Environmental Consultation Activities
The Tonca Earthmoving Staff will undertake the following duties on the site; - Hold pre-start & toolbox meetings/ discussions with all employees, visitors & subcontractors
to discuss Safety & Environmental issues; - Request and explain the work method statement expectations of Tonca Earthmoving Pty
Ltd; - Formally review work method statements, provide feedback and request additional
information as required; - Assist the OSHE Co-ordinator prepare and maintain the Environmental Management Plan; - Forward the plan or relevant sections to any subcontractors doing work on Tonca
Earthmoving Pty Ltd Equipment Sites (as required); - Undertake periodic, documented inspections of the sites and subcontractor activities, and
provide feedback and direction to subcontractors as a result, and; - Respond to any query, incident/ injury, emergency report as forwarded by any worker on site
or concerned member of the public.
Public Safety and Health
Subcontractor Management All subcontractors that are engaged by Tonca Earthmoving Pty Ltd will need to fulfill the following minimum requirements when working on our controlled sites; a) Prepare and submit to Tonca Earthmoving Pty Ltd specific Safe Work Procedures & Risk
Assessments for any high-risk tasks prior to commencing work on the particular site;
b) Before work commences, the subcontractor must review their risk assessment and controls and review the safe work procedures relating to all required activities; the subcontractor must forward copies of all relevant SWP’s to Tonca Earthmoving Pty Ltd.
c) Make all reasonable additions to the Safe Work Procedures as requested by Tonca
Earthmoving Pty Ltd management representatives;
d) Contact Tonca Earthmoving Pty Ltd immediately following any incident, injury, near miss, emergency or incident involving any person, including employer, self employed person, worker or member of the public;
e) Discuss with the Tonca Earthmoving Pty Ltd representative any workplace activity or risk
identified, unsatisfactorily controlled or dealt with;
f) Do all activities and work in a safe and health manner at all times and in accordance with the requirements of Tonca Earthmoving Pty Ltd, subcontractor safe work procedures and state based legislation and codes of practice.
Tonca Earthmoving Pty Ltd will maintain a register of all subcontractors used. Tonca Earthmoving Staff can print a copy of the subcontractor job report and attach to the register also. See Subcontractor register in the safety management system.

The subcontractor safe work procedures will be formally reviewed to ensure they comply with the requirements of legislation and meet the minimum requirements of Tonca Earthmoving Pty Ltd Safety Management System Standards.
Tonca Earthmoving will undertake the following course of action for identified Environmental issues; a) For any minor issues the subcontractor will be given verbal direction indicating what the
issue is, what needs to occur and the level/standard of OSH&E Tonca Earthmoving Pty Ltd expects;
b) For major OSH&E breaches or situations where there is imminent risk to a worker or
other person, the subcontractor will stop work and be issued with a written warning detailing the issue and controls expected. Work will only restart when adequate safety or environmental controls have been implemented, and;
c) For ongoing health / safety Environmental non-compliance of a significant or high-risk
nature subcontractors may be directed to cease work in accordance with a breach of the contract;
d) All subcontractors OSH&E Performance will be formally reviewed during site inspections
and audited against the Tonca Earthmoving Pty Ltd safety & environmental performance standards. Recommendations for improvement will be discussed with the relevant subcontractors to ensure improvements are implemented and understood.
Note: Any OSH&E hazards that are not able to be controlled on site by the relevant subcontractor
must be reported to the Tonca Earthmoving Director immediately. If the risk to health and safety is deemed too great to continue work, the subcontractor must leave the site and complete a hazard report detailing the issues for discussion & resolution.
Inspections
The site Tonca Earthmoving Staff will conduct documented site inspections, using the site Environmental Inspection Checklist on a minimum fortnightly basis to provide a means through which;
a) Tonca Earthmoving Pty Ltd can verify compliance with the minimum Environmental control requirements, and;
b) Environmental Risk Control Methods specified by the subcontractors can be verified as
being satisfactorily implemented and effective on the site;
To achieve an accurate appraisal of the site and subcontractor activities the inspections will be done on varying days and times each fortnight. The site Tonca Earthmoving Staff will also use random visits and general time spent on the site to monitor health and safety performance on an ongoing basis.

