Welcome to March Madness, Kansas Legislature style. The session is heang up, as this week marked the first full week of acon since February 22nd, when state lawmakers concluded the first half of the 2018 legislave session. We are now beyond “Turnaround”, a key deadline in which most legislaon (minus bills introduced in commiees on budget, taxes, and federal and state affairs) must pass at least one chamber, and are now debang the bills again on the other side of the Legislature. This year, in what felt like a rollercoaster ride, as an exceponally large number of bills – covering many topics – were considered in the final weeks before Turnaround, the Kansas Legislature will now be solidifying the fate of much legislaon in the next few fast and furious weeks. To date, I have idenfied roughly 40 environmentally-related bills, and am currently tracking about a dozen ‘hot topic’ issues, concerning chickens, earthquake-causing oil and gas injecon wells, pescide dri, water policy, and more. Overall, in my seven year experience, this session has arguably been the busiest session for me yet. In diving into the environmental issues discussed, see headlines and my bill tracker below.

Stage Time in 2018 Session; SecondHalf Underway!

Welcome to March Madness, Kansas Legislature style.The session is hea�ng up, as this week marked the firstfull week of ac�on since February 22nd, when statelawmakers concluded the first half of the 2018legisla�ve session. Mega Chicken Farms, “SuperCoops,” Closer to Your FrontDoor?’

Kansas Senate says yes. But, will theKansas House “Chicken Out” on standingup for Kansas communities too? Senate Bill 405, which changes the ra�o of volume of chickens allowed within a given acreage, passed 29-10 with a majority of the Republican-controlled Senate vo�ng against an amendment allowing local control (i.e. the right of a county to be off-limits to these mega farms). The House Agriculture Commi�ee recommended the bill 18-4, a�er two failed amendments.

House Bill 2641 showcased the first �me that Kansas vic�ms of the manmade earthquakes had a chance to voice their problems to the Kansas legislature. These “induced seismic” earthquakes come from oil and gas wastewater injec�on disposal. HB 2641, which a�empted to expand (somewhat) successful regula�ons statewide, was voted down by commi�ee members, largely on party lines.
