ENVIRONMENTAL MANAGEMENT PLAN FORMAT CONSTRUCTION OF 400 KV OVERHEAD TRANSMISSION LINE S/S STIP (MACEDONIA) – MACEDNOIAN SERBIAN BORDER

A. Project Description The overhead 400 kV transmission line for connecting the power grids of the Republic of Macedonia and the Republic of Serbia will significantly improve the quality and flexibility of the power supply in the region.This cross-border connection will improve the conditions for a safe and secure transfer of greater power potential between the two countries.The construction and future operation of this transmission line between Macedonia and Serbia, in combination with implementation of projects for the new 400 kV transmission lines to Greece (Bitola – Florina) and to Bulgaria (Stip-Chervena Mogila) will strengthen the entire capacity of the power system corridor North-South.The planned transmission line will be designed and constructed in compliance with the current Regulation on the Technical Rules for Construction of Overhead Power Lines with Nominal Voltage of 1kV to 400 kV, as well as the current standards, rules and regulations applicable in the Republic of Macedonia. The entire life cycle of the project includes the following phases:

o Selection of an adequate corridor for the route of the transmission lineThis phase has been realised through (i) identifying the potential alternative routes, (ii) assessment of the feasibility thereof and (iii) selection of the most favourable alternative.

o This phase is underway (being undertaken by an electrical contractor appointed by MEPSO) and includes preparation of relevant planning documentation, including technical and design documentation and analysis of the environment aspects. The planning documentation will be prepared in accordance with the requirements of the current Macedonian and international legislation for these type of facilities.

o Construction phase. Activities of this phase will include construction activities and installation of the necessary infrastructure and equipment.

o Operational phase . This project phase will include actual operation of the transmission line, including maintenance and control.

o Decommisioning and closure of installation. This phase will include measures for recultivation and future use of the area, as well as measures for managing the impact on the environment during the post-project period.

All the components of the interconnection 400kV transmission line SS Stip – Macedonian-Serbian broder (towers, foundation, conductors, protective wires and insulators) and their elements will be designed, produced, tested and installed according to the standards of the 400 kV grid in Macedonia. The entire equipment must be designed and constructed in the manner that will ensure safe operation in the ambient conditions that exist in the area where the transmission line is to be built, and under various energy transfers and voltageconditions that might occur during the operaton of the transmission grid. Safety hight At least 1 m higher than the prescribed in the Regulation, ,to take into account conductor fatigue, intensive construction of near-by facilities, use of agricultural machinery, etc.

The corridor of the route for the transmission line is in Eastern Macedonia, on the territory of five municipalities: Stip, Karbinci, Sveti Nikole, Kumanovo and Staro Nagorichane. The route runs from the newly planned portal in the existing SS 400/110kV Stip, in the area “Ramnishte” to the area “Jelena Glava” at the Macedonian-Serbian border. The route is approximately 70 km long. According to its morphology, the route of the transmission line passes through several valleys, while part of the route passes through low mountain regions.

B. EIA Study PROJECT JUSTIFICATION AND CONLCUSION

INTRODUCTION This part includes an assessment of how the project for establishment of 400 kV interconnective transmission line between Macedonia and Serbia, contributes to the efforts of Republic of Macedonia to achieve the objectives of sustainable development. It also includes a review of the project data and information that support and justify the project implementation. Primary benefits of the project can be summarized as follows:

• Improvement of the conditions for transfer of eletricity between Macedonia and Serbia. • Improvement of the quality, reliability and flexibility of the power supply systems in the region. • Increasing the overall capacity of electric energy corridor north - south. • Improving power line voltage profiles of electrical systems. • Reduction of the energy overloads of the existing power supply grid.

SUSTAINABLE DEVELOPMENT The basic principles of the sustainable development concept include:

• "Precautionary Principle" according to which, if there is reasonable suspicion that a particular activity may cause harmful effects on the environment, necessary measures for protection are taken, before scientific evidence shows that such adverse consequences could occur.

• Inter-generational equity, whereby the present generation should ensure the maintenance and promotion of healthy, diverse, and productive environment for future generations.

• Conservation of biodiversity and ecological integrity. The reasons that juastify the project regarding the principles of sustainable development are described below.

