1. EXECUTIVE SUMMARY

The main responsible Parties for preparation, control, approval of this “Environmental Management Plan” done under the scope of “Feasibility Study for Rehabilitation of Kırşehir Potable Water Transmission Line and Network System” are as follows:

- Kırşehir Municipality- Consultant (Tempo Engineers & Consultants Inc.)- Iller Bank- World Bank

Responsibilities after preparation of the Environmental Management Plan during implementation of the Project (construction and operation) are as follows:

Project Description

Improvement of potable water services in Kırşehir towards the requirements of the inhabitants living there but also according to Turkish and EU environmental legislation is required.

Kırşehir’s potable water system needs to be improved

- The potable water system is not properly available in new parts of the city.

- The existing system’s capacity is not reliable because of the increasing population.

- Some components of the existing system are old and completed the efficient lifetime and needs renewal.

In the content of the potable water project, measures for transmission lines (gravity, pressurised), reservoirs, pump stations, network is proposed. A SCADA system is proposed for robust monitoring and controlling of the whole potable water system.

Mitigation Plan

During construction and operational stage of “Rehabilitation of Kırşehir Potable Water Transmission Line and Network System Project”, there will be positive and negative impacts to the environment, specifically to the followings:

- Waste Production (solid & liquid wastes)

- Traffic

- Air Quality

- Noise & Vibration

- Landscape

- Archaeological and historical artefacts

- Other existing infrastructure

- Water Quality and Supply

- Health & Safety

- Socioeconomic

There are some measures to be taken to mitigate the major potential negative impacts on land, water, air and other media during planning/design, construction and operation period. Contractor, Construction Supervisor and Kırşehir Municipality have the responsibility for the implementation of these measures according to Turkish environmental legislation and other relevant regulations and standards.

Monitoring Plan

For monitoring of the environmental impacts and implementation of mitigation measures, a monitoring plan is prepared. This monitoring plan shall be executed with the responsibility of mainly Construction Supervisor, Kırşehir Municipality and also other institutions that are relevant according to Regulations.

The organisations and institutions responsible for implementation and monitoring of the mitigation measures are as the following:

Recommendations on implementation of the mitigation measures, monitoring and reporting responsibilities during planning, construction and operational period is explained in this Chapter.

Consultations with Affected Groups and Non-Governmental Organisations

A presentation and a meeting is organised to inform the affected groups and to get further comments from them about the Project. In this meeting, project components, possible impacts of the Project, mitigation and monitoring plans is discussed with the participants. After the meeting, questions of participants are answered. All information about the meeting (meeting minutes, announcements via web page and local newspapers, list of chambers invited via telephone, participant lists) are given in Appendix.

2.1 KIRŞEHİR MUNICIPALITY

As Beneficiary of the whole “Rehabilitation of Kırşehir Potable Water Transmission Line and Network System”, Kırşehir Municipality is fully responsible both for preparation and implementation of Environmental Management Plan. For preparation of the “Feasibility Report” and “Environmental Management Plan”, the Municipality has assigned a Consultant. With the assistance of the Consultant, the Municipality’s main responsibilities shall be as follows:

Give assistance to the Consultant for organisation of a Public Consultation Meeting to get feed-back from affected groups and non-governmental organisations,

2.2 CONSULTANT FOR PREPERATION OF EMP (TEMPO ENGINEERS & CONSULTANTS INC.)

Tempo Engineers & Consultants Inc. is assigned by the Municipality for preparation of “Feasibility Report” and “Environmental Management Plan”. The main responsibilities of the Consultant shall be as follows:

Preparation of the “Environmental Management Plan” synchronously with the Feasibility Report for the same Project.

Under the scope of the EMP, evaluation of the possible impacts to the environment, preparation of the mitigation and monitoring plans, guidance on institutional arrangements and organisation of a meeting for consultations with affected groups and non-governmental organisations.

Be open to comments from affected groups and local environmental authorities regarding environmental aspects of project.

