1. Project Information

1.1 Project Participants

The Project Sponsors of PT Supreme Energy Rantau Dedap (SERD) are PT Supreme Energy, Engie

Energy Asia Co., Ltd, Marubeni Corporation, and Tohoku Electric Power Co. The Sponsors have

secured finance for the construction and operation of the Project from commercial banks, with

Mizuho Bank, Ltd. (Mizuho) as the mandated lead arranger (MLA), and the following international

finance organisations: Asian Development Bank (ADB), Japan Bank for International Cooperation

(JBIC) and Nippon Export and Investment Insurance (NEXI) (together the Lenders).

1.2 Project Location

SERD Geothermal Power Plant Project is located in a mountainous area approximately 290 km by

road direction south west of Palembang, the capital city of South Sumatra in Indonesia. The road

access to the site is generally in good condition as main public road is asphalted. The site can also be

reached by plane through a small airport at Pagar Alam and by train from Palembang to Lahat city.

A 20 km unsealed road, suitable for transportation and mobilization, exists as the last section of road

from village Kota Agung until the site entrance and geothermal project area.

The project site is located around 35 km south east of an active volcano and a risk assessment of an

eruption has been studied and hazards of ash fall identified.

The topography of the Rantau Dedap Geothermal field is best described as “rugged” – the bulk of it

being within a protected forest. Elevations of the steam production facilities range from 1,752 metres

above sea level at Wellpad RD-B, to 1,960 masl at the proposed power station site adjacent to

Wellpad RD-E, to 2,564 masl at the Wellpad RD-L as the highest project facility.

1.3 Project Summary

Under the Decrees of the Minister of Energy and Mineral Resource (MEMR) issued in 2008, PT

Supreme Following the tender award of the Rantau Dedap concession (WKP – Wilayah Kuasa

Pertambangan) to the Supreme Energy Consortium in late 2010, a mining license (IUP or Ijin Usaha

Pertambangan) was issued to the project company PT Supreme Energy Rantau Dedap (SERD). On 16

November 2017 the Third Amendment of Power Purchase Agreement (PPA) between Perusahaan

Listrik Negara (PLN) and SERD was signed and the Ministry of Finance of the Republic Indonesia

issued the Government Guarantee Letter for the Rantau Dedap Geothermal Power Project on 04

April 2018.

On January 2013, civil construction works commenced to support drilling exploration activities and

finished the construction of access roads and wellpads in November 2014. A total of 4 wellpads RD-B,

RD-C, RD-E, RD-I and ± 42 km access roads from Kota Agung - Tunggul Bute - Rantau Dedap site.

The first exploration well RD-B1 was spudded-in on 3 February 2014 and exploration drilling

continued until early 2015. In total 6 wells were completed which are RD-B1, RD-B2, RD-C1, RD-C2,

RD-I1 and RD-I2, and followed by an extensive well testing program, which was completed in August

2015. Based on the drilling and well testing results, SERD’s subsurface team prepared the numerical model of the resource and issued the well field assumption.

GeothermEx, Inc. (GTX) as Lenders’ Resource Consultant has performed a due-diligence review on

the assumption of the Rantau Dedap geothermal resource and issued the Final Resource Assessment


report in October 2015 and an addendum in October 2017. The Feasibility Study was carried out by

AECOM as Owner Engineer by end of 2015, followed by the FEED in 2016. AECOM was also involved

in preparing the tender documents.

The consortium composed of PT Rekayasa Industri (‘Rekind’) and FUJI Electronics has been selected in 2017 and the fixed price EPC contract was signed on 22 March 2018 and Notice to Proceed (NTP)

issued on 19 April 2018. Under the EPC Contract the Contractor is responsible for the procurement,

installation, testing and commissioning of the SGS system, the Power Plant and the Substation, as

well as interconnection to the PLN grid connection point, wellpads, access roads and accommodation

complex.

2. Relevant Environmental Permits or Compliance

Certificates

This Chapter discusses relevant environmental permits or compliance certificates as required by

SERD, including the latest permits or compliance certificates obtained until end of December 2019,

key developments and any major changes in location and design, and findings of any environmental

and OHS regular inspections audits.

2.1 New Permit or Compliance Certificates Required and Obtained

During July up to the end of December 2019, Hazardous Waste Storage facilty needed re-

certification. Re-certification process was conducted (23 January, 2020) and administration have

been approved by the Environment Agency of Muara Enim. Temporary permit was obtained on 28

January 2020 and the new permit is being processed.