Precautionary Principle MEPSO adopted the precautionary principle, through the process of designing the transmission line and proposed measures for mitigation of potential environmental impacts. MEPSO will conduct monitoring of environmental impacts. In the event of an outbreak and recording deviations in terms of expected conditions they will investigate them, and implement appropriate measures for prevention of adverse effects on the environment. The proposed transmission line will use proven modern technology, with known impacts and effects on the environment, which in turn, allow known and effective measures and procedures for management and control.

Inter-generation equity The proposed transmission line will contribute to meeting the current and future demand for energy in the region.

The successful implementation of the project for establishment of 400 kV interconnective transmission line, according to the guidelines given in this study, will provide safer and more stable electricity supply for future generations, without environmental degradation. It will contribute to improving the situation and conditions for further economic development and increased social benefits.

Conservation of biodiversity and ecological integrity During the implementation of various project phases, certain measures for reduction of impacts on biodiversity will be implemented. Accordingly, the proposed project will not cause significant impacts on biodiversity and ecological integrity of the area along the route of the transmission line. ENVIRONMENTAL IMPACT ASSESSMENT According to the requirements stipulated in the Law on Environment and the relevant secondary legislation, the planning process of the project for construction of interconnective transmission line includes analysis environmental protection aspects. The main results of the evaluation of environmental impacts are provided in continuation. According to the results of the analysis, where necessary, measures will be taken to reduce impacts and to contribute toward sustainable environmental management.

Electro - magnetic fields EMF are result of the generation, transmission, distribution, and use of electricity. They are present in the vicinity of the operating electrical equipment. The intensity of the electric field is measured in the unit "volt per meter" (V / m), and varies in function of the differences of the potentials between the conductors, land and nearby objects. The magnetic fields are described using the concept of density flux (magnetic induction). These fields are measured in unit "Tesla" (T). The intensity of the EMF from transmission installations depends on the voltage level of the line, and progressively decreases with the increase of the distance from the conductor.

Previous measurements of the values of EMF by various institutions, for relatively low security level of phase conductor, from 10 meters above the ground, determined an electric field of 6.7 kV / m, and magnetic induction of 42.9 μT. Taking into account the defined limit values for exposure to EMF, it can be concluded that this, and higher altitudes of the phase conductor, the temporary presence of people in the vicinity of 400 kV transmission line, is not likely to have a harmful effect on their health. Through implementation of appropriate design and operational measures, MEPSO will provide conditions for elimination of the effects of EMF on human health. These measures include: (i) proper selection of locations for towers / spreading of the route in terms of settlements, (ii) respecting the technical specifications for minimum height of conductors, and (iii) monitoring and measuring the levels of EMF - control the eventual exceeding of the limit values of exposure, during the operational phase of the transmission line.

Flora and fauna With the implementation of appropriate measures and activities in the phases of design, construction, and operation, the transmission line will not cause serious negative effect on biotope composition of the area, natural habitats, flora and fauna.

Due to careful planning of the route of the transmission line, the need for clearing vegetation, trees and forest covers is was reduced to a minimum.

Geology and soil Expected impacts of the transmission line on the geological structures and soil in the phase of construction would be in the form of degradation and soil erosion, and violation of certain geological formations. The risk of erosion of soil is limited, mainly to localities where the towers will be prepared, assembled, and installed. With the implementation of good construction practice, the likely impacts will be controlled, and are not expected to cause serious adverse effects.

Air quality The potential impacts from dust emissions on local air quality during the construction phase will be reduced through the proposed measures. During its operation, the transmission line will have no harmful gas emissions into the ambient air.

Hydrology and water quality The potential impacts on the quality of surface water may occur as a result of erosion and sedimentation, and inadequate waste management. Measures have been proposed, to reduce potential impacts, and their implementation will allow a negligible impact effect on water quality. During the construction of the transmission line, no impact on groundwater is expected, because the construction works include shallow pits.