2.3 ILLER BANK

From “İller Bank – Project Management Unit”, the main responsible for coordination of implementation of Environmental Management Plan shall be “Environmental Specialist”. The Environmental Specialist’s responsibilities will be as follows:

Provide Municipality and Consultants guidance on preparation of “Environmental Management Report”, organisation of public participation meeting and announcing requirements in accordance with World Bank requirements,

Provide municipality officials/municipality EA consultants with guidance on WB safeguard requirements (documentation and procedures) for cultural properties, natural habitats, forests, and international waterways,

Review EA documentation, provide written comments to municipality EA consultants, ultimately provide formal approval of EA documentation and procedures in accordance with WB safeguard requirements,

2.4 WORLD BANK

As the financial organisation, World Bank has the following responsibilities:

3. PROJECT DESCRIPTION

3.1 PROJECT DEFINITION AND TARGETS

Improvement of potable water services in Kırşehir towards the requirements of the inhabitants living there but also according to Turkish and EU environmental legislation is required.

To improve the environmental infrastructure in Turkey, for the financing of the Municipal Services Projects, Iller Bank, Undersecretariat of Treasury and State Planning Organization together as coordinated began the negotiations with World Bank, and started activities for the Municipalities in Year 2006.

Kırşehir Municipality intended to benefit from World Bank via Iller Bank for financing of the Project. According to the procedures of World Bank, for the financing of Projects improving the infrastructure, the first activity for the application, planning and coordination of the works is the preparation of “Feasibility Study”. Later, according to the findings of the feasibility study, “Implementation” stage shall be started.

The studies done during preparation of this document (Environmental Management Plan) are being executed parallel to the feasibility studies. Among the findings mentioned in this report, actions shall be defined to decrease the impact of the Project on environment during both construction and operation.

3.2 PROJECT’S LEGAL FRAMEWORK

Legal framework of the Project is defined according to Turkish and EU Legislation as well as World Bank Procedures. These legislative issues (law and regulations) and procedures are summarised as following.

3.2.1 LEGAL OBLIGATIONS OF THE MUNICIPALITIES

Municipalities Law (5215)

According to Article 14 of the Municipalities Law, municipalities are responsible for supplying water and sewerage systems. Article 15 of the same law holds municipalities responsible for supplying potable and industrial water, disposal of wastewater and stormwater, construction and operation of required plants for these services.

Environmental Law (2872)

According to Article 8 of Environmental Law No: 2872 “Actions such as directly or indirectly dumping wastes into receiving media or storage, transportation or removal thereof in such a manner as to create damages to the environment and contrary to the standards and methods prescribed in respective Regulations are banned”.

Regulation on Quality of Water Intended For Human Consumption

The purpose of this Regulation dated 2005 defines the procedures and principles for suitability of technical and hygienic conditions of water used for human consumption, ensuring the quality standards for supply, packaging, labelling, marketing and inspection of spring water and drinking waters. Relevant to Kırşehir Project, regular analysis have been done for ensuring the procedures mentioned in this Regulation. In the next chapters these analysis and requirements are explained.

Water Pollution Control Regulation

Water Pollution Control Regulation provides the legal and technical foundations required in order to protect the potential of surface and underground water resources of the Country and to ensure their optimum use within the best manner and prevent their pollution, which are all to be realized in conformity with sustainable development targets.

Environmental Impact Assessment Regulation

The Regulation on Environmental Impact Assessment (2008) governs environmental impact assessment of investment projects in Turkey and is largely in line with the EU Directive on EIA. Since Kırşehir Project is about rehabilitation of potable water systems, it’s not under the scope of EIA Regulation Appendix I and Appendix II List. Accordingly, Project Introduction Report or Environmental Assessment Report shall not be prepared. However, an environmental assessment shall be done via preparing an “Environmental Management Plan” according to the requirements of World Bank procedures which is mentioned in next chapters.

Except these regulations, below regulations shall be taken into consideration during Project and Environmental Management Plan implementation.

- Urban Wastewater Treatment Regulation- Regulation on Control of Excavation Material, Construction and Demolition

Waste - Regulation on Control of Waste Oils- Regulation on Control of Hazardous Waste- Regulation on Assessment and Management of Environmental Noise- Regulation on Control of Packages and Packaging Waste- Regulation on Control of Soil Pollution- Regulation on Control of Exhaust Emissions sourced from Motor Land Vehicles

3.2.2 EUROPEAN UNION LEGISLATION

Relevant to our Project, European Union Directives about water sector which is one of the 7 sectors on EU environmental legislation is as follows:

