ENVIRONMENTAL AND SOCIAL MANAGEMENT PLAN SUMMARY

a) Brief description of the project and key environmental and social components
The government of Angola is putting in place a Scientific and Technological Development
Project with the AfDB support. This project is part of the implementation of the National Policy
for Science, Technology and Innovation – NPSTI, in order to foster the contribution of STI to
industrialization, economic diversification and development in the country and also is aligned with
the National Development Plan.
To ensure that science and technology provide the answers that society and economic development
need, it is necessary to encourage R&D, to promote interaction between universities, research
institutions, companies and civil society organizations, to foster innovation and to disseminate
knowledge. Policies for Science, Technology and Innovation (STI) seek to create conditions so that
those developments become a reality.
The STDP is integrated on the AfDB strategie 2013 – 2022 related to human capital and gender. The
objective of the STDP is to contribute to the diversification of the economy through scientific and
technological innovation. One of the components of this project is the Technological Park of Dande,
which will be located in the city of Mabubas, northern Bengo province, belonging to the Academic
Region nº 1. Dande is a municipality in the province of Bengo, Angola, based in the city of
Mabubas.
The project is classified as Category II, accordingly with environmental and social procedures of the
AfDB. The environment and social negative impacts will be mainly related to the construction phase
of the Technological Park.
b) Major environmental and social impacts
Positive impacts The main positive impacts resulting from the Design, Construction and Operation of
Technological Park of Barra do Dande are listed below:
1. Facilitation of operations related to land issues (resettlement)
2. Creation of temporary jobs and improved living conditions
3. Stimulation of local and regional economy
4. Access to clean water, electricity and local community health services
5. Opening up and improving the road network and communication
6. Access to clean water, electricity and health services
7. Improving living conditions
8. Greater consideration of gender
9. Introduction of environmental and social issues into the training modules
10. Better knowledge on Climate change
11. Installation of solar water heating and solar back up power systems which lead to saving
fossil fuels energy sources for the Technological Park
12. Creation of laboratories and workshops that encourage a better environment for science
and technology.
13. Rainwater harvesting will be incorporated to improve water availability in the Park and
this will be used to do gardening and tree planting and general cleaning.
14. Fostering the development of scientific and technological skills of girls and improving
women's involvement in science, technology and innovation.
Potential negative impacts
The main negative impacts resulting from the Design, Construction and Operation of
Technological Park of Barra do Dande are listed below:
1. Soils erosion
2. Water Resources overexploitation (surface water, groundwater)
3. Soil and water pollution
4. Air quality, noise and vibration
5. Deforestation, loss of vegetation and landscape degradation
6. Direct impacts on wildlife
7. Loss, fragmentation and degradation of habitat
8. Risks of involuntary resettlement and conflict in case of occupation of public or private
land
9. Risk of displacement, destruction of property and disruption of socio-economic activities
related to the existing site.
10. Social conflict risk of non-employment of local labor
11. Pollution and nuisances related to the movement of vehicles for construction site supply
12. Health and safety risks for workers and populations
13. During the operational phase it is expected an increase of water consumption, production
of wastewater and solid waste
c) Enhancement and mitigation program
The ESMP includes measures that must be implemented during both the construction and
operational phases of this project. The ESMP is part of the overall Project Management for this
investment and further addresses:
Management of hazardous materials during the construction and operational phases of the
project.
Waste management requirements for both hazardous and non-hazardous wastes that will
be generated during the construction and operational phases of the project.
Occupational health and safety (OHS).
Giving the nature of this project, the main negative impacts identified that would require
mitigation measures are associated to the construction period. As part of the mitigation program,
the measures are organized in the sub-programs. The main sub-programs are listed below:
2. Habitat, Fauna and Flora Conservation Plan
Maximize existing road network use
Minimize construction of temporary or permanent access roads or tracks
Layout new accesses taking into account the direct and indirect environmental impact, in order to
provide easier access to the population to currently relatively preserved areas
3. Water and Groundwater Mitigation Plan
Minimize interference with groundwater by allowing infiltration in recharge zones
Keep distance from existing hydraulic network
Application of conservation measures for soil and water at the site
Development of adequate water storage on the site(s)
Study and develop alternate routes for natural surface water flows at the site
Equip construction sites with sufficient toilets; they should include a water treatment system
Place site activities that generate waste water (such as depots, mechanical workshops; equipment
washing areas, concrete mixing plants) in such a way that the risks of groundwater pollution are
minimized
Rainwater must be diverted from the work site to the extent possible to avoid contamination
Determine the flood elevation prior to site installation, in order to ensure that flooding risk will not
concern storage areas (materials, hazardous products) or activities using hazardous products
Concrete plant run-off shall be collected and decanted prior to release in the environment
Minimize obstruction of river beds and pollution of the same by hydrocarbons and other potential
pollutants
If a water course is altered by construction activities, make every effort to restore its original
geomorphology after completion of civil works
4. Construction Spoils Management Mitigation Plan
Identify potentially recyclable materials; investigate local market for the same, and prepare procedures
for recycling
Selective waste components to ensure separation of non-inert materials prior to final destination
Separation of recyclable materials, where required, to ensure maximum value of the same, to allow
recycling of wood, polystyrene, plastics and metal scrap
Reuse of appropriate demolition rubble as fill material
Develop safe temporary packaging and storage (with appropriate labels) at the construction site for
hazardous materials until they can be properly managed offsite
5. Natural Resources Use Mitigation Plan
Reuse topsoil on project slopes before planting operations
Implement water conservation measures (including waste water recycling if possible)
Justify processes used in the construction activities that consume the most water (e.g. concrete mixing
plant using water closed circuit, vehicles and other equipments washing waters to be reused as far as
possible)
Maximize the excavation waste recycling for the temporary or permanent road construction
6. Erosion and Sediment Control Plan
Avoid storage too close to steep slopes and cliffs
Avoid uprooting vegetation outside the project footprint, and clearly mark areas to be left intact
Remove and store topsoil, as necessary, with dispositions against moisture, erosion, and exposure to
dust
Identify and avoid working in erosion-prone areas, especially during dry season
Stabilize any gradients that are modified during construction
Promote vehicle traffic in stabilized zones
Rainwater runoff coming to the work sites must be diverted (gutters, dikes) to decrease volumes to be
managed
Avoid risks from flooding by determining potential flood levels and making consequent plans to avoid
risks from construction activities
Water runoff must be channeled in work sites to ensure a better control
Regular and after rainy event inspection of diversion and retention devices
7. Fugitive Dust Control and Air Quality Monitoring Plan
Periodic monitoring of dust emissions at the quarry sites, at selected locations
Use of dust suppression measures (through aspiration or spraying surfaces with water, especially in
the area around the screening/crushing units)
Minimize dust raised by vehicles on dirt track by implementing traffic control measures (limit vehicle
speed, traffic volumes, etc.)
Cover (that is, with tarpaulins) materials liable to produce dust during transportation or storage
Spray and/or regularly compact dirty tracks with water, and clean vehicles regularly (if necessary and
appropriate, within the availability of water in this area)
To the extent possible, schedule dust-raising activities during periods when low or no wind velocity is
forecasted
Clean roads regularly to remove dust and mud deposited by vehicles associated with construction
activities
Use of metal paneling to protect the plant from wind and to limit exportation to neighboring dwellings
Silos equipped with dust filters
Safety device on automatic filling device, in order to avoid overflow
Each vehicle must undergo regular inspection in terms of emissions
Prohibit emission control device removal
Minimize vehicle usage
Speed limits must be strictly enforced and checked