Noise Emission of noise during the construction phase is imminent. Having in mind the distance of most of the individual locations of the towers from the settlements, and the fact that the issue of construction noise is short term and of discontinued nature, significant and irreversible impact on the environment and local population is not expected. Through adoption of good construction practice, the noise levels will be within the emission limit values. During its operational phase, the transmission line will generate harmful noise emmisions in the immediate surroundings and environment. In this phase, there is possible occurrence of disturbing noise due to the corona effect, i.e. electrical discharges around the conductor cables. The corona effect is a common phenomenon associated with all energy transmission lines. The noise from the corona effect is directly depending on certain physical parameters of the environment, particularly the presence of forest belts, morphology of the terrain, etc. The corona effect in the transmissions lines has been explored in detail in the recent decades. Consequently, the corona effect is known, and when designing the transmission lines, measures for its minimization are implemented, particularly for high-voltage transmission lines with voltage levels above 300 kV. Proper choice of conductor dimensions for the transmission line will reduce the localized electric blast on the air on the surface of the conductor, and will further reduce the surface gradient on the same level that would cause very small and negligible corona activity.

Visual aspects

At certain sites, the new 400 kV interconnective transmission line causes limited visual changes to the existing landscape and scenery. Because of (i) the relatively thin design of the towers and (ii) the principle of selection

of the route corridor, which is parallel with already existing structures / transmission line, as well as (iii) significant distances from settlements, the visual effect of the transmission line will be insignificant. Noticeable visual change will occur only at points where the transmission line crosses with roads and places of bridging deep valleys and ravines.

Cultural heritage If artifacts are found during excavations, or there are indications that on certain sites along the route of the transmission line there is an archaeological good, the construction work will be terminated. The specific sites will be secured and temporarily protected to avoid any negative implications for their security and status.

Waste management During its life cycle, the transmission line will create different types and fractions of waste, including municipal waste, packaging waste and waste from construction activities. Additionally, creation of minor quantities of certain fractions of hazardous waste is expected. During its life cycle, the transmission line will have an established and implemented optimal approach for waste management. This approach will be in compliance with the requirements and obligations set out in the Macedonian legislation in the field of waste management. CONCLUSION The interconnective 400 kV transmission line between Macedonia and Serbia represents an important energy initiative and effort to improving the quality, reliability and flexibility of electricity supply in the region. Bearing in mind the results of the study for environmental impact assessment, and the principles of sustainable development, the construction and operation of the interconnective 400 kV transmission line is justified because:

Environmental issues related to all stages of the life cycle of the transmission line are fully identified and taken into account.

The assessment of the environmental impacts is based on best available information and consideration of cumulative impacts.

The identified likely impacts can be eliminated or reduced and, therefore, the proposed transmission line is not a threat for serious or irreversible damage to the environment.

The proposed transmission line will not cause impacts on biodiversity and ecological integrity of the area.

The environmental impacts associated with the proposed project are identified, and addressed in this study according to the requirements of the Macedonian regulation for EIA, best international practices and guidelines in the EIA scoping report, submitted by the Ministry of Environment and Physical Planning. MEPSO will implement the proposed measures for reduction of the environmental impacts, to ensure that the effects are maintained at acceptable levels throughout the life cycle of the interconnective transmission line. During the preparation of this study, no significant negative impacts on environment and human health were determined. The identified impacts are standard, and can be avoided or reduced through the implementation of appropriate measures and controls.

D. Reporting

The contractor has full obligation of the implementation of the EMP, which also includes

subcontracting of specialized consultants (for example botanist) or monitoring companies (for example noise monitoring) and conveying the content of the EMP to the workers on the site. The contractor will report to supervising engineer on the implementation and status of the same. The supervising engineer will during its regular site visits monitor the implementation of the EMP as per mitigation and monitoring tables. The supervising engineer will provide quarterly reports to MEPSO. The report can also contain photographs as proof of implementation of adequate mitigation or monitoring measures In addition to reporting on EMP, the supervising engineer will report on any public complaint or public issues that might be raised during construction phase as well as major issues, changes or occurrences besides those identified in the EMP, immediately as they are aware of the possibility of such issues arising

MEPSO will provide semi-annual reports to the Bank on the status of the subprojects with respect to the environmental safeguards. This report will clearly indicate if any issues aside from those identified in the EMP arose, or not. The report will follow the outline given in Appendix 7.

� Проектниот предлог за изградба на 400 kV интерконективен далекуводмеѓу Македонија и Србија е вклучен во Уредбата за определување на

проектите и за критериумите врз основа на кои се утврдува

� Избор на соодветен коридор на трасата на далекуводот. Оваа фаза ереализирана, преку (i) идентификување на потенцијални алтернативни траси, (ii) евалуација на физибилноста на истите и (iii) избор на најповолнаалтернатива.