- Water Framework Directive (2000/60/EC)- Urban Wastewater Treatment Directive (91/27/EEC)- Council Directive concerning the protection of waters against pollution caused

by nitrates from agricultural sources (91/676/EEC)- Council Directive on the quality of water intended for human consumption

(98/83/EC)- Council Directive concerning the quality required of surface water intended for

the abstraction of drinking water in member states (75/440/EEC)- Directive concerning the discharge of dangerous substances into water

(76/464/EEC)- Directive concerning the management of bathing water quality (76/160/EEC)- Directive on the protection of the environment, and in particular of the soil,

when sewage sludge is used in agriculture (86/278/EEC)- Council Directive on the protection of groundwater against pollution caused by

certain dangerous substances (80/68/EEC)

In scope activities for approximation of legislation with EU Legislation, targets are defined. For the approximation of environmental legislation, relevant targets and programmes are planned in the content of UÇES (National Environmental Strategy and Action Plan). Accordingly, most of these directives are endorsed into Turkish environmental legislation. Only approximation studies about “Water Framework Directive” still continues.

3.2.3 WORLD BANK PROCEDURES

Environmental Assessment (OP 4.01)

Activities carried out under the project will conform to current Turkish Environmental Regulations and Procedures and the World Bank’s Safeguards Policies, specifically including Environmental Assessment (EA) policy outlined in Operational Policy 4.01, and others where applicable. Under the World Bank’s procedure for EA, the projects are classified under the following categories:

In means of Environmental Assessment, Turkish Legislation and Worldbank procedures shows some differences. The Regulation on Environmental Impact Assessment (2008) governs environmental impact assessment of investment projects in Turkey and is largely in line with the EU Directive on EIA. Since Kırşehir Project is about rehabilitation of potable water systems, it’s not under the scope of EIA Regulation Appendix I and Appendix II List. Accordingly, Project Introduction Report or Environmental Assessment Report shall not be prepared.

According to World Bank procedures, Projects are classified in 3 categories and scope of the environmental assessment of theses 3 categories differs:

- Category A: Project is likely to have significant impacts that may be sensitive, irreversible and diverse, or unprecedented. The impacts may affect an area broader that the sites of facilities subject to the physical works.

- Category B: The impact on human population or environmentally important areas is less adverse than those of Category A projects. The impacts are site specific and few, if any, are irreversible.

- Category C: Minimal or no adverse environmental impact

Kırşehir Project is in “Category B”. Although, World Bank procedures doesn’t necessitate a full EIA study for Category B projects, but preparation of “Environmental Management Plan” and public participation meeting is obligatory. Accordingly, during execution of the Project (construction & operation), mitigation measures shall be taken to minimize the environmental effects and monitoring plans shall be prepared for better implementation of these mitigation measures.

This “Environmental Management Plan” is prepared accordingly.

Cultural Property (OPN 11.03)

The principal issue is the identification of “chance finds” during construction. Turkish laws and practices meet the World Bank requirements. Law No. 2863 dd. 21.07.1983 on the Protection of Cultural and Natural Assets (revised through the amendment issued on 27.07.2004 dated Official Gazette) as well as the Regulation on Researches, Drillings and Excavations in Relation to the Cultural and Natural Assets, which was published in the Official Gazette No. 18485 dd. 10.08.1994, for example, define the proceedings and obligations concerning the cultural and natural assets found out during construction. The Municipalities are responsible for the application of the said law and regulation. As part of the regular reporting, the Municipalities will inform IB of the historical and cultural findings, if any, as well as the actions taken.

Involuntary Resettlement (OP/BP 4.12)

A Land Acquisition Framework which meets the requirements of this OP will be prepared and will be utilized

3.3 PROJECT LOCATION

Kırşehir city is located in inner Kızılırmak part of Central Anatolian Region. Centrum is located at 34 degrees, 10 minutes east longitude and 39 degrees 8 minutes north latitude. The city is neighbouring Nevşehir, Aksaray, Kırıkkale, Ankara and Yozgat. It’s height from the sea level is averagely 985 m.

Kırşehir Region is part of Central Anatolian Massif. “Kırşehir Massif” which is inside Kızılırmak arch is one of the 9 biggest massifs of Turkey. It’s presumed that it also continues under Salt Lake. Kırşehir Massif has a thickness about 2000-2500 m.

