1 ENVIRONMENTAL PERFORMANCE MONITORING
1.1 ENVIRONMENTAL SAFEGUARDS SUMMARY
1. This Semi-annual Environment and Social Monitoring Report (SESMR) covers the period of January to June 2020 for the Urban Water Supply Project, with some additional relevant information for July to September 2020. The SESMR has been prepared to fulfil the safeguard policy requirement of ADB.
2. The SESMR is prepared by the Environmental and Social Safeguards Specialist and checked by the PMU for the Project.
3. For detailed information and background to the Project, please see main Project Documents. The issues relevant to Environmental and Social Safeguards are included in this report.
1.1.1 Summary of Project Progress

1. Kampong Cham.
Completed the replacement and installation of the 4 units of pumps and controls and on operation, remaining works includes final testing which amounts to 92% completion.

Sheet piles are installed to protect the existing structures due to limited clearance and setback:
a. Completed the 2 units of pump replacement and installation at the existing Pump Station and new electrical control panel;
b. Completed the small 450 m3 clear water tank (CWT) and is now operational.
c. Completed the roof slab of the bigger CWT (1050m3) and piping works;
d. Completed the 4 units of DN400 Gate Valve installation on existing WTP components.
3. Stoung WTP.
Construction of underground tank, WTP, PS, floating intake and new intake structure under VO#1.
a. Completed the construction of underground 830m3 treated water tank including painting (waterproofing) and water/leak test;
b. competed all the structural works in the WTP, and the remaining filter accessories including the sand and gravel aggregates and piping’s;
c. completed the river Intake well structures and floating pump station, and small works remaining;
d. Completed the underground pump station and chemical house. e. Remaining Works,
Supply and installation of new electric power supply and transformer. Waiting Approval from PMU;
Pre and final testing and commissioning of all works;
4. Svay Rieng.
Rehabilitation of WTP filters 1 & 2, and supply of chlorination facilities and chlorine house under VO#1 works.
a. Completed the Rehabilitation of WTP filters 1 & 2, and supply of chlorination facilities;
b. Completed the construction of chlorine house at PS#3 and installation work of chlorine tanks, motors and piping at existing WTP;
5. Kampot.
Construction of new intake well structure and new pump control. a. Completed the intake tank well including the pipelines; b. Completed the new Pump Control already supplied and handed over
to PIU.
6. Pursat.
Supply and installation of pump & motor including electrical controls. a. Contractor has installed the pumps, motor and electric controls, and
are now operational; b. Contractor rectifying the standard wire cable casing from pump to
control including the pumps documents.
7. Remaining works.
a. New Electric Power Supply and Transformer Work and as variation work for installations. Pending Approval from PMU.
b. Pre and Final Testing and commissioning of all work as whole works. c. Other small works under variation are completed and subject to final
variation or valuation of work.

Completed the installation and pile driving works for 300mm2 RC piles and continued on mid-level slope preparation and concreting works.
71% completed the Concrete Slope Protection Output 2: Stung Treng Water Supply (C2) Construction started February 2020
The PIAC has issued the reminder letters of the Contractor’s Environmental Management Plan (CEMP) to the D&B Contractor on 19th Mar 2020, but no updates were received, and the Mission Agreed to issue the Stop Work Order due to violations of the contract documents. On 24th July, the PIAC has issued the Resumption Work upon submission of the Draft CEMP
The CEMP approved by PMU on 24th August 2020.
The overall progress is 19.1 % Construction activities
The DB contractor has carried out the following works:
I. New intake Tower (on Approved Change Order #1) a) Completed the channel/tunnel works including the wing
walls; b) Completed the concrete foundation slab and 3rd lift of
the tower walls; c) Continued installation of rebars and for the 4th lift (2m
high per lift) II. Water Treatment Plant
a) Fence-continuation of construction works on brick walls and beams and columns;
b) Clear Water Reservoir 4000 m3 Completion of the foundation works on concrete bottom slab and continuation of wall rebars installation and formworks;
c) Water Treatment Tanks (All tanks) Completed the foundation slab and continued rebar installation for the walls
d) Wash Water Recovery Tanks Completed the foundation slab and continued rebar installation for the walls;
e) Sludge Drying Bed Completed the foundation slab and continued rebar installation for the walls; Output 3: Siem Reap Water Supply project Current progress under the administration of SRWSA PMU on pipeline installation and house service connections as follow:
The total length of distribution pipelines installed under the project is 90,517.50m; completed 90.52 % of the overall length of 100 km.
The installation of house service connections in the to-date as June 2020 is 3,675 connection equal 73.5% of total 5,000 household connection.
Output 4: Capacity Building The project will enhance the skills and provide on-the-job training for the PMU/MISTI, SRWSA and PWWs staff on project management and design,

