I. INTRODUCTION

A. B r ie f P ro je c t D e sc rip tio n

1. The Republic of Uzbekistan has received a loan by the Asian Developm ent Bank (ADB)

fo r the rehabilita tion/reconstruction selected sections of the A380 highway Guzar-Bukhara-

Nukus-Beyneu. This highway is the main route between the northwest and southeast of

Uzbekistan and serves as an increasingly im portant international corridor between Kazakhstan,

Tajik istan, and Turkm enistan, and Kyrgyz Republic and People ‘s Republic of China.

2. The investm ent program includes 3 tranches. The 2nd tranche (Project 2) com prises of

reconstruction of 85 km section of the A380 highway (a 2 lane asphalt concrete road) between

Km 355 and Km 440 into a new 4 lane, grade separated, dual carriageway, concrete pavement.

The proposed Project involves upgrading the existing A380 alignment. This road section is

located in Romitan, Peshku and Jondor Districts of Bukhara Province and involves the w idening

of the existing road w ithin its own RoW.

3. The Project is classified as environm ent category "B” , and the initial environm ental

exam ination (IEE) was prepared during project preparation. Therefore, a sem i-annual

environm ental m onitoring report is required to be subm itted to ADB. This Environmental

monitoring report covers the im plem entation period from January 2015 to June 2015

B. O b je c tive s

4. This report provides information about progress of the im plem entation of Environmental

M anagem ent Plan (EMP), success and hardships of im plem entation process. It also assesses

EMP fo r som e im provem ents and developm ent of environm ental m anagem ent plan of the

Project.

5. The goal of th is report is to com ply with environm ental security requirem ents of the

Republic of Uzbekistan, A D B ’s Safeguards Policy S ta tem ent (ADB, 07.2009), as well as to fulfill

the loan covenants as described in the loan and project agreem ent signed between the

G overnm ent and AD B and to ensure that all environm ental m itigation measures is given in IEE

and EMP incorporating all the Environmental concerns of the project. The princip le objectives of

the project w ith respect to Environm ent are:

(i) to ensure environm entally com patib le project im plem entation by avoiding and

m itigation of negative im pacts that are likely to arise from the project;

(ii) to ensure that EMP recom m endations are adequate ly followed and to meet

the Environm ental com pliance of statutory requirements.

6. The report was based on findings during the field visits, the m onth ly progress reports

subm itted by Contractor (POSCO Engineering and Construction Co., Ltd.), information and

discussions w ith PMU specialist, local specialists from regional environm ental authorities and

other actors.

C. M e th o d o lo g y

7. In brief, the approaches for preparing th is report include:

(i) d e sc rip tive m e th o d , based on visual monitoring of the object and description

of ecological condition;

(ii) p h y s ic -c h e m ic a l m e th o d o f monitoring, based on data of laboratory analysis

o f air, water, soil, and background noise of the object;

(iii) c o n te n t a n a lys is o f the project docum entation, the I EE, contract and cost

sheet reviewed using the m entioned method;

(iv) d a ta co lle c tio n - the process of gathering and measuring inform ation on

variables in the established system atic fashion that enables one to evaluate

outcomes.

II. PR O JEC T STATUS

A. P ro je c t B a c k g ro u n d

8. Based on the results of the International Com petitive Bidding contract fo r Civil W orks

was awarded Kukdong Engineering & Construction Co. Ltd (Korea). On Novem ber 17, 2011

contract between Republican Road Fund (RRF) and Kukdong Engineering & Construction Co.

Ltd was signed and was subm itted to M FERIT (M inistry of Foreign Econom ic Relations,

Investm ents and Trade) fo r consideration. M FERIT registered the contract on March 27, 2012.

But the C ontract was term inated due the bankruptcy of the company.

9. Re-tender for civil works was announced on January 29, 2013. New contract was signed

w ith POSCO Engineering and Construction Co., Ltd. (Korea) on 24 Decem ber 2013 and

registered by M FERIT on May 07, 2014. The contractor has mobilized and started construction

w ork in July 2014.

10. In 2012 "Sambo Engineering Ltd., Co” (Korea) was selected as Construction Supervision

Consultant (CSC) and mobilized in Novem ber 2012. But in January 2013 "Sambo Engineering

Ltd., Co” suspended consulting services due the bankruptcy of Kukdong Engineering &

Construction Co. Ltd. Consultant restarted works on 11 February, 2014.

B. P h ys ica l P ro g ress

11. C u m u la tive p ro g re s s as of June 2015 is following:

(i) E n g in e e r ’s F a c ilit ie s a n d c a m p is com pleted for 98%.