Kırşehir has a surface area of 6.665 km2. It has a total (city centre and villages) population of 223.102. It is at 985 meters above sea level. Its districts are Akcakent,

3.4 GENERAL ENVIRONMENTAL CHARACTERISTICS OF PROJECT LOCATION

3.4.1 Population

Project shall serve to the population living in Kırşehir central area. Kırşehir city centre populations are as the following according to census and address based population system received from Turkish State Statistics Institute.

3.4.2 General Geology

Kırşehir region is a part of Middle Anatolian Massive. It is guessed that Kırşehir Massif is the biggest of Turkey’s 9 big massifs in Kızılırmak Arch; lay out under the Tuz Lake. Kırşehir massif has approximately 2000-2500 m thickness. Surface shape of the province and Central Anatolia consist of crystaled old rock have occurred in Third Geological Age’s Mesoic up Reosen era. It is possible to observe all examples of carstic structures in Kırşehir. It is at the east of Central Anatolian basin which biggest closed basin of Turkey. This basin is an important effect for surface shape and climate. Third Age properties are observed for occurrence of natural structure of region. Region has got its main structure during convolution of Alps. If region is inspected geologically, four different types of occurrence and era can be observed. New alluviums takes place in a wide area at east of line (Seyfe Lake settling land) for fault lay through Northwest Southeast direction, crystaled schist in metamorphosis series, on the west marbled limestone and small amount of dolomite also exists. Other locations are covered by sediments till third age’s second half.

Direction of Central Anatolian metamorphosis series of the regions crystaled masses differ region to region. This region is around Kırşehir-Kaman and northwest southeast direction. Marbles of Kervansaray Mountains next to Kırşehir is pushed onto layers of southeast lutesyen. Metamorphosis age of Kırşehir crystaled massifs are not defined

certainly. But it is well known that age of metamorphosis of Kaman Karalan Mountains is in Cretaceous age. It is assumed that occurrence under metamorphosis layers belong to Palaeozoic age. If northwest of Kırşehir investigated through Kalkanlı Kargasekmez chain of mountains’ northeast-southwest with horizontal section, schist with lime, fillat and green schist, marble zones, fine particled crystallised quartz and musco schist, calcite and marble strata are seen respectively.

3.4.3 Seismicity Characteristics

Kırşehir is located on Middle Anatolia fault line. Most parts of the city is under 1 st or 2nd

degree earthquake zone as can be seen from the below figure. There are 2 important fault lines; one on northwest-southeast direction and the other is on Ankara-Kırşehir border.

3.4.4 Meteorological Characteristics

In Kırşehir, typical terrestrial climate is observed. In winter time, it’s cold and though, in summer time it’s hot and dry. According to results of State’s Meteorological Works – Regional Directorate analysis results, some meteorological data is as follows:

3.4.5 National Parks, Natural Parks and Nature Protection Parks in the Region

Inside the borders of Kırşehir, there is no national park, natural park or natural monument. Only, Seyfe Lake and its surrounding 10.700 ha area is defined as “Natural Protection Area” with the decision of Council of Ministers in 1990. The lake’s water is salty and its sodium content is high. It has a depth of maximum 165 cm. Seyfe Lake is at 16 km far in the north of Mucur District and on the northeast part of Kırşehir city centre (30 km far). It’s classified as “A” type wetland. Seyfe catchment area covers an area of 152.200 ha, which 23.585 ha is defined as “1st Degree Site Area” in 1989, 10.700 ha around Lake is defined as “Natural Protection Area” and also included in RAMSAR Convention in 1994. So it’s committed to protect the natural structure and ecological characteristics.

3.4.6 Ecological Characteristics

Kırşehir’s vegetation is observed as steppes, there are also bushes in some places. The only forest area exist in north parts of Çiçekdağı region, around Akçakent District which consists oak and juniper trees. Forest area covers 2% of whole city area.

For Kırşehir, there isn’t any study available related to flora, fauna, species and populations. However there are some studies done around Seyfe Lake and its surrounding. According to these studies, 289 floral species that belong to 53 family have been identified. 27 of them (2%) are classified as endemic and 2 of them are classified as rare (Class R). Related to fauna, there are some species exists around Seyfe Lake which is included in Appendix 2, Appendix 3 and ERL list of Bern Convention and which needs special attention and protection.