� Фаза на планирање и проектирање. Оваа фаза е во тек и истата опфаќаизработка на соодветна планска документација, вклучително техничко-проектнадокументација и анализа на аспектите на животната средина. � Градежен отпад. Имајќи го в предвид фактот дека поголемиот дел од вкупниотобем на градежни активности ќе биде од монтажен тип, количеството на градеженотпад нема да биде значително.

� Дополнително, се очекува создавање на незначителни количини на одреденифракции на опасен отпад (лакови, бои, заштитни средства).

Во текот на фазите на изградба и оперативност на далекуводот ќе бидеспроведуван План за управување со животната средина (ПУЖС).

ПУЖС е формулиран согласно стандардите на Светската Банка и гиадресира следните аспекти:

A. План и опис на мерките за намалување на влијанијата врз животната

средина до прифатливо ниво. Секоја мерка е накратко опишана воконтекст на веројатното влијание, и временскиот опсег на имплементацијана истата.

B. Програма за мониторинг на спроведување на мерките и за оцена на

нивната ефикасност. Програмата дава јасна индикација на поврзаностана идентификуваните веројатни влијанија со параметрите кои треба да семерат, мерните методи кои ќе се користат, локациите на точките замониторинг, фреквенцијата на мерењата и временската рамка на истите.

C. Институционални аранжмани. Утврдена е институционалната

одговорноста за спроведување на мерките и на активностите замониторинг (градежен оператор и инвеститор (МЕПСО). ПУЖС, исто така, ги идентификува надлежните државни институции за одредениспецифични области во управувањето со ж.средина

� Фаза на проектирање и изградба:� Избраните проектант и, во понатамошна фаза, изведувач на изградбата на

далекуводот, ќе бидат задолжени за понатамошно детализирање на прашањатаза заштита на животната средина, во зависност од напредокот на нивото напланирање, до практичното започнување на изградбата (детали за складирањена градежни и други материјали, пристапни патишта за транспорт, локалитетиза склопување / монтажа на далекуводни столбови, управување си отпад, планза транспорт, итн).

� Утврдените барања за заштита на животната средина ќе бидат обврзувачки

дел на договорните услови за изведувачот на изградбата. Истиот ќе бидедоговорно обврзан, за време на целиот процес на градење, да усвои и следидобра градежна пракса во однос на животната средина, и да го одржува наминимум веројатното влијание врз вегетацијата, почвите, подземните иповршинските води, воздухот, дивиот свет и пределот, вклучувајќи влијание врзнаселените места и локалните заедници.

� Оперативна фаза:� Управувањето со животната средина за време на оперативната фаза на ДВ,

генерално ќе се состои од мониторинг на ефикасноста на мерките вградени припроектирањето (дизајнот) и мониторинг на оперативните перформанси надалекуводот. Оперативното управување и мониторинг ќе биде организирано ивоспоставено од страна на МЕПСО.

Заклучок и оправданост на проектот

Интерконективниот 400 kV далекувод помеѓу Македонија и Србија претставувазначајна енергетска иницијатива за унапредување на квалитетот, доверливоста ифлексибилноста на снабдувањето со електрична енергија во регионот.

Имајќи ги во предвид резултатите на студијата за оцена на влијанието врзживотната средина и принципите на одржливиот развој, изградбата и оперативностана интерконективниот 400 kV далекувод е оправдана, бидејќи:

� Аспектите на животната средина поврзани со сите фази на животниот циклус надалекуводот се целосно утврдени и земени во предвид.

� Процената на влијанијата врз животната средина е базирана на најдобро достапниинформации и разгледување на кумулативни влијанија.

� Идентификуваните веројатни влијанија можат да бидат елиминирани или намалени и, според тоа, предложениот далекувод не претставува закана за сериозна или неповратнаштета врз животната средина.

� Предложениот далекувод нема да предизвика влијанија врз биолошката разновидност иеколошкиот интегритет на подрачјето.

МЕПСО ќе ги спроведе предложените мерки за намалување на

влијанијата врз животната средина со цел да обезбеди дека влијанијата

се одржуваат на прифатливо ниво во текот на целиот животен циклус на

400 kV далекувод од Штип до македонско-српската граница.