(ii) C u ttin g a n d G ru b b in g (H a lo xy lo n re m ova l). Cum ulative length of completed

Cutting and Grubbing works equals to 84 671m, which corresponds to

50.11% of total length of Cutting and Grubbing works.

(iii) T o p S o il R e m o va l. Total cum ulative length of com pleted Top Soil removal

works equals to 84 671m which is 50.11% of total Top soil Removal w ork

volume.

(iv) E m b a n k m e n t C o n s tru c tio n W o rk s . Total cum ulative length of com pleted

Em bankm ent works equals to 67 981m which is 40.24% o f total Em bankm ent

Construction w ork volume.

(v) D ia p h ra g m C o n s tru c tio n W o rk s . Total cum ulative length of completed

D iaphragm layer equals to 54 006m which is 31.96% o f total length o f

D iaphragm construction works.

(vi) S u b B a s e C o n s tru c tio n W o rks . Cum ulative length of com pleted Sub base

layer up to date equals to 46 061m which corresponds to 27.26% of total

length of Sub base construction works.

24.64% of total length of CTB construction works.

17.78% of total length of Concrete Pavem ent works.

III. IM PLEM ENTATIO N OF EN VIR O N M ENTAL M AN AG EM EN T PLAN (EMP)

A. In s titu t io n a l S e t-up fo r EMP Im p le m e n ta tio n

12. RRF under the M inistry of Finance is the project proponent and the Executing Agency of

this MFF. The RRF employed the Program M anagem ent Unit (PMU) to lead the day-to-day

im plem entation of the MFF. The PMU also coordinates all consulting services (construction

supervision consultant) under the project.

13. The PMU hired a Construction supervision consultant (CSC) and established

Safeguards Team to oversee the planning and im plem enting environm ental m itigation

m easures during construction and operation of the road.

14. The Safeguard Team and CSC are responsible to prepare and subm it environm ental

monitoring report and other safeguard requirem ents related with land acquisition. The m itigation

m easures related w ith environm ental impacts associated w ith the construction works are

im plem ented by the Contractor with guidance from the CSC.

15. The m itigation measures related with environm ental impacts during operating period the

responsibility fo r safeguard requirem ents will be handed over to the regional level o f Uzavtoyol.

B. P re -C o n s tru c tio n P eriod

1. B id d in g and C o n tra c t D ocu m e n ts

16. EMP was included in the bidding docum ents (Section 6.6, Part 2). A fter conducting the

procurem ent and selecting the C ontractor and Engineer, EMP was included into the contract

agreem ents between EA and Engineer, and EA and Contractor. A lso environm ental safeguard

requirem ents have been included in the contract conditions between Engineer and Contractor.

17. Contract Sub-clauses 4.18 between EA and Contractor includes detailed term s and

conditions regarding the safeguard actions in accordance w ith I EE and EMP, which were

included in the bidding documents. EMP was developed by Contractor and approved by

Engineer. Sub-clauses also include C on trac to rs schedule of subm itting reports to Engineer and

EA.

18. Sub-clauses 106 of the contract also describes general requirem ents on Environmental

m anagem ent such as conducting baseline water, a ir quality, noise and vibration level

monitoring. The sub-clauses describe m itigation measures to prevent or to m inim ize adverse

im pact of pro ject on environment, in particularly on air, w ater and land resources and

population, living in the surround territory.

2. E n v iro n m e n ta l S ta tu to ry C lea rance

19. This project is classified as "B” in accordance w ith A D B ’s classification. The I EE was

prepared fo r th is project and I EE report was published on A D B ’s website. In accordance with

Uzbek Environm ental Legislation (Cabinet of M inister’s Resolution #491 from 2001 - Statem ent

of State Environm ental Expertise) rehabilitation of national level road A-380 is classified as

category 1. Environmental statem ent of th is project was conducted at the national level

Environm ental Expertise Departm ent - G lavgocekoexpertise. Environm ental Im pact Assessm ent

fo r th is project was obtained on 31 Decem ber 2009 (#18/698) with fo llow ing conditions:

(i) According to the above statement, State Nature Protection Com m ittee

(SNPC) of the Republic of Uzbekistan approved "Project sta tem ent on the

im pact on the environm ent” , Reconstruction of the A -380 H ighway "Guzar-

Bukhara-Nukus-Beyneu” in sections km 355 - km 440, Republic of

Uzbekistan.

(ii) Control over the im plantation of the pro ject and com pliance with

environm ental standards shall be entrusted to the State Inspection for the

protection of the State Com m ittee for Land Resources of Romitan, Jondor

and Peshku Districts of Bukhara Region.

