CHAPTER 1: GENERAL
1.1 PURPOSE OF PROJECT
Sung Vui Small Hydropower Project is assigned mainly with power generation supplying to National Grid by its installed capacity of 18 MW, annual energy 72.67 million kWh/year.
1.2 PROJECT LOCATION
The project is located in Phin IVgan commune, Bat Xat district, Lao Cai province.
1.3 INSTITUTIONAL ARRANGEMENT

CHAPTER 2: PROJECT DESCRIPTION
PROJECT TITLE
Sung Vui Small Hydropower Project in Lao Cai province.
ENVIRONMENTAL CHARACTERISTICS IN PROJECT AREA
- Abundantly with precipitation, dry season lasts from October to March of next year
- Topography is characterized with sloping, in rainy season existing with high possibility of land sliding, flash flood.
- Dao ethnic minority people lives along Phin Ho stream who have the habit of using water directly from streamslrivers for daily living and rainfall for cultivation.

2.3.1. Headwork
Headwork component of the project is located at Lo Suoi Tung village. some of lOkm North West of Phin Ngan commune People's Committee, within fallow hilly area which has been reclaimed, used and owned by some households. This area is rather sloping and lots of rock.

Reservoir: area 20.000m2 , storage276.1 03m3 - Main dam is located on Phin Ho stream, with crest elevation 801: crest
width 5m; height 22m; crest length 66.5m;
- Free falling spillway: sill elevation 795m; bay width 30m
2.3.2. Waterway - Intake is integrated into dam body; sill elevation of intake 789 m;
dimension of trash rack 2 . 8 ~ 2.5m; emergency - operational gate with dimension 1.8m x 1.8m. Sand reservoir 60 m long, 5m wide; dimension of sand flushing 1.5x1.5m.
- Headrace channel: to be arranged in village Lo Suoi Tung, 3260 m long, inner diameter 1.8m, elevation of axis at intake 789.9m.
- Powerhouse, switchyard, penstock, tailrace channel are located in Trung Lieng village;
- Surge tank: 38 m high, inner diameter 5m
- Penstock: length 1400m, inner diameter 1.2 m. 9 anchor abutments and 83 support abutments structured by reinforced concrete.
- Powerhouse: 2 units x 9 MW. setting elevation 310m, founded on rock, area of administrative building 450 m2.
- Tailrace channel 30 m long, bottom width 4m, bottom elevation 305.8m
2.3.3. Access road - Access road to project site is existing road from Provincial Road 15 1
connecting Ngoi Xan 1 hydropower plant. of 9 km long (Quang Kim - Phin Ngan), surface widthhase width 3.5 m / 7m, asphalted concrete.
- Access road connecting from Ngoi Xan 1 hydropower plant to Sung Vui project is 1.1 km long, new road, base width 5.5m, aggregate surface.
- Access road connecting Ngoi Xan 1 hydropower plant to cross road at Trung Lieng village is 1.05 km long, and the section from Trung Lieng village cross road to surge tank is 3.75 km long, new road, base width 5.5m. aggregate surface.
- Access road connecting surge tank to headwork is 4.26 km long, running along headrace channel alignment, new road, base width 5.5m, aggregate surface.
2.3.4. Switchyard and Transmission Line - Sung Vui powerhouse will be connected to 35 kV distl-ibution line
from its switchyard to Ngoi Xan 1 hydropower plant, runs along operational road in some 1.1 km long. Switchyard is included in land occupancy area by powerhouse.

- Power supply during construction will be taken from National Grid (35 kV distribution line, double line from Ngoi Xan 1 plant).
- 2 sub-stations 250KVA-3510.4kV. Sub-station 1 is within territory of headwork, sub-station 2 is within powerhouse.
- 35 kV distribution line. twisted insulated conductor runs along operational access road, low voltage at sub-station. Distribution line 1 is 4.28 km long connecting headwork, distribution line 2 is 1.1 km long connecting powerhouse. In vicinity of distribution line right of way of 10 m wide .is within land occupancy area of access road. Distribution line 3 runs along penstock, right of way is within the land area taken by penstock component.
2.4 MAIN WORKS DURING CONSTRUCTION
- Site clearance, vegetation management;
- Gathering material, equipment, vehicles; - Constructing operational access road, switchyard, distribution line,
worker camp, preparing ground for vehicle parking area.
- Constructing main civil works as main dam. spillway, channel, penstock and powerhouse.
- Equipment installation.

2.6 CONSTRUCTION MEASURES
- Most construction works are implemented by Project Owner except for material supllying.
- Internal access road: implementing excavation and embankment to its base and surface using rockisoil resulted from foundation excavation in dry season
- Headwork: implementing excavation, embankment, fabrication of reinforcement, formwork locally, placing large grain size concrete to dam. placing concrete to spillway in dry season.
- Headrace channel: implementing excavation, embankment, casting foundation locally and installing pipe culvert, casting concrete pipe in rainy season in dry season
- Penstock: implementing excavation, embankment, constructing abutments locally and installing penstock segments in dry season; preparation of penstock will be done in rainy season.
- Powerhouse: implementing excavation, embankment in dry season, fabrication of reinforcement will be done in rainy season, formwork will be prepared locally.