3.4.7 Cultural Heritage

There are some historic and archaeological artefacts which are registered by Ministry of Culture. In city centre there are many structures built in the past that is still in use. Most commonly known are, Alaeddin Mosque, Cacabey Mosque, Alenderbaba Tomb, Kapucu Mosque, Ahi Evran Hermitage, Kesikköprü Caravanserai and bridge which are built during Ottoman and Seljuk Era.

The artefacts found in archaeological excavations in the region are exhibited in Kırşehir Cultural Center. In light of the excavations and findings, from the Chalcolithic ages till today, Kırşehir has a history of 7000 years. Coins, stone works and ceramics from Greek, Byzantine, Roman and Islamic ages are exhibited in Kırşehir Museum. In Çağırkan town which is located in Kaman District, clay pots from Phrygian period have been found. Excavations are continuing.

3.4.8 Socio-economical Situation

In Kırşehir, economic life is mainly depend on agriculture. Industrialisation has been increased after the Province is defined as a “prioritised cities for development” in 1973. In the beginning periods of industrialisation, Entities preferred locations which

are close to Centrum, district centres and places where raw material is easily accessible. Today entities also prefer the most economical and appropriate locations for production and trading. The industries begin to gather in Organised Industrial Region which is newly established in Gölhisar-İğdecik region, 12 km far to city centre. According to 2002 data, in the city there are 19 flour factories, 4 animal feed factories, 1 drill bit factory, 1 lime factory, 1 steel ball factory, 1 brick factory, 1 mushroom factory, 1 crude oil factory, 1 filling station, 1 rubber factory, 1 sugar factory, 1 calcite production factory, 1 integrated meat factory, 1 dairy, 1 painting industry exists.

3.5 EXISTING POTABLE WATER, WASTEWATER AND STORM WATER SYSTEM

3.5.1 Potable Water System

Kırşehir’s potable water demand is supplied from underground sources. Total capacity of the wells are 695,68 l/sec. Total 15 wells are located at 4 different well field (Özbağ, Selafur, Ökse, İtfaiye) areas.

There are both gravity and pressurised transmission lines to carry water from the wells to reservoirs or between reservoirs. There are both steel pipes and asbestos cement pipes with diameters between DN250 up to DN800. Some of the transmission lines need repair or maintenance due to damages occurred.

In total, there are 14 reservoirs in Kırşehir, supplying water to the city via gravity. Total storage volume of the distribution reservoirs amounts to 19,700 m³. Some of the reservoirs were found to be in a rather poor state of repair. All of the reservoirs showed signs of cracks through which water leaks. Water stored in reservoirs is chlorinated before it is distributed into the network.

There are a total of 4 potable water pumping stations in Kırşehir. They were constructed to convey the water from Zone 3 reservoirs to middle and high zone reservoirs of the area.

The potable water distribution system of Kırşehir is subdivided into 9 pressure zones. These are designed to be supplied from dedicated reservoirs. Pipe material is generally asbestos cement (ACP). The existing network system doesn’t cover all settlement area in urban development plans. The other problem in water supply system is intermittent supply in some areas. Usually supplies are alternated such that one area receives water in the morning and the other in the evening. This is assumed to be due to low pressures at high demand. The network systems in these areas are laid primitively without design by the municipality. According to information received from the municipality, pipe diameters and lengths of the network are given in the following table.

3.5.2 Water Quality

Stored water in reservoirs is chlorinated before it is distributed into the networks. Chlorination is performed in Merkez 1, Kındam, Bağbaşi 2 and Mehtap 1 Reservoir. Chlorination equipments consist of a dosing pump and a control panel. Chlorination dosing is done automatically.

Water quality samples are taken from the network and reservoirs on a regular once-per-day basis. The analyses are done daily to measure chlorination balance in the water. Sampling results are safe to drink at the locations checked. Also samples are taken from the reservoir on once-per year and sent to National Reference Lab in Ankara to be analyzed.