2.2 Key Developments and Major Changes in Location and Design

2.3 Findings of Environmental and OHS Regulatory Inspections or Audits

No regulatory inspection or audits were conducted specifically for Environmental/OHS purposes

during the second semester of 2019. If any environmental/OHS inspections related matters were

inspected, they were conducted in conjunction with inspections for the fatality incident and drilling

activities. No major findings were encountered. Red flag items from the previous MMD/ADB

inspections were being addressed.

5. Social Safeguards Monitoring

This Chapter discusses progress in implementation of the social safeguard compliance audit report

and corrective action plan, implementation of grievance mechanisms, resources for implementation

of social safeguards, forward plan of social safeguards, labour hiring and management.

5.1 Social Safeguards Monitoring General Overview

Based on the Livelihood Improvement Program, the Consultant starts to monitor the quality of the

coffee bean. The improvement of coffee training and distribution of bean size grader makes the

production became better. SERD plan to deliver the refractometer on Q1 2020, waiting the proposal

from the farmer group. During the coffee harvest season, the farmers contiunues delivers the

green bean to the off-taker and roasted in Rumah Kopi Ranin in Bogor up to 400 kgs.

Starting Q3 2019, the social consultant conduct revalidation of the PAP for developing the LIP

for 2nd

SERD social team continued monitoring the operation of the Community Committee that had been

Grievance Management

In total, From July to December 2019, SERD received 31 grievances. Most of the grievances

regarding job opportunities and the property damage due to the mobilization and water run-

off during rainy season. While all property damage has been resolved, the demand of job

opportunities still high. The details was shown in Attachment 6.

PLN Transmission Line

The status of PLN transmission line within protection forest area is:

PLN already received the Forest Lend-Use Permit (IPPKH) from Ministry of Environment and

ISDP program is being focused to the Livelihood Improvement Program (LIP) for DPAP. Based on the Livelihood Improvement Program, the Consultant starts to monitor the quality of the coffee bean. The improvement of coffee training and distribution of bean size grader makes the production became better. SERD plan to deliver the refractometer on Q1 2020, waiting the proposal from the farmer group. During the coffee harvest season, the farmers contiunues delivers the green bean to the off-taker and roasted in Rumah Kopi Ranin in Bogor up to 400 kgs.

Starting Q3 2019, the social consultant conduct revalidation of the PAP for developing the LIP for 2nd year. The revalidation results shows good improvement and Capacity Building training will be conducted in Q1 2020 for 43 PAP.

All contractors should follow and obey SERD’s Hiring and Selection Procedures. Grievance mechanism & procedures is always monitored and open to everybody for

filing complaint during this process.

workers, position/work occupied, and with sex disaggregation (the Borrower and the

contractors).

6.4 Needs Assessment of Environmental Management Capacity

SERD employs consultants (PT Radiant Utama, ERM Siam, PT Arindhita, and experts from

University of Sriwijaya Palembang) to support for biodiversity assessment and environmental

monitoring/advices.

When needed External supports are available through existing consultants such as ERM Siam, as

well as experts from local universities, Forestry offices, and NGOs.

No additional need is currently required at this stage. If the need to improve the capacity

comes, it will be done accordingly.

6.5 Awareness Level of Contractors’ Field Personnel

On the job training has been conducted in the form of direct coaching, pre-job meeting, use of

display boards, and banners.

EPC and Drilling contractors have SHE induction and training courses conducted by their internal

SHE personnel.

EPC Personel are also expected to adhere to the B-15 and B-16 documents as stated in

their contract. The B-15 and B-16 documents are guidelines for both national as well as

international standards for all contractors to follow.


7. Social Management Capacity

This Chapter discusses staff capacities in social management, degree of awareness, training

conducted, needs assessment of social management capacity and awareness level of contractors’ staff trained.

To monitor labour and working conditions, SERD employs 1 (one) experienced managerial levels (Site

Support Manager) and 3 (three) Site Representatives.

Training of CSR and Stakeholder Engagement for Field Relations Officers was conducted on 31

October 2019.

7.4 Designation and Signature of Person Responsible

Head of Community Relations is responsible for preparing the social safeguards monitoring reports,

while Manager of Field Relations and Business Relations Manager are the responsible persons for

reviewing the reports.

good condition at SERD. 24-

hour H2S monitoring at

sensitive receptor areas are

While no complex chemicals were found within the water bodies surrounding the project, parameters such as: pH, BOD, COD and DO suffered a bit of a decline. This is most probably due to the accumulation of both natural occurences such as high movement of particles due to high rainfall rate as well as impact from construction activity. During the first half of 2019, a case of minor landslide and mudflow caused some disturbance in turbidity. This has since been dealt with and cleaned up. 2H19 also saw PT SERD improve road condition and slopes at a number of project area and access roads (shortcut). PT SERD also closed out cases involving slope failures. High rainfall rate in SERD area is a very recurring issue. Thus, SERD aims to improve on stabilizing and preventing landslides and issues as such.