Карактеристичен вид на асоцијацијата еCamphorosmа monspeliaca, еден многу значаен вид кој ја спречува ерозијатана стаништата каде се развива ова растение. По должина на трасата надалекуводот популации од оваа заедница се присутни помеѓу РТ1 - РТ2, помеѓу РТ6 - РТ7, како и помеѓу РТ8 - РТ9.

Во текот на оперативната фаза, најголем потенцијален негативен ефект, далекуводите имаат врз групата на птици. Од таа причина, во текот на ОВЖС, на нив е посветено најголемо внимание преку идентификација на критичнителокалитети по должина на трасата на 400 kV далекувод Штип – македонско-српска граница:

� Гнезда на загрозени грабливи птици

� Близина на водни живеалишта, кои се лоциарни во самиот коридор на ДВ или нарастојание до 3 km од него. Водните живеалишта привлекуваат значаен квантум наптици преку целата година, а особено во периодот на миграции. Тие претставуваатмали краци на моравско-вардарскиот миграциски пат за преселба на птиците низМакедонија.

MINUTES FROM PUBLIC HEARING

related to Environment Impact Assessment Study to 400 kV Interconnection SS Shtip (MK) – SS Nish (SRB)

Section: SS Shtip – Macedonian-Serbian border

On May 11, 2010, in the room no. 2 of Shtip municipality, public hearing related to Environment Impact Assessment Study (EIAS) to 400 kV Interconnection SS Shtip (MK) – SS Nish (SRB) Section: SS Shtip – Macedonian-Serbian border was hold. The public hearing started at 4 o’clock p.m. which was organized by the Ministry of Environment and Physical Planning in cooperation with the AD MEPSO Employer and support provided by Shtip municipality. Persons present at that hearing: • Vlatko Cvetanovski, an adviser in Environment Impact Assessment division within the Ministry of Environment

and Physical Planning, • Biljana Spirovska, an adviser in Environment Impact Assessment division within the Ministry of Environment

and Physical Planning, • Elizabeta Siljanovska- Atanasova, head of department, representing AD MEPSO Employer, • Branka Stanoevska, a representative by AD MEPSO Employer, • Konstantin Siderovski, an adviser, senior expert for production of the Study- WIG International • Snezana Gjorgjieva, a senior official in Public Relations Dept. within Ministry of Environment and Physical

Planning • Representatives from Shtip municipality • Stakeholders/citizens concerned

Agenda of Public Hearing Opening and Introduction 1. The Public hearing was opened by Mr. Cvetanovski, an adviser in Environment Impact Assessment division

within the Ministry of Environment and Physical Planning. After introducing of all present representatives by the Ministry, the Employer and the producer of the Study, he stated that the public hearing was duly notified to the daily press, local media and the concerned municipalities, and later given the floor to the representative from the Employer.

2. Mrs. Siljanovska- Atanasova, a representative by AD MEPSO Employer, shortly explained the reasons related to the project implementation and importance. She stated that the Project was financed by the World Bank and own company’s funds, which is the first interconnective transmission line with R, Serbia for which after investigation it was recognized that the most convenient starting point for the transmission line in the power system of RM would be SS Shtip.

3. Presentation of Environment Impact Assessment Study Mr. Siderovski, an environment adviser, a senior expert for production of the Study, introduced the team participating in its production:

- Academic prof. Vlado Matevski, Ph.D. an expert in biodiversity (habitats and flora), - Prof Branko Micevski, Ph. D. an expert in biologic biodiversity (fauna), - Mr. Mitko Dimov an expert in geology and waters and gave a presentation of it.

At the beginning of the presentation he pointed out the Project benefits as follows:

Promotion of conditions for electricity and power transmission between the power systems of Macedonia and

Serbia. Quality improvement, reliability and flexibility of power system for electricity supply in the region. Increase in the total transmission capacity to the power corridor in direction north-south. Promotion of voltage conditions to power systems Reduction in presence of power overloads to the existing electricity transmission network.

Based on the Project type and size, the Ministry of Environment and Physical Planning obliged the Employer to draw up EIA. The Study was produced in compliance with the defined scope by the Ministry of Environment and Physical Planning and the World Bank standards related to environment impact assessment. Its basic goal is as follows: Identification of basic environment conditions including basic social and economic conditions in the region where the Project will be implemented, Assumption and description of probable effects/impacts from the Project, Draft measures related to reduction in impacts, if necessary, and Environment Management Plan. It focuses on analysis of main impacts in the most important stages as follows:

a. In stage under construction were analyzed: - noise, air quality, biodiversities, solid waste management, and water influence; b) Operating stage: - electric magnetic fields, - biodiversities, - visual aspects.