and implementation of urban water supply projects and operation & maintenance (O&M). Capacity building will be continued once the loan will be extended, and also, the reopening of international flights is affected by COVID-19 pandemic. PIAC is planning to conduct Capacity Building for the PIUs and PMUs in the 3rd Quarter of 2020 and soon at every quarters on the following topics:
Introduction to Non-revenue water (NRW) for 3-sessions
Financial analysis on tariff adjustment for 3-session Permits or Consents Issued: Output 1: Svay Rieng New WTP and River Intake (UXO Clearance 14th to 27th August 2020). Further information in Annex 5. Output 2: IESIA Approvals from MoE output 2: 18th July 2019 UXO Clearance 24th May 2017 Stung Treng WTP. Further information in Annex 5.
1.1.2 Summary of EMP Implementation
5. EMP implementation is summarized in the following points, for this reporting period:
EMP implementation is at an early stage with initial pre-construction measures being
implemented following the start of construction in Feb 2020.
COVID has slowed the field work for the project teams in terms of delivering GRM training in
advance of construction.
1.1.3 Summary of EMP Monitoring
6. EMP monitoring is summarized in the following points, for this reporting period:

7. The Construction works of the output 1 are nearly 100 % completed and still remaining some following up works on testing of the pump so the monitoring on EMP less requirement and/or finished the monitoring work.
8. The construction works of the output 2 are 19.1 % completed, starting approximately 16 weeks from February to June 2020. During this report period the contractor didn’t prepare the CEMP which will submit to PMU for approval. The CEMP had been prepared after the ADB mission from 6-10th July 2020. The training EMP implementation and monitoring need to be provided to contractor’s environmental health and safety (EHS) in the next semester. The field monitoring conducted every month to the construction sites by PMU environmental specialist.
9. The construction works of the output 3 are 90.52 % completed for pipelines installed and 73.5 % completed for house service connections. The monitoring activities were done by the PIU safeguards during the construction period. There are no issues or complaints during construction from local people.
10. Any complaints, issues and corrective action that has been identified or implement is summarized in the following points, for this reporting period:

- Kampong Thom sub-project. The residential front yard and brick/wooden fences have not been restored to the same condition.
- Quality of re-instatement of some completed pipe laying sections in Stoung, Svay Rieng and Pursat need to be recheck.
Grievances Raised with GRM: 1 grievance for sub-project in Kampong Thom on front and
brick/wooden fences of affected residents.
11. Corrective Action issued by project to Contractor: Three correction action plans, the first corrective action is for Stung Treng sub-project on commencing the pipe laying civil work before October 2020 and second for Kampong Thom Sub-project is on payment of effected households to restore those demolished part and Quality of re-instatement of some completed pipe laying sections in Stoung, Svay Rieng, and Pursat need to be re-checked (see Table 20. Project Complaints or Issues- ALL subprojects).

13. The project concludes that the environmental safeguards roles are being partially fulfilled.
1.2.2 Training & Capacity Building
14. To date, orientation has been conducted during the field visited in March 2020 on environmental safeguard for the contractor EH&S and PIU. The training materials were developed for PIU and contractor training, and report template. However, there was understandable reticence to gather groups of people together and travel internally within Cambodia when the COVID-19 health pandemic emerged, and the national environmental just mobilized. The existing training material is not clear on role and responsibility, GRM mechanism as well as report template. The trainings need to be reconducted in December 2020 by PMU environmental specialist. The new training materials will be developed by PMU/ESS.
15. The Project recognizes that now construction has been started, and the knowledge and understanding on COVID has improved, training can commence. The following table gives the planned environmental safeguards training courses for the next six months with the initial emphasis on ensuring the mitigation measures are implemented as construction develops, and that the GRM is functioning, Following this the training on

1.3.4 Construction Phase Affected People Consultation
27. During the construction phase, the following table gives information on the consultations that were undertaken in order to understand the impact of the project on Affected People and how effective the EMP Mitigation measures are for residents, businesses and other affected people around the construction sites.