8. Solid Waste and Wastewater (including rainwater) Mitigation Plan
Preliminary waste collection over all project perimeters
Maintain cleanliness of contractors’ facilities and other sites
Avoid uncontrolled burial or unsanctioned dumping of solid wastes (e.g. by providing suitable
containers that are emptied regularly)
Maximize reuse and recycling of waste materials (including excavated materials, which must be
managed in a way that minimizes erosion, production of dust and visual impact)
Implement separation of wastes at the source (e.g. through a site waste deposition and sorting area,
which should include a skip for concrete, cement, masonry and brick wastes)
Protect waste deposits and waste sorting areas (whether temporary or permanent) from the elements
and animal (e.g. rodent) and disease vectors
Ensure that the management and final destination of waste are in keeping with local regulations and
international standards
As per above, good management of any non-hazardous or hazardous waste generated must be ensured,
and safe temporary storage prior to recycling or final disposal must be provided (through the use of
labeled bins that are regularly checked). Proper management must be ensured (including regular
collection of non-hazardous by the City of Mabubas waste collection services, and appropriate
management of hazardous wastes).
Domestic wastewater must be treated on site, or exported to a treatment facility, or directed to the
municipal sewer system
Rain water harvesting to be incorporated to improve water availability in the Park and this to be used
to do gardening and tree planting and general cleaning.
9. Traffic Control Mitigation Plan
Minimize vehicle use to extent feasible (shuttle buses for personnel, on-site lunch trucks for workers
remaining on site)
Speed limits must be strictly enforced and checked
Training for drivers on safe driving methods, including testing; implementation of a traffic study
concerning main expected routes trucks will take from the quarry(ies)
Restricted access for quarry trucks (for example during daytime congested hours)
Identification of any sensitive ecological zones or other sensitive zones (schools, shopping areas, etc.)
along the route(s)
Placement of signs placing limits on truck velocities and routes (and adequate enforcement of these
rules)
Implementation of a hotline to receive complaints from local residents
Transport of large loads and hazardous materials must be carefully planned in advance, during low-
traffic periods and avoiding residential areas as possible (local authorities must be advised)
Coordination with the public works department with respect to the need for road maintenance
Avoid overloading vehicles
Implement an Traffic Plan to improve the road traffic safety, incorporating the needs of artisanal and
commercial activities and the evolution of the construction works
10. Public Communications Strategy Plan
Implementation of a hotline to receive complaints from local residents
Schedule of electricity and water cuts
Implement of Traffic Plan accounting for the needs of artisanal, commercial activities and neighboring
residential areas, regularly updated to anticipate disturbances