20. According to Environm ental S ta tem ent of SNPC - G lavgocekoexpertise the cutting of

Haloxylon bushes was not considered. Adm in istration (Khokim iyat) of Romitan, Peshku and

Jondor Districts of Bukhara region respectively issued orders (i) #549 dated 28 June 2014, (ii)

#690 dated 9 June 2014 and (iii) #661 dated 26 June 2014 to com pensate cutting of bushes in

project area. The total am ount of 804 475 734 SUM com pensated by RRF to State Com m ittee

fo r Nature Protection of Bukhara region. On 24 O ctober 2014 Romitan Peshku and Jondor

D istricts Adm in istrations issued perm its #5X1/353, #5X 180 and #5X 01/1643 for cutting

Haloxylon bushes in project area.

C. C o n s tru c t io n P eriod (EM oP, EM iP/SEM P)

1. Im p le m e n ta tio n S ta tus o f E n v iro n m e n ta l M anagem ent P lan

21. From January 2015 to June 2015 Contractor on m onth ly basis subm itted to Engineer

EMR with Environmental Monitoring Check-List fo r approval. CSC ’s Environmental Safeguard

Specia list visited the project site, revised the Contractor’s EMR and approved it (A tta c h m e n t

No.1). Im plementation status of EMiP and EMoP during construction period is identified in

A tta c h m e n t No.2.

22. Nevertheless, CSC ’s Environm ental Safeguard Specia list during assessm ents of the

project site detected a num ber of environm ental vio lations com m itted by Contractor

(A tta c h m e n t No.3). These violations are reflected in the Engineer’s M onthly Reports fo r the

Client. Moreover, Engineer made prescriptions to Contractor and supervised elim ination of

environm ental vio lations (A tta c h m e n t No.4).

2. Im p le m e n ta tio n S ta tus o f S ite E n v iro n m e n ta l M anagem ent P lan

23. The relevant m itigation measures for identified site-specific environm ental im pacts were

proposed in the IEE, and were included in the environm ental m anagem ent plan. The contractor

prepared Site Environm ental M anagem ent Plan (SEMP), together w ith a safety, health, and

environm ent control plan.

24. Beside environm ental m anagem ent actions, SEMP defined what kind of m itigation

m easures have to be im plem ented by Contractor, and how to conduct environm ental monitoring

during the road construction work. SEMP defined place, time, param eters and responsibility of

environm ental monitoring.

25. The field works on monitoring of EMP for the reported period was carried out in pro ject

areas (A380 highway, section from km 355 to km 440) as follows:

(i) Section km 355 to 440 km of A380 highway and the shoulders;

(ii) Road side quarries;

(iii) Concrete batching plants which located at 367 km and 409 km;

(iv) Cam p site (at 367 km and 409 km).

Engineer/Em ployer’s and Contractor’s office facilities, CTB and Concrete Batching plants will be

35. S ta tus o f SEM P fo r C o n tro lle d B la s tin g A rea. During the road construction works

controlled blasting works were carried out at 367 km and at 386 km for removing hard rock.

There are no residential settlem ents w ithin controlled blast zone.

36. Controlled blasting operations were carried out by a specialized organization (State

Inspection "CaH0aTre0K0HTexHa30paT” under the Cabinet of M inisters of Republic of

Uzbekistan) at 367 km and at 386 km of highway A-380. On the site 367 km volum e of exploded

rock mass was 22 263 m3, and in the area of 386 km - 12 971 m3. Explosive w eight was used

for the reclam ation of road side quarries and fine partic les were used to align the area outside

the RoW w ithout vegetation. In the area 367 km to prevent expansion of stones toward the base

of Contractor and the Traffic police post blasting works were produced w ith overlapping metal

nets and sacks filled w ith sand. All blasting operations were conducted in accordance with the

requirem ents of safety standards. Perm issions fo r blasting see in A tta c h m e n t No.8.

37. Below is the SEMP fo r Controlled Blasting W orks which was im plem ented by the

Contractor.

38. Contractor signed the Contract No.837 on monitoring services for air, water,

vibration, dust, and noise w ith Bukhara Sanitary Epidem ology Center on O ctober 30, 2014.

Monitoring was carried out by using indicators described in the EMP. The environm ental

quality was in com pliance w ith re levant norms of Republic o f Uzbekistan (A tta c h m e n t No.9).

V. G rie va nce R edress M echan ism

39. According w ith I EE RRF established a grievance redress mechanism to receive,

facilita te and resolve grievances o f affected people concerning the delivery o f environm ental

safeguards at the project level. The grievance redress mechanism will be scaled to the risks and

im pacts of the project.

