes of fertilizer each. Thetypes of fertikzer stored will be either map monammonium phosphate. urea or ammoniumsulphate. The entire warehouse wilt hold any one of these products or the warehouse may bedivided to hold a combination of any one of these products. These warehouses wilt be used fortemporary storage of granular fertilizer that will be delivered by rail via a new spur linc to he

installed. Ihe rail car vill relcase the fertilizer onto a conveyor that takes the fertilizer to thebuildimz where it gocs up a leg and placed onto another conveyor with numerous gaics allowiiithe product to be discharged at the desired location within the warehouse, This entire processalong with all other loading and unloading ofproduct \vill be perfonned on a paved loading padmallow for quick. easy and pmper clean up for any pruduct that may spill during any of theseprocesses. The ferlilizcr ill then be loaded onto trucks and distributed to othcr retail locations.11w trncb will he loaded by opcmtin a loader inside the warehouse from either end of thewarehouse 10 (ill a hopper with a conveyor going out to the truck jusL outside the building. Iliese2 new buildings will have a concrete foundation and floor and the building itself will be anarched sted building. Sec Figure 5 attached for location of warehouses.

The area around this site is quite flat, It is an industrial area within the city of Brundon withresidential area approximaielv 2 miles to the wesi. The subsoil conditions for SWt lb - 10- 18WPM is sandy and gravely with some larger stones.

The area surrounding the subject property is industrial land. A slough in the southeast of thepropertY may be used by ducks and geese for their habitat. Otherwise there would not be anyother “ildlife in the area because of the high density of buildings and working people.

DescrjpjqOfEnvimnmental Etfects of the Proposed DevelopmentThere should be no negative elTeccs to the environment as a result of this development. There areseveral lavets of protection in pluce to protect both people and cnvironment.

Firstly. P1113 will escape as a gas and dissipaic into the air. In the unlikely event there s[ouLd be alarge release of NI 3 gas and this release would be doused by water to minimize thc amount 0rairborne priiduct.

Secondly. water sauiralcd with P1113 would tmain on site and he cleaned up immediately. Thecontainment berm around thc low lYing area where aohvdrous arnnlouia is stortd would preventcontaminated water from entering the slough or going off site.

Thirdly, all zranuIar fertilizer are stored in one cithe two warehouses.

Fourzhl. transferrirm of granular fertilizer takes p’ace on a paved pad allowing any discharge ofproduct to be contained and cleaned up immediately.

Mitiuation Measures and Residual Envirunmencal Effects

Mitigation and residual effeas an as outlined above, namely:

The conlaimneut berm around the Ion lying area where anhvdrous ammonia is stored wouldprevent conTaminated vatcr from entering the slough or going off site. Any contaminated liquidwould be cleaned up immediately.

All granular renilizcr spillcd during loading or unloading would be swept up inimcdiatei afterthe operation was completed and placed into the ‘warehouse with the other product.

All personal are trained on a regular basis for their speciticjoh requirements including safety inhandling product. Thcy 1mw an mcrgency response plan on site which is reviewed annuallyand an Emergenc) Response drill is performed at loaM annually.

Upon decommissioning of the site, soil samples will be taken to ensure that there are nocontaminants on the site. Any contamination found will he rcnwdiatcd as required for thatparticWar produci or pruducts.