The end of second half of 2019 had a constant high rate of rainfall and caused erosions and landslides. SERD and EPC-C conducted mitigation efforts on mud control / water turbidity. As of now corrective actions have been in place and is continuously being implemented. Certain areas were identified as having potential erosion/landslide potential, however are mostly light-medium category. Shortcut area was identified as having high potential of erosion/landslide and thus SERD and EPC-C perform regular maintenance of vegetation, drainage, gabion walls, and road repairs.

Water flow is maintained regularly. Drainage systems, sediment traps, settling ponds and cloth screen have been constructed and regularly maintained to control water flow and quality. Despite high rainfall, SERD and EPC-C continued their efforts to improve water flow and quality.

No major/significant issues were encountered with domestic waste water monitoring during 2H19.

Measurement Method Sediment charge sampling in inlet and outlet of the catch pond, and laboratory analysis for Total Suspended Solids (TSS) using SNI 06-6989.3-2004 method, as well as determine the effectiveness of catch ponds.

Various actions for biodiversity protection have been taken, such as Direct Observations (fauna sighting) by workers at SERD project area and recording them, camera trap installation and data logging on a monthly basis, as well as surveys prior to land clearing for wellpad purposes. Joint patrols are conducted on a regular basis. The patrols involve instances from the local forestry, consultant, SERD security, SERD SHE and biodiversity team. Drone surveys are also conducted to monitor changes in land cover. Induction and biodiversity campaigns are conducted regularly. Forestry and biodiversity protection signs are installed within and outside project area.

The location for biodiversity offset has been approved by Ministry of KLHK in 2018 (Approval Letter no. SK 7155/Menlhk-

PDASHL/KTA/DAS.1/10/2018). The location is adjacent to project facilities, the status is Protection Forest but has been

degraded as coffee farms. Currently in progress to free the land form farmers, with provincial forestry acting as the

Coordinator. The last public consultation was conducted on 16 July 2019 in Muara Enim district, attended by approximately


100 participants from farmers, local leaders, NGO, Deputy District Head, local government officers, and forestry officers.

Measurement results for ambient air quality parameters such as Sulfur Dioxide (SO2), Carbon Monoxide

(CO), Nitrogen Dioxide (NO2), Oxidant (O3), Hydrocarbons (HC), Total Suspended Particulate (TSP), PM10,

and PM2,5 overall have results that still meet the required quality standards. All parameters also show a

constant/stable tendency. PM10, and PM2.5 had a slight exceedance (however, still under the regulated

threshold) during 1H19, possibly due to the ongoing construction of wellpads (L, M and N). The results of

PM10 and PM2.5 have shown a decrease again during Semester 2 of 2019. Thus it can be concluded that

ambient air quality parameters is not in critical value in the monitoring of Semester 2 of 2019.

Concentration variation Oil & Fat


Based on the monitoring carried out on river water quality within 5 locations, it is known that the organic

matter content in river water (shown in BOD5 and COD values) in the first and second semester of 2019

exceeds the limit. The high organic matter is suspected because river water has been polluted by dead

plants, coliform bacteria originating from the feces of wild animals and carcasses of decaying wild animals

and carried by river currents from upstream to downstream areas of the river. While no complex

chemicals were found within the water bodies surrounding the project, parameters such as: pH, BOD,

COD and DO suffered a bit of a decline. This is most probably due to the accumulation of both natural

occurences such as high movement of particles due to high rainfall rate as well as impact from

construction activity. During the second half of 2019, SERD performed maintenance to the road and slope

along its side at the project area to prevent erosion, landslide and mudflow that can cause some

disturbance in turbidity. SERD has since closed out all cases involving slope failures. High rainfall rate in

SERD area is a very recurring issue. Thus, SERD aims to improve on stabilizing and preventing landslides

and issues as such.

Based on monitoring conducted on produced water in the water pond and Wellpad RD-B mud pond, RD-

C, RD-E, and RD-I in the second semester of 2019, it is known that most parameters of produced water

quality parameters meet the quality standards so it is not in a critical condition. Drilling program during

the period occured but do not have a significant impact on produced water quality.