- Cement, steel. oil, lubrication, petrol will be purchased from agents in Lao Cai city, some of 17 krn far.
- Material, equipment required for construction of this project will be transported from Lao Cai city.
2. From enterprise at Ngoi Xan hydropower plant, material, equipment will be daily transported to components under construction as headwork (some of 4.26 km far), powerhouse (some of 1.1 km far), surge tank (some of 4.8 km far). - Concrete mixed at batching station of the enterprise and hauled to
components under construction.
- Steel, formwork: to be fabricated at components under construction.
- Oil, lubrication, petrol supplied daily to vehicles at car parking area.
- Other material.
3. Powerhouse equipment will be imported from China and transported by truck from Lao Cai International Border Gate to project site in distance of 25 km (along Nguyen Hue road - Nhac Son road - Quang Kim road - Phin Ngan).
CONSTRUCTION SCHEDULE AND INVESTMENT CAPITAL
It is proposed that the project will be constructed in 24 months.
Total investment capital of the project estimated to be 4 16,07 1,000,000VN Dong.

CHAPTER 6: COMMUNITY CONSULTATION
During preparation period, Sung Vui hydropower Project Management Unit had implemented following activities:
- Activities 1: disclosing information and discussing with Local authority aout location of hydropower project and damsite.
- Activities 2: investigating and listing potential impacts and number of PAH

Having been completed the investigation, Sung Vui hydropower Project Management Unit has co-operated with officers of district, commune. village levels (where project is located) organizing meeting with project affected household. In the meeting, Sung Vui hydropower Project Management Unit staff have disclosed information about Sung Vui hydropower project including: project summary information, Resettlement Action Plan, and draft EIAEMP (Environmental Impacts Assessment/Environmental Management Plan), project map, data, tables and other supporting document.
Sung Vui hydropower Project Management Unit staff disclosed to participants about purposes of project, explaining in detail potential impacts posed on land and crop, introducing principles and compensation policy, encouraging resident not construct house, new architecture within ROW. PAH are explained; Concerns/proposal of E'AH has been recorded.

-Officers are assigned in the commune where requiring monitoring to project (by visual looking and collecting comments from resident) and evaluating environmental parameters proposed in EMP and reporting to commune management agency (see table ).
- Management agency of commune level, or district level (if problem is complicated or with conflict) will exchange regularly or directly with Sung Vui hydropower PMU to solve the problem. When necessary, the local agencies may have the right to require suspending the ~roiect construction.

8.2 TASKS AND ASSlGNMENT OF SAFETY MONlTORING INDEPENDENT CONSULTANT (SMIC)
a. Purposes: Safety Monitoring Independent Consultant (herein and after refers to as Consultant) is responsible for evaluating the implementation of Environmental Management Plan The Consultant will monitor the implementation of mitigation measures performed by Contractor and impacts caused by the Project to environment as well as to PAH, inspecting efficiency during reporting process and proposing necessary adjustment to enhance efficiency of application of environmental commitment. b. Assignment: A. Organization monitoring EMP implementation as has been proposed in EIA, impacts by the project to environment and PAH. * Looking by visual the site and monitoring environmental problems as mentioned in TOR as well as EMP - Sanitation conditions at the site after each construction. installation activities - Forest cutting in project area (area, quantity. clearing activities after cutting, etc ...) - Present conditions of access road - Reforestation - Impact level during construction period (by dust, noise, degradation of road, clearance of forest, etc ...) at the site as well as population locations, surrounding school (about IOOm from the site). - Sanitation safety conditions in eating places of workers. - Distance between project, house and Transmission Line (TIL) - Implementation of safety safeguard - Other matters as mentioned in EIA ... * Organizing community consultation: - Evaluating the involvement of Local authority in solving environmental problems (dust, noise, degradation of road resulted from material transportation, sediment dredging, cutting, clearing tree for construction activities, etc ...) - Determining arise environmental problems and recording comments and recon~mendations about environment by PAH. - Reporting "reactions" from local authorities, local agencies to recommendations of communities about environment. B. Inspecting and evaluating efficiency of monitoring system and reporting internall) to the implementation of EMP of Project Management Unit, lVam Tien Construction and Trading Joint Stock Company and other functional agencies as mentioned in Environmental Impact Assessment (EIA) C. Preparing period reports and providing comments on changes, deviation during implementation of EMP or of monitoring work, reporting internally to propose warning, proposal to mitigate environmental impacts caused by the project. c. Schedule: The Consultant is responsible for implementing all of report every six months during construction period and once a year during operation period in 3 years.

Recommendations

In future, the construction activities closely to hospital shall be limited between 7.00 AM to 11.0 AM. Duration between 1 1 .OAM to 14.00 PM the hospital employees and patient need calm for resting.
The sanitation conditions in worker camp shall be better done.
Contractor shall ensure that abundant rocWsoi! material will be dumped in suitabie iocation.
More safety equipment and training course on safety shall be furnished more to workers to minimize accident, particularly to local workers since those people is limited on knowledge about working safety.

8.4 CAPACITY ENHANCEMENT PLAN FOR ENVIRONMENTAL MANAGEMENT
Training courses in future will comprise:
1) Annual training about implementation of environment management for renewable projects development and other power distribution and transmission line projects. Such training courses shall be organized annually by MoIT.
2) Regular training on using and safety of electric organized by Lao Cai Electricity to local resident and company staff.
3) Regularly distributing document and papers on electric safety to local resident.