A total of eleven (11) field visit/IR site assessment and consultations were carried out during this monitoring period from Jan to Sept 2020, of which four (4) were carried out by ADB-CARM social safeguards (SSG) specialist during the absence of PMU’s safeguard consultant. The remaining meetings/field visit were conducted by PMU’s consultant starting from the time of his engagement mid of July to Sept 2020. Table 16 below detailed the number of field visit and consultations carried out during this reporting period.

2 SOCIAL PERFORMANCE MONITORING
2.1 SCOPE AND OBJECTIVES OF MONITORING
32. The scope and objectives of this monitoring are the following;
To regularly monitor if the social requirements (IR and IP) under project’s outputs are being met
and fulfilled by PIUs and contractors
To provide an update on physical progress of sub-project’s civil work versus the compliance
requirements as per loan agreements and ADB’s SPS. And to check and ensure that
contractors restore the Right of Way (ROW) area to its original condition after installation of
pipeline is completed.
To ensure that there are no adverse IR/IP impacts to the project’s target communities
To ensure the capacity of local authorities, IAs/PIUs, and contractor to properly handle
complaints that may occur during the civil works;
To provide advice/suggestions to PIUs, contractors, and local authorities to prepare corrective
actions plan(s) and for the implementation of any sub-project(s) considered as out of
compliance in accordance with ADB’s SPS.
2.2 INTERNAL MONITORING
33. This project has been classified as IR/IP category “C” in accordance with ADB’s SPS during the PPTA and within this implementation to date. Social due diligence reports for all sub-projects were prepared in 2014 during the PPTA and updated in 2018 during the implementation stage using the final Detailed Engineering Designs.
34. In accordance to the loan agreement and PAM, the internal monitoring is required to report all IR/IP related issues on Quarterly Basis (PAM, para 111). However, to avoid workload for producing reports and disclosure, ADB and EA agreed that the internal monitoring report will be done regularly every three months and be incorporated into the quarterly progress report (QPR) of the project. Further, the Semi-annual social monitoring report is to be combined with Semi-annual Environmental Monitoring Report and submitted to ADB for concurrence and disclosure on ADB’s website.
35. Since the start of its implementation, there were four Environmental and Social Monitoring Reports prepared and disclosed on ADB’s website.
36. This ESMR (social part) is prepared covering the monitoring period from January to June 2020, with additional information for the period from July to September 2020. The monitoring activities included; 1) site visits/inspections to both ongoing and completed civil works of each sub-project, 2) Key-informant interviews with PMU, PIUs, Contractors, local authorities, project affected people (PAP), and 3) public meetings at some project sites for proposed additional work especially in Kampong Thom, Stoung, and Svay Rieng.
2.3 IR/IP IMPLEMENTATION STATUS
37. There are three (output 1 to output 3) out of four total project’s outputs that involve civil works. As of this monitoring period, January to June 2020, plus July to September 2020, social safeguard status for both IR and IP are still in category “C” due to the fact that all sub-project locations confirmed that there were no requirements for land acquisition nor restrictions to land use/physical relocation of the affected assets own by residents or communities. See Table 17 for the status of IR/IP of each sub-project’s locations and requirement for the next reporting period.
Output 1: Existing water supply systems improved in seven towns. The project will improve operational performance of water supply systems in seven towns and ensure that the facilities operate at optimal level before coverage is expanded under a proposed subsequent sector loan. The improvements will comprise (i) new deep wells at Kampong Cham; (ii) rehabilitated water treatment plants in seven towns; (iii) rehabilitated or new clear water storage tanks in three towns; (iv) rehabilitated pumping equipment in four towns; (v)