3.5.3 Water Losses

The difference between daily water production amount and daily billed water for one year can give roughly a figure for water loss in Kırşehir Water Supply System. With this approach daily billed water is 10,918 m³/day. Billed daily water is 23 % of daily water production. The remaining part of the water production constitutes the water loss. Compared with billed consumption it amounts to 77 %. Components of unaccounted for water are given in the following table:

3.5.4 Current Sewerage System And Wastewater Treatment Plant

Kırşehir wastewater collection system is designed to be by means of separate systems. The existing sewage network has currently a total length of approx. 238 km with 13 km main collectors (diameter bigger than 400 mm up to 1.200 mm) and covers an area of

more than 5000 ha within the city. In these days the sewage water is produced by approx. 105.826 Inhabitants and some industries. The domestic wastewater of the city of Kırşehir is currently discharged to the receiving water bodies Kılıçözü Creek which flows to Kızılırmak at the end without any treatment.

The collection network in the most cases consists of pipes with diameter 200 mm. These pipes are in many places under dimensioned or laid to flat gradient what leads to blockages. The main discharge point of the domestic wastewater collected in Kırşehir is in the south of the city nearby Demircidere. This main outfall sewer with a final diameter of 1,200 mm collects the wastewater from two main sewers located both sides of Kılıçözü Creek and discharges into the Kızılırmak River. There are three main problems within the city's networks:

1. Collection systems are not available everywhere. New houses have been constructed where only one system is available, and this has consequently been used for the connection regardless of its original designation.

2. Even for the main collectors the separation is not consequently kept.

3. The hydraulic capacity of the systems is not reliable anymore in parts and this result in flooding.

Additionally, the natural valleys are often blocked by buildings which cause flooding during the winter time in the rainy season.

Municipal wastewater treatment plant is under construction and it’s financed by ASKİ to prevent water pollution of Kızılırmak River. The wastewater treatment plant has capacity of 25.000 m³/day and planned for 155.000 population equivalent in 2023. The construction is started in 2008 November, targeted to operate in 2010 March. Presently, 95% of the construction is finished. The treatment process is Extended Aeration Active Sludge Process with Nitrogen and Phosphorus.

3.5.5 Current Solid Waste Management System

Solid waste is collected from houses via plastic bags by Kırşehir Municipality trucks (compactor trucks) and sent to dumpsite. The dumpsite is located in Kervansaray region, Boztepe Road area. It is 9 km far to city centre.

Project activities on Sanitary Landfill are completed by the Municipality. The new sanitary landfill is located in Kusdili Region Ekizağıl road. It is 7 km far to city centre. It’s construction Works are finalised, temporary acceptance is made. it will be commissioned.

3.5.6 Stormwater System

Due to the topography of Kırşehir, considerable stormwater quantities are discharging into the city through natural slopes that drain to the Kılıçözü Creek and its tributaries. These natural catchment areas are located south and east of the city with a total area of approx. 10.000 ha.

The storm water system is not available all over the city. It consist mostly pipes laid without proper design studies. The storm water drainage is the main problem in the central part of the city especially at both sides of Kılıçözü Creek. Currently, Kırşehir Municipality is executing the design and construction of stormwater system with another Project.

3.6 TECHNICAL COMPONENTS OF THE PROJECT

3.6.1 General

Kırşehir’s potable water system needs to be improved

- The potable water system is not properly available in new parts of the city.

- The existing system’s capacity is not reliable because of the increasing population.

- Some components of the existing system are old and completed the efficient lifetime and needs renewal.

In the content of the potable water project, measures for transmission lines (gravity, pressurised), reservoirs, pump stations, network is proposed. A SCADA system is proposed for robust monitoring and controlling of the whole potable water system.

These are summarised as follows.

3.6.2 Potable Water System

Transmission Line

The existing main transmission line has to be replaced, since it is in very poor condition. The alignment foreseen in previously prepared Iller Bank Project is followed since land expropriation has been solved largely. This alignment follows Kılıçözü Creek route in flow direction up to city centre.

The transmission line is hydraulically divided by two sections which is;

- Özbağ well water storage reservoir and Selafur well water connection point

- Selafur well water connection point and Merkez 1 Reservoir

Total 11.700 m with diameters of DN450 and DN650 mm pipes shall be laid. The wash out valves, air valves and line valves shall also be installed in required locations. There will be total 10 washout valves, 9 air valve chamber, 9 line valves.

Proposed Main Transmission Line Alignment for Kırşehir Water Supply System is shown in the Drawing given as Appendix 3.