Public Protection & Controls
Tonca Earthmoving Pty Ltd have identified that control measures must be implemented to exclude the public, particularly children, from being exposed to the (sites it controls) risks.
Tonca Earthmoving Pty Ltd will aim to do the following; (as needed on site or projects)
a) Ensure that the various sites / yards are secure and fenced around the boundary of the
site to ensure members of the public cannot walk in unnoticed. All members of the public must be supervised on site and accounted for in the event of an emergency on site;
Fencing used must be secure and supported to prevent it topping or collapsing; The fence should have a gate for large vehicles to enter the premises; The site Tonca Earthmoving Staff will monitor and document the condition of the fence
during site inspections. b) Clearly display safety signs on the boundary fence that describes the site areas as
being accessible to workers and authorized personnel only, i.e. “Do Not Enter Authorised Personnel Only”.
c) A spotter should be made available to guide vehicles or equipment reversing onto or off
the site, so that workers aren’t driving blindly into areas where there may be pedestrians.
Plant and Equipment Tonca Earthmoving Pty Ltd will provide plant and equipment in accordance with the standards below;
All plant and machinery will be certified fit for operation by the Tonca Earthmoving Pty Ltd prior to being made available for use by trained operators. A licensed electrician will be contracted to ensure safe supply of electricity on the site and all registers and RCD’s are tested and current. All leads will be tested and tagged in accordance with legislated requirements. The electrician will test all RCD’s during inspection, and the site Tonca Earthmoving Staff will test it during regular documented workplace inspections. The electrician will ensure that evidence of testing (stamp or sticker) is displayed on the switchboard that details the date and time of testing.

Rubbish / Housekeeping
A general-purpose rubbish enclosed or bin will be provided on site; It will be emptied as necessary and before it becomes overloaded; It will be placed in the yard area, away from where vehicles, plant and equipment
are parked or stored.
Site Rules and Safe Work Practices:
All workers, visitors and subcontractors on site must ensure the following;
All incidents, injuries and emergency situations must be reported to the site Tonca Earthmoving Staff immediately;
All workers must wear the correct PPE Personal Protective Equipment (as per the safe work procedures, material safety data sheets or manufactures instructions) at all times;
Place all rubbish in the appropriate enclosure or bins provided before leaving the work site for the day;
Work areas must be kept clean and free from Hazards at all times; No Alcohol or illegal drugs are permitted on site; Any person on- site affected by Alcohol or Drugs will not be tolerated and will be denied
access to the site in accordance with the Tonca Earthmoving Pty Ltd Drug and Alcohol Policy; Toilets must be kept in a good condition and good hygiene is to be adhered to at all times; Copies of the relevant MSDS is to be maintained by the site Tonca Earthmoving Staff and
stored in the master MSDS file. Full MSDS master files are retained in the branches; All personnel are to be trained in the plant and equipment being used by the relevant trade or
employer. This includes holding certificates and licenses as required. No person without specific approval is to alter or remove any plant, equipment or safety device
on site. Electrical equipment including leads, are to be inspected and tagged at intervals not exceeding
3 months and maintained in locations where they are not likely to be damaged or create a trip hazard;
Any faulty electrical equipment shall be tagged out and withdrawn from use; All Work above 2m will require a suitable means of fall protection; Theft of any kind will not be tolerated and will be reported directly to the Police; All safety & environmental signs are to be complied with in full; and A spotter will guide vehicles or equipment reversing onto or off the site, so that workers aren’t
driving blindly into areas where there maybe pedestrians or oncoming traffic issues;
Emergency Preparedness and Response:
Emergency contact details and the evacuation process will be displayed clearly on the site noticeboard for all personnel to use and follow in the event of an emergency situation. The Tonca Earthmoving Pty Ltd safety management system contains full procedures in the event of an emergency and your Tonca Earthmoving Staff will explain these to you as part of our site specific induction prior to commencing work.