augmented and/or replaced water mains in four towns; and (vi) subsidized household connections along new pipelines, including provision for 2,000 new connections for Kampong Cham and Svay Rieng. New laboratory equipment will be provided in five towns to improve monitoring and water quality.
Output 2: New water supply system provided for Stung Treng. The project will provide a new water supply system for the town Stung Treng that will include (i) a surface water intake; (ii) a water treatment plant that will have a capacity of about 7,950 cubic meters per day and be equipped with a laboratory; (iii) about 354 km of water transmission and distribution pipelines; and (iv) provision for 4,600 new household connections that will be subsidized for dpoor households.
Output 3: Water supply coverage increased in Siem Reap. Water supply in Siem Reap will be expanded through a new zone to distribute water from new SRWSA water treatment plants. Subcomponents will include (i) about 6.5 km of new transmission mains; (ii) about 35 km of new distribution pipelines; and (iii) provision for 5,000 household connections to be subsidized for poor households. Water for the project will be supplied by a new 17,000 cubic meters per day (m3/day) treatment plant being developed under parallel financing by the Agence Française de Développement and planned for 2017. A JICA-financed project, sourcing water from the Tonle Sap lake, is planned for 2019 and will provide an additional 60,000 m3/day to Siem Reap to support the town’s longer-term needs.

2.4 RP/IPP IMPLEMENTATION ACTIVITIES PER REPORTING PERIOD
38. From April to June 2020, during the absence of social safeguard specialist, ADB provided technical support to carry out due diligence exercises for three additional scopes of the Variation Orders (VOs) in three locations including; 1) Riverbank slope protection in Kampong Thom, 2) proposed additional work to install deep water well, the construction of administrative building, and power transformer in Stoung, and 3) the proposed water treatment plant and water intake station (WIS) in Svay Rieng town. From this DDR exercise IR/IP are confirmed as category “C”, ADB approved and provided NOL for the civil work to start for 2 out of 3 proposed additional works including riverbank slope protection in Kampong Thom and the installation of deep water well and the construction of administrative building in Stoung. For Svay Rieng (WTP and WIS) the PMU is awaiting the official allocation and land certificate for the water intake station from the Svay Rieng Provincial Governor.
39. It was agreed that PMU will recruit one national social safeguard specialist to regularly monitor works on site for completed and ongoing civil work of all sub-project’s in all locations, carry out consultation meetings as required, carry out social DDR for any new proposed additional works under this Loan 3232 UWSP, and Loan 3630/8335-CAM Provincial Water Supply and Sanitation Project, , MISTI’s component.

40. In July 2020, the PMU recruited and signed a contract with one national social safeguard consultant. His role is to ensure regular monitoring of the project sites with concerns to IR/IP compliance issues and to recommend appropriate actions. Since the start of his contract, he’s been working with MISTI PMU project director/manager as well as with the PIAC team for the arrangement of field monitoring of all project sites.
41. Prior to carry out field due diligent exercises and site monitoring, preparatory works were done by the social safeguard consultant including; 1) reviewing of secondary data/documents such as PAM, Loan Agreement, AMs/MoU of ADB review missions, and quarterly progress report (QPR), 2) producing Project Information Booklet (including GRM focal point and contact at PMU), and 3) preparing the GRM registry form, complaint form, and response form for submission to the PMU/PIU. See Annex 8 documents prepared for social safeguard DDR and monitoring purposes.
42. For Stung Treng sub-project (C2), civil works are progressing without clearance of safeguard documents. ADB mission carried out in July 2020 proposed a corrective action plan following a joint visit to the project site and prepare necessary documents for disclosure including the drone imagery for both WTP and Raw Water Intake station. Following this recommendation, ADB-CARMs social safeguard consultant, PIAC team, and PMU’s social safeguard consultant conducted the field visit to Stung Treng Water Work from 24th to 26th August 2020. As a result, it was confirmed that both water treatment plant and water intake where the civil work is progressing has no adverse impact from IR/IP perspective. The location for water treatment plant is provided with hard land title dated October 2017 with brick fencing around the whole land area while the raw water intake station is with land certificate issued from Provincial Governor on 22nd March 2016. Both locations found no IR/IP impact nor restriction to the access to livelihood and business operation of any resident. See Annex 7 for land certificate for both locations and pictures impressed during the site visit. For pipe laying component, the project planned to start the civil work in October 2020, and it was agreed that the consultation with beneficiary community (approximately about 3 Districts, 8 Communes, and 28 Villages) and Social DDR will need to be prepared as soon as possible prior the start of any civil works.
43. Loan savings are being used for the proposed additional works for the expansion of water distribution network in three towns. This proposal is under reviewing and approval process from PMU and MEF covering for three towns of Svay Rieng, Kampong Cham, and Pursat. From social safeguard perspective and as per recommendation from the last ADB review mission in July 2020, it is strongly recommended that social safeguards due diligence needs to be fulfilled and SDDR reports will need to be prepared and sent to ADB for concurrence and disclosure prior to the start of civil work.