Network

Iller Bank has prepared a project in 2002 and approved asbestos cement pipe material with diameter ranging from DN200 to DN600 and PVC pipe material with diameter ranging from DN100 to DN150. Since asbestos cement pipes are not used today for the reason that they cause health problems on people and material are brittle and breakable material. On the other hand, asbestos cement pipe are not produced anymore. Accordingly, in the content of our Project, pipe material is chosen as PE (DN100-DN500) and GRP (DN600)

In İller Bank project total pipe length is 51.213 m for network. This amount corresponds to 11% of total existing network according to the pipe lengths received from the municipality. However, the areas marked as problematic and the areas which don’t have water network on the town plans cover 29% of all town development plans (Problematic areas cover % 25 of the whole and the areas which don’t have water distribution network cover %4 of the whole). This amount covers the network pipes which have been proposed in İller Bank Project (11%) and the network pipes which are the extension areas to complete to 29% of whole area (18%). The determined pipe lengths according to the pipe diameters are listed in the following table:

The areas which have not water distribution network and which have problems are shown in drawings in Appendix 1 and Appendix 2.

New Reservoirs

Total storage demand is calculated as 20.625 m3 for Year 2040. So, 925 m³ additional reservoir is required. Merkez 2, Kındam, Bağbaşı 1 and Bağbaşı 2, Mehtap 2 and Mehtap 3 reservoirs shall be abandoned because of very poor conditions and pressure zone divisions in network. The abandoned and proposed reservoir volumes are given in the following table.

The reservoirs in Mehtap which will feed the middle and high zones of the network in this area are immediate solutions because of insufficiency and bad conditions. Also the reservoirs in Bağbaşı which will feed low pressure zone and high pressure zone of the network is an urgent solution due to the same reasons. On the other hand, The construction of new reservoirs in Kındam are indispensable. Because this region is a new development area of Kırşehir and the volume of existing reservoir is not sufficient for the all inhabitants. Also there is no water distribution network partly, although this region is a residential area. As a result the the construction of new reservoirs which will feed low and high pressure zone of the network should be considered immediately.

Proposed Water Supply System in Kırşehir is shown in the drawing given as Appendix 4.

New Pumping Station and Transmission Lines between Pump Stations and Reservoirs

As also mentioned in İller Bank Project, the construction of a new pumping station in Kındam is proposed. Its flow capacity shall be 43 l/s and pumping head shall be 60 m. The proposed PE pressurised transmission lines are as the following:

4. MITIGATION PLAN

4.1 POSSIBLE ENVIRONMENTAL IMPACTS OF THE PROJECT MEASURES

During construction and operational stage of “Rehabilitation of Kırşehir Potable Water Transmission Line and Network System”, there will be positive and negative impacts to the environment which are summarised as follows:

4.2 MITIGATION PLAN AGAINST POSSIBLE NEGATIVE IMPACTS OF THE PROJECT

Steps to be taken during planning/design, construction and operation, to mitigate the major potential negative impacts on land, water, air and other media is given as in below table. The table also give responsibilities for each group of mitigation method.

Since some costs for environmental protection and mitigation measures for decreasing the environmental impact is included in construction costs of the Contractor firm during construction stage; and operational costs of the Municipality during operation stage, these are not indicated as separate in below table.

5. MONITORING PLAN

For the above mentioned impacts and mitigation measures, a monitoring plan is created. This monitoring plan shall ensure that the construction and operation of the project is in conformance with Turkish law and other relevant norms and standards.

Since some costs for monitoring of the implementation of the mitigation measures for decreasing the environmental impact is included in construction costs of the Contractor firm during construction stage; and operational costs of the Municipality during operation stage, these are not indicated as separate in below table.

6. INSTITUTIONAL ARRANGEMENTS

The organisations and institutions responsible for implementation and monitoring of the mitigation measures are as the following:

Kırşehir Municipality:

Since Kırşehir Municipality is the main Beneficiary of the Project, generally it has the main responsibility for environmental management during planning, implementation and operation of the Project. Municipality has the capacity to properly implement environmental management plan. In future if required, the Municipality would retain environmental specialist consultants to assist them in supervising the works carried out by the contractor and ensuring that the EMP is followed adequately. Municipality’s responsibilities for preparation of EMP are given generally in Chapter 2. The responsibility after EMP is prepared -during implementation of the Project, i.e. construction and operation of the Project- is as follows:

- During planning stage, Kırşehir Municipality is responsible to ensure all the mitigation measures and monitoring plan is included in tender documents for selection of Contractor and Construction Supervisor Firm. So, this will inform the firms about the importance of the environmental measures in the Project during tendering phase and ensure they prepare tender dossier accordingly. Tendering Committee will do the evaluation of the dossiers also considering the environmental approach of the firms.