40. The RRF’s PMU, in cooperation w ith the oblasts and impacted rayons, established

Grievance Redress Com m ittees (GRCs) at both levels. A t the oblast level these are comprised

of the Khakim ’s representative, a representative of RRF and one m em ber from the Oblast

Environm ent Departm ent. One person on the com m ittee is identified as the point of contact for

any grievance claim. A t the rayon level it is consisted of a governm ent official and two

nongovernm ent members.

41. Grievances can be filed in writing or orally w ith the G R C ’s rayon-level contact person.

The com m ittee will have 15 days to respond with a resolution. If unsatisfied w ith the decision the

com pla inant will be able to resubm it the grievance with the oblast GRC fo r final resolution, and

at the sam e tim e subm it a copy of the letter to the ADB project o fficer in charge. The oblast

GRC will have a fu rther 15 days to provide a decision, and if no ruling is forthcom ing the

grievance will be autom atically decided in favour of the com pla inant and all com pensation will

be provided.

42. The Project has employed the existing G overnm ent Grievance Redress Mechanism. The

focal Points (GFP) have been established at the district m ayor’s offices to coordinate and

address all com plaints and concerns arising from the project. The contact details are:

- Reduction of exhaust from road construction equipment.

- Shelter bulk m aterials during transportation.

- C leaning / washing of equipm ents and vehicles shall be in strictly designated areas.

On 16 March 2015 was carried out inspection on im plem enta tion o f the environm ent protection plan at construction

site of the Contractor. Inspection covered the fo llow ing objects: roads, offices te rritories, Batching plant territories,

w ater connection places o f Sarim ai - Gazli, fuel stations

During v is it to the construction site o f the Contractor, the fo llow ings were observed.

R O A D S

Construction w orks along the road axis being carried out properly. Condition o f the road adjoin ing areas stable.

D isorders and the use o f additional areas fo r construction purposes is not observed.

The m ost intensive w orks being carried out at km 381-384, where sand moving areas being cut. To prevent dust

generation being used special equipment.

A t construction site managed working platform s fo r specialists and supervisors.

Areas at km 412 do not com ply w ith the environm enta l protection requirem ents. Storage tank o f diesel continuing to

constitu te a th rea t to soil contam ination w ith spills o f petroleum products to the ground.

The condition is inadm issible. It is im portant e ither tank should be rem oved or should be arranged storage in

accordance with safe ty regulations.

A t km 367 being carried out Blasting works. Blasting w orks and activities being carried out after coordination with

re levant organ izations and in com pliance with safety regulations.

Boulders and rocks gathered during blasting w orks w ill be transported to borrow pits (km 368).

Recommendations.

- Fuel tank at km 421, recom m ended e ither rem ove or should be arranged storage in accordance w ith safety

regulations.

B A T C H P L A N T S

Batching P lant at km 366 and km 409 are ready fo r production. Batching Plant at km 366 producing concrete and

CTB m ixture fo r construction works.

Territory o f Batching Plants is in good condition. To reduce dust generation while production, all conveyor belts are

covered on all sides.

Storing places o f raw m ateria ls mounted with technologica l barriers to separate raw m ateria l by type and fraction. The

barriers also have a protective function from dust generation.

Recommendations.

- Keep the te rrito ry clean.

-P revent the accum ulation o f w aste at the plant. W aste should be transported on time.

- Rational use o f w ater resources.

B o r r o w P its .

Currently there are planned to operate and use additional borrow pits at km 367, 375, 377, 378, 381, 386.

In Borrow Pit km 409 v iolation o f the groundw ater level and output them to the surface still have not been elim inated.

Negative factor during inspection w as deep cut o f Borrow Pits and there w as no actions fo r recultivation works.

Recommendations.

- Carry out technical recultivation w orks parallel with transporta tion works.

- According to the issued recom m endations the depth o f the excavation w orks should not exceed 2 m.

F U E L S T A T IO N S A N D P A R K IN G A R E A S

The fuel station, w hich is located at km 409, does not correspond to the requirem ents o f storing petroleum products.

Around fuel storage tanks required to organize a concrete border to prevent oil spoilage.

Fuel sto rage tanks at km 386 was observed that there were cracks on the surface o f fuel d ispenser base and fuel

was spilled to the ground, required to organize a concrete border.

Recommendations:

- Recom m ended to cover with fencing around the fuel station.

During April 15-16, 2015 were carried out inspection o f environm ent protection plan activities o f the C ontracto r

“POSCO Engineering and Contraction Co., Ltd” .

Inspection w as carried out on fo llow ing structures: roads, office areas, batching plant areas, w ater sources (P ipelines

from Sarim ai - Gazli) and fuel stations.

During inspection the fo llow ings were observed:

Incom pliances and using additional ground areas fo r construction purposes were not observed.

To avoid dust generation and to prevent accidents on the road, C ontractor has being used w ater trucks.
