THE OPPORTUNITY: Environmental Health Director The Environmental Health Director is a member of the Executive Leadership Team and works collaboratively with the team and throughout the District to advise on and carry out the mission and strategic plan of the Snohomish Health District. The incumbent is responsible for planning, organizing, directing, and administering the operations of multiple programs within the Environmental Health Division. The incumbent will be closely involved with a number of key initiatives and projects, such as implementing a new Environmental Health technology program, cost of service/fee study; re-alignment of positions and changes to the organizational structure; burgeoning public records requests, and strategic plan implementation. THE ORGANIZATION The Snohomish Health District is an independent special purpose district created in 1959. It is the municipal corporation responsible for public health in Snohomish County, organized pursuant to the provisions of RCW 70.05 and RCW 70.46. A 15-member Board of Health oversees all matters pertaining to the preservation of life and the health of people, including policy and budget development. All five Snohomish County Council members sit on the Board of Health, together with 10 city council members or mayors representing the cities and towns. Public meetings of the Board of Health are held monthly. State law also requires each local board of health to appoint a licensed, experienced physician as the local health officer who serves as the executive secretary to, and administrative officer for the local board of health. Gary Goldbaum, MD, MPH, serves as the director and health officer of the Snohomish Health District. Reporting to the Deputy Director and Chief Operating Officer, Peter M. Mayer, the District’s three divisions, Environmental Health, Communicable Disease and Community Health, along with administrative oversight and support, exist to carry out programs and services that protect and promote public health. State law also requires each local board of health to appoint a licensed, experienced physician as the local health officer who serves as the executive secretary to, and administrative officer for the local board of health. Gary Goldbaum, MD, MPH, serves as the director and health officer of the Snohomish Health District. Reporting to the Deputy Director and Chief Operating Officer, Peter M. Mayer, the District’s three divisions, Environmental Health, Communicable Disease and Community Health, along with administrative oversight and support, exist to carry out programs and services that protect and promote public health.

educaTion & professional experience

Master’s Degree (from an accredited institution) in public health, environmental health, public administration, or a closely-related health field with 6 years progressively responsible work experience working in a public health or very similar agency, with at least 4 years in a supervisory capacity. Public sector experience is desired, but not required. In place of the noted requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities of the position.

Plans, participates and supports agency and county-wide emergency preparedness and response activities.

Plans, initiates and manages projects from beginning to end, with minimal direction.

Effectively carries out difficult and complex assignments requiring considerable judgment and initiative with a minimum of supervision.

Oversees the supervision, coaching, mentoring, training, and performance evaluation of all division staff; directly supervises and evaluates the division’s program managers; communicates the need for corrective or disciplinary action to appropriate district personnel and initiates or approves disciplinary action for division staff.

Communicates in an effective manner with division management and staff on a regular basis, and can be a District spokesperson as needed.

Designs and implements programs within approved budget; obtains grants as appropriate to fund on-going or new programs; prepares contract work statements as appropriate and assumes responsibility for monitoring of all divisional contracts and grants.

Develops and oversees annual expenditure and revenue budgets, and takes corrective action as needed; reports and addresses any variations from the budgets that will not be resolved within the fiscal year in a timely manner.

Creates, evaluates and revises division policies and procedures.

Interprets and ensures compliance to Washington State laws, sanitary codes, and local regulations and policies.

Responds as a member of the Incident Command Team in the event of an emergency; responds to after-hour calls and coordinates agency response as part of a monthly rotation of the 24-hour Health District duty phone.