The 70 km route of this OHTL section runs through Shtip, Karbinci, Sv. Nikole, Kumanovo, and Staro Nagorichani municipalities. The route runs mainly through non-forested and unsettled region. The area where the route runs, apart from the registered locations of significant flora and fauna, protective measures to mitigate and reduce the potential adverse influences were suggested, for which the Employer obliges itself to respect. Also under the stages of construction and OHTL operation, an Environment Management Plan will be implemented, prepared in compliance with the World Bank standards and includes a detail monitoring program. Taking into account the results, of the EIA and the principles of sustainable development, the construction and operation of 400 kV interconnection is reasonable because:

• Environment aspects associated with all stages in the OHTL life cycle are fully established and considered; • Environment impact assessment is based on the best accessible information and review of cumulative

influences; • Probable impacts identified can be eliminated, or decreased, hence, the proposed transmission line may not

be a threat for a serious, or an unrecoverable damage on environment; • the proposed transmission line will not affect the biodiversity and ecological integrity of the region.

AD MEPSO shall implement the proposed measures related to reduction of environment impacts for the purpose of ensuring the impacts to be maintained at an acceptable level during the entire lifetime of 400 kV OHTL from Shtip to Macedonian-Serbian border.

Mr. Cvetanovski before starting with the discussion informed that all interested parties might have a look at the Study on the Ministry internet site and comment upon it. Discussion:

Mr. Lazo Bogatinov, an inspector in Shtip municipality Taking into account the so far experience on site suggested that the Employer should be active in the supervision during construction, especially excavations of soil, which the Employer would dispose in accordance with permits received from the municipality. Mr. Atanasova from AD MEPSO replied that all measures would be included in the Tender as a condition to project contractor and neither any procedure would be neglected and the obligatory supervision, as well.

Mr Zoran Zarinski from Vinozito … The Study does not determines harmful effects on human health, and what will become if during the operation of the transmission line effects are determined on the small number of eagles which are of endangered type… Mr. Siderovski replied that the Employer was liable to respect the Environment Management Plan and monitor the impact. Measures were envisages to disable the eagles to hit in the line. Prof. Micevski added: … R. Macedonia has 18 units of the Car Eagle type. The influence is projected for a zone of 3 km from the route and spacers for birds are envisaged, that is a world practice… The answer to Mrs. Atanasova from AD MEPSO that even so far monitoring has been made i.e. reports prepared within the procedure relative to transmission line maintenance, statistics has been maintained for eventual hits into transmission lines. Prof. Micevski requested to be noted in the Minutes that monitoring needs to be carried out by competent experts specialized in a certain field.

Mrs. Jordanka Kalajdziska from ED Vinozito pointed out in her discussion the positive side of construction for such an infrastructure project in east Macedonia, but also she emphasized the necessity of monitoring especially in that small number of villages, which start to become visited from week-end visitors. Mr. Milan Talevski from AD MEPSO Maintenance Dept. made a comparison with the OHTL towards Bulgaria. …This route runs through a plain terrain and this is ,,easier” in comparison with a terrain, inhabitance, and vegetation. Routes are maintained on regular bases and the impacts from the transmission lines are insignificant…

Mrs Senka Andreeva, an inspector of environment in Shtip expressed her admiration to the project completeness and quality of the Study. Also she pointed out the benefits from the project implementation especially for the fact that the abandoned villages to be visited and settled infrastructure, they need roads, and especially water and electricity supply. Other persons did not take part in the discussion, and the public hearing was closed by Mr. Cvetanovski at 6:00 o’clock p.m.

On July 21, 2007, in the room no. 2 of the Sv. Nikole municipality, the second public hearing related to Environment Impact Assessment Study (EIAS) for 400 kV Interconnection SS Shtip (MK) – SS Nish (SRB) Section: SS Shtip – Macedonian-Serbian border was hold. The public hearing started at 4 o’clock p.m. which was organized by the Ministry of Environment and Physical Planning in cooperation with the AD MEPSO Employer and support provided by Sv. Agenda of Public Hearing Opening and Introduction 4. The Public hearing was opened by Mr. Boshev, a head of Environment Impact Assessment division within the

Ministry of Environment and Physical Planning. After introducing of all present representatives from the Ministry, the Employer and the producer of the Study, he stated that the public hearing was duly notified to the daily press, local media and the concerned municipalities, and later gave the floor to the representative from the Employer.