- During construction stage, Kırşehir Municipality is responsible for monitoring the Contractor and Construction Supervisor implementing all the mitigation measures written in this EMP and tender documents and to forward this info to Iller Bank and World Bank regularly.

- During operational stage, Kırşehir Municipality is responsible for monitoring the operation is ensured to decrease the minimum environmental effect and to forward this info to Iller Bank and World Bank regularly.

Kırşehir Municipality shall inform Iller Bank and World Bank about the implementation of mitigation plan and monitoring activities during construction and operation stage via reports prepared regularly.

Municipality will request from Contractor and Construction Supervisor to add information on EMP implementation to their monthly, quarterly and biannual progress reports. As addition to these information, considering the observations and inspections done on site and public’s comments, Municipality will add information on implementation of EMP to Project Progress Reports as separate chapter and send it to Iller Bank regularly.

Contractor Firm- During Construction stage, the Contractor is fully responsible to take all

mitigation measures written in this “Environmental Management Plan” and also in the construction tender documents.

Construction Supervisor- During construction stage, the construction supervisor is responsible to

monitor/supervise the Contractor to ensure the Contractor is taking all the mitigation measures written in this “Environmental Management Plan” and also in the construction tender documents.

- Construction Supervisor is responsible for reporting to the Kırşehir Municipality and Iller Bank about implementation of the mitigation measures written in this EMP. Supervisor will create monthly, quarterly an biannual progress reports and add a also add a part in these reports to summarise the implementation of this EMP.

Iller Bank

Iller Bank, Project Management Unit will continue to include an environmental specialist to coordinate the implementation of the Environmental Framework. The Environmental Specialist’s responsibilities will be as follows:

- During construction and operational stage, Iller Bank is responsible for supervision and monitoring of Kırşehir Municipality for implementation of mitigation measures and monitoring plan. For this İB will regularly inspect the Project during construction and operation. When IB notices any problems in EMP implementation it will inform the Kırşehir Municipality and agree with them on steps to rectify these problems.

- Iller Bank is responsible for reporting to the World Bank about implementation of the mitigation measures written in this EMP. In the Project Reports sent every six months, IB will also add a part in this report to summarise the implementation of this EMP

- Iller Bank will also create the EA status table titled “Environmental Assessment Status of Project Components by Municipality”. The table will include information on the WB EA category, review of the EA TOR by IB, consultant hiring, public consultation meetings, status (drafting, revision and finalization) of the EA report. IB will share this document with the WB upon request

World Bank- World Bank shall be informed about the implementation of environmental

management plan via the Project progress reports that will be submitted by Iller Bank regularly and follow up the implementation.

- World Bank project team will on occasion, and as required, also visit project sites as part of project supervision.

Ministry of Environment and Forestry: The targets of the Ministry are; protection and improvement of environment, proper and effective usage and protection of urban and rural areas and natural resources, protection of natural vegetation and animal presence and natural resources of country, prevention of all environmental pollutions. For prevention of pollution in Kırşehir’s water resources, Ministry with the help of Regional Environmental Directorate shall inspect, control and cooperate with the Municipality, Public and Industries, so it is considered as a stakeholder with high importance and influence.

State Hydraulic Works (DSI): DSI is the primary executive state agency of Turkey for Nations overall water resources planning, managing, execution and operation. DSI is responsible for water development, management and allocation (surface and groundwater), monitoring water quantity and quality, construction of irrigation schemes and dams. In Kırşehir Project, DSI has high influence for control of water resources.

Ministry of Health: It is charged with the responsibility of providing quality health care for all citizens so that they may lead economically and socially productive lives. Ministry of Health is responsible for setting water quality standards and monitoring and controlling them through the Provincial Health Directorates.

7. CONSULTATIONS WITH AFFECTED GROUPS AND NON -

A presentation and a meeting is organised to inform the affected groups and to get further comments from them about the Project. The announcement of the meeting is done from Web site of the Municipality, via 3 local newspapers, via calling important chambers and via megaphone announcement to the city centre.