11. Occupational Health and Safety Plan
Provision of protective equipment for personnel (including hearing protection devices) appropriate to
specific job requirements, including training regarding proper use and maintenance
Periodic reviews and assessments regarding project safety and industrial hygiene practices and
programs
Assessment and inspection of chemical control practices, use of protective equipment, noise control
measures
Development of a Project Occupational Health & Safety Plan, including worker health education and
awareness program

guidelines
Prohibit the use of open fires for cooking
Ensure that fire extinguishers and other fire fighting equipment are available and easily accessible
Ensure that emergency procedures (including the names of persons responsible for safety, emergency
telephone numbers and reporting procedures) at appropriate locations at the site, and that workers are
properly instructed regarding the same
12. Health and HIV/AIDS Management Plan
Develop an Action Plan based on IEC, aiming at sensitizing the workers and local populations on
HIV-AIDS,
Provide the access to prevention methods, in particular condoms, to workers and local communities,
Provide voluntary counseling and testing to workers and local communities.
13. Spill and Hazardous Materials Control Plan
Collection of used oils in drums, to be sent to used oil collection facility
Training of workers regarding proper management of used oils
Installation of a retention basin where used oils and other hazardous materials are stored
All hazardous materials must be clearly labeled following international labeling standards
Chemical products or waste considered to be hazardous must be registered and their use and
movement tracked
Prohibit lead, asbestos and PCBs -based materials
Workers must be trained in the handling of hazardous materials
Explosives (in case of use) must be stored under lock and key, in restricted areas that are isolated
Transport of hazardous material must be carefully planned in advance, during low-traffic periods and
avoiding residential areas as possible (local authorities must be advised)
Concrete preparation must occur in dedicated areas, away from water courses
Loading and unloading of hazardous materials must be carefully supervised, and a retention system
must be provided for confining any accidental spills
Refueling areas must be protected to avoid ground contamination
Hazardous products and wastes must be packaged following international standards during storage
and transport
Hazardous materials must be stored away from hydrographic network and ecologically sensitive
zones
Retention zones must be provided in hazardous waste storage areas (fuel tanks must surrounded by a
retention area capable of holding 110% of the volume of the tank)
Oil and other lubricants change or refueling must be carried out on dedicated impervious areas with
retention facilities
Used oils must be stored in a dedicated site, and not mixed if possible
Containers and tanks for hazardous products or wastes must be tested regularly to reduce the risk of
leakage
Ensure that site machine repair shops have impermeable floors to confine pollutants
Pumps, compressors and other non-mobile equipment must be placed in retention basins
Vehicles and equipment must be subject to regular maintenance
Absorbent materials must be properly stored, and provided in sufficient quantity
Spilled fuel, soiled sand or earth used to soak up spills and any other contaminated material must be
managed in a safe manner corresponding to the properties of the material