5. Mrs. Siljanovska- Atanasova, a representative from AD MEPSO Employer, shortly explained the reasons related to the project implementation and its importance. She stated that the Project was financed by the World Bank and own company’s funds, which is the first interconnective transmission line with R, Serbia for which after the investigation it was recognized that the most convenient starting point for the route would be SS Shtip.

6. Presentation of Environment Impact Assessment Study Mr. Siderovski, an environment adviser, a senior expert for production of the Study, introduced the team participating in its production:

- Academic prof. Vlado Matevski, Ph.D. an expert in biodiversities (habitats and flora), - Prof Branko Micevski, Ph. D. an expert in biodiversities (fauna), - Mr. Mitko Dimov an expert in geology and waters and presented the Study.

At the beginning of presentation he point out the Project benefits as follows:

Quality improvement, reliability and flexibility of power system for electricity supply in the region. Increase in the total transmission capacity to the power corridor in direction north-south. Promotion of voltage conditions to power systems Reduction in power overloads to the existing transmission network.

Based on the Project type and size, the Ministry of Environment and Physical Planning obliged the Employer to draw up EIA. The Study was produced in compliance with the defined scope by Ministry of Environment and Physical Planning and the World Bank standards related to environment impact assessment, Its basic goal is as follows: Identification of basic conditions of environment including basic social and economic conditions in the region where the Project will be implemented, Assumption and description of probable effects/impacts from the Project, Draft measures related to reduction in impacts, if necessary, and Environment Management Plan. It focuses on analysis of main impacts in the most important stages as follows:

a. In stage under construction were analyzed: - noise, air quality, biodiversities, solid waste management, and water influence; b) Operating stage: - electric magnetic fields, - biodiversities, - visual aspects.

The 70 km route of this OHTL section runs through Shtip, Karbinci, Sv. Nikole, Kumanovo, and Staro Nagorichani municipalities. The route runs mainly through non-forested and unsettled region. The area where the route runs, apart from the registered locations of significant flora and fauna, it suggests protective measures to mitigate and reduce the potential adverse influences, for which the Employer obliges itself to respect. Also under the stages of construction and OHTL operation, an Environment Management Plan will be implemented, prepared in compliance with the World Bank standards and will include a detail monitoring program. Taking into account the results, the EIAS and the principles of sustainable development, the construction and operation of 400 kV interconnection is reasonable because :

• Of environment aspects associated with all stages in the OHTL life cycle which are fully established and considered;

• Environment impact assessment is based on the best accessible information and review of cumulative influences;

• Probable impacts identified can be eliminated, or decreased, hence, the proposed transmission line may not be a threat for a serious, or unrecoverable damage on environment;

• the proposed transmission line will not affect the biodiversity and ecological integrity of the region. AD MEPSO shall implement the proposed measures related to reduction of environment impacts for the purpose of ensuring the impacts to be maintained at an acceptable level during the entire lifetime of 400 kV OHTL from Shtip to Macedonian-Serbian border. Ms. Spirovska before starting with the discussion informed that all interested parties may have a look at the Study on the Ministry internet site and comment upon it.

Discussion:

Mr. Zoran Avramov, an engineer in charge of safety at work The discussion has provided an impression that the electric magnetic waves have no adverse influence; however, it is familiar that they have an adverse effect over human health. - Mr. Siderovski replied that misunderstanding is in question. It is true that a magnetic field has an adverse effect over people, however, at close distance and permanent exposure. The investigations made so far worldwide and in the region have not proved a direct correlation between EMP from OHTLs and people’s health. The EIAS provides concrete design measures, which will enable in the operating stage of OHTL to set the strength of EMP in the framework of limit values of exposure as defined under ICNIR. During the transmission lines designing, AD MEPSO observes the technical requirements with regard to minimum distances and heights. In addition, according to the EIAS, AD MEPSO will make measurement of EMP to certain locations along the transmission line.