51. During the report period, the Kampong Thom’s PIU did have the formal corrective action form to complete the correction actions. This corrective action form has been shared to Kampong Thom’s PIU during the first field visit and it will be used formally for the next SESMR.
52. For the correction action on the affected households on their front yard and brick/wooden fences, the contractor has been constructed the front yard and fences to the same condition and no payment required. Attached of confirmation pictures will be provided in the next monitoring report.
53. Quality of re-instatement of some completed pipe laying sections in Stoung, Svay Rieng, and Pursat need to be re-checked. 4 CONCLUSION & RECOMMENDATION
4.1 CONCLUSION
4.1.1 Environment During this reporting period, there is limited construction activity, the emphasis has been on developing the correct safeguards documents and reporting
systems to be used when construction gets underway.
The team have recognized the impact that limited field work due to COVID-19 with an understandable reticence to go and travel and have face to face
meetings. However locally based PIU staff have been able to visit the sites although formal reporting of sites visits has been limited.
Initial safeguards documentation has been developed, although the EDDR of Svay Rieng New WTP and River Intake is cleared and disclosed
4.1.2 Social Stung Treng Water Intake and Water Treatment: Civil work is progressing without clearance of DDR prior to the commencement of civil work. This is
included as part of CAP, and the SDDR is being finalized for submission to ADB and will incorporate the detail in to the next ESMR.
Kampong Thom River Slope Protection: DDR confirmed no IR impacts, however during the civil works, contractor removed/demolished some front
yard/extended roof and brick/wooden fences of AHs living along the area. PIU is advised to formally register those cases in to the GRM’s logbook
during the field visit done by Social Safeguard Specialist and PIU/contractor agreed to rebuild those part to the quality as before demolition.

Re-instatement of people’s front yard/walkway were found unsatisfactory in some places, which caused complaints from some of the house owner
reported during this monitoring period. PUI is recommended/advised to immediately coordinate with the contractor and the local authority.
4.1.3 Project Specific GRM
GRM has been established for all project locations formally on 5 March 2019 which is signed by MISTI’s minister, Prakas No.079MIH/2019. During this
monitoring period all GRM related documents have been handed over to PIU focal points including; 1) complaint registry/logbook, 2) response form, 3)
complaint form, and 4) summary sheet for all complaint received/response to be reported to PMU/monitoring report. Specific focal points have been
assigned specifically in each PIU who are responsible for registering and responding to all related complaints that may arise from both social and
environmental matters.
4.2 RECOMMENDATIONS PIU will follow up to ensure all construction activities which are required in the EMP are undertaken as further monitoring is required to check on
potential gaps including H&S performance, PPE and GRM sign boards for construction sites. PIU regularly visit sites but reporting on findings needs to
be strengthened.
PMU will ensure a regular monitoring and reporting approach is established now construction has begun
PMU/ESS will begin a program of training to ensure PMU and PIU staff and others e.g. contractors are aware of their roles in EMP implementation.
Preparations should be made for environmental quality monitoring which is required to take place (Under EMP and IESIA) every 3 months at all
construction sites. PMU to remind contractor on requirements for monitoring.
The Contractor Environmental Management Plan (CEMP) need to be prepared before starting construction and include COVID-19 risk mitigation.
Proceeding the civil work without clearance of safeguard documents brings the project to non-compliance issues and affecting project’s performance
rating. Procurement plan should be shared among safeguard team so that site assessment and reporting can be planned ahead and completed on time
for ADB concurrence and disclosure.
The working time to work onsite and capacity of PIUs are generally limited to carry out monitoring on a regular basis during the civil work. This is given
with the fact that the recruitment of qualify safeguard consultant at PMU level was also quite late.
The lack of regular monitoring during the civil work is also one main issue that the contractor could not deliver the quality of re-instatement of the
walkway for the installation of water distribution network to the same quality and condition as per pre-project. This focused monitoring is essential during
the re-instatement work after the pipe laying is completed section by section.
There are several additional works specifically on the expansion of pipe laying using loan saving for three towns. The capacity of the PIU will need to
be improved ensuring sufficient time and resources to work on site with the contractor daily.
It needs to be ensured that safeguard documents are completed and approved as otherwise civil works are not allowed to commence.