d) Monitoring program and complementary initiatives
The Project Management Unit, the Ministry of Environment through National Direction of
Prevention and Environment Impact Assessment (DNPAIA) and Dande Municipality
Administration will follow up on all ESMP matters in the Technological Park to ensure that all
the above Mitigations Sub-programs are adopted. AfDB supervision missions will follow up the
implementation of the ESMF. Consultants on work supervision will have the responsibility of
ensuring that contractors follow the ESMP. The table 1 provides environmental and social
monitoring indicators

e) Institutional arrangements and capacity building requirements
The implementation of the ESMP will be under the direct responsibility of the Project
Management Unit (PMU) located in the Ministry of Science and Technology in collaboration
with the National Environment Impact Assessment Authority and Dande Municipality. The PMU
will appoint an expert who will be in charge of coordinating the implementation of the ESMP and
the production of supervision reports and / or environmental audit and social reports.
f) Public consultations and disclosure requirements
Consultation is a key element of the process of decision-making and therefore an ownership tool
of project activities by beneficiaries and stakeholders. It is strongly recommended to continue
with formal consultations with local governments, local communities and local NGO’s in public
places. Traditional authorities including NGOs, businesses and professional corporations and
related departments should be invited to these meetings. Public inputs will be collected, in
particular the ones on environmental and social measures suggested by the ESMP.
During the implementation of the project, all stakeholders and partners should be regularly
consulted. The ESMP will be available, by the PMU, for any comments, through the press and in
public awareness and information meetings in the location where project activities will be
carried out. Moreover, the ESMP will also be published in the AfDB website.
g) Estimated costs
Considering that the final design of the Technological Park is not yet known, most of the costs of
the proposed measures are integrated into Contractors and Subcontractors budgets, except for
costs related to (i) information and awareness campaigns for local authorities and populations, (ii)
simplified environmental site assessments, (iii) capacity building and training of key stakeholders
directly involved in the implementation of the ESMP and iv) monitoring missions by the Ministry
of Environment.
The estimated cost of the activities to be undertaken in the implementation of the ESMP, during 2
years, is the amount of USD 56.000,00. However, this will be further increased by the final
design project activities that will take environmental mitigation measures into account.

CONCLUSIONS
Project location assessment
The location chosen to the construction of the Technological Park was identified by the Local
departments of Dande in charge of the region’ s Land Planning, in collaboration with the
Ministry of Science and Technology. At this stage, the final site is determined, which means that
the land that will be affected may not be subject to expropriation, because it is public (municipal
land) and there are no kind of activities in place. Local authorities reassured that the site has no
risk of expropriation and that the construction activities of the Technological Park will not result
in physical and socio-economic displacements. However, the final design will determine the need
or not to proceed with expropriations even if it is due to the opening of temporary or permanent
roads or quarry exploration. These criteria will be taken into account in the selection of sites
(roads, quarries, etc) to prevent potential uncontrolled and unauthorized occupation before work
and to avoid conflicts.
Construction phase assessment
Nuisance during the construction phase will be relatively minor on the physical environment
(soil, water, relief, geology), but will be relatively moderate on the biological environment, and
moderate to major on the immediate human environment. Due to the construction activities,
noise, dust, risk of accidents, uncontrolled discharge of waste with the risks associated to public
health and safety, increased infection STD/ HIV / AIDS will be a major issue. However, the
effects will be controlled if the provisions of the ESMP are planned and implemented rigorously.
Operational phase assessment
The operation of the Technological Park could result in nuisance in terms of insecurity, poor
sanitation, solid and liquid waste, etc.. However, the measures in the environmental management
plan (health and safety measures, etc.) and environmental monitoring plan during the operation
phase will prevent or significantly reduce the negative impacts previously identified. The
Building Management Service, responsible for the Technical Park operations and maintenance,
will especially manage this.
Final Recommendations
The assessments above concluded that the construction activities of the Technological Park, as
presented, are environmentally and socially sustainable. However, this conclusion only makes
sense if all measures defined in this ESMP are fully and rigorously implemented.