Republic of Macedonia Ministry of Environment and Physical Planning Pursuant to Article 87 item 1 of the Law on Environment (Official Gazette of RM nos. 53/05, 81/05, 24/07, 159/08, 83/09, 48/10 and 124/10), the Minister of Environment and Physical Planning on November 11, 2010 made the following

R E S O L U T I O N

1. This Resolution provides No Objection to the request with respect to implementing the Construction of 400 kV Interconnection SS Shtip (R. Macedonia) – SS Nish (R. Serbia) – section SS Shtip Macedonian – Serbian border Project

2. The Environment Impact Assessment Study in relation to 400 kV Interconnection SS Shtip (R. Macedonia) – SS Nish (R. Serbia) – section SS Shtip Macedonian – Serbian border satisfies the requirements with regard to environment protection BY using measures to prevent and reduce harmful impacts on environment.

3. This Resolution enters into force following the day on which it has been made, and will be published within five (5) business days upon the date of being made in one daily newspaper at least, accessible to the entire territory of RM on the internet site including on the Announcement Table in the Ministry of Environment and Physical Planning.

Clarification

Pursuant to the Law on Environment (Official Gazette of RM nos. 53/05, 81/05, 24/07, 159/08, 83/09, 48/10 and 124/’10) on July 29, 2010, AD MEPSO submitted to the Ministry of Environment and Physical Planning the Environment Impact Assessment Study for Construction of 400 kV Interconnection SS Shtip (R. Macedonia) – SS Nish (R. Serbia) – section SS Shtip Macedonian – Serbian border Project with number 11-7747/1. The Study has been prepared by WYG International in the framework of the Infrastructure Capacity for Western Balkans Project with the designated person in charge, Mr. Konstantin Siderovski, MS. The Study examines and develops the following aspects: visual aspects, electric magnetic radiation, cumulative impacts, topography, hydrology, biodiversity, quality of ambient air, safety and health, social and economic aspects, public infrastructure and services, natural, cultural and historic treasury, noise and vibrations, waste, pollution of soil. The planned 400 kV interconnection to connect the power systems of R. Macedonia and R. Serbia will significantly improve quality and flexibility of electricity supply in this region. This cross border interconnection will improve the conditions for a safe, reliable, and increased electricity transfer and power between the two countries. The total length of transmission line will be approximately 70 km. The route will stretch from the newly scheduled gantry in the existing SS 400/100 kV Shtip in the Ramnishte location up to the surrounding of the Jelena Glava location on the Macedonian – Serbian border. Pursuant to Article 91 under the Law on Environment (Official Gazette of RM nos. 53/05, 81/05, 24/07, 159/08, 83/09, 48/10 and 124/10), on May 11, 2010 in Shtip municipality at 2 o’clock p.m. and on July 21, 2010 in Sveti Nikole municipality at 2 o’clock p.m. a public hearing was hold in relation to the Environment Impact Assessment Study for Construction of 400 kV Interconnection SS Shtip (R. Macedonia) – SS Nish (R. Serbia) – section SS Shtip Macedonian – Serbian border Project . The Commission in charge of preparing the Report on Conformity of the Environment Impact Assessment Study for the Construction of 400 kV Interconnection SS Shtip (R. Macedonia) – SS Nish (R. Serbia) –

section SS Shtip Macedonian – Serbian border Project, established by the minister of environment and physical planning after the public hearings conducted, under the Regulations on the format, substance, procedure and method of preparing the Report on Conformity of Environment Impact Assessment Study (Official Gazette of RM no. 33/06) on October 26, 2010 produced the Report and submitted it to the minister of environment and physical planning. The Commission on preparing the Report as to Conformity of Environment Impact Assessment Study for Construction of 400 kV Interconnection SS Shtip (R. Macedonia) – SS Nish (R. Serbia) – section SS Shtip Macedonian – Serbian border Project, reviewed the sources and types of possible degradations and pollutions based on which the protective measures for basic media are dimensioned and defined. The projected protective measures are applicable and will satisfy the general requirements. The Report was published in two daily newspapers, accessible to the entire territory of the R. Macedonia and on the internet site of the Ministry of Environment and Physical Planning. Based on the above stated it has been decided as specified in the Resolution. Legal Remedy: Against this Resolution the concerned legal or natural entities including the associations of citizens set up to protect and promote environment may loge a complaint to the Commission of the Government of RM to solve the administration works in the second instance in the field of environment, within 15 days following the issue of this Resolution
