EXECUTIVE SUMMARY

This report is the third semi-annual environmental and social safeguards monitoring report for the

Second Rural Water Supply and Sanitation Sector Project – Additional Financing, covering the period

from January to June 2018.

1) Summary of EMP/RAP Implementation:

Till the reporting period, required public meeting were finished for batch 5. Feasibility Study

Report (FSR) of batch 6 was approved, all the works contracts were awarded. The construction of

batch-5 subprojects has been completed almost 100% and the progress on the construction of Batch-6

is about 50% completed. The requirement to fulfill the ADB safeguard as per ADB’s Safeguard Policy

Statement, 2009 have been ensured. All the subprojects are compliant with the environmental eligible

criteria and policy for involuntary resettlement and indigenous people.

All subprojects of Batch 5 and 6 under additional financing were classified as “C” for

environment, thus the conduct of an IEE was not necessary at subproject level to date. Similarly, all

subprojects supported under the original project and Batch-5 & Batch-6 subprojects were classified as

“C” for resettlement and “C” or “B” for IPs, then none of the subprojects required the preparation of a

Resettlement Action Plan (RAP) nor IPP.

EMAP Implementation: The corrective measures were applied for batch 6 which included

(1) biodiversity and protected area screening and management; (2) proper inclusion of EMP in the

contract document; (3) the introduction and dissemination of Grievance Redress Mechanism (GRM) to

the potential affected people before the construction; and (4) consideration of ethnic and religious

minority groups such as Cham in the public consultation and socialization process. In addition to this,

clarification of role/responsibility of VDC/WSUG regarding the environmental monitoring will be

conducted simultaneously during the village trainings for batch 6 that will start from the Q-3 of 2018.

Also, the capacity building has been providing to the VDC and WSUGs based in batch 5

subproject. These teams have been assigned for the monitoring of water utilities and reported for any

changes of the surrounding environment due to the subproject as required. The selection of communes

in batch 7 has been approved by the ADB and the preparation of FSR is started and will be completed

by September 2018. Annex 1 is the work progress of batch-5 and batch 6 as end of June 2018.

RP/IP Implementation

All land plots are voluntary donated and the number of plots is the same to the number of new

wells per subproject. And also, the donors get involved into the project by becoming the management

board of the water supply user group of each specific well point.

The voluntary donation form was made along with the assessment of socio economy of the

land donor. As per requirement in the due diligent report, the new form of land donation should

include the ID card of the donor and GPS code of the well. All PPTs have the soft copy of land

donor’s ID card. In addition, GPS code was included in the donation form for most of the provinces

except Kamong Chnnang and Pursat.

Ethnic Cham people in the three provinces of batch 6 subprojects including KCN, PST and

KTM were considered for all dimensions of the introduction of water and sanitation facilities and

participated equally to Cambodian during the public consultation. Number of ethnic Cham participated

in the first and second commune and village meeting has been recorded as shown in Annex 5.

Monitoring activities carried out:

All subprojects being implemented in Batch 5 and 6 under additional financing were classified

as “C” for environment, thus the conduct of an IEE was not necessary at subproject level to date.

Similarly, all subprojects supported under the original project and Batch-5 subprojects were classified

as “C” for resettlement and “C”or “B” for IPs, then none of the subprojects required the preparation of

a Resettlement Action Plan (RAP) nor IPP.

The water test kits have been provided to all the PPTs and result of water quality of all wells

in batch 5 has been received since last year. Fifty five (55) wells of Kampong Thom were reported to

have wells of high iron concentration. PPT of Kampong Thom has already informed the community

about the quality of water and is waiting for the approval of household iron removal filters.

For batch 6 water quality tests are ongoing. So far, the water quality is acceptable, though

some wells were reported smelly and dusty which has been informed to the community and will be

fixed accordingly.

EMP have already been included in all the contract agreement and are monitored at the local

level by VDC/Commune Council and then the PPT staff and finally by the PCU/PIC experts.

Key issues, corrective actions, grievances:

The remaining actions for safeguard before the implementation stage of batch 6 were completed

which include (1) the implementation of GRM (2) dissemination of incident report and monitoring

form to the community which is optional.

So far, there is no complaints recorded.

Key sub-project activities

since last report:

Batch 5 subprojects are almost completed whereas batch 6 is on-going

(work progress in Annex 1).

Remaining training from last report for batch 5 were finished (Annex 2

is the number of training up to the reporting period). Trainings for

batch 6 have not started yet.

Preparation of Feasibility Study Report of Batch-7 will be completed

by September 2018.

PPTs have finished the second public meeting for batch-6 subproject

and GRM has been shared.

There have been no reports of any changes in the surrounding

Environment.

Voluntary land donation form along with socioeconomic status of the

land donor has been completed for batch 6.

Ethnic Cham have been identified in three provinces such as KCN,

PST and KTM (Annex 4). Number of Ethnic Cham participated in the

training or public meeting has been recorded (Annex 5).

8. Conclusion

- All the subprojects are compliant with the safeguard requirement. Subproject of batch 6 falls

with category C for the environmental impact and involuntary resettlement and B for

Indigenous People impact.

- 67% of new drilled wells were finished and water quality is acceptable.

- VDC and WSUGs were created and assigned for the monitoring task at the village level for

batch 5 and 6.

- All donation land plots are voluntary provided with sufficient socioeconomic documents of

the donors.

- Ethnic Cham were identified and integration of their participation have been considered.

9. Recommendation

- For batch 7, PPTs should still follow with what have been stated in the corrective measure for

the safeguard requirement.
